Planetary Connections: ESRC Social Science of the Nexus Network Plus

Abstract

Overview

Interdependencies, tensions and trade-offs between energy, environment and food generate some of the most significant challenges facing humanity in the 21st century. Addressing these at local, national and international scales, the social sciences have the potential to make ground-breaking contributions. But equally important is a process of continuous and deep engagement between the academic and non-academic communities.

Run by the universities of Sussex, East Anglia and Cambridge, the 'Planetary Connections' Network+ (NW+) aims to engage the social science community with these complex 'Nexus challenges' and link them to research users from business, government and civil society. In order to co-design and deliver research that improves decision making in this critical domain, the NW+ will work through seven parallel work streams:


1. User Needs Analysis: mapping and building the network.

Initially we will undertake an intense period of user-needs analysis in order to build membership of the NW+. In parallel, we will establish a 'Planetary Connections' NW+ website to widely promote the NW+. We will populate the website with existing articles and frameworks, and short opinion pieces by leading academics. Invitations to join the NW+ will be accompanied by an initial call for dedicated 'think-pieces' to scope nexus challenges and define issues, problems and perspectives.


2. Six thematic workshops on key nexus questions.

We will run a series of two-day workshops on key nexus topics (from September 2014 until April 2016). Each will involve 30-40 participants, drawn from research and user communities, and identified through our network mapping process. Proposed workshop themes include: a) Values and valuation (Sept 2014); b) Ecological thresholds (Feb 2015); c) Resources and conflicts (June 2015); c) Urbanisation at the nexus (Oct 2015); d) Green technologies and transformations (Jan 2016). E) What works at the nexus - from evidence to policy to transformation (April 2016).


3. Annual 'Planetary Connections' conferences.

To enable wider researcher and user participation we will host three annual conferences linked to the themes of the workshops. In January 2017 we will host a larger international conference that will draw together the work of the NW+ and provide a platform for showcasing new ideas, priorities and methods for co-producing research with users to meet global nexus challenges.


4. Data, methods and skills development.

Throughout the course of the NW+ we will develop a suite of methods, as a resource for wider research, policy and practitioner communities. We will produce an NW+ methodology webspace, to give access to a suite of methodological resources including inter alia: methods-focused outputs from each thematic workshop; a wiki space for collaborative design and reflection, a discussion forum, tools and applications and links to wider resources.


5. Small grants and placements scheme.

The NW+ will administer a series of small project grants (linked to the thematic workshops) in order to contribute essential ideas, empirical applications and practical research-user engagement to the NW+, and an ongoing placement scheme in order to support knowledge exchange and provide enhanced understanding of real world scenarios.


6. Rapid-response 'strategy labs'.

To engage researchers, users and decision-makers in emerging issues, NW+ will convene up to 5 'strategy labs'. Each will focus on a particular, hot, controversial policy topic that highlights nexus issues and trade-offs at a given moment. This will ensure that the NW+ is able to respond in a flexible and timely matter as policy challenges arise.


7. Analysis, synthesis and strategic advice.

Throughout the project, the NW+ team will provide strategic analysis, synthesis and advice to the ESRC, Research Councils, Technology Strategy Board, BIS and GO-Science and other key organisations.

Planned Impact

Achieving a lasting impact is fundamental to the NW+. This requires facilitating the deep and on-going engagement of academic and non-academic communities, working to address the complex set of challenges that cut across the Energy/Environment/Food Nexus. From the outset, we will embed impact, communications and engagement strategies within each of the seven work streams of the NW+. At an early stage we will work to identify demand among participants for particular outputs and activities, and by mapping potential pathways to impact. Using the STEPS Centre's adaptation of the Participatory Impact Pathways Analysis (PIPA) method, we will take a systematic strategic approach to building robust and lasting communities of knowledge and practice and inspiring positive behaviour change.

Who will benefit from this network?

The NW+ will engage a broad range of non-academic beneficiaries, particularly in business, policy and civil society circles working on Nexus issues. These beneficiaries are envisaged to include inter alia business leaders, scientific advisors, civil servants, MPs and special advisors, civil society organisations and charities, learned societies and the media across local, national and international scales. The NW+ will actively seek out these potential users and beneficiaries, interacting with them through a range of channels to ensure that research addresses questions of relevance to them, and providing them with access to research results in accessible and applicable formats.

