The Digital Good Network: exploring equity, sustainability and resilience in people's relationships with and through digital technologies

Abstract

Digital technologies are not always good for societies. Across research, policy, industry and civil society, how to define, measure and build good digital societies needs urgent attention. The digital good is ill-defined and contested, and the resulting lack of consensus can be harmful. For example, algorithmic decision-making can introduce bias under the guise of fairness; policies designed to make social media safer are experienced by users as doing the opposite. To limit future harms and ensure that digital technologies have positive outcomes, The Digital Good Network (DGN) will deliver an interdisciplinary, social science-led research programme centred on the urgent, neglected question of what the digital good should look like and how it can be achieved.



DGN bridges disciplines and institutions and is global in outlook. It is led by transdisciplinary researchers at different career stages and by partners from policy, industry, community and cultural sectors. DGN will:

support research projects and methodological innovation across disciplines and various dimensions of the digital good;

offer internships, fellowships and training;

host technology design sprints and workshops;

co-produce research with policy, industry and communities; and

produce a Digital Good Index, based on original research, horizon scanning and open data.

Ultimately, DGN will lead to a step-change in enabling societies to realise the digital good.



DGN?will generate new insights into urgent normative questions relating to people's relationships with and through digital technologies (or 'digital relationships'), by focusing on three societal challenges that are crucial to envisioning good?relationships with and through digital technologies:?equity, resilience and sustainability. The House of Lords' Beyond Digital report highlights the first two: 1) equity, because digital relationships take place in conditions of power asymmetry and structural inequity and 2) resilience, because individual and collective wellbeing, wellness and coping strategies in the face of pandemics, political conflicts, natural disasters, digital misinformation, online hate and everyday life matter in digital relationships and for our realisation of the digital good. The third societal challenge is sustainability, because planetary challenges like climate change demand that we consider whether our digital relationships are sustainable (as highlighted in UK, EU and UN policy goals). Digital relationships unfold within, are shaped by and shape societies and structures, so addressing these three pressing societal challenges is crucial to envisioning good digital relationships.



DGN will expand research capacity and deliver a step-change in digital society scholarship and its impact on policy, industries and communities. It will build a network of researchers from social science disciplines and beyond, including eg cultural studies, anthropology and design from the arts and humanities, and computing and engineering from STEM. DGN activities are designed to engage researchers from diverse career stages, with expertise in diverse domains, and stakeholders from policy, practice, industries, cultural sectors and communities, to ensure research is co-produced with, responds to, and feeds into these sectors. These disciplines, career stages, domains and sectors are all represented in the DGN core team and College of Experts, who will link DGN to people, organisations and networks within and beyond these groups.

Title Digital Identities Over Time Exhibition 
Description "'Digital Identities Over Time' was an online exhibition, where we showcased work by Anshul Roy, Jeanne Jo and Mac Andre Arboleda. These artists took place in a virtual residency programme to explore futures of digital identities. The works presented explored and provoked questions relating to how our identities might be presented online; the tensions between our choice to identify versus the unwilling consent to be identified within such systems; and the implicit violence and erasure of marginalised identities within such systems as a result data capture, monitoring and profiling. The exhibition consisted of three distinct works that were presented as part of a larger interactive experience. The exhibition sought to provide a space to provoke debate and conversation about what it might mean to create 'good' digital identities, by both surfacing the known potential for 'digital bad', but also creating space to discuss more optimistic opportunities for 'digital good'."

Impact We have been able to engage briefly with specific policymakers at the Department of Science and Innovation Technology (DSIT) who are working on the UK's trust framework. Notably, they attended our final exhibition, and we had a meeting to present some of our initial findings. Through our workshops and residency events (including launch event, studio visits, and final exhibition with roundtable) we engaged a diverse set of academics and non-academic stakeholders. These included UK policymakers (DSIT), individuals from non-profits and CICs associated with AI, civil society, social inclusion and data rights, technology developers, and a diverse set of academics across sociology, economics, education, computer science, law, political geography, design and new media art.

