Advanced Communication and Control for the Prevention of Blackouts (ACCEPT)

Abstract

ACCEPT seeks to bring together a joint UK-India consortium with the skills necessary to address the potential for using Smart Grid technologies to support novel integrated protection and control tools for the prevention of blackouts. These tools would help prevent society from incurring the huge costs and discomfort associated with blackouts and increase confidence in the power system's ability to satisfy the long term needs of society and industry, as the level of uncertainty and risk in the power system increases.

Planned Impact

This multi-disciplinary ACCEPT project aims to provide a vision and strategic direction for the prevention of blackouts and instabilities of future electricity networks.
It is inspired by both, the limitations of current, estimation, operation and control practices, and unprecedented opportunities opened by advanced communication and information technologies to massively improve system dynamic state estimation and integrated protection and control. This would spur new developments and transformation across the ICT-Energy interface by bringing together experts in artificial intelligence, information and communications technologies, control systems, power systems economics and networks specialists.

The proposed research would not only benefit from the input of a wide range of disciplines but it also has the potential to move each of these disciplines forward as scientific breakthroughs are made in the energy context.

Description We worked hard in designing new approaches for tracking the power system inertia. Furthermore, we worked on development of next generation of power system state estimators and wide area smart grid control solutions.
Exploitation Route The findings could be directly implemented for improvement of the power system monitoring and operation. Some of findings, e.g. those related to power system inertia have been used in new projects, like Ofgem funded NIC £9.6m Enhanced Frequency Control Capabilities (led by National Grid, UK) project and £7.6m VISOR project.

Description Results achieved over last 12 months are published in high impact journals. The collaborative partners from UK and India worked together and created highly valuable results published in high impact international journals. Our collaboration is still ongoing and we look forward to publishing more results in future.

Impact UK industrial strategy has articulated a grand challenge of clean growth: realising our decarbonisation objectives, including electrification of transport sector and maintaining reliable, secure and resilient electricity supplies at minimum cost. A key part of this is delivering an efficient electricity network within a whole electricity system, which maintains high levels of reliability and security of supply in Great Britain at least cost to consumers. In order to unlock benefits, BEIS and Ofgem launched an independent review of electricity system standards. The objective of the review is to consider how the planning and, where appropriate, operational and investment engineering standards should be updated in the face of our changing electricity system, whilst maintaining security of supply to consumers

Results and Impact The central theme of this conference was to discuss how to obtain the right mix between flexibility and robustness necessary to operate energy systems with greater presence of renewable generation in a reliable and resilient way, considering several sources of uncertainty in the short and long term. The focus was on latest advances in the use of innovative forms of operation and in the design of electrical systems (including new technologies such as storage and demand control), market instruments and appropriate policies for this new context.
