Abstract

The UK is facing an energy crisis on three fronts: climate change, energy security, and affordability. This challenge requires a fundamental change in our society, to enable a deep energy demand reduction and wide use of low-carbon technologies, supported by policy, businesses and the public alike. Energy demand reduction is in fact fundamental so that we can improve energy security, reduce household energy bills and address climate change. Research has shown that reducing energy use could help meet half of the required emissions reductions we need by 2050 to become a Net Zero society. While this poses a challenge, it also provides an opportunity for the UK to become a global leader in energy demand reduction, and associated research.

The Energy Demand Research Centre (EDRC) develops the next phase of energy demand research in the UK, building on previous research and working closely with academic and non-academic partners. Our work will inform and inspire energy demand reductions that support an affordable, comfortable and secure Net Zero society. Our research programme cuts across different sciences (e.g. engineering and social) and sectors (e.g. buildings, transport and industry). We study which energy demand solutions can be delivered in a flexible and equitable manner and at which locations, taking into consideration issues such as local housing stock and transport links, skills base and governance models. We aim to deliver impactful research on energy demand that produces actionable solutions for industry, policy makers, practitioners and charities.

Title This is Fuel Poverty 
Description This is Fuel Poverty which is a zine presenting six stories about the lived reality of fuel poverty. The stories of Joao, Joe, Mary and David tell of people who felt trapped and powerless in cold home. The stories of Samantha, Hector and Farah are more hopefully - they show that when the right funding and support is available, people's circumstance can be improved. The stories are all based on real people we have met during our time researching fuel poverty. The zine was produced by Fuel Poverty Evidence, including also research undertaken by CREDS and EDRC researchers.

Title UK Atittudes Towards Low-Carbon Domestic Heating Survey 2023-24 
Description To address the shortcomings in understanding the drivers concerning transition to low-carbon heating by households, the present data collection involves a two-wave online survey of households in the UK, administered in two waves between September 2023 and March 2024. The initial revealed preference (RP) survey (Wave 1) seeks to understand the current context of households which serves as inputs to creating tailored stated preference (SP) scenarios (Wave 2) covering the choice of heating technology, retrofit option and ownership structure. The current survey content draws extensively from past research and survey efforts such as BEIS (2020), Fylan et al. (2020) and ARUP (2022). The survey design was peer-reviewed by practitioners and researchers from the energy industry, to ensure alignment with industry practice, taxonomy or categorisation, to maximise the subsequent relevance and impact. The revealed preference survey covers a number of areas, including attributes of the property (size, age, insulation, appliances), heating system (source of heat, temperature settings, perception of the heating performance, energy consumption), heating costs, household attributes (size and composition, income) and lifestyle (work from home, typical activities at selected times of day), general attitudes towards environmental issues and trust in information sources as well as towards various heating technologies and possible assurances and incentives. In Wave 2, the subsample of households that own the property (hence primarily gas boiler owners, which are the primary target for heating transition facilitation) are invited to participate in three SP exercises. In the first SP exercise, individuals are set in the hypothetical scenarios of having to replace their current, gas-based heating system with either a hydrogenready boiler or an air-based heat pump, in addition to being able to remain with their current system. The available alternatives are characterised by different installation costs and operating options, alongside maintenance visit requirements, CO2 emissions and nuisance (noise, space) as well as incentives. The associated capital and operating costs are simulated on the basis of Wave 1 responses, using comprehensive models and databases used previously for whole-system technology scenario comparisons in the UK (Olympios et al., 2022). In the second SP exercise, the survey is looking at the nature of replacement of the heating, between deep retrofit (which includes changes to how heating is distributed in the property, possibly even insulation options) as opposed to more tactical retrofit, including primarily to heat appliance replacement. The associated costs are based upon data published officially by the UK Department for Business, Energy and Industrial Strategy (BEIS, 2020b). In the third SP exercise, individuals are asked about their preferences concerning ownership and control structure, ranging from full ownership, through shared ownership to service based heating. The alternatives are associated with different levels of equipment and operation costs, contract duration, energy pricing schemes as well as presence of demand side response events.

