Mapping Development Pathways between Science Research & Innovation (SRI) and SDGs

Abstract
Science, Research and Innovation (SRI) play a crucial role in providing new knowledge, artefacts and evidence-based strategies on how to tackle the Sustainable Development Goals (SDGs). However, due to the diversity of goals (17), constituting targets (169), indicators (232), and the strong inter-relationships between the SDGs, the potential contribution of SRI towards attaining the SDGs is complex and elusive. As synergies, trade-offs and misalignments emerge between different SRI areas and technologies, and between SDGs, there is no consensus on how science, policy and society should interact with each other, to most effectively achieve the SDGs and constituting targets. In order to fully appreciate the contribution of SRI to SDGs, we need an integrative framework that is capable of mapping and studying the synergies, trade-offs and misalignments across SRI areas and between SRIs and SDGs. The integrative framework should also highlight opportunities to exploit all synergies, while negotiating all trade-offs and misalignments constructively.
Our report aims to develop such an integrative framework, which is conceptually-grounded, empirically-based, and globally-produced. Our analysis aims to empower concrete policy action, for governing and (re)orienting SRI for meeting the SDGs, while accounting for national differences and transdisciplinarity. We will develop a systematic data-driven analysis of:
a) The most relevant SRI areas, and the interactions between them, for addressing each SDG;
b) The synergies, trade-offs and misalignments between the different SDGs and relevant SRI areas;
c) The actors in the SRI system globally, while zooming in to the national and local levels, and emerging developments that are most critical for attaining the SDGs;
d) The most viable and sustainable SRI pathways for the future, in order to achieve the different SDGs and exploit synergies between them; and
e) Concrete policy implications and guidelines, for exploiting and influencing SRI developments and their use, to address all SDGs comprehensively.
To achieve aims (a)-(e), we will build on four complementary levels of analysis - System Mapping, Sub-System Interactions, Micro-Case Studies, and in-Depth Consultations and Engagement, using quantitative and qualiative methods to build the report through five complementary work packages:
1) Identification of relevant SRI areas and technologies by engaging with international experts (methods: focus group/workshop);
2) Mapping of SRIs for each SDG, actors involved, and their relations to develop a taxonomy to map the potential importance of different SRI for SDGs (methods: topic modelling, scienotmetrics and case studies);
3) Analysis of emerging and future SRI developments along multiple pathways, for achieving the SDGs (methods: literature review, focus group/workshop, scientoemtrics and real-time Delphi survey);
4) Policies, tools and implementation with diverse stakeholders to produce detailed evidence on how SRI can be made more central to decision-making for SDGs (methods: case studies, and interactive visualisations, and games); and
5) Continuous consultation and engagement with relevant researchers and experts to interpret results, identify challenges, discuss investment directions and improve impact mechanisms (methods: consultation meetings, workshops and discussions with stakeholders).
The report's impact on policy and practice will be facilitated through continuous engagement with engaged communites of practice, who will be mapped through a participatory forum involving our high-profile advisory committee and existing networks in which the UK and UNDP teams are involved.

