Abstract

Understanding human behaviour and how it shapes organisations, communities and societies is needed to address global challenges such as the environmental, economic and health crises that we face now and in the future. Currently, behavioural research is not well coordinated in the UK. It also doesn't always ask the right research questions, involve people with the best skills, make good use of existing data, take advantage of innovative research methods or produce findings that can be used to make positive changes. The Behavioural Research UK Leadership Hub (BR-UK) will change this.

BR-UK brings together a team from England, Scotland, Wales and Northern Ireland that includes experienced researchers from many different backgrounds and partners from government, the wider public sector, charities and businesses. We will work with communities to better understand behaviour and conduct research to improve lives and livelihoods.

BR-UK will deliver a detailed work programme for the first 18 months. At the same time, we will expand our initial plans for the longer term to be reviewed by the funder, the Economic and Social Research Council (ESRC).

In the first 18 months, we will:

- Carry out a scoping study to look at needs, priorities and opportunities for behavioural research and set up a national network of researchers and research users
- Determine how behavioural research can be more sustainable to make the best use of available funding
- Identify (with our international advisory board) under-used global evidence as well as methods and theories to improve behavioural research excellence
- Conduct 'demonstration projects' to show how the team can work together to use existing data and speed up the application of models and frameworks to provide rapid results. Topics include how behavioural advice was used during the Covid-19 pandemic, how we address some current issues like speeding on our roads, how to combine large amounts of data more efficiently and how well public support for different policies to help tackle climate change can be transferred between countries
- Set up & test a responsive-mode consultancy service where organisations can ask questions about how behavioural research could help them with their policies or practices, and be matched to team members with relevant expertise.

Looking ahead, BR-UK will organise our work around four Work Packages (WPs) and Themes (T). Work Packages are about HOW we will do things, and our Themes are about WHAT we will focus on. These are: WP1: Capability Building; WP2: Data and Technology; WP3: Methods and Evidence Synthesis; WP4: Engagement and Involvement; T1: Environment and Sustainability; T2: Health and Wellbeing; T3: Resilient Communities: and T4: Organisations, Markets and the Economy. We will conduct new studies across WPs and Themes. Examples of research questions to illustrate the range are: how to better use mobile phone technologies to engage people long-term to stop smoking or reduce their alcohol consumption; how to help regulators and the police keep children safer online and tackle internet crime; how to help people and organisations shift to transport that is better for the environment; how best to work with local and national governments to better understand the needs of their local communities when making policy decisions.

As a Leadership 'Hub', BR-UK will work with other parts of the programme ('spokes' including a centre to train students and early career researchers as they develop. We will be flexible, and reserve part of the funding that could lead to new studies when sudden events like a new threat, emergency or event occur. We are well positioned to carry out rapid reviews of existing research to help governments and organisations know what behavioural evidence exists to inform decisions, and to identify evidence gaps. We will be ready to adapt and bring in new members with skills and experience that are most needed as BR-UK evolves.

Results and Impact In this webinar Professor Rebecca Campbell, Dr Sharon Cox, Dr Sebastian Karcher and Professor Alex Stevens discussed real-world dilemmas and innovative frameworks to address issues arising in qualitative research.

Our speakers highlighted a methodological approach for handling sensitive narrative data, developed through work with interviews involving vulnerable populations. They explored broader issues in research, such as publication decisions, prioritising editorial work, and navigating the 'prestige game' associated with non-open-access journals. Viewers will gain insights into balancing ethical considerations with open science goals, along with practical strategies for researchers, institutions, and funders to support responsible data sharing and equitable publishing. Results and Impact In this webinar, on March 12th 2025, Professor Susan Michie (UCL), Professor Robert West (UCL - emeritus) and Dr Janna Hastings (Universities of Zurich and St Gallen) presented information about analytical what analytical AI is and how it is used in classifying knowledge, and reasoning and making predictions from data. The webinar explained the use of ontologies and machine learning to build tools to identify studies relevant to a research question and capture key information in reports intervention evaluations, and to use those data to make predictions of outcomes in novel intervention scenarios and considered how this technology can be developed in different behavioural science domains. Over 300 people registered in advance of the webinar to attend. A recording will be made available on YouTube in due course.

Our launch event included an opening address from Dame Angela McLean, Chief Scientific Officer (UK Government) and was chaired by Professor Nick Pidgeon of Cardiff University. Results and Impact The online workshop was intended to bring together a range of people who work on or draw upon behavioural research, across the UK to help answer questions such as what are the strengths of existing behavioural research, what barriers or missed opportunities are there in conducting behavioural research, and brainstorm ideas about ways in which research capability could be strengthened to facilitate more/better quality behavioural research. The participants were a varied mix of people from different areas of expertise and career pathways.

