Integrating the sustainable development goals into climate planning in British and Japanese cities

Abstract

We are requesting the funding to develop social science research collaboration between De Montfort University (UK) and the Institute for Global Energy Strategies (Japan). We are proposing a series of networking and knowledge exchange activities on the timely theme of making climate planning more sustainable in cities in United Kingdom and Japan. The world is urbanising rapidly and more than 50% of the global population now lives in cities around the world. As the economic output is concentrated in cities, their contribution to climate change is significant and growing rapidly. While many cities have climate action plans and city administrations are seemingly well-positioned to align their climate change plans with other sustainable development concerns, little is known about the sustainability of city climate plans. Relatively little is known about the steps cities are taking to make climate plan sustainable. In fact, whether and to what extent cities are making links between their climate and sustainability objectives remains an open question.This proposal aims to fill this knowledge gap through this networking and knowledge exchange activity. This would help us in identifying and developing a larger action-oriented, multidisciplinary research programme on the integration between climate planning and the SDGs in cities.

We are proposing the work in a number of distinct phases. In the networking phase, we will develop a list of cities that have already produced climate change plan. In the scoping phase, we aim to develop screening criteria to help identify the links and gaps between that climate plan and the SDGs. The screening criteria will be used to create a shortlist of cities in both countries to determine the status of integration of Sustainable Development Goals in climate action plans, identify the reasons for weak alignment and find ways of improving the linkage. This scoping exercise would consist of interviews and surveys with a manageable number of cities in both Japan and the United Kingdom.

In the final phase, the research teams in both countries would develop a set of knowledge products and learning materials that would summarise the preliminary results of the networking and then scoping phase. The main outputs would consist of an introductory paper that outlines the objectives, key questions, scope, methods, and relevant literature on the themes covered in the project. This would then be complemented by two additional papers-one each for Japan and the United Kingdom-that lays out the main results for both of those countries. An additional paper would focus on some of the comparative insights from looking across the results of cities in the two countries.

We plan to develop collaboration through two-way researcher exchanges, joint workshops, scoping studies in UK and Japanese cities, developing an online platform to share ideas and solicit inputs into a full research proposal around the integration of climate and SDG planning in the UK and Japan. Both the teams are well placed to undertake the work given their respective strengths in energy systems (for DMU) and climate policy (IGES) and their existing networks with the local city administrations as well as other stakeholders. The work is planned for 18 months and both the teams are committing significant financial resources in addition to the requested fund.

Planned Impact

The beneficiaries of the proposed research collaboration would include the following:
a) DMU and IGES are the primary beneficiaries of the proposal. They will develop a collaborative research agenda and will develop a proposal for funding.

b) At the national level, our research collaboration and networking activities would influence the sustainability thinking and open-up opportunities for a joined-up thinking in aligning climate action plans and SDGs. Through our contacts at the national/ provincial policy-making bodies (e.g. city administration) and our interactions with them through targeted engagements, we aim to influence the decision-making processes. Evidence from our case studies would provide support to our cause.

c) We also anticipate considerable impacts originating from the potential of applying our screening criteria and evaluation frameworks to the local decision-making processes. The city administrations will develop better appreciation of linkages between climate action plans and SDGs and our thought process and research findings could be adopted to produce sustainability benefits locally and globally.

d) In addition, academic impacts will also arise through publication and dissemination of the research and through development of research capacity at each collaborating centre.

Description This research has found that:
1. In the UK, although local authorities are legally obligated to "contribute to the mitigation of, and adaptation to, climate change" through "the development and use of land in the local planning authority's area", climate action plans of the surveyed UK cities nonetheless reveal limited and mostly indirect links to sustainable development.

2. Compared to the UK, Japanese cities are relatively more cognisant of climate-sustainable development links but a systematic effort to build coherence between climate plans and the SDGs tends to be lacking in Japan as well. Part of the challenge may be that interagency coordination and stakeholder engagement mechanisms within the city and multi-level governance beyond it need to be strengthened.

3. A handful of cities such as Bristol and Nottingham in the UK and Kyoto and Kamakura in Japan have formally recognised the SDG alignment of local actions. This is a more recent development but the progress remains slow. Cities are recognising the potential co-benefits from the alignment of climate actions with the SDGs. One stakeholder indicated that 'it is better to use the SDGs to achieve their environmental and social goals'.

