An historical account of the development of judicial case management in care proceedings, from the introduction as part of the Children Act 1989 reforms, via attempts to invigorate practice in the Protocol 2003 and the PLO 2008 to the proposals in the Family Justice Review 2011. The Parents' Representation Study provides evidence for current practice and the basis for critiquing the reforms.