How will they benefit from this network?

In addition to providing long term benefits to participants and society more broadly (i.e. through improved business, policy maker and other research users' decision-making), the NW+ will produce a wide range of tangible benefits to participants, in the form of high-quality user focused outputs. These will include: accessible policy briefs; synthesized evidence reports; a portfolio of open access publications; evidence-based case studies; a regular newsletter and regular publication of research outputs via social and web-based channels such as a blog, Twitter feed, Flickr, regular YouTube contributions and Slideshare.
Another significant benefit of the network will result from participant engagement in the six NW+ thematic workshops on key Nexus questions; the NW+ annual conferences; 'strategy labs' on emerging topics, and through the grants and placement opportunities.

NW+ participants and the wider academic research, policy and practitioner communities will also benefit from the NW+ methodology webspace, which will give access to a suite of methods developed as part of the NW+. The methodology webspace will consist of, inter alia: methods-focused outputs from each thematic workshop; methodological write-ups from the small grants scheme; a wiki space for collaborative design and reflection, a discussion forum, tools and applications and links to wider resources.
 
Description Since its launch in June 2014, the Nexus Network has worked to support transdisciplinary research at the food-water-energy-environment nexus, and to create meaningful links between communities of researchers, policymakers, business leaders and practitioners. Over three years, the network has:
? Hosted and facilitated numerous events, providing spaces for engagement and discussion about nexus challenges;
? Fostered online awareness and debate, through our website and social media;
? Developed insights into tools and methodologies for nexus thinking and practice;
? Pump-primed and supported nexus-related research through a flexible small grants programme and fellowship scheme;
? Worked with businesses and policymakers to support them to address nexus interdependencies, opportunities and impacts;
? Built capacity in the UK research system for future investments in nexus-related economic, environmental and sustainability research;
? Provided strategic advice to ESRC, RCUK and other funding bodies.

In more detail, the Nexus Network has shown that transdisciplinary research requires working beyond one's usual theoretical and methodological comfort zones, and highlights the diversity of ways to understand problems. The project has illustrated the importance of getting users involved as co-producers in the design of research projects. Our key findings/recommendations, as outlined in our report published on 16th March 2017, are as follows:
Creating spaces for transdisciplinary engagement
? The flexible terminology of "the nexus" is useful as a convening mechanism to link disparate disciplines and perspectives, and highlight interconnections;
? Facilitating transdisciplinary engagement is often messy, expensive, and takes time. End points may not be as envisaged at the outset. It requires patient, flexible investment;
? Creating spaces and trading zones for engagement is crucial for transdisciplinary conversations and collaborations;
? Thematic events are a fruitful way of garnering interest in an event from a wide range of people beyond academia. However, incentives to attend such events are limited for many stakeholders, unless such events are linked to clear outcomes (e.g. policy, business or research funding impact);
? Innovative formats for events should be encouraged in order to stimulate creative thinking and diminish the hierarchies or boardroom dynamics that can be associated with more traditional formats.
Methods, skills and capacity building
? "Nexus-thinking" may have utility beyond food, energy and water. However there is a danger that a buzzword of this sort is able to obscure or "render technical" issues, which are at their core, social and political, rather than technical and managerial. To avoid this pitfall, it is important that critical approaches are supported, which highlight the political nature of these challenges;
? There's no such thing as a "nexus method", but a diverse range of methodological approaches can help to illuminate the complexity of nexus interactions, and facilitate transdisciplinary engagement in research and practice;
? The distinction between qualitative and quantitative methodologies is only one dimension of epistemic culture, and methodologies can be usefully mapped according to multiple dimensions;
? There are strong pressures for certain kinds of knowledge production which leave their imprint in knowledge practices;
? Methodological approaches are required which go beyond simple integration or "joined up thinking" to question power dynamics and facilitate transformation.

