Communicating the Nation in Troubled Times: From the Brazilian June Journeys to Post-Brexit Britain

Abstract

In the last decade, a range of political, economic and technological upheavals -including Brexit, the 2008 financial crisis, the rise of Trump, and the proliferation of digital media- has made the terrain of mediated nationhood unstable, upsetting established channels and practices of communicating national belonging. Hence, a new research agenda for the study of mediated nationhood is required, which draws on a variety of methods and theories from communication and media studies, along with insights from nationalism studies and promotional cultures research. I begun development of that agenda during my PhD thesis, which focussed on media, nationhood and visibility in the context of the Brazilian uprising of 2013. The uprising put in question the efforts of the Brazilian government to communicate -throughout the hosting of the World Cup and the Olympic games- a modern, peaceful and market-friendly version of their nation.

My doctoral work made a decisive intervention in the research field around mediated nationhood, throwing into sharp relief the profound transformation of mediated nationhood in a digital communication ecology, while acknowledging the continued influence of 'old' media and their adaptation to the affordances of digital technologies. My thesis demonstrated both the potential of digital media to disrupt existing power structures and establish new ways of representing the nation, along with the vulnerability of the media to continuing commercial pressures, political interferences and technological constrains. The excellence and originality of my analysis was demonstrated by the fact that I passed the viva with no corrections, having been examined by key authorities in the field -Professor Simon Cottle and Dr Liz Moor-, and that I have successfully produced high-quality publications from my research.

Building on the findings of my doctoral work, I will use the ESRC Postdoctoral Fellowship to develop a research programme for the study of mediated nationhood in the current context. I will continue disseminating the findings of my work, but orient myself more decisively to broad international audiences in relevant fields to ensure the global resonance of my work. To this end, I will pursue three key routes to impact:

1. I will submit three articles to top journals in the field of media and communications, such as Media, Culture and Society, Communication Theory and the European Journal of Communication. These publications will give greater exposure to the main theoretical and empirical findings of my doctoral research among a global audience of scholars.

2. I will target key international conferences in the field of communication and media, such as those of the International Communication Association, the International Association for Media and Communication Research, and the Media, Communication and Cultural Studies Association. These conferences will be helpful to build networks through which I can develop more impact opportunities for my work.

3. I will deepen my engagement with non-academic audiences, developing pathways that will help me build non-academic impact, as well as discussing ideas that will feed into further research.

Along with these routes to impact, I will develop a new research proposal that will look at the mediation of Britain at the time of Brexit. Whilst the proposed research will build upon the findings of my work about the communication of Brazil during the protests of June 2013, this new project will help me to implement and develop my ideas on media, nationhood and visibility beyond the specific case study of my doctoral work. During the course of the fellowship, I will conduct preliminary theoretical and empirical work, in order to test ideas and methodologies for a future project, and I will develop a funding application under either the Leverhulme postdoctoral fellowship scheme, the British Academy postdoctoral fellowships, or the ESRC New Investigator grants.

Description The ESRC Postdoctoral Fellowship helped me to successfully disseminate the findings of my doctoral work, orienting myself to more broad international audiences in relevant fields to ensure the global resonance of my work. While doing this, I continued to develop an ambitious research programme for the critical study of mediated nationhood in the context of major social, political, economic and technological upheavals. A summary of the main achievements reached during the award are:

1. Dissemination of findings with academic audiences: I targeted key international conferences in the field of communication and media, such as the annual conferences of the International Communication Association (ICA), the International Association for Media and Communication Research (IAMCR), and the Media, Communication and Cultural Studies Association (MeCCSA), as well as other three smaller events in London and Stockholm. These conferences were helpful to build networks through to develop more impact opportunities for my PhD work, as well as supporting further developments in my career. They also helped me to strengthen contacts initiated during an international workshop of soft power at Loughborough University that I helped organise.

2. Deepening of non-academic networks: During the fellowship year, I took part in events and organised one-to-one meetings with a total of eighteen practitioners, including government officers from Latin America and Europe, PR consultants, branding and marketing specialists, as well as journalists from Brazil, the United States and the UK. These various meetings were crucial to develop links and pathways to build impact amongst these audiences, as well as discussing ideas that will feed into further research. I also communicated findings of my doctoral to general audiences taking part in six interviews, one for a Mexican radio, three for Chilean radios, one for a Brazilian news site, and another one for global television network Al Jazeera English.

