Sustainable Home Survey (Intelligent Domestic Screening Survey System)

Abstract

The Sustainable Home Survey Company (“SHS”) works with community partners,
refurbishment providers and homeowners to identify and catalyse domestic energy efficiency
improvements. SHS was the first CIC to be certified as a Green Deal Assessor Organisation.
As an adjunct to the core business of providing regulated energy surveys, in mid-2012 SHS
identified a need for an innovative assessment system that enables the cost effective screening
of households prior to a full Green Deal Assessment (“GDA”). The proposition was
successfully market tested as part of a TSB “Proof of Market” study.
The introduction of the Green Deal in 2013 marked the start of “the biggest home
improvement programme since the Second World War”. However, the mass consumer market
remains reluctant to pay upfront for assessments. Green Deal Providers profitability will be
materially impacted by absorbing “at-risk” costs of ~£125-150 per GDA at anticipated 25-33%
conversion rates.
The basic SHS screening system uses key information on the property to estimate the set of
measures that can be economically implemented combined with householder behavioural
survey results to evaluate their propensity to implement the measures. This enables scarce
surveying resources to be directed to the highest potential households, boosting conversion
rates to reduce net costs per implemented Green Deal package by at least £150.
This project will allow SHS to develop a cost-effective area based household engagement
system. SHS proposes to repurpose political engagement systems, integrate existing GIS stock
data and household survey data. By tracking actual implementation by household, the system
will develop intelligent, self-learning lead-scoring algorithms.
The successful launch of the SHS screening service is estimated to directly create up to 40
new jobs and help accelerate the uptake of the Green Deal which is estimated will deliver
carbon savings of 1.8MtCO2 MtCO2 p.a. by 2020, with an NPV of £8.3billion.