Funding transdisciplinary research
? There is a clear demand for smaller, flexible grants of £5K- 150k (currently a gap in UK research council funding). This is especially crucial for early-career researchers;
? Flexibility in grant giving is key to supporting creative approaches - e.g. funding non-traditional partners (such as NGOs) or awarding short fellowships to support work that doesn't fit into a conventional project model;
? It is important to provide funding for the processes of co-design of research: putting together bids is complex and time-consuming, particularly if non-academic partners are involved;
? Efforts to bridge disciplines & sectors require trust. This takes time to build, and patient investment is needed if relationships are to be incentivised and sustained.
Engaging stakeholders in transdisciplinary research
? Business participation in transdisciplinary research remains unusual: academics do not necessarily have the networks nor the experience to work productively with time-poor executives;
? One starting point is to bring business practitioners and researchers together to co-design research questions, and agree priorities and ways of working together (as we did with the Nexus2020 project);
? Placing the user at the heart of the research process can give researchers the opportunity to study fundamental questions while delivering nearer-term value to companies or policymakers;
? User-centric multidisciplinary research has the potential to influence policy, business practices, and in some cases commercial strategy, with positive effects on nexus challenges.
Exploitation Route This work is ongoing but our findings so far are summarised in the March 2017 report, which is publicly available at the URL listed above. We will continue with this work and we hope that others will use the outputs so far to contribute to this area.
A fuller report of the outcomes of the Nexus partnership grants and a more formal evaluation of the three years of the Network will be completed by end of September 2017, and included in our ResearchFish submission for that period.

