Countering online terrorist propaganda whilst respecting the right to free speech

Abstract

In collaboration with Tech Against Terrorism, this project explores the tensions between the right to free
speech (enshrined in law), and the ready availability of terrorist propaganda/instructional content
online. Understanding, balancing, and implementing these competing obligations is a significant challenge
for tech companies, which this project will seek to address.
Researcher safety: the student will meet the University's Prevent lead and receive information on how to
access welfare services. Terrorist propaganda will only be accessed via TCAP in the secure ERDF-funded
facilities on campus to ensure the data is secure and the student is safeguarded against over-exposure to
graphic materials.
Ethics: the University's Prevent lead, Chief Digital Officer, and the Wales Extremism and Counter Terrorism
Unit will be consulted during the ethics approval process. The student will attend the "Research Methods
and Ethics" module (MA in Cyber Crime and Terrorism); this includes seminars on GDPR, researcher welfare
and researchers' responsibilities.
