Between Takes and Edits: media-activism against the terror politics in Brazil

Abstract

Drawing on my research covering the struggles of Vila Autódromo, a small favela in Rio de Janeiro
threatened with removal in the 1990s, I aim to expand my investigation into how new media
technologies can change and reshape political participation in contemporary times. The mediums of
video and photography and also the Internet shaped Vila Autódromo's politics of resistance and our
collaboration methods to produce impactful audiovisual materials not only for the online campaigns
against eviction, but also for our defence material in the public civil suits. The mainstream media has
long been used as a weapon of marginalisation and discrimination, depicting black and low-income
populations through stereotyping in films and television, but the people of Vila Autódromo were able to
use it to their advantage to empower themselves and overturn such images and narratives.

The story of Vila Autódromo echoes that of many other communities in Brazil and worldwide who have
fought against ethnic, racial and social cleansing, and even cultural and physical genocide. The political
rifts and opposing moral positions of those who wanted the evictions/demolitions and those who were
fighting them, with the constantly shifting battle lines, will resonate not only with other places going
through similar struggles worldwide, but also other urban struggles against capitalist expansion. The
pervasiveness of the city's actions - analysed through the urban expulsions in Rio - mirrors other subtle
forms of authoritarianism, which seem to be rising exponentially in the current times.

In my future publications and research activities, my aim is to widen the focus by exploring how forced
evictions and expropriations have been taking place worldwide under different social and political
circumstances as part of a global phenomenon of urban expulsion driven by neo-liberal capitalist
expansion.

The impact on the countries of the so-called Global South is far more severe given the daily struggle of
many parts of society to put bread on their tables and keep a roof over their heads. In the case of Brazil,
democracy has always worked selectively upon different populations. Since the redemocratisation of the
country in the mid-1980s, the number of racialised killings, the so-called 'genocide against urban black
populations', has increased, along with the number of homicides targeting rural, indigenous and quilombola
communities struggling for survival and the preservation of their lands. Furthermore, the limited access to
public health, security, education, culture, urban mobility and employment demonstrates the gross
inequality among the different social classes in Brazil. The combination of the economic crisis that started
in 2014 and the recent radicalisation of Brazilian politics has only served to aggravate the project of
Brazilian democracy, with its worst signs of breakdown among the most vulnerable sectors of society.
However, for the black and poor populations of Brazilian communities, the urban struggles for life and
improvement of their life conditions have always been part of their narrative.

While networking and making my research findings widely public, I intend to expand the interdisciplinary
debate initiated in my thesis about how social scientists can effectively collaborate with the communities
they engage with during and after fieldwork, especially in the context of human rights violations and state
abuse.

Description This award allowed me to further explore our anthropological knowledge of the worldwide issue of urban expulsion and displacement of black and poor populations. The impact of the COVID-19 pandemic on my original research project compelled me to develop new methods and skills in order to conduct online research with research participants and collaborators in these difficult times. While working on the translation of my PhD thesis into the multimedia research website, I developed new research and methodological questions while creating a novel model to visualise anthropological data, bridging the academic and the general public knowledge. Making my research findings available for the general public has an impact on the dissemination and raising of awareness on the housing crisis and state oppression in Latin American countries within sectors of society that would not have access to this knowledge otherwise. This is as important for academia as it is for the people I did research with in Vila Autódromo, Brazil.
Exploitation Route This funding allowed me to work on a number of impact, dissemination, and networking-related activities within and outside of the UK, despite the restrictions imposed by the COVID-19 pandemic on my project.
Some of these outcomes, such as publications and the research project website, are meant to produce a long-term engagement not only within academia and research institutions in the areas of Political Science, Sociology, Human Geography, Law and Social Justice, Urban Studies, Media Studies, Latin American Studies, Applied Social Sciences, and Anthropology and Visual Anthropology but above all within communities threatened with forced eviction worldwide, as well as among grassroots media-activists, human-rights advocates and social movements in general, reinforcing the links between academia and the public domain.
The outcomes help to advance our academic knowledge and raise the general public's awareness of the impact of urban expulsions, internal displacements and ethnic/social clearance in contemporary times, as well as on the possible routes for collective resistance against these pressing worldwide issues.

Description The research outcomes provided by this grant enhance (and will continue to enhance) our understanding of important questions, such as: - Urban expulsions only contribute to worsening the quality of life, health condition, and social-economic participation of already vulnerable populations; - Research analyses shows further evidence of the importance of designing specific public services and policies to meet the worldwide housing shortage; - The research outcomes make a significant contribution to understanding the cultural, societal, and economic impact of forced evictions and urban expulsions in contemporary times; - The research findings offer a pathway to public policy change in Brazil, which can also be a model for similar low-income settlements worldwide.

Impact The documentation I have produced in collaboration with the research participants, as well as the research project itself and its outcomes, have a significant influence on the resistance and public defence of community residents fighting against forced evictions. At the local level, our collaborative research outputs were used as evidence of the historical existence and cultural relevance of the community of Vila Autódromo, as well as evidence of the human-rights violation residents were subjected to while resisting the urban expulsion driven by the local government.

Description As part of my grant, I have conducted semi-structured interviews with selected participants from Vila Autódromo. As I was unable to make fieldwork visits due to the COVID-19 pandemic, after obtaining ethical approval from the University of Manchester, I met and interviewed research participants remotely over the course of my Fellowship. This collection of complementary data served to update important research information which I have already included in the research website and other recent publications.

PI Contribution I was invited by the Social Anthropology Department (IFCS-UFRJ) to give a few lectures in the Laboratory of Audiovisual Research. The objective of this laboratory is to explore in an introductory way the theme of ethnographic film and documentary film from two aspects: as a qualitative methodological resource and as a theoretical dimension of the ethnographic encounter. By treating ethnographic film and documentary film through these two aspects, we can access fundamental anthropological themes such as the boundaries between fiction and reality, science and art, form and content, image and text, and director/author and those represented. I have also given technical support to students during the production and postproduction of their practical audiovisual exercises.
Collaborator Contribution One of the lectures was dedicated to presenting and discussing my research project with the students and lecturer responsible for the Laboratory. While we discussed the topics of forced removals and media resistance, and my methodological contributions to the fields of Urban and Visual Anthropology, students made important comments and contributions to reinforce the relevance of my work, field of research, and methodological approach.
Impact The Laboratory of Audiovisual Research resulted in an online film exhibition to showcase the students' films in which I was invited to act as moderator and discussant.

Results and Impact The 8th Congress of the Portuguese Anthropological Association (APA) will take place in Évora in September 2022 and I have worked with Dr Angela Torresan (Granada Centre for Visual Anthropology, University of Manchester) and Dr Tatiana Bacal (IFCS-Rio de Janeiro Federal University) on the submission of Panel 49.
The APA Committee accepted our panel - Ethnographies at the touch of the screen: exploring anthropological methods and knowledge with smartphones - and we are now working with the paper submissions.
This panel further explores methodological questions I have been analysing through the awarded project and we are receiving interesting proposals and making important knowledge exchanges.

Results and Impact The Evictions Museum is an open-air museum in Vila Autódromo that resulted from the community's forced removal in the past years. In collaboration with university researchers, the remaining residents of the community created the museum art pieces by manipulating the rubble and debris left by the local government after the house demolitions. The main goal of the Evictions Museum is to preserve the memory and cultural relevance of Vila Autódromo and other evicted favelas in Rio de Janeiro, as well as serve as a tool for resistance against human-rights violation.
