Description • Kano's relative stability owes much to its traditional and state-based intelligence networks, but the critical variable is the role played by the police commissioner, the governor, the emir and the director general of the Islamic militia known as Hisbah

• Kano has a mixed policing system that is defined in relation to the Nigeria Police Force (NPF) - the NPF's role is primary, and coexistence is a stronger theme than collaboration or partnership

• Despite the multiple perspectives and processes affecting policing, Kano's senior officers and officials know where the boundaries between the various policing groups are non-negotiable and where there is room for manoeuvre

• The NPF is developing a locally appropriate form of policing that emphasises clarity of purpose, actionable intelligence and pro-active anti-crime operations

• The NPF is a secular outsider in an Islamic environment, but, despite its considerable limitations, it is an outsider able to operate across Kano's vested interests and thereby keep the city functioning

• Violence and extremism can be contained by pragmatism.
Exploitation Route It could inform donor decision-making on police development/reform. It offers insight and explanation, rather than advice, and is unlikely to be 'put to use' as such.