3. Elaboration of manuscripts for publication: I submitted three academic articles based on my doctoral work to top journals in the fields of media and communications and nationalism studies during the fellowship year. Two of them were published, in the highly prestigious journals the International Journal of Press/Politics and Nations and Nationalism. The third one is under review for Global Media and Communication. I also published a small piece in the magazine 'Unmediated' and an entry at the LSE Media Blog, which summarises my research for a broader public. These publications (along with other articles and books not directly related to this specific award) are giving greater exposure to the main theoretical and empirical findings of my doctoral research among a global audience of scholars in the fields of media and communications and nationalism studies, increasing the impact of my work.

4. Important new research questions opened up: I developed a new research proposal, to look at the mediation of nationhood and populism and Britain and Latin America. Although the proposal was not accepted in a first attempt sent to a Leverhulme Early Career Fellowship, it was useful to open up new research questions regarding nationalism and populism in the media. These questions have allowed me to further develop ideas on media, nationhood and visibility beyond the specific case study of my doctoral work, which will be incorporated to future funding applications. They have also inspired a new research proposal on the mediated visibility of violence at times of protest, which I submitted to the BA/Leverhulme Small Grants.
Exploitation Route Since the end of my award, I have carried on disseminating my research findings, and have continued to develop a research programme for the critical study of mediated nationhood in the context of major social upheavals. From my position as lecturer in Global Communications at Cardiff University, I have re-worked my PhD into a book, which was published in mid-2020 by Palgrave Macmillan, consolidating my position as authority in the subject of the media and the nation. I also developed a new undergraduate module on Branding and Identity at Cardiff University, which examines the topics I looked at during my award. I am starting to conduct new research, based on the rejected grant proposal I developed during my award, as well as on ideas that emerged from my publications and the academic networks I joined. More concretely, I put together a small grant application for the British Academy, further developing ideas of my ESRC funded article 'The Instrumental Mediated Visibility of Violence'.

Outside of academia, I have deepened pathways for non-academic impact, which have also helped me to discuss ideas for further research. I have taken part in talks and meetings with communication strategists, PR specialists and branding practitioners from Latin America and the UK, providing opinions and insights helpful to their practice. I have also been invited to talk about my research on nation branding for the Welsh Programme Clwstwr. In addition, I have continued to disseminate ideas and findings to general audiences, through media contributions to Brazilian, Chilean and transnational news organisations.

My findings have also been disseminated to broader audiences, for instance, in an upcoming ASEN-organised event about Digital Nationalism, where I will present the findings of one of my ESRC funded articles. In addition, the blog at the Nieman Foundation of Journalism at Harvard University highlighted the originality of my article 'The Instrumental Mediated Visibility of Violence' in an article published in its blog in July 2020. According to that piece, 'in an article published last month in The International Journal of Press/Politics, César Jiménez-Martínez complicated the [protest] paradigm a bit, in some helpful and thought-provoking ways.'

Description I am contributing my knowledge to Clwstwr, a five year programme based at Cardiff University which seeks to help the screen sector in Cardiff to grow sustainably and compete internationally, transforming it into a home for innovation in creative production, digital technologies, business models and screen infrastructure. A significant part of the project is how the screen industries can be useful to develop a Wales nation brand. I am holding conversations with the Clwstwr team, so my knowledge on the topic of communicating and promoting the nation helps them with the project. Clwstwr aims to create a platform for independent companies, SMEs, micro-businesses and freelancers to compete with global, highly integrated media companies. I have also been contacted by practitioners in public diplomacy, who are interested in using insights from my research to improve their practice. I have also taken part in debates and presentations held at the Diplomatic Academy of Ukraine, presenting my findings and discussing opportunities for further collaboration.

