Cardiff Council Behaviour Change - Lets Go Net Zero

Abstract

In light of the Climate Emergency facing us all the One Planet Cardiff Strategy sets out a clear yet ambitious pathway for Cardiff City and Council to be Carbon Neutral by 2030\. However the Climate Emergency cannot be seen in isolation and through its Stronger Fairer Greener strategy the Council sets a clear vison for the capital city which integrates its net zero targets.

The implementation of the One Planet Cardiff strategy is now well under way with many practical projects in relation to transport, energy and food gaining momentum in delivery. However, whilst many of the physical and practical changes are under way, we know the biggest challenge remaining is how to support the city, its residents, services and businesses to make the multi modal lifestyle changes needed meet the challenge of climate change.

The need is clear; we need to develop ways to grow sustained behavioural change so it becomes endemic in the way we live and work and not the preserve of the environmentally engaged. The Innovation UK Fast Followers programme provides us with the unique opportunity to analyse the decisions making systems at play in the Council. We will fully utilise the knowledge and experience provided through the Fast Followers programme to embed net zero into our governance, decision making and investment strategies for long term benefits.

We want to share with and learn from others from both businesses and other public sector partners. Through this project we will establish a set of deliverable methods and the skills needed to support net zero decision making, something we will share with businesses, other services and individuals to build-in low carbon decision making. This project is not about developing a 'campaign' or telling people what they must do. Its instead about how can we support action to build-in low carbon understanding in choices and decision making, in all we do. In this modern digital world we want to find out the most effective and innovative approaches to do this.
