The Political Economy of Education Research (PEER) Network

Abstract

Almost half of all children who are out of school live in conflict affected countries (at least 27 million children in 24 countries). Children in these countries are twice as likely to die before their fifth birthday and countries with conflict have some of the lowest literacy levels in the world and the largest inequalities between girls and boys, rich and poor. Good quality education can protect children in the midst of violence and provide life-saving messages concerning health and safety, as well as the knowledge, skills and attitudes to survive, recover and rebuild their society after conflict. Yet, education is often given a low priority in situations of conflict.

We know that modern conflicts can last more than 20 years and often involve multiple armed groups competing for control of government institutions [such as schools], natural resources and territory. This also means that provision of education can be highly politicised in situations of conflict and this can prevent much needed assistance reaching those who need it most - it is usually the poorest or most marginalised who suffer the worst consequences of violent conflict. Education is usually considered 'a good thing', but we know that in certain circumstances education may actually be 'part of the problem' as well as 'part of the solution'. For example, unequal access to education and distribution of education resources may fuel grievances between groups in society, particularly if they are already in conflict. Exclusion of minority voices from decision-making will cause resentment. Insensitive or politically biased education policies in terms of the language of instruction or content of the curriculum may create mistrust between different ethnic, religious or cultural groups by fuelling stereotypes, xenophobia and other antagonisms.

We therefore need to better understand the underlying political, economic and social reasons why education may sometimes aggravate conflict. This is known as Political Economy Analysis (PEA) and is highly relevant to the provision of education in conflict affected countries. However, there are problems with current approaches. There is a reliance on international consultants to undertake 'one-off' assessments that lack sensitivity to local history, politics, culture and knowledge of power-relations that are better conveyed in local languages. There is also a tendency to ignore the impact that international agencies have on national policies and practices, and the different political circumstances that operate in different parts of a country. There is often a reluctance to raise critical questions about education provision because they are too sensitive or may challenge vested interests. These severely limit the potential of analysis to improve the planning and development of socially just education systems.

The PEER Network is a three-year initiative led by four universities (Ulster, Cape Town, Nazarbayev and Sussex) aimed at improving the quality of PEA in partnership with academics, policymakers and practitioners in conflict affected countries. By the end of the project we aim to have made an impact by:

- Establishing two regional hubs of PEA expertise across conflict affected countries in Central Asia and Sub-Saharan Africa
- Bringing together 40 policymakers, practitioners and academics to develop PEA tools, knowledge and expertise
- Commissioning at least 20 research studies worth £800,000 to create locally owned knowledge bases
- Making all the tools and resources freely available online to students, researchers and practitioners
- Supporting a new generation to undertake political economy analysis of education systems in their own contexts
- Influencing change in global practice in PEA for the benefit of children and young people in conflict affected countries

Planned Impact

The stated aim of the GCRF Strategy is to facilitate "a positive transformational impact on development research and on sustainable global development

The overarching goal of the PEER Network is to inform socially just education systems and provision for children and young people in contexts of conflict and protracted crises.

To achieve this, the PEER Network will:

- Identify new solutions to the problems of 'why good technical policies fail' through a process of endogenous knowledge production.
- Inform intelligent policy and planning decision-making that directly recognises the trade-offs inherent in activities targeting the drivers and the legacies of conflict.
- Produce sustainable solutions by building networks of social accountability at the national and regional level to monitor progress and take account of changing circumstances.
- Create regional hubs of expertise to facilitate joint analysis of political economy analysis of bottlenecks that extend beyond national borders.
- Transform the global knowledge base and increasing standardisation of global education governance response by challenging postcolonial approaches to political economy analysis.

By meeting these objectives, this research will provide benefits to the following groups:

1. Children and young people in the context of conflict and protracted crises

2. National level policymakers & practitioners seeking to make sustainable and informed choices in the context of constrained resources

3. Policymakers and practitioners working across national borders in the region.

4. International organisations involved in humanitarian aid and development who are supporting the provision of education for increasingly prolonged periods in the context of conflict and protracted crises.
 
