Public Opinion and Public Policy in Post-Brexit Post-Pandemic Britain

Abstract
Brexit is now often presented as being done and dusted. Those who voted Remain have (it is said) accommodated themselves to the outcome, neither Labour nor the Liberal Democrats are keen to revisit the issue, while the UK government is keen to exploit the 'opportunities' that being outside the EU single market and customs union affords.
Yet in practice, polling and survey data suggest that voters are still evenly divided on whether the UK should be inside or outside the EU, that they are often doubtful of its consequences to date, and that they are not always supportive of proposals for divergence from the regulatory rules of the EU single market. Meanwhile, support for remaining part of the UK has fallen in both Scotland and Northern Ireland, in both of which a majority voted Remain. At the same time, thanks to the COVID-19 pandemic and its aftermath, together with the Ukraine war, Brexit is being implemented in very different circumstances from those that pertained at the time of the 2016 referendum, including an inflationary spiral, a tight labour market and a changed geo-strategic environment, a development that may influence voters' eventual judgement of Brexit.
These considerations suggest that how the public view Brexit - and thus the extent to which the 2016 referendum (as currently implemented) will provide a lasting resolution of the question of the UK's relationship with the EU - should not be taken for granted. With a view to informing public debate on the subject, this project will chart and analyse trends in key public attitudes and evaluations following the implementation of Brexit, and assess how far those attitudes and evaluations may have been affected by (i) the COVID-19 pandemic and its economic aftermath, and (ii) the Ukraine war.
It will examine in particular:
(i) whether Brexit comes to be regarded as a success or a failure and the impact, if any, this evaluation has on levels of support for being inside or outside the EU,
(ii) public attitudes towards some of the regulatory policy choices open to the UK following its exit from the EU,
(iii) to what extent Brexit and associated 'culture war' issues might continue to influence party choice, and
(iv) how people in Scotland evaluate the comparative consequences of being, on the one hand, part of the UK and outside the EU versus, on the other, being an independent country and part of the EU.
These topics will be pursued through original survey work, the reanalysis of other relevant academic surveys, and collating and analysing relevant commercial polling data. As a fellowship of 'The UK in a Changing Europe' initiative, the project's principal audiences are policy makers, the media, and the interested public. To that end, its outputs and analysis will be made readily available via two existing websites, whatukthinks.org/eu and whatscotlandthinks.org, and a programme of public presentations/webinars, podcasts, and media engagement, underpinned by more formal academic publications.

Description | Support for Brexit has declined since Britain left the EU in 2020, primarily because of the perception it has damaged the economy. However, attitudes towards specific proposals for 'resetting' the UK's relationship with the EU depend on how those proposals are framed. Though the relationship is somewhat weaker than in 2019, attitudes towards Brexit continue to be linked with party preference. Those who support Brexit mostly voted for the Conservatives or Reform in 2024, opponents for one of Labour, the Liberal Democrats, the Greens or a nationalist party. Labour's attempts to regain lost ground among working class pro-Brexit voters bore relatively little fruit. The pro-Brexit coalition that brought the Conservatives success in 2019 was primarily fractured by Reform. Electoral choice in Britain is now structured around two value dimensions of equal importance, left vs right and social liberal vs social conservative. This helps account for the unprecedented fragmentation of party support in the 2024 election. More voters in Scotland believe their country would be better off as part of the EU but outside the UK rather than as part of the UK but outside the EU. A boost to trust and confidence in how Britain is being governed that occasioned by the delivery of Brexit has been reversed. Together with the cost of living crisis and dissatisfaction with the NHS, this has helped push trust and confidence to an all-time low. While there is reluctance to return to freedom of movement, including among Remain voters, there is little support for the use of a high income threshold to determine who should be admitted to the UK. |

Description | As the fellow is a regular contributor to the media and regularly sought after as a public and private speaker, the analysis undertaken by this project has been disseminated to a wide range of non-academic audiences before, during, and after the 2024 general election. This has included presentations to and discussions with politicians, political acitivists, civil servants, diplomats, third sector organisations and those working in finance, industry and business. For many this is doubtless valued political intelligence that may influence their personal or organisational strategy, but it is inevitably difficult to pin point any particular decision that might have been made as a result. In most instances it will doubtless be one of many considerations affecting their views. Meanwhile, the work has been widely disseminated to the general public, personal testimony from whom suggests that it is valued by at least a section thereof. |

Description | Background The British Social Attitudes (BSA) survey series began in 1983. The series is designed to produce annual measures of attitudinal movements to complement large-scale government surveys that deal largely with facts and behaviour patterns, and the data on party political attitudes produced by opinion polls. One of the BSA's main purposes is to allow the monitoring of patterns of continuity and change, and the examination of the relative rates at which attitudes, in respect of a range of social issues, change over time. Some questions are asked regularly, others less often. Funding for BSA comes from a number of sources (including government departments, the Economic and Social Research Council and other research foundations), but the final responsibility for the coverage and wording of the annual questionnaires rests with NatCen Social Research (formerly Social and Community Planning Research). The BSA has been conducted every year since 1983, except in 1988 and 1992 when core funding was devoted to the British Election Study (BES). Since 2020 BSA has operated with a push-to-web design, with telephone opt-in to cover the offline population. The latest BSA 2022 reports are available from the NatCen BSA website. |
