Impact | Ofgem is currently engaged in setting price caps for the GB electricity transmission system, the GB electricity transmission system and the eight GB gas distribution networks. Along with GB's electricity distribution networks, these charges in aggregate constitute over 25% of domestic energy bills and the annual approved revenues exceed £10bn per year. Thus these charges affect the whole GB population. One of the biggest components that determines the revenues is the approved return on equity that itself is hugely influenced by the views taken as to relevant risk measures. Professor Grout's research, undertaken within the CMPO, on the risk of UK utility companies and how this changes over time have helped inform the proposed risk measures that are to be used by Ofgem to determine the proposed allowed revenues. |

Results and Impact | Using a tried and tested measure of management practices which has been shown to predict firm performance, we survey nearly 250 departments across 100+ UK universities. We find large differences in management scores across universities and that departments in older, research-intensive universities score higher than departments in newer, more teaching-oriented universities. We also find that management matters in universities. The scores, particularly with respect to provision of incentives for staff recruitment, retention and promotion, are correlated with both teaching and research performance conditional on resources and past performance. Results and Impact | We examine whether women's electoral success induces greater female political participation in subsequent elections. Using the regression discontinuity afforded by close elections between women and men, and constituency level data on India's state elections for 1980-2007, we show that electoral victory for a woman leads to a large and significant increase in the share of female candidates from major political parties in the subsequent election. Approximately half of this increase is attributable to the entry of new female candidates, a finding that indicates a positive dynamic that could drive continued increases in women's participation in politics. However, women candidates who win or lose the current election have a lower probability of contesting the next election compared to men. Results and Impact | We study the intergenerational effects of parents' education on their children's educational outcomes. The endogeneity of parental education is addressed by exploiting the shock to education levels induced by the 1972 Raising of the School Leaving Age (RoSLA) in England and Wales. Using data from the Avon Longitudinal Study of Parents and Children - a rich cohort dataset of children born in the early 1990s in Avon, England - allows us to examine the timing of impacts throughout the child's life, from pre-school assessments through the school years to the final exams at the end of the compulsory schooling period. We find that increasing parental education has a positive causal effect on children's outcomes that is evident at age 5 and continues to be visible up to and including the high stakes exams taken at age 16. Children of parents affected by the reform gain results approximately 0.1 standard deviations higher than those whose parents were not impacted. Focusing on the lower educated parents where we would expect there to be more of an impact, the effect is indeed larger: children of these parents gaining results approximately 0.2 standard deviations higher. Results and Impact | Professor Carol Propper, Professor of Economics at Imperial Collect Business School and the Economics Department of Bristol University has just completed a major study on levels of physical activity in Britain which suggests that most adults do so little exercise that they are risking their health. Lee Millam went to talk to her. Most work in this field has involved small scale studies, but Professor Propper's research involved a million people over 5 years, across Britain, and questions included 400 plus sports. When you have so much data it is possible to look at the individual correlations of exercise with class, income, ethnicity, geographical location, family size etc. The study was not about attitudes to exercise, so it did not look at why people do or don't do exercise. It simply described who does what. And from this we know that education levels appear to have a major influence on exercise. Only 12% of people with degrees don't do any exercise (so 88% do), but for those who left school with no A-levels, the involvement in sport is much lower. . As Professor Propper says, 'What people don't do enough of are the inexpensive everyday activities.' Results and Impact | The impacts of choice in public services are controversial. We exploit a reform in the English National Health Service to assess the impact of relaxing constraints on patient choice. We estimate a demand model to evaluate whether increased choice increased demand elasticity faced by hospitals with regard to clinical quality and waiting time for an important surgical procedure. We find substantial impacts of the removal of restrictions. Patients became more responsive to clinical quality. Sicker patients and better informed patients were more affected. We leverage our model to calculate potential benefits. We find increased demand responsiveness led to a significant reduction in mortality and an increase in patient welfare. The elasticity of demand faced by hospitals increased post-reform, giving hospitals potentially large incentives to improve their quality of care and find suggestive evidence that hospitals responded strongly to the enhanced incentives due to increased demand elasticity. Results and Impact | This paper uses data from the UK Labour Force Surveys 1986-2011, the New Earnings Survey and the Annual Survey of Hours and Earnings 1975-2011 to re-examine the returns to education from the 1972. Raising of the School Leaving Age (RoSLA) reform in England and Wales. Importantly, the span of our data allows us to investigate the wage returns from an additional year of schooling from labour market entry through to age 54. We show that there is substantial variation in the impact of RoSLA over the lifecycle, which is masked by standard regression discontinuity (RD) estimates. Moreover, the discontinuity in labour market experience at the point of RoSLA has a significant negative effect on the earnings of compliers. N/A |