Description The PEER Network, funded under the Global Challenges Research Fund (GCRF), has had a significant and evolving impact beyond academia, influencing policy, practice, and societal engagement in fragile and conflict-affected contexts. The network's core objective of fostering equitable partnerships and co-produced research has driven meaningful change in knowledge production, policy formulation, and practitioner engagement across the Global South. Economic and Societal Impact: The PEER Network has played a crucial role in strengthening research capacities of ECRs in in our hub regions, providing resources, mentorship, and training to researchers in low- and middle-income countries (LMICs). By facilitating co-designed research and prioritizing locally led initiatives, the network has enabled partners to secure further funding and institutional support, contributing to long-term research sustainability. Furthermore, the network's work has fostered greater inclusion of underrepresented voices in decision-making processes. The engagement of grassroots organizations and civil society actors in research initiatives has enhanced the legitimacy and applicability of findings, directly benefiting communities affected by conflict and displacement. In several instances, research outputs have been utilized by NGOs and international organizations to refine intervention strategies, ensuring more contextually relevant responses to conflict-affected populations. The impact of the PEER Network extends well beyond traditional academic outputs, influencing policy, practice, and societal engagement in meaningful ways. By prioritizing equity, inclusion, and local leadership, the network has not only strengthened research ecosystems in conflict-affected regions but has also contributed to more effective, context-sensitive policy and practice interventions. As impact continues to evolve, the network remains committed to fostering sustainable research collaborations that drive positive change in fragile and conflict-affected contexts.

Results and Impact A conference of 100 student leaders from the Metropole South Education District, which facilitated dialogue intergenerational dialogue between student leaders, community activists and academics. This has strengthened a network of student activists and empowered them with tools to effect meaningful change in their schools. On the research issue of school safety and school policing, this event was also successful in forging relationships between Bottomup and Equal Education in South Africa, as well as Advancement Project in the US and Kids of Colour in the UK, who through virtual means were able to engage in a dialogue sharing learnings across contexts and organisations on the issue of policing in schools.

Results and Impact A series of online lectures delivered by colleagues (six of whom were female and one male) from a diverse range of academic institutions that address various aspects of education in the Central Asia region The majority of participants were from Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Pakistan, India and Ghana. This sparked a large amount of debate and led to an article in a Kazakhstan newspaper. Participants in the lecture series also subsequently applied for our Network Fellowship programme.

Results and Impact The participants of the research dissemination day were welcomed by the Vice-Rector of the University of World Economy and Diplomacy, Dr Gulnoza Ismailova, the PEER Network's Joint Principal Investigator, Professor Kelsey Shanks (University of Ulster) and Central Asia hub's team, Professor Naureen Durrani and Associate professor Hélène Thibault. Following the opening note, during four sessions, fellows presented their small-scale research projects and answered the questions from the researchers and practitioners in Tashkent.

Results and Impact Developing minimum standards for Data, Evidence, and Research in EiE: Kelsey Shanks participated in the this Deep Dive to think through the various steps of the data and evidence generation cycle to identify how we engage in this work in ways that do no harm and maximise benefit. Importantly, we'll give attention to how we build on and operationalise existing guidelines which are already in place and ensure accountability on the part of all to these guidelines. These include: the Guiding Principles for Promising Partnership Practices in EiE, UKRI Ethical Research in Fragile and Conflict-Affected Contexts Guidelines, indigenous guidelines such as the Te Ara Tika Guidelines from Aotearoa, the IASFM principles, and BE2 Guidelines for Ethical Qualitative Research (see pp 55-60).

Results and Impact In November 2021, two workshops were held in Cape Town, South Africa and Almaty, Kazakhstan for the Political Economy of Education Research Network (PEER). Mario Novelli and Helen Murray worked with PEER project partners at the University of Cape Town and Nazarbayev University to deliver the workshops, welcoming 30 early career researchers from countries across Africa and Central Asia who have been awarded PEER Fellowships to carry out their research on issues of education, conflict and peacebuilding. The workshops were a great success and we are delighted that the PEER Fellows will also be affiliated to the Centre for International Education at the University of Sussex for one year, providing full access to Sussex University Library to support the academic development of the Fellows.

