What factors would persuade stakeholders to participate in ecological restoration?

Abstract
The vast majority of the UK's environmental policies are based on European laws. The EU Biodiversity Strategy, Target 2, promotes ecological restoration (ER), calling for 15% of degraded ecosystems to be restored by 2020, recognising the various socio-economic benefits of doing so. But how is this to be achieved in the UK, where much of the rural landscape is in fragmented ownership? Land in the UK is owned by, variously, the public (e.g. Forestry Commission, Ministry of Defence), charities (e.g. RSPB, National Trust), utilities companies (water, energy, rail), the Crown Estate and many private sources (aristocracy, farmers, pension funds etc). What are the motivations of these stakeholders behind ER? What are the potential barriers preventing ER? Do approaches differ between public and private actors? What potential impact, if any, could Brexit have on current policy?
