Resilient Cities. Industrial Network and Institutional Perspectives on Economic Growth and Well-being.

Abstract
Many urban regions in Europe have been hit hard by the economic crisis, but some regions have been more resilient than others. The question is why. Our project will investigate how European regions have responded to economic shocks, how successful they have been in developing new industries, and whether economic resilience goes hand in hand with higher social well-being. We employ a comprehensive approach to regional resilience in which history is key to understand how regions develop new growth paths. We will also investigate whether regions that are strongly linked with other regions through different kinds of networks are more resilient, and which institutions and policy approaches have proved more effective. These questions are investigated in quantitative comparative analyses of urban regions in the EU-27, and through a more in-depth analysis carried out for a few selected regions.
Planned Impact
Many researchers have recently addressed the issue of regional resilience but there is still limited understanding of what the concept really encompasses, how it can be conceptualized, and how it can be operationalized and measured. Moreover, the concept consist of a number of dimensions (relatedness, institutions and networks) which have not yet been explored in the current literature on regional resilience. This project will give a major boost to the further development and refinement of the concept of regional resilience, and will increase our understanding of what makes regions resilient.
Our research directly fuels the discussion on smart specialization, place based development and resilience as currently introduced by the EU (Barca et al 2012). The project also directly fuels the debate on the supposed trade-offs between smart growth and inclusive growth in European cities, and institutional influences on the resilience process and the possible effects of policy instruments. The impact of short-term and long-term economic change on the subjective well-being in European urban regions will also be addressed in detail.
Special attention will be placed on the relevance of our outcomes for smart specialization strategies and, related to that, for 'smart governance'. Over the last couple of years, the role of smart specialisation has become central to economic development, innovation and growth policy-thinking in Europe (McCann and Ortega-Artiles 2011, Barca et al 2012). Smart specialisation has been highlighted by the European Commission as a central pillar of the Europe 2020 Strategy. In addition, clusters and specialization, value chain network positions, entrepreneurial opportunities, diversity and relatedness in skills and knowledge are hypothesized as crucial for local development opportunities and innovation: these are the issues we tackle in a unified analytical framework in our project. Regions will be required to identify the sectors, the technological domains, and the major arenas of likely competitive advantage, and focus their regional policies so as to promote and govern innovation in these fields (Thissen et al 2013). The strategy calls for large responsibilities of regional policymakers, public and private actors and institutions. Smart governance aims for effective collective problem-solving under conditions of high complexity and contextual uncertainty and volatility (Jessop 1998) - a situation that certainly is true in present day determinants of economic regional dynamics.
Shorter life-cycles of products and industries, faster and more detailed (niche) entrepreneurial renewal, digitization, growing importance of crossovers between sectors, technology shifts, globalization of markets, open innovation structures, innovative funding opportunities and flexible labour markets are some of the characteristics of dynamic regional and urban economies ((Van Oort & Lambooy 2014). Despite established literatures on regional innovation systems, evolutionary branching of industries in regions, regional triple helix, and other economic geography perspectives on structural change and adaptability at the subnational levels, a focus on regional resilience and development from a hands-on governance, institutional and policy instruments perspective is still lacking.

Connect or Perish! FDI and the resilience of EU regions
| Description | Our work on the main factors and determinants of Regional Inequality is having a huge impact, not only in academia but also in policy making. We are increasingly involved with the European Commission, working with them in revising the Cohesion and Regional Policy beyond 2020. The flow of publications on top journals of the field, and as technical Reports for the European Commission, World Intellectual Property Organisation, etc. builds up from what we did, and have been carrying on doing, in our JPI-ESRC grant, as clearly evidenced by the content of the research. |

| Description | Many of the publications/events reported in this submission and others in progress are leading to rethinking analytical frameworks, empirical assessment and sound evidence for policy makers (in some specific regions and particularly at the European level) in the broad field of regional development policy and innovation policy to draw clear-cut lessons from the academic research. The translation of academic insights into actual policies is not a mechanical and linear process. Thus, the efforts done with the material elaborated in the project are helping policy-makers by providing a basis for designing practically feasible new guidelines for territorial economic development, cohesion and growth in the UK and in Europe more in general. Examples of use of our findings (from different papers from the project), are the collaborations with the DG Regional and Urban Policy, and the DG RTD of the European Commission listed under Influence on Policy, Practice, Patients and the Public. For instance, the PI Simona Iammarino has recently been appointed as a member of the Scientific Advisory Group on Pilot Actions "Industrial Transition and Interregional Cooperation", European Commission, Smart and Sustainable Growth, Directorate General for Regional and Urban Policy, May 2018-April 2020; she was Expert in the project HESS2 - Higher Education and Smart Specialisation, Joint Research Centre of the European Commission; she was member of the advisory group of the Centre for London Project "London: HQ City", November 2018 - Spring 2019. Even more engagement for the next round of the EU Regional and Cohesion Policy has emerged in the past years, with further calls for tender won by Prof Iammarino and her team and related publications as listed in the publication list. Further collaboration with international organization have been with the OECD, and notably the World Intellectual Property Organisation (WIPO), where the paper Crescenzi, R., Iammarino, S., Ioramashvili, C., Rodríguez-Pose, A. and Storper, M. Standard centrality indexes, however, only look at the number of linkages between nodes, without taking into account their magnitude. To overcome the problem we developed and tested an improved weighted k-shell decomposition method which, combined with other indexes of centrality, accounting also for the amount of investments focuses on more elements characterizing the linkages. |

| Results and Impact | There is a growing realisation that regional inequalities have both contributed to, and amplified, the 'Great Recession' that shook advanced and emerging economies alike. It is also becoming apparent that the crisis has been having very different impacts spatially. This will only help to further exacerbate uneven economic development, fuelling more trouble down the line. In Europe, major economic fault-lines are re-emerging between and within national economies; between the core and the periphery; between urban and rural areas; between city-regions and within cities themselves. This pattern is replicated elsewhere - in advanced, emerging and developing world. There is an urgent need to re-examine all aspects of local and regional development and resilience and how it relates to national and international economic dynamics; and to social, political, cultural, technological and environmental processes." |

| Results and Impact | "The project AdriGov aims to capitalize the existing cooperation networks and the different initiatives carried out in the Adriatic Ionian area, representing a valid operational support to the institutional cooperation process undertaken through the Adriatic Ionian Euroregion (AIE) and a valuable contribution to the definition of the EU Strategy for the Adriatic Ionian Region (EUSAIR). The initiative succeeded in engaging a dialogue between the regional, national and EU representatives, as well as the academic and business world, on themes of common interest for the countries of the Adriatic-Ionian basin, by identifying best practices to better meet the challenges of EUSAIR, the macro-regional strategy developed by the European Commission and endorsed by the European Council in 2014. The Strategy, involving 70 million people from eight different countries, aims at creating synergies and fostering coordination among all territories in the Adriatic-Ionian Region." |
