Abstract
Catherine Mitchell's Established Career Fellowship (ECF) has shown/is showing that GB's energy governance is slow at changing, including with respect to the demand side, and that GB is following a somewhat different low carbon technological path than other European countries, especially those which are most determined to meet their low carbon targets (i.e. Germany and Denmark). Energy system practice change is happening more quickly in some countries and US States with respect to technology use, new entrants, business models, customer engagement and ownership, and this system change appears to be speeding up and becoming increasingly decentralised.
Through the ECF, seven issues have emerged about the scale, speed and scope of changes in energy practices by new actors around the world. These are: (1) that there are increasingly rapid changes in many other countries, as explained above; (2) that there appears to be a social, technical, and economic tipping point in favour of a new energy trajectory, even while energy systems remain dominated by fossil fuels; (3) the nature of change appears to be leading to an increasingly co-ordinated but increasingly decentralised energy system; and some changes appears to have their own momentum - like a group of birds 'flocking' or a starling's 'murmuration'. This pattern of change raises (4) concerns about possible disruption, either physical or economic; and whether Britain could 'manage' the transition process; (5) questions about the nature of the future energy system; (6) whether the form that change is taking and the types of energy governance responses in different countries are related to their differing political economy institutions; and finally (7) concerns that the current fossil fuel disinvestment campaign will have an unexpectedly rapid impact on energy systems, with implications for governance.
The Fellowship Extension (FE) will explore these issues, and their implications for GB energy governance. Research into, examination of, and subsequent dissemination of these issues to inform British policy and institutions are essential because: (1) policy makers need to know what is happening elsewhere in the globe to understand the potential impacts and opportunities of similar changes here; (2) it seems likely that co-ordinated decentralisation enabled by ICT is a change in energy systems of a scale and nature that is unprecedented, having rapid, large impacts on infrastructure, ownership, business models, and social preferences, and together the impacts from which are not fully understood or necessarily controllable; (3) co-ordinated decentralisation may be a successful way to connect individuals thereby facilitating a quicker move to a smarter, more efficient, demand focused system; (4) technological pathways in co-ordinated decentralisation might better reduce potential negative impacts of disruption or further enable a better 'management' of disruption.
These issues lead to three phases of analysis: the nature of change; what are the responses to change; and contextualising change. The answers will have important implications for governance of the GB energy system, especially in relation to how it can develop policies and institutions that provide greater flexibility, adaptability and responsiveness. The key questions of the FE are set out in detail in the Diagrammatic Work-Plan.
There would also be two phases of dissemination. This is discussed in detail in the Pathways to Impact and is made up of: firstly, a conclusions and recommendations phase which would summarise key outcomes for different audiences. Planned Impact
This Fellowship will make a vital contribution to the understanding and development of energy governance and system change. We anticipate that this research will be relevant to a wide range of stakeholders as energy system change (electricity, heat and transport) affects all energy actors and users. This will include those directly involved with, or with an interest in, energy systems and achieving a transformation to a low carbon economy.
Central to our planned impact for the Fellowship Extension (FE) will be a MOOC (Massive Open Online Course). This innovative approach is increasingly used to enable greater participation with knowledge creation. The University of Exeter's Climate Change group and Business School have already run very successful MOOCs (over 16,000 took part in the Climate MOOC and it is now being re-run) and we plan to learn from them, to ensure our own free online course reaches a broad range of participants.
We envisage the MOOC's focus will be on the themes of Governance and Energy System Innovation and Change - bringing the findings of the first Fellowship with those within the FE. The MOOC will provide around 20 hours of teaching and include videos, case studies, key blogs, etc. It is anticipated that the MOOC will be of interest to academia (academics, research groups, students); energy system actors (suppliers, generators, network companies, regulators); policymakers (BiS, DECC, Defra); wider civil society (NGOs, investors, consumer groups, individuals and local authorities); the energy and wider media; and those involved within technology development and deployment from across the innovation chain;
Additionally, we will be undertaking the following activities (which may also provide content for the MOOC), to provide routes to wider dissemination of our research and findings:
- 5 research workshops with up to 30 people, and then the outputs placed on the web
- At least 5 webinars, each with up to 100 participants, again to be recorded to allow for further dissemination.
- Website- building, further blogging, to turn it into more of a knowledge hub.
The FE research is extremely international, and the team has a wide set of contacts. We will build on the existing contacts and seek new collaborations. Prof. Mitchell has secured 2 visiting fellow positions in the US (Berkeley and Columbia) and the role of Visiting Professorship at the Freie University of Berlin. We will also build on the links we have created in Denmark with DTU, Aalborg University, Copenhagen Business School, Danask Energi, Dansk Fjernvaerme and DERA; and with Germany: Agora Energiewende; E3G Berlin; EMST; Freie Universitat Berlin (including urba; SWP Berlin; Prognos AG; Leibniz IRS; and the ICIR at Potsdam.
