Abstract

The MAPURBAN project aims to improve migrants' access to urban resources such as public transport and civic and cultural institutions' in Stockholm, Berlin and London. The project builds on existing research and urban policy to show how these can improve migrant mobility and accessibility. This will have an impact on newly arriving people's access and participation in urban society. MAPURBAN will use multinational research findings to produce new knowledge that will inform government strategies towards urban migration, re-framing immigrant integration as a multi-scalar (national, urban and local) process and as an inherent part of an inclusive and sustainable urban development.

Description The exhibition "Mapping Arrival" was shown at three places: (1) the Berlin final event on 16 and 17 June 2022, (2) in Hohenschönhausen from September 7-30 with an opening on Sept 7, (3) at Freie Universität Berlin from Nov. 7 to Dec. 5 with an opening on Nov 15. A printed exhibition booklet accompanies the exhibition and communicates the results to a broader public.

Title Kitchen Square in Hallonbergen 
Description - Kitchen Square in Hallonbergen, three Sundays in May 2022, 8, 16 and 23 of May - Exhibition: The Kitchen Square at Marabouparken, November 2022. The Kitchen Square functions as an arena for strengthening and developing networks and for the women to take a prominent place in public space and being role models for the neighbourhoods.

Impact It highlights the importance of local collaboration and positive empowering of people living in these neighbourhoods. The preschool Stella Nova has grown into a social institution locally and is teaching the children democracy and sustainability and this is displayed at the Square, through the women who cock here but also through the exhibitions and workshops on site. In addition, the Kitchen Square bridges the different social and ethnic groups locally.

Description A major intervention in the project is a replication of 'The Kitchen Square' (www.studioelinstrandruin.se), developed and led by local women and based on Feministic City planning perspective drawn on what Trogal (2012) calls "caring for space".

Impact The Kitchen is located in a deprived area in Stockholm and has encouraged local empowerment. It is currently exhibited in Stockholm and will be co-created in London (Sep 2022) as an activity oriented towards mobile public space intervention agenda and will be used as an open process-based arena for discussions across different planning scales and local migrant and host communities. It works as a lens through which mutual discussions develop to address questions of the 'right to the city', gendered space, citizen empowerment, representation in public space as well as equal living conditions and food as a product of ethnic and cultural identity.

Description From the outset, we were interested in how cities with a focus on Berlin, London and Stockholm - provide public and semi-public infrastructure
for newly arriving refugees, how governments handle such infrastructures under their control, and how these infrastructures frame future mobilities
and immobilities. Our previous research shows how these aspects of refugee settlement are crucial steps towards inclusion - or exclusion. Therefore, we focused on those infrastructures that can be fully provided or easily influenced by the state, such as housing, education, healthcare and public transportation. In many cities, arrival policies are integrated within broader municipal guidelines and programs. We thus reviewed a wider selection of arrival policies in policy domains such as housing and planning strategies which overlap with the above-mentioned themes:

1. Housing is a special field of interest, since disadvantaged groups, such as refugees and newly arrived migrants depend on accommodation services and the housing situation in general. Housing centrally affects the wellbeing of those newly arrived. Availability of affordable dwellings is especially challenging in larger cities with limited housing markets, which is the case for all three cities.

2. Education and Language gives insight into policies mainly related to schools and kindergarten, higher education and voluntary programs, such as language cafés and music schools. Education further refers to training, such as adult language courses and adult further education, when it was mentioned by the experts.

3. Health includes access to health services (e.g., healthcare clinics and hospitals) and restrictions as well as special programs for people without health insurance or local health cards. It also covers services related to the pandemic, such as information, testing, vaccination, and special treatment.

4. Mobility and Social Interaction covers the availability and programs related to the use of urban transportation possibilities, with a focus on newly arrived people's access to public transportation. Social Interaction covers encounter, participation, and engagement - especially at the local level. It is central to the arrival process,
especially for excluded groups in society. It includes public support of these interactions with regard to specific localities such as neighbourhood
centres or community centres. as well as accessible public urban space.

Recommendations across Berlin, London and Stockholm:

Tensions between the local and national government policies are evident in all three cities. This holds important lessons about the need to foster
better coordination and cooperation of migration policies and provision infrastructures across different political institutional scales.

Finding accommodations poses great challenges for newly arriving people where there is a limited housing market. While all three cities handle this differently, it highlights that public officials must consider urban planning policies that provide long-term accommodation for refugees moving away from the shelters and hotels, but in decentralised apartments with equal living standards.

All three cities have barriers for newly arriving refugees to learn the native language at present. Therefore, the provision of official language courses upon arrival with a certificate at the end for all should be a high priority in all cases.
Exploitation Route The MAPURBAN project has shown how a lack of mobility and accessibility undermines opportunities for access to critical urban amenities and societal resources that are essential for social and spatial migrant integration (outcomes highlighted in the project include: 1. Housing; 2. Education and Language; 3. Health (includes access to health services); 4. Mobility and Social Interaction).

The key outcomes which can inform future research policy and practice are to a) exchange 'state of the art' knowledge about migrant access to public urban resources, identify shareable data, and learn from local implementation strategies documented in the MAPURBAN final report: "Migrant Access to Public Urban Infrastructures: Berlin, Stockholm and London", and b) utilise and expand existing research networks; and c) build long term opportunities for collaboration between a wider network of researchers in the UK, Germany and Sweden. The MAPURBAN Project team's combined expertise shows that interdisciplinary research in this domain is urgently needed.

