Abstract
The Stern and Dasgupta reviews on the economics of climate change and biodiversity respectively make clear, wealth creation, ecosystem health, and quality of life are inextricably linked. The UK government is committed to showing global leadership in climate change and biodiversity (and in their intersection) building on commitment that will be made in 2021 for climate change at Glasgow (COP26) and biodiversity at Kunming (COP15). Furthermore, the UK government's 25-Year Environment Plan includes the pledge to leave the environment in a better state than it is in now, while the Environment Bill currently going through parliament commits the government to set legally enforceable targets for different areas including climate, air quality, water quality, land management and biodiversity. Within these broad areas, there are numerous decisions requiring scientific input that have to be made in short timeframes (6-12 months). However, Universities are adept at doing excellent research within the typical three to five years projects, and UKRI is highly skilled at selecting the most promising of these projects. This presents the problem of delivering interdisciplinary research (IDR) with stakeholders to address challenges and provide tangible outcomes and environmental solutions within much shorter public and private sector policy cycles. The challenge we identify for this call is urgency and rapid delivery of IDR to provide a clear path from discovery to translation and impact.
Our approach within AGILE is to build capacity within Oxford University to rapidly bring together IDR, and identify evidence-based solutions to major social and environmental challenges. AGILE is composed three overarching goals.
First is delivering a collection of Sprint projects, characterized by policy pull for their socio-economic importance, timeliness for policy and practice, co-creation with stakeholders, and researchers with the capability to communicate effectively across boundaries to adopt a whole systems approach. Goal 1 will deliver five central objectives: 1) Demand-led Sprint formulation through engagement with stakeholders, 2) Convene Sprint teams to set tangible outcomes and robust action plans, 3) Monitor and evaluate progress to accelerate projects ensuring optimal deployment of resources, 4) Creation of a body of knowledge on effective approaches to IDR and the capability of IDR researchers, to be embedded in the university culture and shared with UKRI, and crucially 5) Uptake partnerships and reformulation to ensure implementable solutions.
Second is to create a critical mass of IDR researchers, through 1) capturing lessons learned from these Sprints and translating them into training opportunities for the wider research community, 2) building a community of IDR researchers through shared learning and ongoing engagement with the programme and policy-makers, and 3) and enabling rapid development of AGILE teams creating capability and supporting career development.
Third is the AGILE legacy, of creating a culture shift in the way universities evaluate IDR and work towards ensuring the outputs of IDR are recognised as of equal value in recruitment and retention policies. This will ensure increased opportunities for funding and delivering excellent interdisciplinary research, with users, providing the evidence base for effective policy and practice, in a more realistic policy-cycle timeframe.

A menu of standards for green infrastructure in England: effective and equitable or a race to the bottom?

| Description | Our two most significant achievements relate to our first objective: to deliver solution-oriented science through a new model of interdisciplinary research (Sprints). To date we have i) developed, tested and refined a new model of timely and policy-relevant interdisciplinary environmental research ('Sprints') to meet the needs of decision-makers, and ii) using this model, conducted cutting edge, rapid research, co-created with stakeholders, that addresses a range of policy-relevant pressing environmental problems. Eight Sprints have been completed, three are ongoing, and six new Sprints are being developed. On the first point, we have developed a mechanism for co-creating new research questions with stakeholders that are academically interesting, policy relevant and likely to achieve policy impact. This was actioned through calls for Sprint ideas, and support for Sprint co-creation and proposal development with researchers and external stakeholders. Each call, of which there have been three (June 2023, February 2024, autumn 2024) built on learning generated from the previous call. The autumn 2024 call received 48 expressions of interest, featuring researchers from 19 departments and centres based across all four University Divisions. Over 100 non-academic partners were named in the expressions of interest. This indicates that researchers and decision-makers are keen to engage with this form of research. Six of the expressions of interest were taken forward to develop a full proposal, due to be assessed in spring 2025. On the second point, listed below are key findings from the eight completed Sprints. 