Results and Impact | We examine whether women's electoral success induces greater female political participation in subsequent elections. Using the regression discontinuity afforded by close elections between women and men, and constituency level data on India's state elections for 1980-2007, we show that electoral victory for a woman leads to a large and significant increase in the share of female candidates from major political parties in the subsequent election. Approximately half of this increase is attributable to the entry of new female candidates, a finding that indicates a positive dynamic that could drive continued increases in women's participation in politics. However, women candidates who win or lose the current election have a lower probability of contesting the next election compared to men. One reason for this is that women are less likely to switch political parties than men. N/A |

Results and Impact | We examine whether women's electoral success induces greater female political participation in subsequent elections. Using the regression discontinuity afforded by close elections between women and men, and constituency level data on India's state elections for 1980-2007, we show that electoral victory for a woman leads to a large and significant increase in the share of female candidates from major political parties in the subsequent election. Approximately half of this increase is attributable to the entry of new female candidates, a finding that indicates a positive dynamic that could drive continued increases in women's participation in politics. However, women candidates who win or lose the current election have a lower probability of contesting the next election compared to men. One reason for this is that women are less likely to switch political parties than men. N/A |

Since the workshop, I have stayed in regular contact with a German researcher working on legal uncertainty (then at the Max Planck Institute, currently at Humbolt University), and also reviewed one of his thesis chapters. Workshop members from the Centre for Competition Policy (CCP) indicated one of their colleague, who was not present at the workshop, would be interested in my work. This person later became the external examiner for my viva. |

Results and Impact | Many changes are being made to the way public services are delivered. The new contracting landscape may be creating opportunities for some but is causing great upheaval for others. What are the benefits - and potential risks - associated with open public services? How can organisations negotiate this landscape? How can they deliver successful, properly funded, services? How can they ensure positive contracting and subcontracting relationships? At this seminar, researchers from TSRC and CMPO discussed third sector involvement in key areas of public service delivery - including the work programme, health and social care, and legal advice. They explored the benefits of third sector service delivery, as well as the impact of this agenda on third sector organisations. An expert discussion panel was held with representatives from the Department for Communities and Local Government, Salvation Army, the Public Management and Policy Association, Local Trust and the London Borough of Lambeth. A publication based on these discussions (pdf) has been produced in partnership with the Economic and Social Research Council. Results and Impact | Recent studies have analysed many components of the education production function. These include estimation of the impact of class size, teacher quality, other school resources, peer groups, cognitive skills, family income, parental human capital and so on. However, one factor that has received comparatively little attention is perhaps the one that the student focuses on most ? her effort in studying is one of the few aspects of educational attainment actually under her own control. Does it matter, does studying hard pay off? Data and identification problems are undoubtedly a major constraint: causal analysis of the impact of student effort on educational attainment, requires an exogenous change in the marginal value of leisure. This paper attempts to quantify how much does student effort matters to educational attainment. We use a sharp, exogenous and repeated change in the value of leisure to identify the impact of student effort on educational performance. Performance is measured using the universal high-stakes tests that students in schools in England take at the end of compulsory schooling. The treatment arises from the fact that the world's major international football tournaments overlap with the exam period in schools in England, well known to be a nation obsessed with football. These tournaments are both attention-grabbing and highly salient for many students. They happen every other summer, so each year is sequentially either a treatment year or a control year. Because of the nature of the treatment and our data, we can implement a clean difference-in-difference design. We compare within-student variation in performance during the exam period between tournament and non-tournament years using seven years of student*subject data on practically all the students in England.