Description How have your findings been used? Please provide a brief summary The Nexus Network was the first Network Plus to be funded by the ESRC. From May 2014 to October 2017, it worked to foster research, dialogue and collaborations across linked 'nexus' domains of food, energy, water and the environment. Participation in the network was open to researchers from all disciplines, and to people from government, business and civil society. Rather than simply produce 'research findings' for later dissemination, the aim of the Nexus Network was to build capacity, cultivate capabilities, and create interconnections and collaboration. As such, one of the primary impacts of the Network was in the doings of the events and onward funding of pump-priming research facilitated by the network. The network website was viewed 48,039 times from June 2014 to July 2017; In total, the network hosted three annual conferences, six thematic workshops, eight other events (e.g. with Defra or business) & ~25 individual project-related workshops; - Over 1,000 people have participated in Nexus Network events, with a core group of around 250 people attending multiple events as the network has grown. By 2017, the network had over 1,400 members on its mailing list. Our work on methods, our events, many of our projects and publications have as much value in a GCRF or SDGs context, as they do as contributions to the challenges of the food-water-energy- environment nexus. Indeed, the Nexus Network was instrumental in disseminating funding during the roll-our of theGCRF within the ESRC. Similarly, the recommendations in our final March 2017 can be applied in many other areas of UKRI, ESRC and GCRF strategy and funding. Indeed, these have arguably informed the ongoing work of many of the Network's investigators, for example in the aims, objectives and methods of the newly established Research on Research Institute, funded by Wellcome and led by James Wilsdon. In addition to these impacts, somewhat more traditional research activities and outputs have influenced policy practices and initiatives and academic debates. These are described in further detail below. Please describe how the research relating to your grant has been used and achieved impact beyond academia. Most significant impacts on policy, practice and wider society These are hard to discern but at this stage, we would single out the following impacts: The Nexus Network's influence (particularly through the work of Professor Ian Bateman) on Defra's evidence strategy & its 25-Year Plan . Hosted jointly with the Valuing Nature Programme, members of the Nexus Network led by Professor Ian Bateman facilitated a special workshop with Defra as part of the consultation process for its '25 year plan for a healthy natural economy' on November 4th 2015. The Nexus-Brexit project, led by Guy Ziv, which was prescient in embarking on research on the environmental and nexus resource implications of a potential Brexit vote a year before the vote itself took place. This work has influenced subsequent research and policy analysis in this area (see: https://thenexusnetwork.org/wp- content/uploads/2017/05/Networking-grant-NEXUS-BREXIT-Report.pdf) A December 2016 POSTNote from the Parliamentary Office for Science & Technology on "The Food Water Energy Nexus", which drew heavily on input from the network: https: //researchbriefings. parliament. uk/ResearchBriefing/Summary/POS T -PN-0543 The Nexus2020 project was an ambitious and largely successful process to get leading businesses engaged in the co-design of research agendas with academic researchers, leading to a high quality final report and a multi-authored article. POSTNote on the Water-Energy- Food Nexus, December 2016; and Nexus2020 report from CISL. This is a more diffuse impact, but lessons from the Nexus Network have undoubtedly informed recent interventions by team members (e.g. Andy Stirling and James Wilsdon) in debates over the reorganization of the UK research system and ways in which UKRI should support challenge-directed, interdisciplinary research. Examples would include: https://wonkhe.com/blogs/analysis-ukri-if-you-want-to-how-to-read-the-new-research- funding-landscape/; https://www.nesta.org.uk/report/biomedical-bubble/; https://www.digital-science.com/press-releases/digital-research-report-looks-at-the- positive-value-of-structural-diversity/; https://wakelet.com/wake/4cf86c10-9667-4dea- 918f-b99805ecbb3b It should be noted that while broad in terms of the domains it covered, the 'nexus' is also quite particular in its framing and approach to these issues, and there has been limited sign of the nexus concept gaining much extra traction with policy or business communities (or within academia) in the 7-8 years since ESRC first began scoping work in this area. Indeed, the more expansive UN Sustainable Development Goals (SDGs) have since 2016 quickly become a far more dominant and influential framing through which to consider environmental- social-economic links, trade-offs and interdependencies. As noted in the Director's report, the lesson here is to focus future Network Plus investments around themes that are more open and amenable to multiple interpretations, theories and methods, and to shifts in the external political and funding landscape. What types of impact have arisen from the research? The Nexus Network can be regarded as a successful experiment, which delivered on its objectives. As the director's report bears out: It built a larger and more active UK research community on nexus issues, spanning social and natural sciences; It better connected this research community to users in policy, business and civil society; It supported ESRC to create stronger cross-council links around this agenda; It funded a diverse and high-quality portfolio of pilot projects and networks. Perhaps the most substantial impact has been the continued proliferation of the Network Plus model of funding throughout UKRI. For example the EPSRC's Industrial Systems in the Digital Age, AI3SD and Trust, Identity, Privacy and Security as well as the AHRC's set of GCRF Net work Plus investments all follow a similar structure. Most significant contributions to research and scholarship Over 40 peer reviewed articles, workshop and project reports and think pieces have been published to date. We expect several more to appear in the coming months given publishing lag times in peer review journals. Across these outputs, five contributions are worth highlighting as most significant to emerging scholarship in this area: Rose Cairns and Anna Krzywoszynska's high-profile 2016 paper on "Anatomy of a buzzword: The emergence of 'the water-energy-food nexus' in UK natural resource debates" (see https://www.sciencedirect.com/science/article/pii/S1462901116304166). On its publication, this paper also became the focus of an editorial in Nature: https://www.nature.com/news/scientific-buzzwords-obscure-meaning-1.20772 Nature editorial on the Cairns and Krzywoszynska nexus paper, 11 October 2016 Candice Howarth's 2018 Palgrave book on Resilience to Climate Change, which is the culmination of the research undertaken through her Nexus Shocks Fellowship. (see https://doi.org/10.1177/0263774X18803370) Maria Sharmina et al.'s thinkpiece on The nexus in a changing climate: a critique of competing demands for UK land, which was subsequently published as a journal article and also profiled by the ESRC as a policy briefing: https://esrc.ukri.org/news-events-and- publications/evidence-briefings/integrating-water-energy-and-food-in-land-management/ Andy Stirling's working paper on "Developing 'Nexus Capabilities': towards transdisciplinary methodologies" which has made a deeply thoughtful and widely-read contribution to ongoing discussions over interdisciplinary and transdiscplinary methods and skills (see: https://thenexusnetwork.org/wp-content/uploads/2015/06/Stirling-2015-Nexus-Methods- Discussion-Paper . pdf). In which sectors has your research been used? A considerable impact of framing concepts such as 'nexus', is in their use as a convening mechanism, to draw in people, concepts and funding from a wide variety of disparate sectors, such as those mentioned. The Nexus Network worked across an explicitly transdisciplinary set of disciplines, institutional settings and sectors. As evidenced from the above description of activities and impact, these include water, energy and food, environment, climate, resource use and extraction. Furthermore, one of the important observations made by Network participants was that it is not only the instrumental acknowledgement of disparate sectors that is important to note, but rather the qualitative nature of the relations, and often pressures between different sectors. It is ambiguous whether the bringing together of various sectors is a good thing in itself. Rather, it is the terms of engagement and issues of power and politics at the heart of the relation building that is crucial to assess when investigating nexus connections across water, energy, food or any other sectors. Notwithstanding these observations, the Network funded significant pump-priming activities across a number of sectors in the UK and other countries. These included multi-sectoral agriculture policy in Northern Ireland and domestic energy and water practices in the UK as well as GCRF research activities on issues of land-use in Kenya, organic resource use in Ethiopia and issues of biomass fuel in urban Ghana. At each of these sites, and across their attendant sectors, transdisciplinary networks and relations have been established or enhanced between academics, local and national policy experts, corporate actors and others. While some of these relations may be ephemeral, the Network's work on transdisciplinary research capabilities shows that it is likely that some longer-term relationship building is a likely outcome, that will be a consideration in future research and non-research work.