Nationally we have established the importance of the Fellowship research themes with a number of key organisations, e.g. Ofgem, DECC, the ECC Select Committee, CCC, network companies, the CMA, as well as NGOs and energy media, such as Business Green, Cornwall Energy Spectrum, Carbon Brief and ECIU. We intend to inform them of a FE, were it to be awarded and maintain a flow of information.
We have also made links with several key research energy research groups in GB during the existing Fellowship, to share insights, avoid duplication and to talk about opportunities for joint working, etc. We will continue to develop these relationships and will both engage with these stakeholders during the research process and share our findings as the project progresses, but also attempt to build more collaborations through the research. We anticipate that some of these networks will become involved with the webinars/workshops/MOOC.
It is anticipated that this research will have direct policy implications and we will seek to maximize the sharing of knowledge that is gained through the dissemination and engagement routes highlighted above.

Historical institutionalism and the politics of sustainable energy transitions: A research agenda

Description | The UK has committed to net-zero emissions within the next thirty years and this requires a major transformation of the energy system. A key finding of this research is that to enable the energy system to change, at the pace needed to tackle climate change, whilst also ensuring that the system remains secure, affordable and equitable, will require an effective framework of governance. We have defined governance as 'the policies, institutions, rules and incentives related to the energy system, and the underlying decision-making process which establishes those rules and incentives, including the ways people are involved'. We have shown that governance can enable or constrain the required energy system transformation. Throughout the research we have sought to understand the current approach to governance within the GB, how effective this is for the challenges we face, and in what ways it can be improved. Our evidence has shown that the current governance framework for GB is out of date and not fit for the challenges ahead. The fundamentals of GB energy governance were established 30 years ago when the energy system was privatised (gas in 1986 and electricity in 1990). The governance provided means of accessing 'value' to match the characteristics of the energy system and its operational needs. Whilst there have been reforms, many of these reforms have been layered over existing arrangements, resulting in little real change to where the value in the energy system. This means that those technologies (fossil fuels and nuclear power in electricity; gas in heat; petrol in transport) around at privatisation and the way of operating the energy system at that time remain key destination of value. There are also been rapid innovation in many aspects of energy system, but governance has consistently lagged behind these changes. Some key findings for how energy governance is no longer fit for purpose include: • there is currently no process for direction-setting or managing a process of decarbonisation, across government departments and agencies, and across different industrial sectors. This leads to confused signals for market participants. • the current arrangements favour established players, who understand the complexities and have the resources to influence policies and regulatory processes. • there is a clear lack of co-ordination across the energy system, both within electricity (linking generation, supply, demand, flexibility services and storage) and between electricity, heat and transport. • the current governance arrangements for protecting low-income households are inadequate. Given the framework of governance is outdated and in need of reform, IGov has carried out research and analysis to consider if there are some key principles that should shape change. By looking at what is happening in the UK and in other countries around the world, we identified three core principles. • Firstly, governance needs to be legitimate and transparent. This includes: setting clear outcomes; making institutions and decision-making processes transparent and accessible to all system participants; and aligning value in the system with the outcomes required. • Secondly, people need to be put at the centre of the energy system. This includes creating markets which reward people for providing system services. It also requires a much more comprehensive approach to consumer protection, including greater segmentation, understanding that not all people will be actively engaged, and that vulnerable households will require specific interventions and policies. There is also a need to recognised that people play multiple roles within the system, including as citizens giving (or withholding) consent and engaging with governance. • The third core principle is that regulation needs to be adaptive. Given the rapid pace of innovation, regulation has to be able to adapt to changing circumstances. Specifically, there should be a shift from 'input' type regulation to output-based regulation. Reviews should also be incorporated into regulatory processes, to allow adjustments during the period of regulation. Regulation should also be adaptive to the needs of a local area, with local areas developing their own plans. Having established these principles, IGov then moved on to develop detailed recommendations for a new framework for energy governance for GB. Highlighting the need for new institutions, reform to some existing institutions and new approaches to local energy governance and markets. A key recommendation of our work is that an Energy Transformation Commission (ETC) is created. This will implement objectives set by government, oversee the transformation process through co-ordinating all the institutions involved, and provide a hub for consultation and engagement. We have also recommended that an Integrated Independent System Operator is established to integrate gas, electricity and aspects of transport, at different levels, both transmission and distribution, and ensure implementation of carbon goals. This organisation will also oversee an independent Codes Manager to enable open and