Description During the final 9 months of the project (April 2022 - December 2023) all partners in MAPURBAN have been working extensively with dissemination. This has included utilising extensive networks of stakeholders in all three cities. The interviews with policy makers revealed there is ongoing significant interest from local authority leaders to consider the long-term impact of inequality in cities on its users, particularly newly arrived people and groups from a migrant background with limited financial and social resources. It was highlighted that while vulnerable groups are those who are most likely to benefit from increased accessibility across the city for work and leisure, they are seen many times as some of the most challenging groups to engage. Our partnership actively influencing planners and policymakers in Berlin, Stockholm and London given that in all cities we have demonstrable interest from the policy and research communities and from migrant, artists and other intermediary groups for matters related to creating fair environments likely to improve life chances. Several media publication have been published across all three cities. The none academic impact continues since the project concluded with the MAPURBAN report published in March 2023 and sent out widely to local authority and civil society actors in Germany, Sweden and the UK.

Impact The workshops and events across Stockholm, Berlin and London engaged of participants from local authorities in enhancing their professional practice and awareness of the need to enhance migrant access to public urban resources in the three cities and further afield. The link below shows how public art intervention in Stockholm has made an impact on local migrant communities with support from the local municipality, art gallery and private developers: The Kitchen Square in Hallonbergen. Several meetings were held, for example at the preschool Stella Nova and at the Developer Balder who is the owner of the local square in Hallonbergen. The MAPURBAN research project to re-launch the initiative of Kitchen Square. It turned out that the different stakeholders were keen on collaborating and it resulted in a series of three events during May 2022. An initiative led by Elin Strand Ruin. The other partners engaged were in the end Marabouparken, Stella Nova, Balder and Verdandi. In May a public event invited other actors working with these challenges; other municipalities, people from the national level, other researchers from different fields as well as our stakeholders. In total there were 45 invited participants and Marabouparken was the host for the event before lunch and then the conference moved to Hallonbergen Centrum and the Kitchen Square. A special VR-film was produced as part of the Stockholm part, foregrounding the Kitchen Square and contextualise this event in issues relating to urban inequalities as well as mapping and understanding living conditions in a way that is relevant from a planning and an architectural perspective.

PI Contribution The ongoing collaboration with the London Borough of Tower Hamlets has brought an important insight into local infrastructure available to new migrants. This includes access to data and local partnerships. Tower Hamlets is also engaging the MAPURBAN project in the regeneration of the Whitechapel market redevelopment scheme where knowledge from MAPURBAN partners is integrated into the design process of the new market.
Collaborator Contribution The London Borough of Tower Hamlets has shared its expertise on migrant and refugee policy and via several interviews with key council workers engaged with different aspects of provision for migrant and refugees.
Impact The outputs from this collaboration are still in development and will be showcased at the opening of the redeveloped Whitechapel market timed. to. take place in September 2022 in line with the final events of the MAPURBAN project in London. This is a multi-disciplinary engagement engaging architecture, planning, anthropology, geography and art.

The Ukrainian refugee crisis impact on European cities demands urgent policy interventions advises Dr Jonathan Rock Rokem, a Human Geographer in the School of Anthropology and Conservation. Dr Rokem is Principal Investigator of a multi-national research project titled MAPURBAN, which aims to improve migrants' access to urban resources such as public transport and civic and cultural institutions. He said:

'The MAPURBAN project's research findings highlight the importance of newly arrived migrants' access and mobility to public urban resources such as civic institutions and community infrastructures in European cities.

'An increased number of Ukrainian refugees and asylum seekers are on the move Westwards as the Russian invasion intensifies. With the geopolitical conditions changing rapidly as a consequence of Russian aggression and increased violence towards Ukrainian cities. The lessons learned from major European cities during the 2015 Syrian refugee crisis demand to step up the current urgent policy interventions. As a consequence, access to public facilities and processes of social integration for newly arrived migrants are no longer negotiated between an assumed minority and a majority, but within an increasingly super-diverse urban society.

'Arrival infrastructures do not only play a role in arrival cities and neighbourhoods but also in under-served urban peripheries with a large number of migrants. Access to public transport networks, for example, is one of the many ways by which mobility can impact on issues such as segmenting populations, linking populations and creating opportunities for public encounter. There is an urgent need to promote a more inclusive policy agenda which takes into account changing global urban geopolitical realities. The current Ukrainian refugee crisis places larger cities at the receiving forefront of a growing humanitarian crisis. Urgent funding from national and local authorities must be made available to enable access and mobility to public infrastructures aiding the refugee emergency in European cities.'

Results and Impact The final MAPURBAN Colloquium was held at the "Place" in London with a range of policymakers and academics. Presentation and discussions of the outputs from the Berlin and Stockholm meetings as well as key conclusions from the evidence gathering and spatial analysis mapping. The Tower Hamlets Council Regeneration Team led a tour for both London and international participants of the Whitechapel Market regeneration area which is undergoing major spatial and social transformations, including a new Crossrail station for 2022 which had just opened a few months prior.

Results and Impact Mapping Arrival Infrastructures - Summary of MAPURBAN London colloquium 20th June 2022: In summary, we saw that top-down mapping can highlight where there are gaps in resources, but care must be taken in defining which resources are relevant, and whether these are serving the needs of they intend to. The workshop also highlighted how important it is to remember people are resources, while places serve as access to resources. Where there are barriers to physical access, transpatial and transnational connections can bridge the gaps to a certain extent, but cannot replace connections for those who are around. Planning and policy play a vital role in these processes (who's to know how many connections will be lost with the closure of libraries in the UK). Ultimately, where a person lives, works and socialises can have a profound effect on their experience of living in a new place.

Results and Impact two workshops where held in November 2021 with a total of 26 migrant women attending. This was led by the Berlin MAPURBAN partners. The main objective was mapping knowledge of access to public resources and to understand what further support is needed. Several of the participants expressed an interest in followup meetings.