Collaborator Contribution The Royal Borough of Greenwich and Kiwi Power were jointly responsible for conducting a range of demand side response trials, and collecting the resulting data through surveys, smart meters and mobile phone apps. They are making this data available for further research and analysis as part of the EDRC project.
Impact The data from these trials are currently being analysed and will contribute toward the development of the models embedded within our prototype demand simulator, and also a paper summarising the results of the analysis.

PI Contribution The SPEN strategic partnership's mission is to unlock the value of Whole System thinking, by collaborating not only with other electricity companies, but also with academics and other key stakeholders such as network users, Local Area Authorities and communities to ensure efficient investment in the electricity network and to achieve a just transition to Net Zero. As part of this partnership, we are engaging with other partners to identify key potential areas for collaboration. This will, whenever feasible, lead to the development of new bids for funding to support further research into the identified issues.
Collaborator Contribution As a Distributor System Operator, SPEN is ideally position to coordinate a partnership such as this one, and bring together a range of partners under a common umbrella to pursue shared goals. In addition to this, SPEN also has the ability to contribute more tangible resources to any potential projects arising from this partnership, as their access to the markets and system operation infrastructures allows them to have a unique level of insight and access to data which would otherwise be inaccessible to researchers. Whole System thinking will require new tools and processes to consider investment opportunities and manage business governance. The Strategic Partner should work with SP Energy Networks to identify, develop and support the implementation of these tools and processes.
Impact As of yet, no tangible outputs have emerged from this partnership. However, we are planning a series of theme-oriented engagement sessions to bring together members of the different EDRC themes and discuss some of the research opportunities within each theme that could benefit from a more active SPEN participation.

Results and Impact In 2019, an independent review strongly proposed that a public participation strategy for the UK's transition to net zero was essential to the successful adoption of low-carbon measures by UK communities and to the fulfilment of the government's UK policy for net zero. However, no such public participation or public engagement strategy exists as yet. This roundtable, under Chatham House rules, asked how we can bring household and community policy together with NZ policy, technology, innovation and investment.

Results and Impact The event was attended by 42 people from industry, policy, government, charities and think tanks, as well as our EDRC team members and UKRI funders. This event is part of a series of in person stakeholder events taking place in each of the UK nations, building on the official EDRC online launch in late 2023 and our call-to-action report. The report sets out the benefits of pursuing demand-side reduction and flexibility as a net-zero transition course, and outlines EDRC's planned research activities within our 5 central 'themes' of Futures, Flexibility, Place, Governance and Equity.
This event brought together EDRC researchers and panellists to discuss why energy demand matters and why more action is needed on this vital topic as we move towards a fair transition to net zero. The event included a short introduction to EDRC's key areas of work, a panel discussion and Q&A, followed by networking.

Results and Impact This workshop brings together EU and UK academics and policy practitioners focused on housing retrofit recruitment, skills development and retraining to understand how this challenge is being tackled at different governance levels and geographies. At the European policy level, we are interested in how the recast Energy Performance of Buildings Directive (EPBD) could be enhanced to make greater provision for retrofit skills development and (re)training within and across Member States. We seek to learn from exemplar European municipalities making advances in relation to this challenge. We also aim to highlight the innovative partnerships and delivery models being developed by the devolved nations of the UK (especially Scotland and Wales), and at the regional level by leading combined mayoral authorities in England.

Results and Impact The event took place on 29 April 2024 in Cardiff and introduced the EDRC's vision and plan to research reducing energy demand. Welsh stakeholders shared their views on a place-based approach to energy demand reduction and achieving net zero.

The EDRC team hosted 25 stakeholders from different sectors in Wales, including government, industry, academia, local authorities, and energy network companies. After opening remarks from the event chair and EDRC's Flexibility theme leader Jacopo Torriti, the EDRC Director Mari Martiskainen provided an overview of EDRC and its vision: to inform and inspire energy demand reductions for a Net Zero society, delivering impactful research with actionable solutions for industry, policymakers, practitioners, and charities.

Results and Impact The workshop aimed to engage with NESO regarding ongoing efforts to estimate the spatial and temporal electricity consumption of heat pumps in residential buildings across Great Britain for future years. The methodology includes calculating annual heat demand using EPC data and SAP assumptions, developing a lumped parameter model to generate half-hourly heat supply profiles, and translating these profiles into electricity consumption using real COP data from heat pumps. Feedback and comments were gathered on the industry's needs and perspectives from an industrial standpoint.