fair consultation and engagement from all market players. We have recommended that the remit of the energy regulator is changed, to allow it to focus on regulation of the companies involved in the transmission, distribution and supply of energy and energy services. It would have an explicit duty to regulate for carbon reduction in line with statutory targets and would no longer be responsible for strategy or system change. At local level, we have recommended a devolution of energy governance to local levels, in the form of a new statutory duty on local authorities, requiring them to produce a Local Transformation Plan. This Plan would require local areas to set devolved carbon budgets, with freedoms, flexibilities and funding provided from national government. Local markets for energy services would be provided through Distribution Service Providers (DSPs), created through reform of Distribution Network Operators (DNOs). DSPs would implement the shift from the linear, top-down value chain of the energy system to one which places customers at its focus and values efficiency, flexibility and sustainability. They would combine current DNO functions - managing networks and systems operation - with new sub-Grid Supply Point area co-ordination and balancing services, for electricity (including electricity for heat and mobility), demand response, flexibility and ancillary services. Lastly, IGov recommends the establishment of a cross-economy Data Regulator; a data body or portal for energy system information; and a market monitor to follow market exchanges and identify improper trading or profiteering. Together, these reforms will create a clear direction for the GB energy system, allowing people to benefit from innovation, and providing a route to net-zero carbon emissions. Collectively these changes would create a fit-for-purpose framework of energy governance for GB. This would deliver the outcomes the society requires from the energy system, including security, rapid carbon reduction and social goals; whilst better enabling GB to capture the economic, environmental and social benefits of the transformation of our energy system. |
Exploitation Route | Throughout the development of the IGov research we have worked with actors from across the energy system, within GB and in other countries. We have run focussed roundtables with experts from across the energy system to help shape our thinking and held face to face meetings with policy makers, industry and the regulator. We have also held positions on advisory bodies including Ofgem's academic panel, the Ofgem Design Advisory Board for half hourly metering and settlement, the RIIO2 Electricity System Operator Challenge Panel, the NIC regulatory review; and the Smart Systems Forum. This has enabled directly knowledge exchange in each direction and helped broaden the level of thinking and debate on the need to energy governance reform. Throughout the research we have also submitted evidence to national consultations and shared ideas widely through academic papers, working papers, blogs and a free Massive Open Online Course. We think energy governance reform has become much more embedded into those working on energy system transformations in GB as a result of this and we can see evidence for how some of our ideas are being taken forward by energy system actors, including those working on policy and regulation, including those within academia and wider civil society organisations. . |

Description | During the course of this fellowship, energy governance and the need for its reform has become more mainstream and IGov has directly contributed to this shift. IGov has produced a significant body of work associated with UK energy system governance for an effective energy transformation and many of these findings have been used. Some notable examples of this include: 1) our submissions to the Competition and Merger's Authority Energy Market Review; 2) our wider work on energy codes and their governance; 3) our ideas for institutional reform for the whole energy system. 1. As part of a national investigation into the UK Energy Market by the Competition and Markets Authority we provided evidence on the need for governance reform. As part of the investigation the CMA originally proposed four 'theories of harm', essentially mechanisms which can damage the energy market. IGov was the only academic organisation to call on the CMA to add an additional theory of harm related to regulation, highlighting the need for reform to the energy codes process for change. These codes are the contractual agreements which underpin the functioning of the UK energy regulation (networks and market) covering all transporters and suppliers of gas and electricity. Following our written and oral evidence the CMA issued an updated issues statement that introduced a fifth theory of harm: 'the broader regulatory framework including the current system of code governance, acts as a barrier to pro-competitive innovation and change'. This fundamentally changed the way governance was seen in GB. 2. Following the CMA, IGov carried out further analysis of the energy codes, through research, interviews and a dedicated roundtable with code administrators, government, the regulator, and wider energy system actors. That work showed that the procedure for changing codes was controlled primarily by the energy incumbents at the expenses of smaller, innovator companies who were unable to engage in the numerous code forums. Following our research, the UK energy regulator and the Department for Business, Energy and Industrial Strategy began a 'Joint Energy Networks Code Review' in 2018. This work emerged partly from the CMA review and was pushed by the then Secretary of State, but our evidence played an important role in bringing the issues into the public domain. Not only were we referenced it the joint consultation run by BEIS & Ofgem on code reform (https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/828302/reforming-energy-industry-codes-consultation.pdf), we were also asked to present at the two industry focussed workshops run as part of this review process. 