Memory Proxy Wars: Identifying International Conflict in Local Mnemonic Practice

Abstract
International exportation of official collective memory regimes by national and supranational entities is increasingly recognized as socio-politically significant within political science. However, the dialogue and conflict between two coexisting internationalized collective memory frameworks in a third nation - and the consequences of this interaction - are currently unstudied. This research will analyse the significance of this phenomenon (prospectively named "memory proxy wars"), paying specific attention to how it influences local attitudes and conflicts, obfuscates sustainable and long-term peace in war-affected societies, and represents new fronts in international warfare. The case of European Union and Russian collective memory frameworks in the Western Balkans will be used as a case study, using qualitative data collected via fieldwork in the region.