Results and Impact University of Sussex hub of the PEER Network at the Centre for International Education (CIE), University of Sussex organised one-and-a-half-day doctoral workshop at the University of Sussex on 20-21 June 2023. The workshop brought together around 20 the UK-based doctoral candidates working on issues of education, conflict and crisis.
The workshop was led by Professor Mario Novelli, University of Sussex and took the format of a series of panel discussions and presentations with with opening remarks from leading scholars working in the field of education and conflict based in the UK, including Professor Tejendra Pherali, UCL; Professor Kelsey Shanks, Ulster University; Professor Maha Shuayb, University of Cambridge & Centre for Lebanese Studies, Beirut; & Dr Sean Higgins, University of Sussex.
The workshop provided a critical space for doctoral candidates to discuss their research alongside peers and established scholars in the field and engage wider collective discussions on the key themes and issues related to the field of education and conflict through engaging the questions below throughout the workshop:
• What are the key challenges and future directions of the field of education and conflict?
• How can critical scholars move beyond critique to transforming the field and its wider impacts on education systems in societies affected by conflict and crisis?
• Who are our funders, collaborators and partners, and what are the implications of these relationships for research and practice?
• What theoretical frameworks and methodologies can help to challenge existing orthodoxies and facilitate new directions in the field?
The workshop participants expressed their opinions on the timely and importance of the workshop allowing them to meet and foster new collaboration amongst a growing international network of researchers working in the area and to engage in debates around their research and the field of education and conflict.

Results and Impact The PEER Network Sussex Team organised PEER Network Inter-hub symposium in Istanbul on 20-25 November 2023. The Network members across Sussex, Ulsther, South Africa and Kazakhstan including 26 network fellows across Africa and Central Asia came together to share their research findings from across the two regional hubs. Fellows shared their academic traditions, regional contexts and educational contexts and challenges, during the week-long event.
The event allowed the first time the entire PEER team, and research fellows, had met all-together in person since the project's inception three years-ago. The fellows presented an extensive range of topics relating to education, from the imposition of English as a language in formerly colonised countries in Africa, to a forgotten generation, impacted by nuclear weapons testing in Kazakhstan during the era of The Soviet Union.
The presentations sparked vigorous academic discussion throughout the week, fuelling the continued development of Political Economy as a research framework in different international contexts.
The event was the culmination of three years' work which has included one to one mentoring, regional workshops, and seminars to foster early career researchers with enhanced theoretical understanding of the challenges facing education in countries impacted by conflict or crisis. The fellows have also been supported with resources and guidance from senior education researchers.
A number of discussions were held throughout the week at The Richmond Hotel in the Taksim area of Istanbul. History, and the Turkish societal context was also an area of focus. The group heard an in-depth discussion between leading Turkish academics of education and political economy. Attendees were also taken on a historic walking tour of Istanbul.
Mario Novelli, Professor in Political Economy of Education at the University of Sussex and Co-Principal Investigator of the PEER project praised the inspiring standard of research and profound intellectual curiosity among all in attendance.
He said: "I feel very proud of what we have achieved during this week. The impact of meeting in person to discuss ideas has been invaluable and I am very excited about the future development of the work conducted so far."
Co- Principal Investigator, Kelsey Shanks, Professor of Education in Conflict and Crisis at Ulster University agreed, noting that it had "been a privilege to learn from all the PEER fellows and to see the valuable contribution that the network has had." Professor Shanks added: "I am excited to see the possibilities for future collaborations."

Results and Impact The PEER Network Sussex Team from the Centre for International Education at the University of Sussex organised a one and half-day symposium on Supporting and Learning from Universities in Times of Conflict on 6-7 July 2023 University of Sussex, Brighton.
The main objective of the symposium was to bring together diverse scholars, students, and academic networks working in/from contexts of conflict around the world and collectively and critically analyse/theorize the conditions and context that shape HE, the reasons behind the negligence of its crucial role, the increase authoritarian attach on HE institutions, academic freedom and autonomy. Linking to this, we also wanted to reflect on the question of how to support and learn from universities in times of conflict and war at a moment of intensifying crises for universities across the globe with an intention to rethink and reimage HE Institutions and space as crucial space for rebuilding a better society.
In order to meet these aims, we requested papers/research/topic related to loosely defined themes that framed the structure of the symposium's programme.
1. Academic isolation and transnational solidarities
2. The politics of international aid to higher education in times of conflict
3. Universities as spaces of resilience and resistance
4. Universities, conflict and rebuilding publics

Testimony to the rich, diverse and expansion of scholars working in the field of HE, we had more than 60 applications which we have to reduce to 35 presenting extremely rich contextual and fresh research on various issues of HE. The symposium also brought together and engaged with a large of audience of academics, students, policymakers, and activists in and beyond the University. The collective discussion held in this space have contributed greatly to debates around HE role, decolonisation of Knowledge, academic freedom, each giving unique local, national and transnational experiences.

