Recovery of Seagrass for Ocean Wealth UK

Abstract

The UK Government has recognised the need for Nature Based Solutions to climate change to form a significant component of the UKs target of reaching Net Zero emissions by 2050. Seagrass meadows create a highly efficient and long-term store of carbon in their marine sediments, providing an opportunity for their restoration to become a key contributor to these solutions. Moreover, in a time of changing management of our UK fisheries, the restoration and recovery of the nation's seagrass meadows provides an opportunity to improve support for fisheries productivity through enhanced fish nursery habitat for important species, such as the Atlantic Cod.
These powerhouses of our coastal seas have been a neglected ecosystem for decades and centuries, which has led to their large-scale degradation and loss. In the context of generally improving long-term water quality and improved management of our coastal seas, this loss of seagrass now provides an opportunity for environmental renewal through large-scale restoration. In the US, large scale seagrass restoration has resulted in such ecological renewal, stimulating fisheries production and creating efficient and extensive carbon sinks. The restoration of seagrass in the UK remains in its infancy; however, significant steps forward have already been made by the partners in project ReSOW. UK government regulators and nature agencies recognise that an evidence base and strategic vision are needed to make the case of restoration in order to improve stakeholder support, leverage financial backing and ultimately lead to the ecological renewal of seagrass meadows to meet our national biodiversity and climate goals, whilst supporting our economy.
The ReSOW UK project will provide this evidence and strategic vision for ecological renewal, underpinned by excellent science. The project will facilitate informed management and restoration of seagrass for sustainable social, environmental and economic net gains for the UK. ReSOW UK brings together principal scientists, political bodies and NGOs concerned with seagrass management and restoration in the UK, and augments their expertise within a transdisciplinary research team encompassing social science, environmental governance, Earth observation and spatial analysis, social-ecological modelling, and natural capital accounting.
The project has been developed in collaboration with UK and devolved government agencies, together with NGOs and academic scientists at the coalface of seagrass restoration and management. Where possible and appropriate, we will re-propose and maximise existing data on the benefits that seagrasses provide to people and planet and their conservation management. The project will collect targeted ecological, remote satellite and socio-economic data to fill gaps in our understanding. Field measurements and information extracted from existing databases will be used to build a computer model and decision support tool which will identify where and how to undertake seagrass restoration with maximum benefit and chance of success.
Our approach of working with people and key stakeholders in order to progress novel science and conservation reflects our trans-disciplinary experience and expertise as a research consortium. This will facilitate the development of applied online tools to enable the integration of seagrass into sustainable marine management along with the creation of novel science. ReSOW UK will promote long-term recovery and enhancement of the natural environment, whilst helping to mitigate climate change, improving sustainable commercial activity and promoting social welfare.

Description We have established the extent of UK seagrass, and where it could be restored, as well as establishing the support it provides to commercial fish species and carbon sequestration. We have estimated the cultural value of seagrass and examined bottle necks to restoration. We are providing a full natural capital assessment for UK seagrass and a Decision Support Tool to assist coastal managers.
Exploitation Route Any practiontioner of seagrass restoration or coastal management will find our outputs support their objectives. It will also support the implementation of nature based solution to accomplish net zero and restore biodiversity. It will also support the facillitation of financing to support coastal restoration.

Impact To release the latest inquiry report published by the APPG for the Ocean, The Ocean: Turning the Tide on Climate Change, the APPG for the Ocean held a lunch roundtable in Parliament. This was an informative and productive discussion on the key recommendations of the report, the current research on blue carbon habitats, the co-benefits of blue carbon for coastal communities and the future of blue carbon research. The launch brought together parliamentarians, industry and academics, on how to work in partnership to ensure that blue carbon solutions to climate change are realised.

PI Contribution The Isle of Man, located centrally in the Irish Sea, has territorial waters equivalent to approximately 85% of its total jurisdiction. The Island's Government is developing a comprehensive BC management plan "to maximise carbon sequestration and to maintain and restore biodiversity and wider ecosystem services." This objective is underpinned by the Manx Blue Carbon Project, which is conducting a comprehensive assessment of the opportunities to manage marine carbon in Manx waters and will be used to inform marine management plans. Understanding the effects of anthropogenic disturbance on sedimentary carbon stocks can inform management measures for preserving and enhancing carbon stocks.Our contribution has been to determine the effects of disturbance on sedimentary carbon stocks and accumulation rates in the western territorial sea, a region of mud-dominated sediment with elevated disturbance from Nephrops norvegicus bioturbation and bottom-contact fishing activities, and look at the potential for coastal vegetatated ecosystems to provide blue carbon benefits.
Collaborator Contribution We worked in partnership to complete field work to map the blue carbon habitats and collect the cores. We have provided evidence to support their management assessment.

PI Contribution Seagrass sediment cores were collected by Natural England and we have provided the analysis of carbon content and sequestration rates. This will then be included into larger synthesis generated by the ReSOW project to determine the total value of Seagrass 'blue carbon' for the UK. It will then be made available to all relevant stakeholders via inclusion in our Coastal Ecosystem Decision Support Tool and via our Global Ocean Accounts based 'natural capital assessment' of UK seagrasses.
Collaborator Contribution Seagrass sediemnt cores were collected by diver from beds in the southwest coast of England, and supplied to the National Oceanography Centre for analysis as part of the ReSOW data set.
Impact Analysis is still ongoing, so outputs are not yet finalized.

Results and Impact This short 10 minute film tells the story of the Isle of Man and the proud Islanders who are working hard to protect its rich and beautiful seas, and the wildlife and plants that call them home.

The Island, in the Irish sea, is committed to reach net zero carbon emissions by 2050, and the Manx Blue Carbon Project was launched earlier this year to help.

It brings together expert scientists from the Isle of Man Government, National Oceanography Centre (NOC) and Swansea University, to explore the role marine and coastal environment can play in the fight against climate change.

The team has already stared to gather data to build a detailed picture of life under the Manx territorial sea, which are home to a number of important habitats such as seagrass meadows, salt marshes, muddy sediments.

Once this information has been gathered, it will be used to create a marine management plan.
