Abstract
Climate change is a social justice issue. It cannot be addressed without revealing and tackling the inequalities within society and where they are happening. Only when we know what is happening in detail, and where, can we make strategic, holistic decisions to benefit people and the planet in the long term. This is why the focus of this pragmatic project is on building a Community Open Map Platform (COMP) to help Local Authorities and their communities picture what is happening in a place as a basis for informed decision making and local action on climate change.
The Isle of Anglesey/Ynys Môn in North Wales - the size of Greater London but with an ageing population of 70K - has been chosen as the pilot COMP because it is rural, disconnected and deprived of investment, and also because Anglesey County Council has high ambitions to reinvent itself as a centre of sustainable innovation.
The need to include people in decision making about their future is at the heart of the Future Generations Wales (2015) Act (FGA), a ground breaking piece of legislation that is currently being emulated in a range of 'wellbeing economy governments' across the globe. The COMP has developed in response to Welsh Government's need to operationalise the FGA as well as the Isle of Anglesey County Council's need to align its activities and performance with the FGA. Anglesey's priority 'wellbeing objectives' are children and young people, zero net carbon and poverty, hence the focus of this short project on the experiences of children, young people and their families. The COMP will help Anglesey achieve and evidence its progress towards these priorities as part of the green transition through the development of a holistic value map that encompasses layers that demonstrate social, environmental and economic value, the 'triple bottom line of sustainability' and culture, a key pillar of the FGA, one that will be explored through the integration of arts and humanities practitioners (bards) into the mapping process. The project will tap into Anglesey's strong Welsh language storytelling tradition to support the the development of positive narratives that are a legacy for future generations. This will be achieved through 6 work packages (WP).
WP1 Developing a Community Open Map Platform: we will use commercial digital design know how to create a bilingual, accessible and well designed data repository (website) that brings together the data layers constructed in WP2.
WP2 Mapping the Evidence Landscape: constructing data layers with children, young people and their families:
a)Social maps to show what contributes to quality of life in the area;
b)Cultural maps made with the assistance of creative practitioners (bards);
c)Environmental maps building on existing data, monitoring and observation;
d)Census and administrative data maps.
WP3 Future Generations Map: the data layers developed in WP2 will be spliced thematically, re-ordered and weighted, using digital technologies, to deliver a methodology for making an accessible digital Future Generations Map.
WP4 Community Engagement:
a) Inclusion - we will undertake experiments to explore how to make sure that the COMP website and the mapping exercises are as accessible as possible for a wide diversity of people;
b) Face to face engagement - we will experiment with ways to make engagement fun & thought provoking;
c) Digital engagement - we will explore ways to make our website & social media engaging as accessible as possible.
WP5 Capturing impact: qualitative & quantitative methods will be used to gather and map the impact of the project.
WP6 Developing the participatory digital mapping design ecosystem: we will promote awareness of the importance of participatory digital mapping while building capacity in this area across Wales and the UK more widely.

