Centre for Longitudinal Study Information and User Support (CeLSIUS): Research Support Unit for the ONS Longitudinal Study for England & Wales 2018-20

Lead Research Organisation: University College London
Department Name: Epidemiology and Public Health

Abstract

CeLSIUS is a research support unit providing support for analysis of the Office of National Statistics Longitudinal Study (ONS LS) which is a complete set of census records for individuals, linked between successive censuses, together with data for various events. It relates to a sample of the population of England and Wales. The sample comprises people born on one of four selected dates of birth and therefore makes up about 1% of the total population. The sample was initiated at the time of the 1971 Census, and the five dates were used to update the sample at the 1981,1991 2001 and 2011 Censuses and in vital event registrations and registration of cancer. Thus, the ONS LS represents a continuous sample of the population of England and Wales, rather than a sample taken at one time point only. It currently includes records for over 1,100,000 study members. Census information is also included for all people living in the same household as the ONS LS member. However, it is important to emphasise that the ONS LS does not follow up household members in the same way from census to census. Full ONS LS members enter the study through birth on one of the four dates and immigration and existing members leave through death and emigration. The four dates are known only to a small number of researchers based in ONS and the data is analysed in anonymised form and all results are published so that no one could be identified from them.

What types of analysis does CeLSIUS support?
In the past valuable analysis of births, cancer, deaths, and other census data has been completed with support from the research support unit. This has included various projects.
Linked analysis of census and births, deaths and cancer registration data. For example: studies of associations between employment status and mortality, between economic status and cancer registrations, or between socio-economic factors and fertility; or survival analysis of mortality by area deprivation.
Analysis of successive census data. For example: analysis of patterns of retirement migration, studies of the effects of divorce and remarriage on housing tenure, comparison of changes in education, employment and migration between the 1970s and 1980s, patterns of NEETS in 1971 and 1991.
Analysis of successive event data. For example, studies of changes in birth spacing, associations between fertility and cancer survival.
Cross-sectional analysis of a single census year, especially for studies of ethnic or geographical factors where the 1971 round is a unique resource.
International comparisons. Countries such as Scotland, Northern Ireland, France, Denmark, Finland and the USA have similar programmes to the LS.

This project will continue to provide users with support in using the data and enable research to be carried out between 2018 and 2020.

Planned Impact

The major beneficiaries of the England and Wales LS Research Support Unit will continue to be academic and other public sector staff, and researchers and students in higher and further educational institutions across the UK. Immediately this will be those who are already engaged in research projects using the LS, and in the longer term this will be new users in these categories. Similarly, users based at ONS who host the LS who already draw upon the RSU user guides and other materials such as derived syntax will continue to be able to do so. Academic and more general usage has risen with the availability of 2011 Census data and the introduction of synthetic data. The synthetic data project continues to inform wider debates about disclosure control within the Office for National Statistics.

Providing continued access to a time series of linked individuals which spans 5 decades with the introduction of 2011 census data, means that the E&W LS RSU will continue to play a vital role in furthering an important understanding of long term demographic, epidemiological and socio-economic trends.

In maintaining access to one of the largest longitudinal surveys in the UK, the E&W LS RSU will continue to contribute towards the health of social science in the UK through preserving data diversity and assisting in the training of new and established highly skilled researchers in cross-disciplinary and multi-disciplinary areas. This is vital where social science as a discipline and social scientists as individuals will make ongoing contributions to evidence-based policy making and will influence public policies and legislation at local, regional and national levels.

Skills in the analysis of quantitative data are vital for the continuing growth, prosperity and economic competitiveness of the UK. The E&W LS is part of a diverse data infrastructure within the UK which will help fuel the drive to improve quantitative skills and numerical literacy generally. More specifically those working as part of the E&W LS team - both continuing staff and new staff and research students - will continue to develop their own transferable research skills over the funding period which will be of much wider value to the UK research community in the long term.