Description The Digital Good Network research activities to date point to these building blocks of a good digital society:
A good digital society enables people to connect, but connectedness is not only good. People from diverse groups and communities want to connect through digital technologies, but connecting can bring guilt or pressure, and expectations vary across cultures and locations.
In a good digital society, technologies enhance wellbeing, but they can also diminish wellbeing as life is increasingly mediated by technology.
Definitions and evaluations of the digital good should include and represent diverse voices, especially those most negatively impacted by digital developments or underrepresented in related decision-making.
Participatory or community-led methods are good ways of including minoritised and underrepresented voices whose needs are often overlooked when technologies are designed. These methods constitute the digital good, they are 'digital good methods'. They are not simply mechanisms or instruments for arriving at principles, measures or outcomes.
Researching the digital good in Global South / Global Majority contexts can foreground concepts and philosophies which advance our thinking about good digital societies (such as Buen Vivir, Ubuntu and Afrofuturism, discussed below).
Iterative co-design is an important methodology for producing good digital technologies and good digital evaluations. This means working with significant stakeholders, not only in the production of digital technologies, but also in the production, implementation and testing of approaches to evaluation.
Context is central to what the digital good looks like. Contexts differ, and what is seen to constitute the digital good varies depending on contexts, perspectives, and the ways technologies are engaged with or deployed. This has been well established in prior research.
Understandings of the digital good are therefore not universal or shared by all. What is good or beneficial for some may not be for others, and may even have unintended or negative consequences.
Evaluations of the digital good should identify and enable interventions, because interventions are necessary to work towards a good digital society. But the digital good does not lend itself to simple solutions, because of all of the above. Evaluations need to include ongoing discussions about difficult issues, and acknowledgement that there are no easy answers.

PI Contribution Our team has contributed expertise and intellectual input on remote consulting in low-resource settings (content and methods) within the Network. We have provided resources and training on empirical ethics and storytelling methodologies to members; and have facilitated processes, discussions and group participation. With several Network members and in discussion with the CARTA secretariat and partners, we are taking forward key ideas for future research development.
Collaborator Contribution Our collaboration includes fellows, graduates, faculty and partner institutions from the CARTA Consortium for Advanced Research Training in Africa. CARTA is a multidisciplinary African Academy of eight African partner universities, four research institutions, and eight non-African partner institutions. At the beginning of our project, we worked through the CARTA secreteriat to issue a call for applicants to apply to attend our hybrid Digital Good workshop (held in Johannesburg, immediately prior to the CARTA research conference. This enabled most participants to meet in person while minimising air travel - which was contributed by CARTA). 19 fellows and graduates - all with experience in digital health - applied and were selected for the workshop (from seven universities in five countries - Kenya, Malawi, Nigeria, Rwanda and South Africa). The workshop was a springboard for three additional online workshops. Participants have contributed their time, expertise and airtime/data to ensure a successful research network, thus far culminating in a draft research article and set of vignettes for use in teaching, training and policy engagements.

Results and Impact "We co-hosted a reception at the Labour Party Annual Conference in Liverpool, centred on responsible tech policy.
With the Labour Party newly in government, we created a space at their annual conference to convene conversations about responsible tech policy, network across the sector, and promote the work of our centre and UK partners. Our event included short speeches from DSIT / DCMS Minister Chris Bryant MP, new Labour MP Daniel Aldridge, our director Gina
Neff, and Connected by Data's Jeni Tennison. The partnering institutions were Careful Industries, Connected by Data, the
Open Data Institute, and Zoom Info. The event was hosted via the StartUp Coalition. Approximately 150 people attended in person.
Gina Neff also attended panels and roundtables events during the rest of the conference including on AI with the Tony Blair Institute where she got to raise a question with the AI Minister, and closed-door roundtable with Meta on AI in the public sector, and a Labour Digital event."