'How do we account for biodiversity?' investigated how the UK can meet its biodiversity targets, deliver social welfare benefits alongside nature restoration, and balance trade-offs between commitments to economic development and biodiversity improvements. It demonstrated that the DEFRA Biodiversity Metric may not reflect invertebrate diversity and abundance, Biodiversity Net Gain (BNG) should be integrated with access to nature targets where possible, and incorporating ecological and economic information into BNG offsets targeting can provide significant mitigation to biodiversity loss and benefit disadvantaged communities. 'Can we turn waste into fertiliser?' quantitively mapped organic waste and nutrient flows (nitrogen and phosphorus in particular) in Leicestershire, demonstrated avenues for approaching a circular organic waste system, and the potential for technical, economic and environmental benefits across the system. It revealed that discharged wastewater is the most significant leakage of nitrogen and phosphorus within processed waste streams in Leicestershire County Council (LCC), there is sizeable organic waste transportation between LCC and other locations and between regions that have significant economic and environmental implications, and identified business opportunities to improve regional nutrient management. 'How do we scale up Nature-based Solutions?' set out to address the slow and patchy implementation of NbS in the UK to better help NbS address multiple environmental and societal problems. It generated a novel Opportunity Mapping approach using existing datasets that identifies potential NbS opportunities anywhere in England, a Funding Programmes Tool and Natural Capital Maps to support those implementing NbS, a Recipe for Engagement guide based on collaborative, participatory and democratic governance solutions for nature recovery. 'How can maritime shipping transition to green ammonia as fuel?' produced a novel modelling framework of port-level fuel demand for 2050 based on present-day fuel demand estimates per transport routes and trade scenarios for 2050. This demonstrated that supply networks can be regionalised based on cost-efficient production locations coupled with regional concentrations of demand, and showed that transitional pathway to ammonia-fuelled shipping can be achieved via 'green shipping corridors', routes between two or more strategic ports with high fuel demand. 'What do we need to know to safely store CO2 beneath our shelf seas?' generated novel interdisciplinary research insights into the balance between CO2 storage capacity and risks of leakage or disruption to existing marine carbon stocks. Using the Endurance site as a case study, it identified key evidence and regulatory gaps to ensure safe offshore geological CO2 storage (GCS) related to three areas pivotal to enabling safe GCS deployment in the UK offshore continental shelf: the sub-surface environment, the marine environment, and governance. Key findings highlighted that data, interpretations, and modelling studies that underpin the storage permit and licence application process should be scrutinised by independent authorities. Blue carbon stocks need to be assessed in their full extent using advancements in satellite-based marine carbon data products. Legislators should clarify which projects are eligible for special environmental exemptions to mitigate planning uncertainty following the consolidation of ministerial power to make final decisions for GCS in the UK Levelling Up and Regeneration Act in 2023. 'How can Brazil reach Net Zero emissions?' assessed the role of national policies and NbS in Brazil's net zero pathways using a regional integrated assessment modelling approach. This showed zero deforestation and large-scale restoration keeps Brazil on a net zero trajectory for ~2040, increasing NbS is less costly than engineered solutions to bridge the gap to net zero, and NbS could mitigate nearly 80% of Brazil's net-zero pledge, build climate resilience and curb biodiversity loss. 'How can we manage uncertainties in habitat greenhouse gas emissions?' sought to tackle challenges in the uncertainties around habitat emissions and the implications for land use through robust statistical modelling of the uncertainties underpinning key grassland and peatland emission factors, using Northern Ireland as a case study. The research identified how confident we can be of any climatic benefits resulting from changing land-management, such as peatland restoration and the valuation of biogenic methane. This allows stakeholders a greater degree of confidence in their environmental planning, and informs ecological restoration being put into practice in the context of socioeconomic benefits and trade-offs. 