Description We have provided personal, expert user support for research design, data extraction, data analysis and output clearance in a timely fashion. There is ongoing provision of a successful service at UCL since 2012, which has extended the ONS LS user base - there are currently 73 open projects supported by CeLSIUS, of which 21 began during this funding phase since September 2018, despite this being late in the post-2011/pre-2021 Census intercensal period, when project numbers would be expected to fall. We have extended the ONS LS user base through outreach, publicity and promotional activities within the economic and social sciences and policy communities. We have produced a new website and added new resources including a suite of thematic guides; we have promoted these using visualisations via Twitter. A strong social media campaign including scheduled tweets has led to increased number of followers including non-academic followers. As a result the LS user base has extended to include projects by policy-influencing groups including the Institute for Fiscal Studies and Joseph Rowntree Foundation. We have developed international collaborations, to share innovations and for comparable research with other linked Census data sets around the world. Staff have presented at national and international conferences that have attendance from non-academic audiences such as BSPS and the IMGS to widen awareness and increase research potential and impact of the ONS LS. We have run two UKCenLS training workshops at the BSPS Conference and one led by SLS at UCL and four webinars; the latter in conjunction with the UK Data Service. We have participated in the process of approving funding for 8 cross-UKCenLS projects funded by NILS. We have participated in methodological development work and other work designed to promote the research potential and impact of the database. These include further work on Synthpop with most recently Wei Xun, CeLSIUS User Support Officer, providing training workshops for ONS LS teams, and work on a project with CLOSER to input our LS data dictionary into their 'Discovery' metadata platform. We have continued to work with ONS to support and enhance the utility of the data, including implications of the new Digital Economy Act; and contributed to discussions about planning the 2021 Census and its outputs including the LS and any future census replacement beyond 2021. CeLSIUS has produced the following publications in the period: Archer, G., Xun, W. W., Stuchbury, R., Nicholas, O., Shelton, N. (2020) Are 'healthy cohorts' real-world relevant? Impact We are still in the process of finalising the metadata but it has led to the ONS LS joining the CLOSER study family

Title Synthetic LS datasets using Synthpop and SYLLS
Description The sensitive nature of the information contained in the UKCenLSs means that access to the microdata is restricted to approved researchers and LS support staff, who can only view and work with the data in safe settings controlled by the national statistical agencies. Consequently, compared to other census data products such as the aggregate statistics or interaction data, the LSs are used by a relatively small number of researchers. The SYLLS project (Synthetic Data Estimation for UK Longitudinal Studies) was set up to develop techniques to produce synthetic data which mimics the real data and preserves the relationships between variables and transitions of individuals over time, but is more freely accessible. The project is a collaboration between the UK LS RSUs and makes use of two complementary methods for generating synthetic data products: SYLLS, a small open synthetic data set with a limited number of variables for 2001 and 2011; and Synthpop. Researchers are enabled to familiarise themselves with UKCenLS data away from the Secure Research Settings. Bespoke synthetic ONS LS data extracts were beta tested by CeLSIUS from March 2021 and the first data sets were released to users later in the year.

PI Contribution CeLSIUS attended several workshops and seminars held by CLOSER and had several meetings with CLOSER colleagues from 2017 onwards to discuss opportunities for collaboration. This led to the decision to add CeLSIUS metadata to the CLOSER Discovery online resource (https://discovery.closer.ac.uk/). The ESRC granted funding for the project 'ONS Longitudinal Study & CeLSIUS Metadata Incorporation to CLOSER' and work began in June 2019. Work continues on this project. The ONS LS went into partnership with CLOSER on 14th September 2020 which has led to a more formal three-part relationship between CLOSER, ONS and CeLSIUS. This has involved CeLSIUS joining CLOSER's Data Managers and Longitudinal Communications communities of practice, presenting to these networks on the ONS LS and CeLSIUS and contributing a blog to the CLOSER website (to be published at end of March 2021).
Collaborator Contribution CLOSER is contributing the software and processes required to add CeLSIUS metadata to Discovery. CLOSER also helps promote the ONS LS and CeLSIUS through social media and has provided communities of practice to enable CeLSIUS to share information with the other CLOSER-affiliated longitudinal studies.
Impact No material outcomes yet, except for a closer working relationship with a relatable group which serves to promote awareness of the ONS LS and CeLSIUS service.