'Indigenia do ser' (Indigenia of being) art exhibition organised by Tadeu dos Santos Kaingang and held at the State University of Maringá for a 3-week period spanning the time of the INDIGENIA project workshop in Maringá (15 Jan-3 Feb). This exhibition was in response to the provocation of the word that we invented for the project (Indigenia) which combines 'INDIGENA' (Indigenous) and 'IA' which could just be a suffix mean '-ness' or '-ity' but also is the Portuguese/Spanish for AI (Artificial Intelligence). The students responded across a variety of different media but most strikingly they worked in groups to produce zines exploring questions of Indigeneity, Indigenous art and questions of (digital) bem viver.

Results and Impact In January 2024 we ran a two day network building event where we brought together the Digital Good Network management team with Digital Good Research Fund recipients, College of Experts members and Digital Good Network funded interns and PhD students. The schedule incorporated networking activities, a public keynote speech by Charlton McIlwain, a workshop on 'Designing for the Digital Good', a roundtable discussion with some members of the Digital Good Network College of Experts on the question 'Is it helpful to talk about a good digital society?' and a workshop looking at 'working towards the digital good together'. We also ran a small scale exhibition for delegates to showcase some of the DGRF research in its early stages as well as any related research by ECRs in the Network. This included exhibits relating to 'Good Digital Identity Futures' amongst others.

Results and Impact "We held a third high-level policy workshop to launch our findings within the policy ecosystem with a focus on governmental actors. This workshop discussion, held under the Chatham House rule, took place on 26 September 2024 at the London School of Economics. It was organised in a collaboration between the Centre for Science and Policy (CSaP) and the Minderoo Centre for Technology and Democracy.

The event was attended by representatives of defence and international affairs bodies, including NATO and
the UK MoD, VCs, academics, defence 'primes', OECD, and DSIT.

The workshop primarily served to evaluate the use of our ESG due diligence framework for dual-use venture capital investments, and focussed on how to embed ESG in decision-making, especially at the early stages of product development.

The workshop addressed four main questions:
How can we draw on lessons learned from companies and investors to progress the ESG agenda in dual-use technologies? How could investors and policy makers better connect on the ESG agenda?
What could a policy framework on ESG in dual-use technologies look like?
How could investors collaborate to standardise the language and build a register of technologies?
What steps could be taken by decision-makers to ensure the ESG agenda applies across the board, including in investments and procurement processes? What mechanisms and structures could be put in place?

A concrete outcome was the publication of a 10-page internal summary report written by Christian Neubacher, Policy Engagement Planning Coordinator at CSaP.

Results and Impact "The ESRC Digital Good Network hosted a 3-session panel at the 2024 EASST-4S conference in Amsterdam, Netherlands. entitled 'Towards the 'digital good''. Convened by Ros Williams, Gina Neff, and Helen Kennedy, the panel gathered a multi-disciplinary cohort of scholars whose research opens up questions around what technology used for social 'good' might look like.

This drew together international scholars from different disciplines, most of whom engaged with the network for the first time. We were also able to support two of our interns to attend and present, consolidating our ECR network membership further."

Results and Impact We had 26 students representing multiple disciplines, from law to finance, and from psychology to human-computer interaction. We were also proud to support 5 students to travel from India, China, Hong Kong and South Africa as part of our commitment to internationalisation.

Sessions included interdisciplinary methods insight sessions from one of our Research Associates, Danielle Paddock on survey methods for studying relationships through digital technologies, and Sheffield colleague Mike Thelwall on using Chat-GPT as a research tool. We had a great interdisciplinary reading session with our Research Associates Kim Snooks and Claudine Tinsman, where students discussed a range of scholarship from HCI, psychology and Science and Technology Studies, which prompted some brilliant discussions about the value of quant and qual methods in digital societies research. Scott Hale, Dan Richards and Abi Millings joined me to discuss the anatomy of a paper in our different disciplines, and students learned about publication practices and priorities.

Dan and Kim facilitated a brilliant day focusing on research through design and provotyping, where students were given awards for designing solutions from Indian access to secure smartphone banking, to a feminist content moderation process.

We were fortunate to welcome previous Summer School attendees Carly Waterhouse, Lauren Martin and Becky Ruddock to tell us about life since their Summer School experience, including their Digital Good Network internships with our partners BBC R&D and Zinc VC.

