Culture for Sustainable and Inclusive Peace (CUSP) - Development Award

Lead Research Organisation: University of Glasgow
Department Name: School of Education

Abstract

The Development Award (DA) progresses the Culture for Sustainable and Inclusive Peace (CUSP) Networks Plus proposal to full stage application. Concurrently, the DA sets in place structures and strategies should CUSP proposal be successful and strengthens the capabilities of partner non-academic organisations should the proposal not be successful. By focusing on capability building for funding applications, the DA will have a positive impact regardless of the outcome of the CUSP proposal.

CUSP draws together well-established partnerships between academic and non-academic institutions and organisations in LMIC countries that experience situations of protracted crisis and/or fragile environments. It focusses on the needs, experiences and capabilities of young people, and develops avenues for leadership by women. CUSP addresses the call "Preventing Conflict, Building Sustainable and Inclusive Peace" to identify strategies for conflict transformation through arts and cultural work. Led by the University of Glasgow in collaboration with Keele University, CUSP works with partners in Ghana, Mexico, Morocco, Palestine, Zimbabwe to identify and share successful grassroots conflict transformation practices and to encourage arts and cultural work as ways to promote conflict transformation, economic growth, and (digital) tourism.

The DA will allow partners to:
A. Strengthen and capacitate the research base on conflict transformation and cultures of peace through mutual design of full Network Plus application
B. Capacitate all partners to carry out decolonising research
C. Develop partners' capabilities to progress the Network Plus proposal and/or the knowledge and know-how to actively pursue funding calls

To achieve these aims, the DA will pursue the following objectives:
1. Collaborate online across borders towards the development of a full proposal for the Network Plus call, also addressing reviewers' feedback. Prepare for interview.
2. Meet in person in the spring of 2020 so that

a. Should the CUSP proposal be successful, all partners can meet to:
i. strengthen existing relationships and build new ones
ii. carry out peer training in decolonial research theories and practices
iii. set in place governance and management structures
iv. plan forward for Network Plus next stages

b. Should the CUSP proposal not be successful, non-academic LMIC partners can meet to
i. receive peer training on the requirements of GCRF funding (e.g. in relation to accountability, ethical requirements, safeguarding, due diligence, data management)
ii. draft a common funding strategy
iii. feedback LMIC partners' responses to UKRI, so that LMIC partners' knowledges and practices may be taken into consideration to complement current requirements and procedures.

Should the CUSP proposal be successful, the meeting of all project partners will ensure: that all the necessary structures and procedures are put in place at the earliest possible time; peer training on decolonising research; relationship and trust among partners who have not yet worked together are achieved; short, medium- and long-term planning.

Should the full CUSP proposal not be successful, the meeting will draw together non-academic LMIC project partners, allowing them to build new synergies. It will offer peer-training to foster a clear and practical understanding of the requirements of UKRI funding; awareness of channels to actively pursue funding calls; and strengthen organisations' structures so they can become reliable partners for future funding. The meeting will also lay the ground for the development of new funding applications according to needs and priorities collectively identified. Participation of women from LMIC organisations will be actively encouraged. Finally, partners will feed back the discussion to UK funders, highlighting practical and cultural challenges funding requirements and processes pose and identifying ways to make calls more inclusive

Planned Impact

The CUSP Development Award will make a contribution to:

1. The welfare of people in CUSP's LMIC partner countries (i.e. Ghana, Mexico, Morocco, Palestine and Zimbabwe). This will be achieved through the strengthening of academic and non-academic institutions and organisations, in line with SDG 16 (peace, justice and strong institutions) by:

o Capacitating local researchers to carry out investigation on conflict transformation and cultures of peace through the mutual design and sharing of full CUSP Network Plus application;
o Developing peer-learning sessions on decolonising research methodologies during a face-to-face meeting

2. The economic development and the welfare of people in partner LMIC countries, in line with SDG 16, by:

o Empowering non-academic partners to actively pursue funding calls to meet the needs and priorities they have identified by sharing knowledge and know-how on UKRI funding requirements and processes

3. The welfare of women and girls in CUSP partner countries, in line with SDG 5 (gender equality and empower all women and girls) by:

o Actively encouraging the participation of women at all stages of the full CUSP Network Plus application
o Ensuring that LMIC women's needs and priorities are central to the full development of CUSP Network Plus full application
o Ensuring that the majority of participants at the face-to-face meeting are women

Description This award allowed the international team of collaborators to put together a large funding application for the (AHRC, GCRF) Network Plus funding scheme which was successful in securing funding for a 3 and a-half year project to explore opportunities for conflict transformation through cultural and artistic work in six different countries (five ODA countries and the UK).

The award also allowed to organise a meeting in Ghana for all non-academic partners engaged in the Network Plus proposal to develop their capacity in relation to becoming reliable and knowledgeable potential partners for UKRI funding opportunities that may also arise in the future. This allows ODA non-academic partners to have an input at the very start of funding applications, to shape them so that they effectively respond to their needs and interests; so that they draw on indigenous knowledges and practices; and to ensure that, as a consequence, they have sustainable and scalable outcomes, thus meeting SDG 16 (Peace, justice and strong institutions).