PI Contribution CeLSIUS worked closely with CALLS-Hub to promote cross-LS work and raise the profile of UK Census data and longitudinal data generally. We have liaised with the other LS RSUs via CALLS-Hub to promote consistency in the presentation of information specific to these data sets. In 2012 we produced a logo in liaison with the other LS RSUs, to provide a uniform visual identity. We contributed material about our service to the CALLS-Hub website including collaborating with CALLS-Hub to provide eDatashield, a means of enabling cross-LS research, and a data dictionary that contains harmonised variables from across the three LS'. CeLSIUS, NILS RSU and SLS DSU have also worked together on a process which produces synthetic datasets based on the ONS LS, SLS and NILS which mimic but do not contain real data. This is to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings: https://calls.ac.uk/guides-resources/synthetic-ls-data/. CeLSIUS has attended or participated in many meetings and other events in liaison with CALLS-Hub and the other LS RSUs since August 2012. CALLS-Hub was discontinued in August 2018 but CeLSIUS has, jointly with the other LS RSUs, taken over the management of its website, twitter account and mailing list in order to continue to promote cross-LS work and maintain a database of UKLS research outcomes (https://calls.ac.uk/outputs/).
Collaborator Contribution The CALLS-Hub research team and the other UK LS Research Support Unit research teams have all contributed to the items detailed above.

PI Contribution CeLSIUS works closely with the NILS RSU to promote cross-LS work and raise the profile of UK Census data and longitudinal data generally. Where it's possible, we promote harmony in the presentation of information specific to our data sets. In 2012 we produced a logo in liaison with the NILS RSU and the Scottish LS DSU, which provides a uniform visual identity for all three UK LS support units. CeLSIUS, NILS RSU and SLS DSU have also worked together on a process which produces synthetic datasets based on the ONS LS, SLS and NILS which mimic but do not contain real data. This is to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings. Since August 2012 we have attended/participated in many joint UK LS meetings/events including training sessions and symposia. We collaborated with NILS RSU and SLS DSU on a chapter, 'Longitudinal Studies in the United Kingdom', in 'The Routledge Handbook of Census:Resources, Methods and Applications', published in 2018. In 2018 CeLSIUS also arranged and hosted a joint UKLS jiscmail list and the three UKLSs began working collectively as 'UKCenLS'. We participated in the joint UKCenLS 2019 Conference, hosted by NILS RSU in Belfast, which launched NILS RSU's funding of Small Grant Scheme cross-LS projects. Cross-LS projects have been made possible by eDatashield, a joint UKCenLS initiative (https://calls.ac.uk/guides-resources/using-more-than-one-ls-for-your-research/.) Unfortunately the 2020 COVID-19 pandemic curtailed the small grants scheme, however several of the researchers who were approved for the funding will still be applying to use cross-LS data. CeLSIUS was plannning to host the second UKCenLS Conference in 2020, but this had to be postponed because of the pandemic. The next UKCenLS conference will be hosted by SLS DSU in summer 2020, and the CeLSIUS-hosted conference will take place in 2022 in Cardiff and will have a languages theme. This will correspond with Welsh/UK languages cross-LS research to be carried out by CeLSIUS, NILS RSU and SLS DSU.