The result of that request shown with its diversity, richness in the symposium's program. With 8 different thematic panels of 90 minutes each panels offering 30 presentations by speakers working in the field of HE, covering rich and diverse contextual and methodological approaches and wide range of topics from diverse context, geographies, and territories. This diversity of presentation has allowed us map out the areas of work, shed light to different contexts and realities, identified diverse subjects (students, academics other workers) in HE education, Map out intersecting power system that affected HE institutions and violence around world affecting institutions, academics and the rights of academics and students. It also allowed us to look at the local, global and international dynamics and various forms of struggles taking places and showed us alternative ways in which HE has been imagined, operating the crucial spaces often confronting the war (Ukraine) and creating a an alternative political society (Rojava)
The panels were organised around specifics themes and topics: 1 Resilience and resistance of universities during war, 2: Academic isolation and transnational solidarities 3: Academic repression and networks of solidarity 4: The politics of aid to higher education in conflict 5: Defending academic freedom in times of conflict, 6-Universities, conflict and rebuilding publics, 7: Universities as spaces of resilience and resistance, 8: Universities, geopolitics and global crises.
In additions to the panel sessions, we had a roundtable discussion 'Policy directions on issues of higher education, conflict and post-conflict recovery' which brought together policy makers, NGOs and academics, including Maddalaine Ansell, Head of Education British Council Mark Crossey, Assistant Director, Policy and Global Engagement Universities UK International Denise Roche, Advocacy Manager, Scholars at Risk-Europe Annabel Boud, Association of Commonwealth Universities Kate Robertson, Middle East Programme Adviser, CARA and our guest speaker Savo Heleta.


We had three excellent Keynote speakers: Dr. Savo Heleta from Durban University of Technology, Dr Samia Al-Botmeh, Birzeit University; Dr Sardar Saadi, University of Rojava. Each of our keynote speakers are representative from different communities and context.
Her first keynote speaker, Savo Heleta in his keynote speech entitled 'Neglect of higher education in conflict-affected settings: Realities, challenges and possibilities of transnational solidarity and support', talked about the neglect of higher education in conflict-affected societies over the past few decades, highlighting the lack of prioritisation and funding for rebuilding higher education and the dangers of politicisation of foreign aid and imposition of externally designed solutions. He, furthermore, argued the need for a developing network of solidarity that can provide meaningful transnational support for universities, academics and students in in-conflict and post-conflict settings despite the challenges and pressures linked to neoliberalism, geopolitics and dominant development policies and agendas such as the Sustainable Development Goals.

Our second keynote speaker, Dr. Sardar Saadi from University of Rojava in his presentation entitled 'Reclaiming Knowledge, Rebuilding University: Higher Education against War and Repression in Autonomous Northeast Syria/Rojava' how Rojava revolution that took place in the midts of war and violence in 2012 disrupted the dominant power system and politics with the pledge to build an education system that reflects the diversity of the region, reclaims knowledge for the people, and promotes peace with justice. Since 2015, four universities have been established in the region: the University of Afrin in 2015 (currently under Turkish occupation), the University of Rojava in 2016, the University of Kobani in 2017, and the University of Al-Sharq in Raqqa in 2021. These universities and the new higher education system have proven that an alternative higher education system based on democratic values can be built even in the most impossible war-torn places.

Our third Keynote speaker Samia Al-Botmeh from Birzeit University in her presentation entitled as 'Palestinian higher education under colonialism - between survival and resistance' talked about the impact of Israeli colonialism on education in Palestine, before the peace agreements were signed in the mid-1990s and how multiple instruments of repressions have compounded impact on the Palestinian educational system. However, as her talk highlighter rather than being a passive role, the higher education system emerged as a mechanism of resistance to colonialism and how Palestinians utilized education not only to survive economically, but also to assert their indigenous rights, articulate their aspirations for liberation and formulate strategies aimed at decolonisation, leading the way to articulating mechanisms that work to challenge colonialism and neoliberalism.