'Can we solve the "spin-up" problems in Earth System Modelling?' (ESM) sought to expedite the time it takes to understand the global climate system and predict its future evolution under human climate impact. ESM simulations take powerful computing resources and large amounts of computational time, which restricts their use in generating predictions that can inform global environmental policies. The research developed a scalable and robust algorithm to address this problem for both land and marine models and demonstrated its efficacy. Agile has two further objectives for which activities are underway, and which are fundamental to our experimental approach. Findings are being generated and will be reported on towards the end of the programme. Our second objective is to create a critical mass of researchers skilled in designing and delivering rapid, interdisciplinary, policy-oriented actionable research. We are building skills of interdisciplinary researchers through our events and community building and training activities. Over 90 academic researchers from Oxford and partner universities have been involved in Agile Sprints so far, ranging from postgraduates to senior academics. Learning on researchers' experience of challenges and benefits of being involved in this form of research is being actioned through programme-level research using surveys, interviews and qualitative methods. We are further capturing learning on career enhancement facilitated by Agile for early and mid-career researchers who have taken on leadership roles in Sprints or have used the network connections for new academic and non-academic collaborations. Our third objective is to facilitate a culture shift at Oxford University in how solutions-oriented, interdisciplinary research is valued and rewarded through sharing findings on enabling factors and obstacles within the academic and administrative system. One area of focus is how to strengthen equality, diversity and inclusion (EDI) in Agile's research, communications and community-building activities. A new tool developed over 2024 is the Equality Impact Assessment (EIA) which is used to embed EDI in research practice through an analysis of team composition, power dynamics, and potential impacts from Sprints on marginalised communities, and identification of actions to mitigated these. An analysis of the results of using the EIAs will be produced later in the programme. |
| Exploitation Route | As the award is ongoing, it is too early to say whether the award's original objectives have been met. However, based on internal monitoring, we are confident that we are on track to achieve these objectives. Learning from iterative calls, the Sprint model and EDI activities have generated interest with NERC, the University's Research Services, The Equality and Diversity Unit, Professional Services staff in University Divisions and Departments, the Researcher Development Hub and Careers Service. We are tracking how interest is converting into uptake and application of learning. We are further tracking interest from government departments in the Agile model. DEFRA, for example, ran a series of internal webinars to share findings from Agile, each attended by around 80 civil servants. Individual Sprint findings are being taken forward in the following ways. Findings from 'How do we account for biodiversity?' are helping to shape future iterations of DEFRA's biodiversity metric, with potential to influence private sector planners, local governments, and wildlife charities such as BBOWT. Oxford University Innovation and Estates are actively applying the research to guide biodiversity net gain best practices, informing the Begbroke Innovation District's 20% biodiversity net gain target. DEFRA, the Environment Agency, and Leicestershire County Council are all engaging with findings from 'Can we turn waste into fertiliser?' to help refine nutrient waste flow policy and nationally preparing for the rollout of compulsory organic waste collection in Leicestershire. Insights are also guiding local authorities and the waste management industry in implementing more effective nutrient waste solutions. Natural capital maps from 'How do we scale up Nature-based Solutions?' are aiding local councils in nature restoration planning, and best-practice guidance on equitable stakeholder engagement has been adopted by Highlands Rewilding and Nattergal for large-scale nature recovery projects. Findings may also inform DEFRA, MHCLG, Natural England, and the Environment Agency on environmental land management policies, while local authorities and third-sector organisations use the insights to enhance NbS implementation. Findings from 'How can maritime shipping transition to green ammonia as fuel?' are guiding DfT, the Port of London Authority, the Association of British Ports, the International Maritime Organisation, and the Global Maritime Forum in developing pathways to decarbonise shipping by 2050. Research insights are shaping regulatory and logistical frameworks for green ammonia as a sustainable maritime fuel. The Brazilian Government's Ministry for Science, Technology, and Innovation are using findings from 'How can Brazil reach Net Zero emissions?' to enhance the National Simulator of Sectoral Policies and Emissions (SINAPSE), bridging Brazil's gap to its 2030 and 2050 net zero targets. The research is helping to strength Brazil's Nationally Determined Contribution (NDC) with more precise climate impact projections. Findings from 'What do we need to know to safely store CO2 beneath our shelf seas?' have been shared with the North Sea Transition Authority, British Geological Survey, the Crown Estate, BP, and CEFAS to inform regulatory and scientific needs for safe offshore CO2 storage. If adopted by DESNZ, these insights could contribute to the UK government's target of capturing and storing 20-30 million tonnes of CO2 per year by 2030. Findings from 'How can we manage uncertainties in habitat greenhouse gas emissions?' are enabling The Wildlife Trusts to better assess peatland emissions across 60,000 hectares, influencing restoration efforts across the UK. The analysis has led to engagement with DESNZ, DEFRA, UKCEH, and the Climate Change Committee and is directly shaping Northern Ireland's Climate Action Plan, providing its first assessment of GHG reduction strategies in agriculture. The algorithm and accompanying guidance from 'Can we solve the "spin-up" problem in Earth System Modelling?' have been shared with ESM communities globally, with the open-source code being integrated into models in Spain, Norway, Germany (GEOMAR Helmholtz Centre), and Japan (JAMSTEC, Japanese Meteorological Agency). The UK Met Office is also incorporating the research into marine (MEDUSA) and land (JULES) components of UKESM. |

