Sustainable Home Survey Company (Green Deal Assessment Screening System)

Abstract

The Sustainable Home Survey Company (“SHS”) works with community partners,
refurbishment providers and homeowners to identify and catalyse domestic energy efficiency
improvements. SHS provides a range of impartial Home Energy Saving assessments to
homeowners.
SHS proposes the development of a unique service to Green Deal Providers using an
innovative assessment system that enables the cost effective screening of households prior to
a full Green Deal Assessment Report (“GDAR”).
The full introduction of the Green Deal in 2012-13 will accelerate “the biggest home
improvement programme since the Second World War”. A key barrier to successful delivery
is mobilising consumer demand. Whilst many Green Deal Providers intend to provide a free
GDAR, there are strong concerns regarding impartiality and the impact on profitability from
recipients who choose not to proceed.
The SHS screening system uses a proprietary home evaluation model including a face-to-face
behavioural survey. SHS partners with local community groups to aggregate demand. This
approach allows assessments to be delivered at a fraction of the cost of a full GDAR – which
is subsequently provided by Green Deal Providers to the high improvement potential
households – accelerating the deployment of proven domestic technologies at scale.
Whilst initial SHS research suggests that the business model is commercially viable, this
assessment is dependent upon certain market assumptions. The primary objective of this study
is to further develop the proposition to value chain participants as the Green Deal ecosystem
continues to evolve.
The successful launch of the SHS screening service is estimated to directly create up to 30
new jobs and reduce net costs per implemented Green Deal package by £400 through
reducing the number of unused GDARs. This will accelerate the uptake of the Green Deal
which the Government estimates will lead to a carbon savings of 1.8MtCO2 MtCO2 p.a. by
2020, and have an NPV of £8.3billion.