Collaborator Contribution We started the network with Professor Thomas Tufte in an informal event at Loughborough University London, when I was introduced as ESRC Postdoctoral Fellow. After giving him feedback in his application for the Loughborough University London's innovative JOINT Fund, for the project 'Communication in Brazil', he received 75% of the requested funding, which helped us organise an event about the legacy of Paulo Freire, to be held at Loughborough University London in June 2019. I contributed with my intellectual input, organisational skills as well as contact network to make the event a success. Around 20 academics took part in this two day event, coming from Brazil, the United States, Sweden and Europe. On the first day, I presented a paper called 'Polarization and its effects on the construction of dialogue', and contributed to the final remarks. The event was useful not only to discuss the legacy of Paulo Freire and bring new attention to his work, but a selection of papers were published in two special issues -one for International Communication Gazette and another for Spanish journal Commons - during 2020. I have co-authored contributions for each of them. Now in my role as Lecturer in Global Communications at Cardiff University, I have continued the network and develop ideas for further work in the near future.

Results and Impact In collaboration with the Institute of Advanced Studies at Loughborough University, I was one of the organisers of a symposium and workshop titled 'Promoting the Nation in Troubled Times: Branding, Diplomacy and Strategic Communications in a Polarised Context', on 20 and 21 March 2019 at Loughborough University. Both events brought together key experts in nation branding and public diplomacy, in order to re-examine these practices in view of the increasing visibility of polarised expressions of national identity all over the world.

Some of the main speakers were academics and practitioners such as Melissa Aronczyk (Rutgers University), Nadia Kaneva (University of Denver), Fabian Frenzel (Leicester University), Pawel Surowiec (Sheffield University), Göran Bolin & Per Ståhlberg (Södertörn University), Ilan Manor (University of Oxford), Nick Cull (University of Southern California), Dan Sage & Andrew MacLaren (Loughborough University), Christopher Browning (University of Warwick), Göran Svensson (Uppsala University), Mercedes Osma Peralta (Colombian Embassy), and Maria Luiza Abbott (Aja Media Solutions), among others.

That workshop served as a bridge between academics and non-academic users of my research, with scholars across the fields relevant for my work, as well as practitioners from professional backgrounds such as marketing, advertising and branding. Such link between academic and non-academic stakeholders has been key to increase the impact of my work, as well as to generate further research.

Among the outcomes of this workshop are:
-Rich exchange between scholars and practitioners (on nation branding and public diplomacy), whom reportedly reflected on their practices due to this event.
-Me and Professor Sabina Mihelj were invited to take part in a panel on the International Communication Association Annual Conference, in May 2019.
-I was invited to give a talk at Sodertorn University, Sweden, as part of a conference on 'Public diplomacy in conflict: Nordic, Baltic and East European Perspectives', in May 2019.
-Similarly, Professor Sabina Mihelj (mentor in my ESRC award) was invited to give a lecture in Uppsala University, Sweden.
-We have proposed a themed section for the journal Nations and Nationalism, with a selection of papers from the workshop.

Results and Impact I was invited to take part in the second edition of the Digital Diplomacy Camp, in Brussels. The Camp was organised by the Ministry of Foreign Affairs of the Netherlands, the USC Center in Public Diplomacy and the University of Oxford.
The Digital Diplomacy Camp 2019 gathered around 200 practitioners, including diplomats of various European Embassies, representatives of Facebook, members of the European Commission as well as communication managers from the UK Foreign and Commonwealth Office.
I was part of a select group of academics invited to the Camp, where I shared insights of my research on nation branding and public diplomacy, and chaired a discussion with diplomats about the risks and opportunities regarding a potential place branding campaign for the European Union.

Results and Impact I was invited to take part in one of the sessions of the cycle of conferences AUDIOVISUAL SEM FRONTEIRAS, organised by the Institute of Audiovisual Contents of Brazil (ICAB) and the Brazilian Forum of Cinema and Audiovisual teaching (FORCINE).

I took part on a session on 11 August 2020, called 'How cinema, audiovisuals and foreign media shape the image of Brazil abroad?'. Speakers were:

Results and Impact Throughout the time of my award, and as promised in my application, I engaged in a series of talks and meetings with practitioners, in the UK and overseas, in order to further relationships with non-academic beneficiaries of my research. I met them not only to communicate my PhD work, but also to hear their insights and viewpoints, all of which will inform future research.

Some of these meetings ended up facilitating future research and participation in other activities with practitioners, as well as interviews in the media to communicate the findings of my doctoral research beyond specialised audiences.