| Description | The Agile Initiative is starting its fourth year, and impacts are beginning to emerge in local, regional, national and international contexts from the eight concluded Sprints to date. At the overall programme level, we are collating and analysing learning about the research model, co-creation with research partners, skills-building to support policy impact, and the institutional and funding infrastructure required to facilitate this type of research. Impacts related to these overarching themes will be reported in subsequent years. The following summary relates to emerging impacts and the main outcomes that we will monitor for impact over the remainder of the funded programme. On economic outcomes, target stakeholders for Sprint research have accepted recommendations from the research. The Brazilian government is factoring in Nature-based Solutions as cost-efficient contributions into its planning for Brazil's 2030 and 2050 net zero goals, and Nationally Determined Contribution. This has been facilitated by Dr Soterroni's secondment into the Brazilian Ministry of Science, Technology and Innovation (2023-2024) and her input into the SINAPSE impact projections. Leicestershire County Council has committed to act upon findings in the technical report for nutrient waste flows management including the economic impact of sizable transportation of organic wastes and business opportunities that could foster economic benefits for the region. Adoption of the code/algorithm for ESM spin-up by the UK Met Office, ESMs in Spain, Norway, and the GEOMAR Helmholtz Centre Model in Germany, will significantly cut down on super-computing time for ESM spin-ups, thus mitigating economic pressures in these countries, and we will monitor their use of the algorithm in the run up to the next IPCC assessment and Global Stocktake in 2028. One societal outcome has been the inclusion of considerations relating to human wellbeing and disadvantaged communities in a 10% Biodiversity Net Gain (BNG) best practice checklist which the University of Oxford Estates and Facilities Biodiversity Sub-Committee has used to inform its 20% BNG target for the Begbroke Innovation District. The following public sector outcomes are being monitored for impact. Several local councils in England are trialling the Nature-based Solutions (NbS) Opportunity and Natural Capital maps, and findings on the economic and societal benefits of NBS have been submitted to the National Climate Change Adaptation Plan, and the former Department for Levelling Up, Housing and Communities. The Opportunity Maps have been used in the Oxfordshire Local Nature Recovery strategy, and are due to be incorporated in the Local Nature Recovery strategies for Surrey, Shropshire, and Somerset. DAERA have confirmed that the research on greenhouse gas habitat emissions uncertainties is being used in its inaugural Climate Action Plan for Northern Ireland, which is due over the coming months. The Wildlife Trusts are taking the learning on peatland emissions and restoration forward with DESNZ, DEFRA, UKCEH and the Climate Change Committee to discuss how better to capture and estimate the impact of peatland restoration in the UK in the context of the pathway to net zero. Private sector targets being monitored include adoption of the 10% BNG best practice checklist by private sector developers, shipping industry interest in recommendations for green ammonia for shipping, and private sector waste management companies' engagement with business opportunities embedded in the nutrient waste flows technical report. We are also monitoring whether private companies such as BP and Shell act on the recommendations from the shelf-seas carbon capture and storage Sprint. Nattergal, a world-leading nature restoration company helping to deliver the 2030 global biodiversity framework goal, have adopted the 'Recipe for Engagement' in their stakeholder engagement best practice. On third sector outcomes, wildlife charities involved in Sprints (including BBOWT, Highlands Rewilding and RSPB) have expressed interest in adopting recommendations for optimum biodiversity and opportunities for NbS in their strategies and planning. Highlands Rewilding Tayvallich Community platform have also incorporated the principles and guidance from the 'Recipe for Engagement' in their stakeholder best practice strategy. The Wildlife Trusts have acted on the peatlands emissions and land use research findings to characterise the condition and emissions associated with 60,000 hectares of their peatland sites and wider restoration efforts across the UK. Key learning to date is that, on aggregate, Agile is achieving most tangible impact at the local and international levels from 'tools'-based