PI Contribution CeLSIUS provides expert user support for data specification, extraction and analysis of the Office for National Statistics (ONS) Longitudinal Study (LS), enabling vital research to be carried out. We have supported 145 research projects since August 2012 and the number of projects we support per year has increased rather than declined despite their being several years since the last Census. Many of these projects have been highly complex and labour-intensive and would not be possible with any other data for England and Wales. We have supported user systems updates at ONS and more stringent and time-consuming output clearance procedures during this funding phase due to changes in law. CeLSIUS staff have an expert role in explaining policies and practice on disclosure control to users and checking outputs for compliance before they are released to approved researchers. They also support users significantly in the completion of application approval paperwork for research using the LS, based on their knowledge of the data. Maintaining confidentiality and security of the data is paramount and microdata (individual level records) from the LS dataset can only be accessed within a safe setting on the Public Sector Network. Normally, this is via the ONS Secure Research Settings in London, Titchfield and Newport and CeLSIUS staff (employed by UCL and largely based in the SRS in Pimlico) would normally provide face to face support and supervision for researchers when accessing the data. However, because of the COVID-19 pandemic these Settings have been closed since March 2020 and CeLSIUS staff have been working from home. CeLSIUS staff can run syntax and clear outputs remotely to users who cannot attend an SRS, so we have continued to provide user support remotely. Also, approved researchers have been able to access their existing projects from home subject to an ONS Assured Organisation Connectivity agreement. CeLSIUS supports ONS in sharing knowledge of the data with new members of their team and members of the CeLSIUS team have participated in a great many ONS-liaison meetings and events since August 2012, including LS Steering Group, LS Research Development Board, User Support Officers group, Longitudinal Research Champions group and many ad hoc meetings/other events. Through this collaboration we represent LS users' interests and are able to influence LS/user support developments. We continue to extend the ONS LS user base by providing a richly-resourced website (www.ucl.ac.uk/celsius), through social media outreach and through training, publicity and promotional activities. CeLSIUS has also produced, in collaboration with the other UK LS RSUs, a synthetic dataset process to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings, which has been approved by our ONS partners.
Collaborator Contribution ONS provides the ONS LS dataset and work space and administrative support around our use of it.
Impact CeLSIUS has been notified of hundreds of 'research outcomes' resulting from research that we have supported. Many of these have been published in journals or as book chapters (see Publications section). We list ONS LS research outcomes in the 'Search outputs' database on the CALLS-Hub website:https://calls.ac.uk/outputs/. Also included are research outcomes resulting from CeLSIUS' own LS research or promotional activities, including a cohort profile paper published in 2018 in IJE. CeLSIUS' strand of the synthetic dataset process to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings was produced with the approval of ONS..

CeLSIUS, NILS RSU and SLS DSU have worked together on a process which produces synthetic datasets based on the ONS LS, SLS and NILS which mimic but do not contain real data. This is to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings. Since August 2012 we have attended/participated in many joint UK LS meetings/events including training sessions and symposia. For example, in November 2019, CeLSIUS hosted two training workshops, held jointly with SLS DSU, on 'An Introduction to using the UK Census Longitudinal Studies' and 'An Introduction to using Survival Analysis Training'. We collaborated with SLS DSU and NILS RSU on a chapter, 'Longitudinal Studies in the United Kingdom', in 'The Routledge Handbook of Census:Resources, Methods and Applications', published in 2018. This will correspond with Welsh/UK languages cross-LS research to be carried out by CeLSIUS, SLS DSU and NILS RSU.
Collaborator Contribution The SLS DSU research team has contributed to the items detailed above.
Impact Raising of the profile of UK Census data and longitudinal data generally. The CeLSIUS website's logo which, in liaison with this partner, provides a uniform visual identity for all three UK LS Research Support Units. A synthetic dataset process to enable researchers to familiarise themselves with UKCenLS data away from the Secure Research Settings. A data dictionary that includes harmonised variables from across the three UK LS'. 'eDatashield' to enable cross-LS research. A book chapter on the UKLSs.

Results and Impact 43 representatives of longitudinal population studies attended
CLOSER's second collaborative conference, Preparing for the future II: international
approaches to challenges facing the longitudinal population studies in London, UK. The
purpose of this conference was to unearth best practice, and identify ways to tackle
shared challenges. The programme was informed by the results of a consultation
exercise with UK and international longitudinal population studies, which
identified data harmonisation, data linkage, new forms of data collection, data
discoverability, and reducing attrition and participant engagement as the most
important issues facing the longitudinal community.

Key points regarding Data linkage
2.1 There is an urgent need to develop a shared narrative and language around
the benefits of data linkage, in order to convince data holders, participants and
the public of the importance of carrying out this work.
2.2 Transparency and accessibility of communications materials about the data
linkage process can help assuage fears and dispel misunderstandings of what
data linkage involves and its risks.
2.3 New opportunities for linkage are constantly emerging - however similar
challenges persist around data quality, research utility, consent, and
participant and public acceptability.
2.4 Linkage potentially offers opportunities to improve information held on
population subgroups, such as minorities and vulnerable people, which can be
difficult to retain in traditional research studies. However, more information
is needed on the coverage and suitability of data on such groups held within
linkable datasets.
2.5 Upskilling users to take advantage of the opportunities afforded by linked data
would ensure the investment of time and money in creating these resources
have strong returns