Title The ESRC Nexus Network: Core Activities and Outputs, 2014-2018 
Description From its launch in June 2014 through to the end of its project life in 2018, the ESRC Nexus Network worked to support transdisciplinary research at the food-water-energy-environment nexus and to create meaningful links between communities of researchers, policymakers, business leaders and practitioners. Data collated here includes records of public facing network activities such as published working papers, reports, email newsletters and workshop activities. The purpose of the Network+ was to build community through running events, interacting with decision makers, building a network and onward-funding original research. As such, the Network+ did not conduct research in a traditional sense. However, the data and documents collated here represent the substantive knowledge creation activities of the Network+ and can be considered a form of research data in themselves - which were used to iteratively build the network, influence and impact.

Results and Impact At the start of this project we stated one of our key objectives was to generate new cultures of communication across science, health and animal welfare, which would shape the future of animal research in the UK. This is a big promise, so it was not without trepidation that we gathered on the evening of the 26th June at the Wellcome Collection to mount our posters and finalise presentations for our opening stakeholder workshop. Yet at the same time the excitement in the air was palpable. This is, at the end of the day, what AnNex is all about, using the approaches and methods from the social sciences and humanities to create a safe space for conversations about animal research for all stakeholders, be they scientists, researchers, academics, funders, animal care staff, NGOs, charities or campaign groups.

Rory Stewart MP, Defra Minister with responsibility for the natural environment, floods and water, resource and environmental management and rural affairs, opened the day with an outline of the Open Environment aspirations for developing a 25 year plan for the environment and invited challenges from the audience of academics, NGOs and practitioners.
Outputs from the discussion sessions were be fed to Defra for inclusion in the Defra 25 year plan for the environment. The 25 year plan should be published shortly.

Results and Impact Members of the Nexus Network team, including Professor Lyla Mehta, Professor Fiona Marshall and Dr Saurabh Arora were involved in a number of events in Delhi at the end of January 2016. The South Asia Sustainability Hub & Knowledge Network was launched on 28 Jan 2016 at the India International Centre. The hub aims to develop a network of institutions and people committed to exploring pathways to sustainability in South Asia and is part of the STEPS Pathways to Sustainability Global Consortium.A related workshop on Climate Change and Uncertainty from Above and Below was held on 27-28 January 2016. This workshop explored issues around 'does the focus on climate change models, diagrams, regressions and future scenarios (theorizing by experts from 'above') factor in the realities of how local people live with, understand and cope with uncertainty in everyday settings (from 'below')?'.On 29-30 January 2016 the International Conference on Pathways to Sustainable Urbanisation was held at Jawaharlal Nehru University, New Delhi, India. Whilst urbanisation brings the creation of new opportunities for some, it can also pose enormous challenges for poor and marginalised citizens in cities and in peri-urban areas.
The conference was organised by the South Asia Sustainability Hub & Knowledge Network (SASH&KN) through direct collaboration with the STEPS Centre, a partner in the Nexus Network.  SASH&KN is the South Asia hub of the STEPS Pathways to Sustainability Global Consortium. SASH&KN hosted and facilitated the events on the ground in Delhi.