| Description | WP1 Create a model Public Map Platform: An accessible website will be designed as data repository tailored to a range of audiences, scalable for use across the UK. The team have developed a range of findings on how best to deliver a data repository that is accessible and well designed. WP2 Develop data layers to map the evidence landscape: a)Social map layers will be co-created with C+YP, an example might be a map of where people connect with one another; We are learning about the ways in which Children and Young People like to engage with map making, what they value and how they like to represent what they value. b)Cultural map layers will be co-created with C+YP; We have been mapping a range of cultural assets on the island, for example folk music and heretofore unmapped historic monuments. c)Environmental map layers will be co-created with C+YP, an example might be a map of small things that people are doing to adapt to climate change; We have been collecting data on the environmental things that are important to Children and Young People. In particular we have been working with schools to monitor air quality during a school day and on the journey to home. This is revealing that children even in rural areas are being exposed to air quality risks on a regular basis. We have also learnt how much children enjoy monitoring air quality. d)Census and administrative data map: existing data sets (including environmental and social) will be collated and interrogated. We have collated some 700 data sets from Data map Wales and sought out 60 data sets from the local authority. WP3 Build a Future Generations Map: the data layers developed in WP2 will be re-ordered and weighted to deliver a methodology for making an accessible digital Future Generations Map. The data that we have collated has been assembled into an alpha version of the Public Map Platform which is currently being tested. In doing so we have revealed a whole range of issues around data access, particularly for local authorities. WP4 Create a customisable model for community engagement in planning: a) Inclusion - we will explore how to do inclusive engagement in dispersed rural areas; We delivered four experimental engagement events on the island over the summer attended by some 1250 people. During these events we conducted surveys and are developing a series of findings based on these. We learnt how difficult it is to engage with teenagers and how important it is to get them involved by offering them work experience and other opportunities. We learnt about how to do engagement inclusively and the importance of spaces for quiet retreat at engagement events, not just for neurodiverse people but for everyone. We designed and built a Rural Roaming Room, a portable engagement space, which we used at our events. Our data revealed that visitors really appreciated the design of the RRR and that they felt that it made each event special. Our conclusion is that it is worthwhile spending money, time and effort in designing the experience of engagement. Our observations are starting to show that when people talk and think in Welsh they feel more connected to their environment. This is a finding that we continue to unpack. b) Face to face engagement - we will call upon the arts and humanities to help us test formats for fostering deep engagement; We learnt of the importance of including creative practitioners - bards -in our engagement events and the vital role they play in encouraging people to engage more deeply with their places. c) Digital engagement- we will call upon industry know how to maximise the impact, inclusion and reach of our digital interfaces. We are developing an understanding of the potential of AI for digital mapping by commissioning an AI company to engage with our activities. WP5 Develop novel methods for capturing impact: a capabilities approach and systems thinking will be used to gather and map the impact of the project overall. We are in the process of developing a new method, antifragility mapping, to capture the impact of our project. Impact is measured through the new and lasting connections made through its work. WP6 Develop the UK digital participatory spatial planning design ecosystem: the data layer platform and methodology will be promoted to government and local authorities UK wide. The experience of working on the PMP has revealed a great deal about the data challenges faced by local authorities at this time. These findings are being captured in a report. |
| Exploitation Route | The team are in the process of developing a series of targeted outcomes which include: Supporting the implementation of the Future Generations Act will happen through the production of our Future Generations baseline map to be used by the Public Services Board, Future Generations Commissioner and others. Ensuring children and young people's voices are heard in planning in Wales will happen through the production of Code of Conduct for Consultation with Future Generations in Wales to be used by the Children's Commissioner and the Future Generations team. Ensuring children and young people's voices are heard in planning will be delivered through the UK Code of Conduct for Consultation with children and young people which will be used by MHCLG, Local Authorities, Developers. Developing children and young people's data gathering and digital skills will be achieved through our PMP Teaching Pack Teachers which will be used by Welsh Curriculum developers such as Adnodd and teachers. Improving environmental and community data by making it more detailed, up to date, reliable and easy to gather will be demonstrated through a Report on Community Science & Mapping of use to ONS Local and Gov digital planning teams. Make the Local Developmen Planning process inclusive, efficient, evidence based and real time will be achieved through Report and tools for map based Local Development Planning of use to MHCLG and Local Authorities across the UK. Supporting Local Authorities in their digital transformation, driving efficiences, speeding up planning and fostering good growth will be assisted through our Report on Local Authority data use for use by Local Authorities. Supporting young people's place attachment through creative practice, cultural identity and language will be achieved through a Report on the importance of cultural practice for planning consultation of use to Arts & Humanities organisations and Cultural strategists. Building evidence of the connection between Welsh language use and care for the environment will be shared through a Report on findings of use to Plaid Cymru, Welsh language policy makers. Inclusive research practice will be promoted through a Report on findings which will be of use to RCUK. |