4. Our interactions with local governments highlighted several barriers to integrating climate change interventions and the SDGs: 1) the link or relationship between the climate change department and other departments is not always direct or obvious. 2) Institutions are siloed, limiting interactions between various stakeholders. 3) local government budget constraints hinder sustaining investments at the city level. 4) the knowledge and skills gap both within the local governments and outside are affecting progress. 5) Public-Private partnerships are less evident but the support from partnerships is crucial as there is a big gap between the ambitious targets and the change needed'. 6) "Need to disseminate information more effectively to the general public (businesses and residents), i.e. 'bring down messages to the public, to make action earlier and influence behaviour change today".

5. Political will to support the climate change agenda is driving the local government actions on climate change but the such commitment may be lacking for the SDG implementation.

6. Although cities in both countries are making use of some decision-making tools to plan for decarbonisation, evidence-based, systematic analysis is seldom employed to integrate the SDGs into climate plans. Similarly, tools for prioritisation and planning of investments and interventions for such analysis are largely missing. Discussions of governance arrangements to support such integration are a logical but often absent additional step forward.

7. Other cities in many parts of the world would also benefit from the identified tools and the examples of their operationalisation. A platform that offers tools with guidance and sharing of experiential knowledge would be beneficial not only in Japan and the UK but also many other countries as well.

8. Accordingly, the research has identified that there is evidence that there is very little implementation and monitoring of SDGs at the local level. Efforts to integrate climate and other socioeconomic development goals typically remain ad hoc, sporadic and unintended. There is hence a need for practical guidance on the decision-making support tools and governance arrangements that support the kind of integration that can make those linkages more systematic, visible, and, ultimately, sustainable.
Exploitation Route The following are our plans to take the research forward:
1) Identify funding opportunities and apply for a research grant
2) Write an academic paper from the work undertaken and disseminate the message widely
3) Use collaborations to promote the SDG alignment of local intervention
4) Embed the SDG alignment agenda in the teaching programmes through research-led training

Description The work was been used in several ways: 1) In a conference in July 2019, the work was presented and this attracted 100 participants and this raised awareness and appreciation of the interlinkages between SDGs and climate change. 2) The team organised a second conference in 2020 - which was a virtual event. This event allowed interactions with several teams and these interactions led to collaboration with four teams from Nottingham Trent University (NTU), Robert Gordon University, Linnaeus University and ICLEI. These collaborations are continuing and the project team submitted a grant proposal with NTU. 3) Our team has been interacting with local authorities. We had meetings with Leicester City Council, Nottingham City, Kyoto City, and Kamakura City. This has generated interest in the potentials for taking an integrated approach to policy-making. Similarly, the Japanese team has been interacting with other researchers and local governments on the issue of aligning climate actions with the SDGs. For example, the team has worked with Kyushu University on the alignment of climate interactions with SDGs. 4) This has generated student interest and several students have worked on the theme to explore different aspects. This is building capacity and the project experience has allowed research-led teaching at the MSc and Undergraduate levels.

Collaborator Contribution The Swedish University team has presented a paper in the IESD conference based on their work on One-stop-shop for energy efficiency renovation in buildings. The integrated supply chain approach considered in their research has similarities with the SDG alignment work carried out through the SDG-Capacities project.

ICLEI was included in the proposal submitted to ESRC as the Advisory Panel Chair. They have contributed to the proposal development as well.
Collaborator Contribution The head of Energy and Climate Actions of ICLEI in Bonn was the key speaker at the IESD Conference in 2020. He has also been named at the Chair of the Advisory panel in the funding proposal submitted to ESRC. Other possibilities are being explored as well including internships for students in ICLEI offices.

Results and Impact The second annual conference of the Institute of Energy and Sustainable Development focused on included a session on Aligning local interventions with the SDGs. The first session was devoted to climate actions and their SDG alignment and the keynote speech focused on 100% RE in cities and regions.

The live event attracted around 40 participants but the proceedings and communications have been made publicly available. The event strengthened the collaboration with different participants - such as Robert Gordon University, Nottingham Trent University and Linnaeus University as well as ICLEI.

Results and Impact The workshop was organised by Kyushu University. The Expert Workshop was on the theme of Aligning climate change and sustainable development policies in Asia. Dr. Eric Zusman of IGES, project partner of UK-Japan networking project, gave a talk on cobenefits in the opening session. Prof. Bhattacharyya chaired the last session on new perspectives on co-benefits. Dr. Zusman gave the closing remarks as well.

The event brought experts from different Asian countries and the UK-Japan project was highlighted to them. It was attended by around 50 participants.
