Abstract

The key strategy and framework around GRAN implementation is to strengthen the research-operation-policy axis related to groundwater and its integration into broader water resources management and development policies. This will be achieved through these key activities:

1. An initial stakeholder mapping and consultation exercise, scoping out the seven potential network themes and further engaging and committing key network partners to a joint vision of sustainable groundwater development and management in Africa through enhanced collaboration, capacity development and solution implementation
2. Synthesis, translation and dissemination of research outputs (in collaboration with researchers and programme knowledge brokers) to create relevant, accessible (online) and useable material to a range of non-academic stakeholders. This step will focus on research outputs, which have already demonstrated solutions (technical, legal, policy, institutional/engagement based) with significant outscaling potential. Research results will also feed into important capacity development networks in Africa (e.g. AGW-Net) to stimulate a domino effect of dissemination of knowledge.
3. Two continental-scale workshops, organised to coincide with existing events led by AMCOW and SADC-GMI, which will bring together academic and non-academic beneficiaries to exchange experiences around each network theme; themes may then go on to form the basis of several sub-networks
4. Support to smaller (national-scale) events and online interactions (such as the RWSN webinar series) responding to expressed demand for research-into-use collaboration around groundwater
5. Ongoing engagement with network partners through identified sub-network leads or champions to anchor sub-networks beyond the GRAN, with support from GRIPP.

The proposed network, GRAN, will build on and expand existing groundwater-related structures through two major international events, complemented by smaller events, virtual meeting activities and curation and dissemination of material through online platforms such as GRIPP and the Africa Groundwater Atlas. The larger events, one of which will be held within the first six months of the network, will evolve around already planned events, one with focus on policy development and one with focus on Research-into-Use, while both will target policy makers, researchers and practitioners. The first will be led by AMCOW (in Western Africa), and the second by SADC-GMI (in Southern Africa). The key objective of the meetings is to exchange knowledge on groundwater management and development potentials and risks and how to address these by incorporating lessons from recent significant research and piloting/implementation of technical, institutional or policy solutions, with implications for capacity development. The meetings will make updated inventory of key institutions in the regions engaged in groundwater research, management and policy development. The events will be thematically structured around key challenges that may ultimately underpin a series of sub-networks.

Planned Impact

The intended impact of GRAN is to enhance the resilience of rural and urban populations to environmental shocks (i.e. flood and drought) and environmental change (e.g. via climate, population, land use changes) through the sustainable development and management of groundwater. The GRAN will achieve this by effectively building on and enhancing existing networks and partnerships to facilitate the exchange and application of research results and experiences on integrated groundwater-focused solutions to human and ecosystem resilience.

Complimentary challenges related to food systems, health, cities and sustainable infrastructure, as well as conflict, refugee crises and forced displacement will also be addressed as they relate to, or are dependent on, the water security and resilience associated with groundwater availability and access.

Description The GRAN Project has supported a recent and first-ever continental program on groundwater in Africa, providing the technical expertise and inputs to help shape the program. It has also helped setting up a Working Group and under this Action Groups with various themes related to groundwater management, which have developed concrete tools, knowledge products and guidelines in terms of groundwater management. The GRAN Project has enabled a much stronger focus on groundwater and its role in water supply, water security and climate resilience across Africa. It has also strengthened the partnerships around groundwater management and provided structures to collaborate and channel outputs and outcomes to African Ministers' Council on Water (AMCOW) through its pan-African Groundwater Program (APAGroP) and disseminating this to Member States, through the Technical Advisory Committee (TAC) and the open online Knowledge Hub of Hubs.
Exploitation Route The outcomes of the GRAN Project may be taken up by Member States through the tools, knowledge products, and guidelines developed as part of the project. These outputs are targeted towards and adapted to the African continent and may have a good potential to be taken up, and applied in concrete groundwater management contexts. The structures set up as part of the project (Working Group, Action Groups, Knowledge Hub of Hubs) have a good chance of continuing after the project in the shape of more or less permanent advisory teams and outlets for technical and governance advice to Member States. With APAGroP being a long-term priority for AMCOW, there is good likelihood of sustained interest and partnerships in expanding knowledge and capacity around groundwater management and governance in Africa in order to improve sustainability of its development and ensuring long-term benefits for people and socio-economic and natural systems, in terms of water security, environmental integrity and climate resilience.

Title Continental dataset on groundwater in Africa 
Description Continental-scale distributed dataset on groundwater conditions in Africa, including critical associated data on demography, water use, irrigation, etc. The dataset includes model data on groundwater recharge and abstraction, mapping data on hydrogeological characteristics, as well as population density, and groundwater-irrigated areas at various resolutions. This dataset is used to assess and map critical derived parameters around groundwater availability, replenishment, and use relative to population at the grid cell level and aggregated per country..

Results and Impact The APAGroP Working Group was officially established during the launching of APAGroP in Nairobi, Kenya in Oct 2019. It consists of key players in Africa and internationally that support groundwater research and management. The purpose of the Working Group is to support AMCOW in delivering on their Pam-African Groundwater Program (APAGroP), though the development of tools, knowledge products, and guidelines related to groundwater management in Africa, which can be disseminated via AMCOW to Member States, and guided by AMCOW Technical Advisory Committee (TAC). The Working Groups has created material that has been included in the AMCOW Knowledge Hub of Hubs, which is an open online knowledge sharing platform on water for the continent.

Results and Impact The principle that 'the whole is greater than the sum of its parts' was witnessed when study tours related to groundwater were conducted prior to AfWA ICE on February 20-21, 2020, and a dedicated groundwater program was carried out during AfWA ICE, similarly helping to inform and showcase APAGroP. The major goal of the tours were to promote, show and discuss the opportunities and challenges of using groundwater for rural and urban water supply, and for environmental and economic sustainability. This wss part of the African Minister's Council on Water (AMCOW) new Pan-African Groundwater Program (APAGroP), which was launched in Nairobi in October last year, in partnership with IWMI, GRAN (Groundwater for Resilience in Africa Network), UPGro (Unlocking the Potential of Groundwater for the Poor), GRIPP, BGR and support from the Africa Groundwater Network and the Sustainable Groundwater Development Theme of RWSN.

Results and Impact N-Water has announced that the theme for World Water Day in 2022 is 'Groundwater - Making the Invisible Visible'. Groundwater forms the backbone of water security and climate resilience across the world. With climate change intensifying water-related weather extremes, and further stress on limited water resources from population growth, groundwater is set to become more important for adaptation while also coming under increasing pressure. The bright side of this vast challenge is that with a better understanding of the resource and investments in its proper management, rural and urban populations can continue to harness the unmatched benefits of this resource long into the future.
The Groundwater Solutions Initiative for Policy and Practice (GRIPP), coordinated by the International Water Management Institute (IWMI), in collaboration with the African Ministers' Council on Water (AMCOW), the Federal Institute for Geosciences and Natural Resources (BGR), and the University of Victoria, hosted a webinar series together with other co-convening partners at this year's virtual World Water Week (#WWWeek organized by the Stockholm International Water Institute (SIWI).

The aim of this webinar series, which consists of three webinars, is to discuss the role of groundwater in a resilient development pathway under climate change and other slow- or fast-onset global disrupters. Initiatives underway to identify groundwater-smart solutions, management strategies and partnerships to enhance resilience of the resource as well as the populations and ecosystems depending on it are showcased and discussed.

The webinar series is targeted towards policy makers, practitioners, researchers, development partners and the private sector.