We were also lucky to have a brilliant keynote where Alex Taylor, Ben Collier and Violet Owen joined Ros Williams to talk about the digital good in digital societies research for our (off)keynote!

Results and Impact Digital Good Network design researchers, Kim Snooks and Dan Richards, discussed whether it is possible to create 'good' digital identities.

Workshop participants were shown some provotypes. Provotypes are non-functional designed artefacts such as sketches or fictional application screens that are intended to provoke discussion and debate. These had been created with the aim of generating debate about future digital identities and the challenges and opportunities digital identities might present for society.

This workshop focused on future rights associated with digital identities, explored identity across life stages and considered what inclusive access might mean as digital identity systems progress. The aim was to try to better understand the challenges and opportunities these technologies might hold for society.

In this talk, our Helen Kennedy explained why it's important to think about what a good digital society should look like. Exploring this widely contested topic, she mapped out the varied ways that government policies and researchers from different disciplines conceive of the digital good, showing that, in research and policy circles, there has been far more attention to digital harms than to the digital good.

Results and Impact "In the second round of the Digital Good Research Fund, we encouraged applications that focus on sustainability, one of the three societal challenges that must be addressed to move towards a good digital society.

To support this, our webinar featured Professor Dorothea Kleine (from our College of Experts and Director of the Institute for Global Sustainable Development) in conversation with Gina Neff (our Associate Director and Sustainability Challenge Lead, and Executive Director of the Minderoo Centre for Technology & Democracy at the University of Cambridge).

They discussed Professor Kleine's research into digitalization and sustainability, particularly as part of the European research network 'Digitalization for Sustainability - Science in Dialogue' (D4S).

This includes her contributions to the 'Digital Reset' report and book, which argue that firstly, the current policy transitions of digitalisation and sustainability are currently not aligned, despite the rhetoric. Secondly, it proposes that the current models of digital economy and digital society are not sustainable and need a radical reset.

What could a different digital future entail, particularly if based on the principles of digital sovereignty and social equity, regenerative design, system innovation, circularity, repairability, digital sufficiency, sustainable infrastructures and efficiency?"

Results and Impact I (Becky) was was invited to present at an event on 'The Impact of Digitalisation at Work', co-hosted by Leeds University Business School and the Department for Work and Pensions (DWP) in April 2024 just one week after our workshop in Brighton. This gave me an opportunity to present to senior DWP strategists working on digital issues with direct input from those working at the coalface of digital exclusion. For the workshop participants this was an extra incentive as I was able to tell them that their suggestions were going to be heard directly by decision-makers at the DWP - and the DWP staff were very interested in the findings. There was some resistance - for example one of the requests from workshop participants was for 'trauma informed' systems and someone from the DWP flagged that they were already working on this. When the report is published I will be doing a 'DWP only' event to feed back directly to staff.

The exhibition was promoted widely on Lancaster University channels and open to all. Delegates attending the Festival of Futures symposiums on the 8th and 15th March 2024 experienced the exhibition of artefacts, posters and interactive exhibits as part of the events.

Results and Impact "We held a one-day in-person stakeholder workshop of the project's initial findings on 6 March 2024 at the UK National Security Strategic Investment Fund (NSSIF) HQ in London.

During this initial workshop, we stress-tested our findings in order to co-develop our tool, and trained NSSIF staff on ESG approaches to dual use technologies. This included presentations from the PI and two project partners (Susan Winterberg and Hannah Leach, as well as several interactive sessions)."

Results and Impact In the second round of the Digital Good Research Fund, we are encouraging applications that use quantitative or computational methods, as this represents a gap in our existing research which we would like to fill.

This webinar, led by Dr Scott A. Hale from our management team, reflected on the use of Large-language models (LLMs, or types of artificial intelligence (AI) that uses deep learning techniques and large datasets to understand, summarize, generate and predict new text-based content) and generative AI in computational social science. It considered how downstream users of LLMs need stronger evaluations in order to understand the languages, domains, and tasks within an LLM's training and those which fall outside.