At all levels of government, the ecosystem of institutions and individuals engaged in expert advice and evidence-informed policymaking is more diverse than ever before. Distinct yet overlapping communities of research, policy and practice are congregating around a core set of questions about how to improve the provision, communication, relevance and application of evidence to policymaking.

Perspectives from the natural sciences and engineering are being enriched and complicated by a deeper understanding of public values, cognitive biases and political psychology from the social, political and behavioural sciences. The assumptions of those on the evidence "supply side" are increasingly tempered by pragmatic insights that come from experience on the "demand side" of policy institutions. Yet despite these positive developments, it is easy to feel frustrated by the visible failures of evidence to influence policy in so many areas.

On thorny issues - exemplified by the food-water-energy nexus - the response to overwhelming evidence is often sluggish and incremental. Populist politicians or social media warriors can tap into the anxieties caused by globalisation, and channel these towards resentment, as we saw in the claims during the Brexit referendum that "people in this country have had enough of experts". Such tensions aren't new, but they are becoming more visible, reflecting what some have called the "paradox of scientific authority".

Expert advice is being sought with growing urgency across a proliferating array of policy and public questions. At the same time, and often on the same issues, the legitimacy of evidence and expertise has rarely been so fiercely contested. So these are interesting times to be a policy-engaged sustainability researcher. In the UK, these challenges are exacerbated by reforms to the policy and research funding landscape, which are creating new uncertainties - and possibilities - for those looking to engage and influence decision making.

Drawing on insights from his role as director of the ESRC's Nexus Network, and vice-chair of the International Network for Government Science Advice (INGSA), James Wilsdon will reflect on how the landscape for transdisciplinary, policy-engaged research is changing, and what opportunities may emerge through the Global Challenges Research Fund, reforms to the Research Excellence Framework and the creation of UK Research and Innovation.

Negotiating over language and frameworks. Agreeing common research questions. All the while trying to gather data and do good work.
Building on methods developed in ESRC and Horizon 2020 funded projects on interdisciplinary research, this workshop will:
a) introduce the concept interdisciplinary capabilities - the disciplinary skills and informal aptitudes needed for people like environmental engineers, ecological economists and machine learning developers to work well together.
b) present a mixed-method approach to mapping capabilities using bibliometric analysis and interviews.
c) offer hands-on reflexive exercises on personal 'capability mapping', tailored to workshop participants
The session will help scholars of all levels recognise power and knowledge in research and identify opportunities to steer that research together.

Results and Impact Our second thematic workshop, 'Natural Bridge: exploring business-led action from nexus thinking' workshop, was held on Wednesday 15 & Thursday 16 April 2015. The workshop was led by the Cambridge Institute for Sustainability Leadership and brought a particular focus on the role of business in dealing with nexus challenges.

The workshop, which took place in Cambridge over two days, explored the business risks related to land use, food, water, energy and the environment through a mix of interactive sessions to inspire business led action underpinned by research.

The event accommodated a broad mix of 40 people, with half representing the private sector and half from academia. We witnessed a real combination of minds that crossed the business-academia divide and broke down multi-sector and disciplinary boundaries. Fruitful discussions often yielded more questions than answers but these can stimulate future research ideas and encourage funding into areas that are impactful for business. Results and Impact Professor Fiona Marshall and Dr Ruth Welters from the Nexus Network took part in a two-day workshop in Delhi, in October 2014, to discuss social science challenges relating to the food, energy, environment Nexus and their implications for development in South Asia. The meeting attracted a good mix of researchers from across the UK and from Indian Universities.
The workshop was run by the ESRC, RCUK India and the Indian Council of Social Science Research (ICSSR) as part of the Newton-Bhabha fund. Launched in April 2014, the Newton Fund will strengthen research and innovation partnerships between the UK and emerging knowledge economies, such as India

Results and Impact The Nexus Network second Annual Conference was held on 19 November 2015, in London, attended by 120 people from academia, policy and the third sector. We framed this year's conference around the themes of scales, levels and spaces - the nexus is often framed as a global security problem, but this can obscure alternative understandings of interactions and trade-offs at local, regional and national levels. Questions of scale are crucial in addressing linked nexus challenges of food, energy, water and the environment. This broad and inclusive theme offered an entry point for discussion and engagement on the day and throughout the year.
The conference was successful in bring together recipients of Nexus Network funding and wider network members, and catalysed discussions which in turn contributed to subsequent network activity such as applications for the Nexus Partnership Grant scheme.