Finally, the award allowed partners to focus on issues of gender and to ensure equal participation of women to the design and development of all the Network Plus activities, in line with SDG 5 (Gender equality and women's empowerment).
Exploitation Route The outcomes of this funding will be taken forward by all partner included in the DA application. Together the partners will shape the Network Plus CUSP to ensure that it effectively addresses the needs of ODA countries in developing conflict resolution strategies through arts and culture. The CUSP DA funding will be taken forward by academic and non-academic partners in five ODA countries and in the UK. All partners will have the opportunity to design local research activities that investigate the potential of cultural and artistic organisation for the development of conflict transformation strategies in cases of gender-based violence and discrimination. Moreover, all academic and non-academic partners involved in the DA will have opportunities to create new links and connections with each other and with other partners at a later stage of the Network Plus award, expanding their capacity for future work in the areas of conflict transformation and gender.
Sectors Creative Economy,Education,Leisure Activities, including Sports, Recreation and Tourism,Culture, Heritage, Museums and Collections

Description The award is impacting non-academic partners in the DA project (small organisations and NGO in ODA countries plus a UK small theatre company) as they are gaining an understanding of UK funding rules and requirements and of the demands of managing of an international collaborative project. As a consequence, partners will be able to: (i) take the initiative to approach UK institutions and shape funding proposals that are aligned to the needs and interests they have identified; and (ii) to present themselves as experienced, knowledgeable and reliable partners for other UK led projects that are exploring areas of interest and needs that they have identified. The award is also impacting academic and non-academic partners in the DA project in relation to their understanding of ethics and safeguarding requirements in international research. Training on ethics in research and the collaborative drafting of a contextually-relevant safeguarding document have raised awareness of the potential for harm that may come of research, of ways to prevent or minimise risk, and of ways to achieve best practice that ensure the safety and wellbeing of all involved and at all times in ways that are attuned to local practices and sensitivities. This ensures long term and sustainable changes in attitudes and approaches that have a positive impact on individuals, groups and communities. The findings of the CUSP DA/Inception are informing the work currently carried out by the CUSP Network Plus, as planned. Please, see CUSP N+ Researchfish entries for details on how the CUSP DA/Inception findings are informing the ongoing work of the Network Plus and have laid the ground for its current outputs and outcomes.

Results and Impact On 10 December 2020, Human Rights Day UNESCO Art-Lab hosted a special event "The imperative of cultural justice: arts for inclusion, equity and human rights."

The Art-Lab Platform was initiated during a Design Thinking workshop co-organized by UNESCO and OHCHR in Geneva, in February 2020, bringing together practitioners, cultural operators, artists, experts in human rights, cultural rights and intercultural dialogue, and humanitarian workers. The workshop resulted in a workplan to mainstream the arts in humanitarian and development programmes, based on three major pillars:

Raising awareness within UN agencies and other stakeholders on the transformative power of art and culture in humanitarian work;
Consolidating the Art-Lab Platform in facilitating exchanges between cultural and humanitarian workers, artists and researchers;
Strengthening research and capacity-building, and pilot-testing tools in the field.

At the event on 10 December, members of the Art-Lab platform presented findings and recommendations of the four working groups. A key issue running through the entire programme is the exploration of the idea that cultural rights might be brought to embrace cultural justice. What new spaces can be accessed through such a move and with what gains for human rights and dignity?

This event featured RILA Artists in Residence Dr Gameli Tordzro and Tawona Sitholé, and UNESCO Chair Prof Alison Phipps.

Results and Impact Why Integration is a Delicate Art that needs everyone's Languages
This seminar discussed the fraught and contested concept of integration, the ways it is used in differing policy contexts worldwide, the hopes it embodies and the utopianism of its demands, together with the models and bridges which are the focus of academic and policy discussions. She will focus on the social scientific basis to the policy context and the demands for measurable results for policy endeavours before turning to an incarnational, anthropological and humanities approach to questions of human integral development and the way arts may soften, and lighten the work of integrating for all.

Results and Impact This workshop run by the Scottish Centre for Conflict Resolution and inlcuded Alison Phipps (CUSP PI), Prof. Nazmi Al Mansri (CUSP Co-I, at Islamic University of Gaza), Mr Chirikure Chirikure (CUSP Co-I, at Litfest Harare) and Ms Chipo Basopo (CUSP non-academic lead, CHIPAWO) discussed their lived experience, so we can better learn from those with long experience of living with conflict, not least from the Gaza strip and Zimbabwe. In particular the role of the arts and the role of languages in breaking the strangle holds of conflict, as well as re-casting difficult subjects which colonise mainstream understandings in particularly unhelpful ways will be a theme in the conversation.

Panelists will use story telling to unpack complexity and focus on human dignity, showing how a story is both an anecdote and an antidote. The vaccination potential of the arts and well chosen words against viral fears will be a central themes of the conversation. The issues of conflict and poverty and oppression which lead people to seek asylum will them allow us to weave together stories in specific conflicts with the epic stories of exile, it's experience and it's transformation and it's potency in human history.

Cyrenians are keen to work together with CUSP on similar events.

Results and Impact The UNESCO RILA team marked UNESCO's 75th with our event "Spotlight Eritrea". Eritreans make up a significant worldwide diaspora of people who have sought sanctuary and the tangible and intangible cultural heritage of this small country in the Horn of Africa is immense. We celebrated the culture of our friends and colleagues in Eritrean communities worldwide with a cultural and critical presentation which recognised Asmara World Heritage Site, which received designation in 2017, and other ancient sites in Eritrea. Research shows UNESCO World Heritage Sites contribute many of the Sustainable Development Goals, including
SDG3 Good Health and Wellbeing student
SDG11 Sustainable Cities and Communities
SDG17 Partnerships for the Goals
The event combined conversation with a traditional Eritrean coffee ceremony performed by Prof Alison Phipps, the ceremony by which peace is made or restored to families, communities and ethnic groups. Participants experienced the sounds and sights, but sadly not the smells(!) of this important cultural practice. After the event registered participants received a care package from the team so they could conduct their own coffee ceremony!