| Results and Impact | 401 children and young people between the ages of 8 and 18 took part in bilingual (Welsh English) multi-sensory engagement (touch, smell, hearing and seeing) activities at Mynydd Parys that took place between the dates of 7th-11th August to engage with the natural environment. The activities were facilitated by a number of PMP, Anglesey Council, Actif Mon and NRW partners (23) over the five days. Other activities included a talk by GEOMON on the geology of the island (Anglesey has UNESCO status for the geology) and also a talk by one of the Trustees of Mynydd Parys (largest Copper mine in the world) who talked about the history of the site, postcard making with Lisa Hudson (PMP bard), story telling (the Coblyns that lived underground in the mountain) with Gillian Thompson (PMP bard) and a Llechiffon instrument (made from slate) was trialled by a local musician. The events were opened by a local harpist, in the theme of the Welsh Eisteddfod and a local bard, Rhys Trimble coordinated the opening and closing ceremonies. Five Research Assistants (students of Cambridge University) also facilitated some of the activities including fabric painting. |

A Historical Walk was organised by NRW in partnership with PMP staff from Wrexham University and 15 people attended. A Trustee from Geomon also led a walk to look at the geology around the coast adjacent to the Niwbwrch Forest. A Freelance performer was employed to create a map of the island based upon children and young people's experience. The events were opened by a local harpist, in the theme of the Welsh Eisteddfod and a local bard, Rhys Trimble coordinated the opening and closing ceremonies. Local composers created a piece of music for Y Crwth - an ancient Welsh harp. |

| Results and Impact | Blog reports over 100 Young Bards in schools, and the extension of classrooms into beaches, woodland, clifftops and parkland, together with the four Lle Llais events, over the summer 2024 when children and young people came with their families, to an old copper mine, a heritage park, an Oriel, a forest on Ynys Mon. Gillian (and the two other bards) have been focused on how we might map what these places inspire in the imagination of our Young Bards, to understand what might be behind their creative outputs in terms of their needs, wishes or dreams. At every session, every child or young person has added to an analogue map, which Gillian has been calling the 'Every Child Map.' This has been forming part of a research and development process for a new Myth for Anglesey, a co-creation between the Young Bards and Gillian. |

| Results and Impact | The Climate Change, Environment, and Infrastructure Committee invited researchers engaged in projects such as Public Map Platform, present research at the Areas of Research Interest (ARIs) event on Thursday 30 November 2023 at Ty Hywel, Cardiff Bay. The Committee extended an invitation to relevant Senedd Cross Party Groups to attend the event and provide an opportunity for networking. I spoke to the Public Map Platform and in particular how PMP will help address the challenge for Local Authorities face in capturing social, environmental and cultural value in a way that feeds into their systems and processes. I spoke about the aims to make this easier by spatialising data so that it can be used as a basis for targeted hyperlocal action for the green transition and how the data gathered as part of this project will be useful to local authorities beyond Anglesey, and will inform their decision making as they pursue their own green transitions. Reference was made to our work with arts practitioners to help develop novel forms of community data and in particular bards who work on the project travelling around the island reflecting on issues to do with climate change and undertaking creative activities which engage children and young people on the island. |

The proposal is to showcase the creative approaches the Bards have adopted in their engagement activities on the island in schools, community settings and the Lle Llais events in the summer of 2024. The exhibition will be multi-media - photography, supporting textual information, artefacts, models, and video and will take the viewer on a journey through the space and experience the 'story of the bards'. There may be a publication and an online package to support the experience. Supports WP4 Community Engagement: a) Inclusion b) engagement and WP5 Capturing impact: qualitative & quantitative methods will be used to gather and map the impact of the project. |

In this session we introduced and provided context to the project and how we would wanted there to be a reciprocal relationship - that members also benefitted from being involved. The discussion sparked lots of questions, thoughts, observations, and there was a genuine interest to being involved. |
