Etnos: A life history of the etnos concept among the Peoples of the North

Abstract

Building on the observations of Ernest Gellner, that in Russia and Eastern Europe social and political thought has been incubated specifically within the discipline of ethnography, this project aims to examine the status of ethnogenetic thinking in post-Soviet Russia. The 'etnos' concept, with its radical 'primordialism' has been associated strongly with Soviet state-building creating an unarticulated assumption that theory crumbled along with Soviet institutions. It has been one of the surprises of the post-Soviet transition that 'ethnos-style' thinking not only persists but is a vibrant part of the Russian anthropological context. Given that European and North American anthropologists have traditionally interpreted etnos theory as a sort of deserted island, isolated from the main currents of the discipline, this project aims to rewrite the concept in an active mood demonstrating its evocativeness both to contemporary Russian society and to the discipline as a whole. The project will therefore make use of the interpretative ethnographic techniques developed by historians of science to examine the life history and archaeology of the concept. Although etnos theory has been widely documented and criticised in English language anthropology, this project, through making use of the archived fieldnotes of late Soviet ethnos-theorists, as well as interviewing contemporary ethnos-craftspeople, will be one of the first to write an epistemology of this tradition. To begin to build a bridge between these traditions the project will organise a set of interviews and collate some unique archival materials. Following from the fieldwork,and beyond the project, the authors will publish the work as a collective book manuscript. The impact strategy will build upon a public open-access website of primary documents, several round-table meetings involving Third sector and state representatives, and reports in the mass media.

Planned Impact

This project is designed to stimulate public debate about the proper classification of identities within Russia and generally across Eurasia. It also attempts to engage the attention of policy makers to the rich claims for recognition on behalf of parties among the followiing groups: (1) 'Third Sector' organizations representing indigenous peoples, (2) public and non-academic ethnographic societies both in Russia and across Europe (3) policy makers.

The project has implications for interests in the private sector, although those are indirect. As the exploitation of natural resources increasingly becomes a focus and concern of government policy both within and without Russia, the claims to traditional territories of rural hunting and fishing people will increasingly become a matter of concern to both public agencies and companies using these areas.

The project has the potential to improve the sense of social justice and security both within the Russian Federation and across Europe as an integrated economic space. With a greater understanding of how the Russian state classifies and managers its nationality policy, trade and economic development can proceed at a more even pace.

We feel that a strong, informed understanding of the roots of social political discourse can only help strengthen health, wealth and culture.

Description Our public activities were designed around the discussions on transnational history of EuroAmerican and Eurasion anthropologies. We focused on one key figure in the history of Russian and Chinese anthropology - Sergei Shirokogoroff and some groups of scholars who developed the theory of etnos in Russian Empire and after. This research attracted the great attention from Russian and Chinese sides. We were invited to China for the public debates with local governments and academic communities on Chinese borderland minorities, the politics of identity and the theory etnos/minzu (reference). We hope this meeting raised awareness of complex claims to identity of 'invisible' national minorities on Russian-Chinese borderland. The team member Dmitry Arzyutov was invited to give some public talks at famous Russian scientific channel PostNauka/PostScience (PostNauka and PostNauka). One of his speeches on the transnational history of anthropology was reviewed and published by the popular American political journalist Paul Goble (Windows on Eurasia). These public speeches attracted great public attention via YouTube collected more than 6,9K views. For our academic but open research meetings, we created our own YouTube channel (https://www.youtube.com/channel/UCbObrtFzdSg8AeEQEOxUsPA) where we uploaded some of videos from our seminars. Apart from virtual public activities we organised some open-access public photograph exhibitions in Russia (Saint Petersburg; RGO, RGO), Great Britain (Cambridge; MAA Cambridge, BBC) and China (Hailar; ref) where we presented archival photographs of two anthropologists Sergei Shirokogoroff and Ethel Lindgren actively participated in the identity politics on China/Russian borderlands.
As we planned in our research proposal some of our academic articles were published gold open-access in English and Russian which stimulated the dissemination project results. One of them was ranked 9th of most read articles in the journal History and Anthropology receiving more than 2K views.
Based on long term archival research we created and published an archival film (Russian version) of the Soviet ethnographer Georgii Prokofiev who was one of the leaders of the Northern Studies in pre-war Soviet Union. His film was very positively received by Nenets indigenous communities (see the review in Nenets language newspaper: available online) and even provoked the creation of the film about the film on Nenets public TV (available online).
Exploitation Route Northeastern Eurasia has become an arena of intense political interest. Our research casts light on identity politics in Eurasia.

Results and Impact The Seminar provided a space for anthropologists and other scholars from around the world to explore the key themes of the 'Who are "we"?' project. The emphasis of the seminar was close readings of (pre-circulated) papers and extensive discussions.

The main aims of the seminar were
1) to explore how anthropologists around the world construe and conduct themselves as part of larger communities, movements or disciplines; and
2) to investigate how these processes relate to conceptualizations of alterity and affinity more broadly.

Over the course of 3 days a core participant group, limited to 20 participants, engaged in a number of key topics. During the Paper presentation of "When Books strike back"; more than 15 researchers from different institutions of UK, Europe, Southern America and Asia discussed the role of anthropology in modern life. This paper attracted significant attention within the group and sparked numerous questions.

From the paper presentation of "When Books strike back: Academic written production between "Us" and "Them" in Russia" a number of good questions were raised and discussions took place.

The Seminar also featured online discussions using social media and online resources raising the profile of the seminar beyond the core group of participants and creating wider engagement on the issues of anthropological practice and methods.