outputs (such as models, dynamic maps and algorithms for more accurate projections to inform environmental policies). National policy impacts are currently hard to evidence. There is also a tension in reporting terms what counts as 'regional' impact between 'regional' at the England counties level as opposed to 'regional' at the devolved nations level. The former can be seen as local and the latter national. The main challenge to Agile having tangible policy impact is at the national (UK government) level. Since the 2024 election, the Department for Levelling Up, Housing and Communities (DLUHC) has been replaced by the Ministry of Housing, Communities and Local Government, to reflect the removal of the levelling up agenda. This means that previous targeted policy outputs to DLUHC do not represent the current government's objectives. High levels of staff turnover in DEFRA along with changes in government missions have made it hard to track impact from DEFRA-specific outputs. However, Agile and DEFRA are planning to run a second series of show and tell webinars to share learning directly within DEFRA more widely. The general election in 2024 has meant that some specific targets no longer exist, and we seek to redirect the learning via relevant national-level institutions such as NGOs, and bottom-up influence via local councils. Learning is emerging about how different academic and non-academic outputs can facilitate policy impact. Of the three Sprints which produced 'models' (net zero for Brazil, green ammonia for shipping, and spinning up ESM), uptake of research findings was facilitated by publicity from academic papers. By contrast, the opportunity maps are achieving tangible impact at the local level due to the granularity of the detail provided by non-academic outputs. |

| Description | This dataset contains baseline soil carbon and nitrogen content within a native forest creation site on the Beldorney Estate, Aberdeenshire, Scotland. 17 samples were collected on a 100 m grid at the site prior to planting. The 100 m grid was extended into adjacent grassland that won't be planted and 8 additional samples were collected. The 100 m grid samples were all collected in September 2022. Within the planting area 17 plots were left unplanted, these will be used to track natural tree regeneration, and additional soil samples were collected here in November 2022. Soil carbon and nitrogen content will be tracked at the site as the planted and naturally regenerating trees establish. The work was supported by Natural Environment Research Council (NE/W004976/1) as part of the Agile Initiative at the Oxford Martin School and Leverhulme Trust as part of the Leverhulme Centre for Nature Recovery at the University of Oxford. |

This includes measurements from 72 plots, covering experimental treatment combinations of woodland type (native broadleaf vs sitka spruce), enhanced weathering (with/without basalt addition), and soil microbiome inoculation (with/without soil from mature habitat type), compared to a grassland control treatment. The experiment was established in April 2021 and aims to assess strategies for maximising woodland carbon storage. The biodiversity data from each experimental plot was collected in summer 2023. |

The workshops all included our main partners from Mott Macdonald and BBOWT. The 20th of September workshop also included collaborators from the Treasury and Defra. A field trip to a local BBOWT site, and a stakeholder engagement workshop and networking event, was hold on 13th December. These events are important for bringing together the work package teams, as well as key partners. |

This involved the Sprint team, trained facilitators, teachers, members of the Young Persons Advisory Group and members of the Department for Education. The purpose of the DPA was to collaboratively and democratically explore whether nature-based education programmes can improve mental health and wellbeing in secondary schools, ultimately informing policy development at the DfE. |

| Results and Impact | In this symposium, we bring together researchers working on the science that could underpin planning for nature recovery with decision-makers and practitioners working within government, industry and civil society, to discuss how science could best be deployed to support decisions for nature recovery. Our aims are to: Highlight the work being done by researchers to understand the potential impacts of land use decisions on biodiversity, people, and landscape integrity, both empirical and conceptual and using a range of methodological approaches - in the UK and overseas. Explore synergies and gaps in the science currently being carried out by research groups across the country to inform nature recovery in the UK, including Biodiversity Net Gain and the implementation of the Environment Act. Understand different perspectives on the main questions which still need to be addressed in order to support effective land use planning in the UK. Our symposium is small and highly interactive, based around discussion groups rather than speeches. Our aim is to promote collaboration and to support the generation of new ideas. The insights generated will feed directly into the Natural England Conference on Nature Recovery, to be held at the Royal Geographical Society directly afterwards, on 30th and 31st March 2023. |