Planned Impact
This report will produce empirical evidence, novel concepts and policy tools to examine the complex relation between Science, Research and Innovation (SRI) and SDGs. It is designed as conceptually-grounded and empirically-based, multilevel, globally-produced, transdisciplinary tool that can empower policy action at various levels. It aims to provide stakeholders with interpretative lenses to understand the complex web that relates SRI to SDGs, how such relations develop in local contexts and how relevant policy actions are undertaken.
The report will assist policy-makers to shape more effective SRI policies, considering synergies and trade-offs within SRI fields, within SDGs, and between the two. It will demonstrate how to improve the alignment between sustainability needs and SRIs, rebalancing North/South and Global/National priorities. It will provide policy tools for policy makers to navigate and exploit SRI synergies, and empower stakeholders beyond policy makers, providing a simplified understanding of how they can contribute to SDGs (also by influencing policy).
The report will offer learning opportunities for researchers in world leading institutions, to orient research to be better aligned with practice needs, through a continuous two-way collaboration with the UNDP team. This journey will deliver well-trained policy-conscious academics and teams that will remain active beyond the duration of this project.
Outcomes from the project will be: i) better understanding of SRI policies and their influence on SDGs; ii) improved understanding of the synergies, trade-offs and misalignments between SRI and SDGs and how to address them; iii) identification of causal pathways from SRIs to SDGs; iv) understanding of barriers and opportunities to improve the process through which SRI serve SDGs at the national and local levels; v) understanding the role of conflict, governance, innovation systems, and policies in shaping pathways from SRI to SDGs.
These will yield improved use of evidence that makes a difference to policy formation and decision making; improved portfolio of SRIs to address SDGs; increased awareness of research teams of diverse policy needs for SDGs; and increased awareness of the UNDP team of research tools.
Direct beneficiaries comprise: a) national research councils and international research initiatives from broad ones e.g. GCRF, NORGLOBAL, FutureEarth, and Horizon Europe, to more focused ones like CGIAR; b) national and international development aid agencies, particularly those that are research intensive, e.g. DFID, DANIDA, IDRC, GIZ, USAID, OECD, Development Banks, the World Bank and UN agencies and initiatives beyond UNDP, e.g. SDG-DESA and TFM, UNEP, UNCCD; c) global foundations funding international research related to SDGs, e.g. Rockefeller, Ford, Bill and Melinda Gates, Volkswagen, Gatsby; d) NGOs, particularly those engaging with research, e.g. Oxfam, Peace Direct, Save the Children; e) national academies of sciences from donor and recipient countries (especially natural sciences, engineering and medicine) and international academies, e.g. ICSU, TWAS, AAS, WWAS; d) regional and national public policy-making institutions, e.g. the EC, the African Union, NEPAD, the National Task Force on Agriculture at NITI, DKN future earth; f) civil society organizations, e.g. Centre for Sustainable Agriculture and the One Acre Fund; g) global fora of policy makers, practitioners and private sector representatives, e.g. WEF, WBSCD, INGSA, Global Goals Tech. Forum; h) government ministries and agencies deciding on research priorities (to use evidence on how they can shape SDGs, through better use and reorientation of SRIs).
Through this work, the improved ways of addressing SDGs through SRI will benefit populations in LIC, especially those who suffer from environmental degradation, hunger, poverty, discrimination, diseases, lack of primary goods, and conflict

Description | 1. We need new directions: priorities in Science, Technology and Innovation are unevenly distributed with respect to society and its diverse challenges 2. The Sustainable Development Goals (SDGs) offer an opportunity to set new directions and revise STI priorities to address a globally shared set of challenges more fairly 3. Steering STIs towards the SDGs is however easier said than done: STI directions are the outcome of the (unequal) interactions and struggles among diverse and plural understandings, interests and enactments of STI, SDGs, and how they relate 4. We provide evidence and tools to better understand (mis)alignments between STI directions and SDGs challenges and open up debates for policy changes to improve steering of STI towards the SDGs (theory of change) We put together an impressive amount of findings from our global mapping of research and innovation using publications and patents; our three in depth case studies exploring the different science and technology pathways that may contribute to specific issues related to sustainability in Argentina, India and Kenya; and our global Delphi survey on what science and technology areas may contribute to achieving the SDGs by 2030. Key top findings from this analysis include 1. Current STI priorities in public and private R&D organisations fall short of addressing the SDGs 2. Most countries do not focus on research that relates to their major SDG challenges 3. Perspectives on future influences of STI on SDGs differ substantially from past STI trajectories 4. Description | The relation between research and SDGs is often not direct or self-evident. There are different views on which research is appropriate to support SDGs in various contexts. As a consequence, different approaches to mapping SDGs have yielded strikingly different results. Given the disparity of contexts and perspectives, rather than aiming at a one-size-fits-all mapping of SDGs, we propose a tool that allows stakeholders to explore and select the research areas that in their specific context and understanding they consider relevant for SDGs. Results and Impact | Dr Tommaso Ciarli presented a map of complex relationships that exist between STI and the SDGs at a global level, to identify in which topics and regions there are imbalances between the knowledge needs to face organized socio-environmental challenges by the SDGs and the production of STI. Dr Valeria Arza focused on Chagas as a specific problem that is also crossed by multiple socio-environmental dimensions. Following the presentations, there was a Q&A session. Questions related to methodological decisions to rank societal needs; how to know how much science is needed for different needs; how to promote collaboration in science; how governments are orienting scientific research towards the SDGs; and how are the SDGs included in university curricula. |