Results and Impact Greg Marsden spoke at the International Transport Forum Roundtable: 'Managing Competing Sectoral Demands for Renewable Energy in the Transition to Sustainable Transport Roundtable' This Roundtable assessed the constraints on the transport sector arising from the potential scarcity of renewable energy supply over the coming decades. The project supports governments in long-term planning to decarbonise the transport sector, accounting for energy system constraints and supply bottlenecks, and facilitating international cooperation where appropriate. This workshop also investigates potential equity concerns given the regional differences in the availability of low-carbon energy supply and demand. The results of this roundtable will be concluded in a final report with recommendations to policy makers, which directly shape policies of the 66 member countries at national and international levels.

Results and Impact EDRC met with Grampian NHS in 2023 to discuss findings from CREDS research on fuel and transport poverty. As a result of these meetings, EDRC and Grampian NHS organised a joint workshop to present lived experience research and how that could be utilised in policy making. The workshop included 40 attendees from charities, policy and practitioners. EDRC and Grampian will also work to produce an output from the workshop that participants can use.

Results and Impact Interested parties are able to observe the deliberative process of the citizens' panel by arrangement. This can raise awareness of both the specific topics under discussion and the methodological innovation of combining modelling and deliberation amongst key audiences. We allow up to 5 observers per session. Speakers often choose to observe sessions before or after their contributions. To date (February 2025) we have had observers from DESNZ, CCC, Scottish Government, various private and 3rd sector organisations, and researchers and postgraduate students from EDRC.

The virtual roundtable was led by Melissa Giordano, Deputy Director, and James Crump who are both part of the Consumer Protection and Retail Markets Team.
The roundtable focused on providing an overview of the call for input and seek views from stakeholders. The evidence we gather will be instrumental in helping us determine whether and how we might change our approach to standing charges in consumers' best interests.

Results and Impact The Reference Group acts as an advisory body for the citizens' panel, providing input and advice on the content of evidence to be provided to panel members and on appropriate speakers to present that evidence. They also represent key audiences for the outcomes of the project, particularly the overarching aim of demonstrating ways to combine citizen deliberation with technical modelling in order to produce modelling that better reflects social intelligence. Membership is drawn from DESNZ, the CCC, the Scottish Government, the Royal Academy of Engineering, Greenpeace, Energy Systems Catapult, National Grid ESO, Greater Manchester Combined Authority, and academics working at the interface of participation and modelling. They will meet 8 times over 2024-26.

Results and Impact Mari Martiskainen was invited by C-Dice to present at this event which focused on how to achieve policy impact as researchers. C-DICE hosted this exclusive, one-day event in Westminster where researchers and academics can delve into energy and net zero policymaking in the UK, and gained invaluable insights on how to effectively engage with policymakers in Parliament. Other speakers at the event included Chief Scientific Advisor Paul Monks, House of Commons Committee Clerk Stephen McGinness, Keith Bell of the Climate Change Committee, Senior Library Clerk at House of Commons Library Suzanna Hinson, SCI group technology director Andy Walker, COE of Faraday Institution Martin Freer, and CTO of Energy Systems Catapult John Saltmarsh. Mari presented on a topic: "Experiences from developing research to inform Net Zero policymaking".

EDRC was asked for further meetings with the House of Commons Library after the event, which took place on 20 November and focused on discussing EDRC's Equity theme and recent report on "Addressing fuel poverty: what are the relative benefits of public spending on direct bill support or energy efficiency?". HoC found the report and linked policy brief useful in preparation of a report on fuel poverty. There are also plans for further engagement with Energy Systems Catapult.

The organisers provided the following feedback from participants at the event, who explicitly mentioned how useful Mari's talk had been, including the selection of topics, pace and style of delivery, way of communicating the content which was easy to understand and relate to, real life lived examples for case studies that will be useful for them and how 'genuinely passionate the speaker' has been with the presentation as well as the research behind it.

The presentation was given as part of their quarterly programme of meetings. It provided an introduction to the Societal Readiness Framework, the stages of the project and selected case study sites.