Results and Impact Most problems faced by policy makers involve causal questions: How do we promote healthier eating? How do we reduce energy consumption? How do we improve online safety? But various challenges arise in identifying causal relations and applying them to policy-relevant issues, especially those that involve human behaviour. For example, RCTs are seen as 'gold standard' evidence but are contextually fragile, Theories of Change are the hallmark for policy development but are often too weakly tied to evidence, and policy evaluation is often designed and conducted post-hoc. Can a richer understanding of causal mechanisms offer a route to integrate theory, evidence and evaluation in the policy process, making it agile and able to deliver better outcomes? In this webinar Professor Nancy Cartwright, Professor David Lagnado, Dr Julia Rohrer and David Shipworth explored these questions. They introduced the causal modelling framework as a reasoning tool for drawing robust conclusions from empirical data on human behaviour and illustrated how middle level theory can help in making better theories of change that underwrite more thorough bodies of evidence for causal claims that should in turn make these claims more reliable. There was a panel discussion where we further explored these questions and asked how BR-UK can support better use of causal approaches to inform policy decision making. Results and Impact Open research is the practice of making not only the final output of a research process (e.g., the journal article) openly available, but as much of the research process and intermediate research objects (e.g., data and code) as possible available too. In this webinar, Dr Sharon Cox outlined BR-UK early approaches to Open Science and longer-term commitments. Professor Marcus Munafo described the different aspects of open research, the difference between making our research open vs FAIR (findable, accessible, interoperable and reusable) and the benefits that can flow from a more transparent approach to how we conduct and report our research. Dr Harry Tattan-Birch acknowledged and addressed potential fears around pre-registration and discussed why changes from the pre-registered plan are commonplace and should be recommended not discouraged. This webinar took place in April 2024.

Results and Impact Green social prescribing, which can include activities such as community gardening, mindful walks and conservation volunteering - as well as 'blue' activities like kayaking and wild swimming - is gaining traction. Results from a government-backed green social prescribing programme were published in September 2024, showing that it had a positive impact on measures of wellbeing and was able to reach a broader range of people than many other social prescribing initiatives. However, there are challenges to implementing green social prescribing, including commissioning arrangements, funding, and data collection and sharing.

In this episode of The PJ Pod, Dawn Connelly, senior features editor, visited a charity that helps people to connect with nature in order to improve their mental wellbeing, and talked to a mental health pharmacist, Dimple Khatiri, who is the personalised care lead at a primary care network in Hertfordshire. It briefly outlined stages in the history of AI and explain the difference between what might be termed 'Analytical AI' (typically for reasoning and classification) and 'Generative AI' (typically for generating text and images). It then focused on the use of Generative AI in behavioural science. It introduced a select ion of AI tools (ChatGPT, Claude, Elicit and Scite), illustrate their use in answering questions about behavioural science, and review their strengths and limitations. It then demonstrated the use of these AI tools to generate evidence-based ideas for behaviour change interventions.

This webinar will be followed later in the year by two further webinars on AI, one on Analytical AI and one on Responsible AI.

Results and Impact Policy makers need to make decisions about how best to prevent people initiating smoking and facilitate quitting. Quantitative models can be used to help inform such policy decisions, by estimating the impacts of different policy options. Several quantitative models for smoking policy appraisal have been developed, using a variety of modelling approaches. The advent of more advanced modelling techniques, improved theoretical models of behaviour, and extensive data series from detailed monthly surveys in England offer the prospect of achieving higher quality prediction of estimated outcomes than has thus far been possible.

In this webinar, Professor Jamie Brown, Professor Robin Purshouse, Dr Hazel Squires and Professor Robert West presented the methods and preliminary results of a collaboration between health psychologists, decision-analytic modellers and systems engineers using these advanced methods.

Results and Impact The past decade has seen a revolution in the volume and complexity of data created in the behavioural sciences. Ontologies facilitate the accumulation of knowledge by providing a standardised method for specifying concepts within a topic, using a shared language. They precisely specify the properties of these concepts and the relationships between them. By doing this, ontologies can enhance the organisation and retrieval of research evidence and provide a framework for aggregating data both within and across disciplines and topic domains. Because every defined concept and relationship has a unique ID, computer-based technologies and tools in artificial intelligence can be more easily harnessed for behavioural and social research. Thus, ontologies enable efficient and effective data integration and analysis, evidence synthesis and outcome prediction to provide robust answers to complex societal challenges. In this webinar our speakers described what ontologies are and provided examples of how ontologies are being developed and used to accelerate research in the behavioural sciences. They also demonstrated tools and ways in which we can all leverage the benefits of ontologies in our own work.