3. A key focus of the IGov research has been gathering evidence and producing ideas for reshaping the governance framework for the GB energy system. We have been the only research organisation to create and widely disseminate a proposed 'fit-for-purpose' GB energy governance framework. Early drafts our framework were used in meetings with Ofgem, BEIS and at energy industry events and we wrote about it in the many submissions we completed to national consultations to BEIS, Ofgem, the NIC, the CCC and the energy industry. The framework was refined further in 2018/19 and was widely promoted through governance networks within the UK and internationally through the presentations we have given in the US and Europe. In the last year of IGov we shared our ideas at Ofgem away days, BEIS meetings, including the Energy White Paper team ,and through meetings with the CCC, NIC and HMT. Many of our ideas can be seen in national documents from BEIS, NIC and Ofgem, including many refences in recent consultations from the energy regulator (https://www.ofgem.gov.uk/system/files/docs/2018/07/riio-2_july_decision_document_final_300718.pdf; https://www.ofgem.gov.uk/system/files/docs/2019/08/position_paper_on_distribution_system_operation.pdf; https://www.ofgem.gov.uk/system/files/docs/2019/08/open_letter_consultation_on_the_riio-ed2_price_control.pdf We have little doubt that this impact will continue to develop now that the IGov project has finished. Catherine Mitchell continues to work on the broad institutional change areas. Other members of the Energy Policy Group are taking IGov ideas forward. Richard Lowes with respect to heat; Jess Briton is continuing with her local governance strand; Emily Judson is developing a data and governance area; Iain Soutar is taking forward the justice and democratisation side of IGov. Since writing the above and the end of the project in 2019, IGov has continue to generate impact around government thinking around institutional change to meet net zero. The evidence for this has been added to the outputs for this award. |

Impact | The Design Advisory Board (DAB) provides strategic advice to Ofgem on potential Target Operating Models (TOMs), developed by the ELEXON led Design Working Group (DWG), to deliver Market-wide Half-hourly Settlement. Results and Impact | Transforming Energy Systems: Why Governance Matters is a Free 4 week Massive Online Open Course on the Future Learn Platform. It brings together the key insights and research from the IGov project in an accessible way. It's main purpose is to disseminate our findings are widely as possible. The course ran twice in 2019. On run 1, 1026 people and on run 323 signed up. Greater than 90% of steps were competed on each run. Currently the course is scheduled to three times in 2020. Some of the quotes from learners are below: "This has been an enlightneing course about the multitude of players in the complicated web of markets, regulators, government departments etc. It has clarified why transformation is so slow in the UK and put forward brilliant suggestions that I hope will be implemented--very soon! The knowledge I have gained will be used in my day-to-day work as I try to encourage local businesses to interact with their energy usage by installing energy monitoring devices." "My views on governance have changed: I have learned more about the specifics of the governance landscape, and appreciated that a subtle change (Energy Transformation Commission) could lead to profound changes - rather than the cataclysm of changes I'd pictured. This is exciting and gives me hope that it could happen, and we could enact the changes we need to see. I'd like to see the reforms outlined in this course implemented - it would be such a relief to know that the governance basics were covered; the engineering technologies can then be left to "get on with the job". I will use this knowledge to contextualise my work in carbon reduction/energy engineering and to help shape my interactions with other energy system professionals/policy makers. Since the start of the project we have posted 135 blogs onto the site covering a wider range of our research findings, as well as comments on current energy affairs. The site as been access by over 17k people and we have a record of how these blogs spread through twitter. We also have feedback from policy makers and wider audiences on the usefulness of these blogs. |

Strategic coordination: There is an argument that we need greater strategic coordination* in the UK. What examples of strategic system coordination are there, and who carries this role out in the US? Is anyone there worried about an increasing need for strategic coordination going forward? 2. Local markets: How far can you go with local markets? Why would they be better than a national market? Can a national market manage/price-in constraints? At the extreme, do local markets (arbitraging between themselves) ultimately reach the same solution as a national market? Besides helping to reduce losses, manage constraints, and potentially engage local consumers, what other benefits do local markets bring? 3. How far could a national market go (Science fiction or not): How far can/should you incorporate ancillary services (including constraint management) into wholesale markets? What are the trade-offs between wholesale markets only or combinations of local balancing, platforms and wholesale? Where could this ultimately go? (e.g. is a future like this possible - where we have a UK gross mandatory pool; co-optimising for energy balancing, ancillary services and constraint management for all system nodes (i.e. individual meters and generator assets); and network planning (i.e. identifying & communicating actual and expected constraints)) |

Results and Impact | The Co-evolution of politics and technology: The role of feedback effects". The idea behind the workshop is to bring together a limited number of eminent researchers working on questions related to politics/policy change and technological change. More concretely, we would like to focus on the issue of feedback effects between the two and invite both full paper contributions (conceptual and empirical) and presentations of ongoing (or future) research projects (including research ideas) that fit the overall agenda. By facilitating "big picture discussions", we think the workshop can contribute to further fleshing out this important research agenda on politics and technology. Of course the event should also help to strengthen the network of scholars engaging in research on policy-technology feedback questions. |