Results and Impact Over 170 people joined us at the first Nexus Network conference: 'What works at the nexus? New connections in food, energy, water and environment' on Thursday 27 November from 9.30 am to 5.30 pm. This was an opportunity for network members to meet, hear high-profile keynote speakers, discuss nexus challenges from a variety of perspectives, and find out about possibilities for collaboration.
The meeting was open to everyone interested in nexus issues, from academia, policy organisations, business, practitioners and civil society.
The event was a significant milestone for the Network, establishing connections ongoing connections between researchers and actors in other sectors.

Results and Impact The aim of this workshop was to stimulate debate between diverse stakeholders on contested issues raised in Nexus Network research and activities to date, and to create the opportunity to tease out the academic, civil society activist, business and policy challenges as well as develop research agendas around the themes of the nexus, resource conflicts and social justice. The workshop was structured around the following questions: 1) What are the on-the-ground challenges of integration across food, water, energy, climate etc. across diverse political and geographical scales? Results and Impact This session was convened to bring together researchers funded by the Nexus Network small grants programme to discuss "tensions and trade-offs between different environmental and social domains". In doing so the session aimed to open up alternatives to closed, instrumental views of 'nexus thinking' that privilege techno-fixes over movements for social justice. The session posed the framing of the nexus as a democratic process of deliberation and struggle aimed at furthering the voices (and interests) of the most marginalized and vulnerable sections in society. The abstract follows: 'Nexus challenges cannot be separated from the perceptions, interests, and practices of different actors associated with a nexus (Stein et al., 2014). But by broadening out and opening up nexus-related methods and methodologies, researchers and policy analysts may at the same time hope to achieve greater scientific rigour and societal accountability (Stirling, 2015). Recognition of situated 'nexuses', (e.g. urban nexuses), point to the need for reflexive inter- and trans-disciplinary perspectives that bring together diverse insights and mend tools from beyond the social sciences, humanities and the natural sciences. Indeed, attendant moves to transdisciplinary research requires democratic encounter between a range of researchers and practitioners who can work together to produce valuable knowledge (Harris and Lyon, 2014). These emergent strands of research offer the prospect of nexus thinking as a democratic process by which to address social and environmental challenges thrown up by interlinkages between food, water and energy domains. Democracy is not an end point but the process through which power can be afforded to those outside the realm of influence. Nexus-related challenges can then be constructed to empower initiatives for genuine social progress, rather than the solving of urgent, top-down assertions of catastrophic technical fears. And nexus thinking then becomes a process of equal exchange between disciplines, where scientists and citizens participate together in discussion and decision-making'.

Results and Impact Rethinking Society for the 21st Century, a major research-based report from with the International Panel for Social Progress (IPSP), publishes this summer from Cambridge University Press. Professor Johan Schot, Professor Andy Stirling and Dr Cian O'Donovan from SPRU have contributed to a cross-cutting theme of the report which examines the relationship between technology and social progress. Following this, a special IPSP edition of Technology's Stories has been launched (published by the Society for the History of Technology - SHOT), featuring new essays linked to the report's findings. These articles also consider how stories can help us to imagine a new society for the 21st century.
SPRU hosted a special event at the University of Sussex that brought together these authors to remark on their contributions to the IPSP and to ask 'what follows?' The international panel convened for the discussion included SPRU's Professor Schot and Professor Stirling, Professor Helga Nowotny (ETH Zurich and SPRU Advisory Group), Professor Judith Sutz and Professor Suzanne Moon. The panel addressed a diverse audience from around the university campus, including the 42 participants from the 2018 STEPS Summer School.