One of the important feature of the symposium was its diversity of participants coming from diverse geographies and territories, from Rojava, Syria, Mexio, Bosnia, Ukrain, Palestanie, Iran, Myanmar, Philippines, UK, Eightpy Lebenan, Turkey, India which indeed provided a rich contextual and historical analysis of HE in each context allowing us to draw on both the parallels between those territories but also their distinctive culture, history that shapes the HE and as well as our mythologised and concepts. The dialogs and conversation in between panels, during breaks, over lunch and dinners were instrumental in enhancing solidarities and relationship, planting seeds for future collaborations to be blossomed in the years to come.

The workshop was created a vibrant space for participants to talk about and share their work, engage in discussions during the seminars and outside. Some of our participants expressed their disappointment of not being able to listen to parallel sessions. Many of our participants described the event a 'timely and necessary intervention' and a resounding success', each expressing diversity and richness of presentation and valuable spaces that the symposium created for dialog, discussion and conversation in and off panels, building new forms of relations. Most of our participants talked about how the space allowed them to hear different perspective, different methodological approaches people use to map out diverse realities, opened new possibilities (of network, relationship, collaborations, research inquiry etc).
More than 100 participants joined the symposium over one and half day.

Results and Impact In conjunction with United Kingdom Forum on International Education and Training (UKFIET) and the Centre for International Education (CIE) University of Sussex, the PEER Network organised a global, online lecture series between October - December 2020 exploring the theme of 'the Political Economy of Education in Times of Conflict, Crises and Pandemics.' This freely available lecture series was recorded and is available to watch on YouTube. The series is aimed at scholars and students of international development, and all those who seek to better understand the complex situations facing education systems around the world in a period of increasing instability, where education systems are challenged by war, environmental crisis, financial austerity and pandemics that threaten the futures of a generation of young people. The lectures draw upon a wide range of contexts and examples which impact upon education and social justice/injustice in times of conflict and crises.

Results and Impact PEER and the Division for Peace and Sustainable Development and the UNESCO Chair in Education for Peace building and Human Rights invite you to our Joint Workshop on Rethinking PVE to be held from 10-12 September 2024 in Paris.
In 2015, at the request of Member States, through the landmark decision 46 of the 197th session of the Executive Board, UNESCO marshalled its multisectoral mandate to address the root causes not only of violent extremism but its correlates, from hate speech and all forms of racism and discrimination. Adopting a preventative and human rights-based approach, UNESCO implemented more than 150 PVE projects spanning policy guidance, capacity strengthening, and advocacy activities implemented around the world - from Iraq to Tunisia, Mali and Nairobi, among others.
In 2024, the Preventing and Countering Violent Extremism (P/CVE) landscape has changed around the world for multiple reasons, from the defeat of ISIS, COVID-19 pandemic, the shift from the levant to the Sahel, far-right extremist going mainstream through the ballot box in Europe, reduced financing and decreased political will to sustained criticism by rights groups of harmful consequences of P/CVE, especially in schools. Most importantly, questions have been raised not only about the security-leaning of most P/CVE programming, but also its epistemological and ideological foundations.
Considering these developments, it is an opportune time for UNESCO to regroup, reflect and take stock of its PVE work and, if necessary, initiate a process of reframing it back to what it always was, peace - in line with the New Recommendation on Education for Peace, Human Rights and Sustainable Development, and other normative instruments.
Through collective introspection, shared learning, and engagement in critical reflections and dialogue, the workshop will provide a space for UNESCO staff to deepen their understanding of the complexities and nuances inherent in this work, ultimately contributing to more effective, ethical, and sustainable interventions that advance UNESCO's mission of building peace, promoting social inclusion, and fostering global citizenship through education.
We aim to gather education focal points from the field and at headquarters who work on PVE. This workshop is designed to rethink PVE through the lens of education, focusing on how educational strategies can be leveraged to prevent violent extremism.

Results and Impact During the introductory one-day workshop, PhD students of Nazarbayev University explored a number of questions relating to what political economy analysis of education is, why it might be useful and how it relates to research on education in Kazakhstan and the broader Central Asia region. The workshop also provided the opportunity for the students to explore tools, methods and ways of researching the political economy of education. The workshop was facilitated by Professor Mario Novelli (University of Sussex), Professor Naureen Durrani and Associate Professor Hélène Thibault (Nazarbayev University).