Results and Impact | This was a local workshop aimed at Sharing the findings and recommendations from this study focusing on these alternative pathways. 25 participants attended this workshop, but it might have overarching reach as most of the participants were representatives of unique stakeholders/organisations involved in research, extension, policy and engagement with communities. Though this workshop was held at Bhubaneswar, India, it included local, regional, national and international actors. 25 select stakeholders representing the breeding pathway and in situ conservation pathway participated in this event on 5 October 2021 at Bhubaneswar, India-including Research actors (NRRI, OUAT, IRRI, NBPGR), policy makers/extension actors(Department of Agriculture, including seed testing laboratory, OLM, Mission Shakti), civil society organisations working closely with indigenous communities involved in in-situ conservation (PRADAN, Living Farms, Pragati Koraput, MSSRF), farmers, seed saviours. The workshop was meant to Share the findings and recommendations from this study focusing on these alternative pathways including their framings and alignment to SDGs, and Engage in a multi-stakeholder dialogue to fully understand the implications of these findings on promoting alternative pathways and for steering STI policies to better align with SDGs through funding, prioritisation and evaluation. The workshop was instrumental in the acknowledgement of the need for both pathways to co-exist and co-innovate and there was a brief deliberation on the mechanisms that should be put in place to foster a better alignment of STI to SDGs and also brought forth focus to underinvestment in one of the identified pathways (in situ conservation). This event also coincided with the Government of Odisha's decision to develop a new programme to conserve and evaluate indigenous varieties of rice for specific traits that could be marketed at higher prices which will further enhance insitu conservation and cultivation of these varieties |

Results and Impact | The second Global Forum of Funders has been convened by the ISC and its partners with commitments from participants to engage with the open platform on a regular basis. The aim of the Forum, which brings together public, private, philanthropic, and development aid sectors, is to raise ambition that will scale up efforts by funding communities supporting science for the Sustainable Development Goals (SDGs). Participants from more than 70 countries contributed to the virtual discussions held over three days. Among the successful case studies were also reality checks of the SDG realization being off- track. One such misalignment was pointed out by Joanna Chataway, Head of Department at UCL Department of Science, Technology, Engineering and Public Policy (University College London) who showed that within SDG related research, more than 90% is done in high and upper-middle income countries, while low-income countries are much smaller research participants, even though the SDGs are key concerns for them. |

One transdisciplinary, to engage with different actors who are developing approaches and datasets and influencing decisions about research prioritisation in relation to the SDGs. 2. One methodological, to discuss the significant technical challenges analysts face in the process of identifying research related to specific SDGs, and what agreements and disagreements there are in relation to the different approaches used. There were 12 presentations from members of the STRINGS team and external speakers from academia, international bodies and private organisations. In the final, policy-focussed session, participants discussed different research funding initiatives and programmes related to the 2030 Agenda for Sustainable Development that are on the ground right now, and the role of national governments, regional organisations and multilateral agencies in pushing forward that agenda. Results and Impact | This workshop aimed to define and develop a detailed understanding of how specific areas of science, technology and innovation (STI) may contribute to achieving the Sustainable Development Goals (SDGs). The workshop was attended by international experts from academia, policy and practice representing diverse regions, organisations, disciplines, SDGs, and demographics, including the members of the project's Advisory Committee, and project partners. The workshop comprised four main sessions: An interactive discussion in groups on how to steer STI investment and processes towards the SDGs A practical exercise to map which STI areas will have a positive/negative influence in achieving different SDG targets A session to co-design the engagement plan An open discussion which began with a presentation from Jeffery Sachs. The workshop facilitated early engagement with users of STRINGS outputs and the discussions and outputs from the workshop have shaped STRINGS' research and engagement activities. |

Results and Impact | The STRINGS final workshop is bringing together researchers, policymakers, funders and civil society to discuss and share experiences on how prioritizations in science, technology and innovation (STI) may need to be revised to better address the United Nations Sustainable Development Goals (SDGs) in different contexts, with a focus on low- and middle-income countries. This dialogue will help build a more diverse and concise understanding of the current STI/SDG challenges, aiming to identify what a future STI research and policy agenda would require. The workshop builds on the STRINGS's work around the above issues, and the project team will present the evidence, tools and guidelines produced over the last two years, aiming to empower more effective policy actions as well as more inclusive political and technical debates about the possible roles for STI in meeting the SDGs by 2030, and the ways this might be achieved in different contexts. The speakers together with the workshop participants, will explore the following questions, in four two-hour long sessions, over two days. Results and Impact | The objective of this virtual summit is to raise awareness about the role and contribution of science to the achievement of the United Nations Sustainable Development Goals. To that end, initiatives are showcased that provide models for global scientific mechanisms and activities in support of the SDGs, especially with regard to scientific infrastructure and capacity building. Valeria Arza participated in a panel discussion on research perspectives with a regional focus in the session "The significance of international research cooperation for the attainment of SDGs approaches from research management". Arza presented insights about the production of scientific knowledge to address societal needs based on her research experience in STRINGS (Steering Research and Innovation for Global Goals). She discussed some drivers to guide research towards the SDGs, in particular, the role of international collaboration between researchers. She also mentioned some of the biggest challenges in aligning science and SDGs. |