Results and Impact The concept of the resource "nexus" has been hotly debated and is now widely adopted in research and policy circles as a powerful new way of understanding the relationships between multiple resources and their sustainable management at different scales. These include energy, water, food - and materials and land. This event launches the Routledge Handbook of the Resource Nexus. The main editor, Raimund Bleischwitz, and a Co-editor, Catalina Spataru, both at UCL, will present this fascinating new research perspective and talk through the handbook, which comes with 32 chapters structured along six parts and has been written by more than fifty authors. Cian O'Donovan, coordinator of the UK Nexus Network and Sussex University, will act as a discussant. A number of authors from the Routledge handbook will be present and join the discussion. Key topics include: what is the relevance of the nexus? What research areas are best addressed and how? What is in it for broader sustainability research and stakeholders on the SDG agenda?

Results and Impact Organised by Cian O'Donovan, Becky Ayre and Andy Stirling, The IGP hosted a Nexus Network workshop on the capacity of research communities to deliver inter and transdisciplinary research. The workshop was an opportunity for those engaged in such research to explore and pilot innovative methods for evaluating their own researcher capabilities, and the capacities of their research networks.

Professor Henrietta Moore gave the welcoming address exploring questions of inter- and trans-disciplinarity as they relate to the nexus of food, water, energy and environment and linked these to the need for the co-design of more prosperous futures. Dr Davies spoke on the nature of the IGPs trans-disciplinary work in Marakwet Kenya.Participants in this workshop piloted a mixed-methods evaluation framework, developed and tested by researchers based at the Science Policy Research Unit (SPRU) at the University of Sussex, to assess their own research projects. This evaluative framework allows researchers to understand how the diversity of their collaborative transdisciplinary interactions has changed during the course of their project, and to measure and compare these changes for the organisational benefit of future research.

Results and Impact Workshop participants took stock of what kind of plural understandings of 'urban nexuses' are emerging, produced by (partnerships between) activists, communities, think tanks, corporations, and multilateral organizations, natural scientists, humanities scholars and social scientists. Participants reflected on the contribution that different social science perspectives might make in understanding urban nexuses, and how social scientists might effectively participate in inter- and trans-disciplinary initiatives, and considered what kind of policy mechanisms and events might support the pursuit of the partnerships that may be required for developing new understandings. The workshop was structured around the following orienting questions:
1. What divergent framings and understandings of 'urban nexuses' are emerging and why are they important, in what ways and to whom?
2. What are the implications of these understandings and their foci for governance of nexus interactions by public, private and hybrid arrangements?
3. What implications do these understandings hold for political-economic action by, and for alliances between, civil society organizations, businesses and social movements striving for sustainability and justice?
4. What kind of relations (inter- and trans-disciplinary alliances, engagements with the material world) underpin the making of the emerging understandings of 'urban nexuses'?
5. What new inter- and trans-disciplinary approaches (and concepts) do we need to further understand interactions at 'urban nexuses', including the interdependent vulnerabilities associated with access to food, water and energy in cities?

Results and Impact The first Nexus Network workshop Improving decisions at the food, water, energy and environment nexus: values and valuation, led by Professor Ian Bateman from the University of East Anglia, was held on Friday 28 November 2014. The workshop brought together 50 people from government, the business sector and wider society together with researchers in this field to promote understanding and explore practical solutions to the challenges of decision making in this area.
The 50 workshop participants included policy representatives from Scottish Government, Welsh Government, Defra, DECC, Department of Health, Suffolk Council, Natural England and the Environment Agency; business people from Thames Water, Anglian Water, EDF Energy, Energy Technologies Institute; academics from a number of UK research institutions; research funders and practitioners from organisations including RSPB, Essex and Suffolk Rivers Trust, London Wildlife Trust and the Forestry Commission. This balance of sectors enabled a good mix of views and ideas to inform the discussions.

In areas such as health, wealth, energy, mobility, and communications, it is widely recognized that remarkable historical improvements- at least for some- all owe much to science and technology. However, it is equally important to acknowledge that not all consequences of research and innovation are positive. Nor do any benefits unfold automatically - especially if they are to be fairly distributed.

Already pursuing one of the most ambitious nuclear new-build agendas in the world, Britain is seeking to buck 50 years of experience to develop an entirely new and untested design of small modular reactors (SMRs). In 2016, then energy and climate secretary, Amber Rudd, summed up the government's position: "Investing in nuclear is what this government is all about for the next 20 years."
