Abstract
Modern slavery traps 40 million people worldwide, costs the UK economy between £3.3-£4.3bn a year and is described by the Prime Minister as "the great human rights issue of our time" . Despite the UK's world leading Modern Slavery Act, there are still between 10,000-13,000 people enslaved in the UK, often hidden in plain sight.
A Policy and Evidence Centre (PEC) will provide independent, impartial and authoritative insight and analysis of practical utility to Government, Parliament, business, NGOs, and international organisations. It will undertake policy-focussed research, respond to strategic challenges, advance understanding and stimulate innovative and effective solutions.

| Description | Since April 2024, the PEC has published 12 research reports, 4 policy briefings, 16 blogs, 8 news stories, and we held 7 online events. These include: • A report on improving early identification of children with SEND at risk of exploitation in England (led by Manchester Metropolitan University (MMU). Through engaging with young people and frontline staff across multiagency children's services, the research seeks to address the gaps in current tools and practices, advocating for more proactive and tailored preventative interventions to safeguard children and young people with SEND. • A synthesis study of Modern Slavery and Human Rights PEC-funded adult-focused research between 2020-24. The report explores the volume and range of studies that relate to prevention, which level of the public health framework on prevention (Before, Early, Treat, Re-trafficking - BETR) the studies considered, the characteristics of studies that provide prevention insight and the main prevention knowledge gains and gaps in the portfolio. • Report examining ethics within modern slavery research. The report was launched alongside a lunchtime seminar. This report focussed on: o Ethical governance - how institutional and organisational reform can support ethical research o Ethical co-production and participatory methods o Adopting a trauma informed approach o Ethical legacies - how will participants in research benefit long term from their participation? • Synthesis review of how the Modern Slavery PEC's research on child trafficking fits within a prevention framework. This report found: o PEC-funded research is notable for its extensive collaborations with UK universities and non-academic organisations which led to innovative methodologies. o The scope of the PEC's research into child exploitation was wide and looked at a range of intersecting issues including immigration and disabilities. o Previous PEC research to produce a continuum of prevention of exploitation in adults, can also be a useful framework to apply to child exploitation. o Key themes that appeared across the cohort of research include: participation and representation, trusted adult relationships, cultural competence, mental health, complex systems, missing episodes, transition periods and families and carers. • Trafficking and exploitation of children with special educational needs and disabilities (SEND) - This project engaged with a very specific group that are at increased risk of exploitation and trafficking. It involved interviews with parents/carers of children with SEND where children have experienced exploitation, multi-agency focus groups in local authorities and multi-agency consultation events. The findings identified gaps in national safeguarding and modern slavery policies and statutory guidance. The report launch led to media coverage in the Independent. • Trafficking risks for unaccompanied children in Home Office hotels -This research employed a participatory story telling methodology to provide evidence on the risks and harms relating to placement of unaccompanied asylum seeking and refugee children in Home Office hotels. Following publication of the report there was media coverage about the research in the Guardian. • Cultural competency in UK responses to modern slavery - Research into the value of cultural competency in the support of people with lived experience of modern slavery. This research has fed into the Centre's thinking about the prevention of harms associated with modern slavery. Within the research project, this team ran sessions in collaboration with other PEC-funded research that explored cultural competency for Albanian nationals. • Utilising AI technology to improve modern slavery survivor support - The research project used Artificial Intelligence (AI) to analyse data regarding support for those identified as having experienced modern slavery and receiving support through the NRM. The project paired this with the creation of a new, tailored mobile phone app to improve survivor support and generate policy recommendations. The research team won an award for their work on this project and are a central part of the Anti-Slavery Wales 2024 conference. • Framing modern slavery - This research project involved professional communications expertise, analysis of media coverage, and a methodology including focus groups with people with lived experience of modern slavery to explore how modern slavery is framed in public narratives. The report identified how dominant narratives around immigration and crime shape understandings and attitudes to modern slavery, and made recommendations for clear, ethical, and effective communication about the topic. The response to the report has been very positive, with multiple invitations for presentations explaining the research and its findings. The team has also delivered in house publications, including: • Policy briefing on the effectiveness of forced labour import bans in addressing modern slavery in global supply chains. • Policy briefing outlining how to make the modern slavery measures in UK Immigration law compatible with human rights. • Policy Report on Priorities for the UK Government to inform its response to modern slavery. • Briefing aiming to inform the development of the Independent Anti-Slavery Commissioner's first Strategic Plan. • 'From engagement to coproduction' academic article on lived experience engagement in modern slavery research. |

| Description | Across the PEC's first phase of work, the Centre funded and supported 55 research projects, that made fundamental advances in the field of modern slavery research (see PEC Phase 1 ResearchFish submission). A key part of the PEC's work has been to collaborate with funded projects to maximise the impact of their work. This includes making extensive connections with government departments, sharing the findings of all research projects with these groups, with a view to improving the effectiveness of laws and policies to address modern slavery. The PEC conceptualises its impact as instrumental (supporting policymakers to use evidence directly), conceptual (supporting access to and understanding of evidence) and connectivity (building collaborative networks). Instrumental impact includes: • The government adopting PEC recommendations on transparent and detailed National Referral Mechanism reporting • Informing the UK Independent Anti-Slavery Commissioner's (IASC) Strategic Plan • PEC evidence being drawn on in the House of Lords Committee on the Modern Slavery Act 2015 Conceptual impact includes: • Engaging policymakers in the design and decision making process for research funding • Co-commissioning two research projects with government departments (DMLE and Northern Irish Department of Justice) and the IASC office • Running a series of thematic consultations with policymakers across the UK to discuss policy priorities to inform our research agenda • Hosting a parliamentary roundtable on the government response to the House of Lords Committee report Connectivity impact includes: • Holding 88 meetings with policymakers, including high profile engagements with key national and international policymakers • Bringing together policymakers and PEC funded research to discuss the findings of their projects • Bringing together policy actors (including the IASC and Jess Philips MP) with the PEC's LEAP to share learnings on how to ethically engage survivors in modern slavery work The work of the PEC has had a significant impact on academic research into modern slavery. Some of the key impacts include: • Leading work into the ethical engagement of lived experience in research in this area, including survivors designing and assessing funding calls, and innovation survivor involvement in research • Ensuring research funding is equitably run, increasing the space for non-academic researchers to participate in and lead research projects • Working with researchers to ensure that policy impact is factored into all aspects of their work, from designing research tools to generating outputs • Taking a programmatic approach to modern slavery research in the UK, connecting researchers and presenting findings in portfolios and synthesising findings across the evidence base |

| Results and Impact | On 26th March 2024, I hosted a one-day interdisciplinary conference titled "Responses to Modern Slavery and Human Trafficking". The event brought together around 50 attendees, including academics, postgraduate students, practitioners, and individuals with lived experience, to discuss contemporary responses to modern slavery, human trafficking, and extreme forms of exploitation. The purpose of the conference was to critically examine the effectiveness of current policies and legislative approaches, exploring what works, what does not, and why. Discussions covered identification methods, criminal justice responses, post-exploitation experiences, and the intersection of modern slavery with immigration crime. Key outcomes included knowledge exchange between researchers and practitioners, fostering new collaborations between academic and policy sectors. Several attendees reported that insights from the conference informed their teaching, research, and frontline practice. Additionally, the event contributed to ongoing policy discussions, particularly around barriers to victim identification and access to support. |
