Low Carbon Innovation in China - Prospects, Politics and Practice

Abstract

China's efforts to low-carbon transition are a key issue for the whole world in the coming decades. China's spectacular economic growth over 30 years has both propelled it to the core of the global economy and geopolitics while also generating massive and growing greenhouse gas emissions; China is now the top global emitter in absolute terms. There are now many programmes of low-carbon innovation in China. Beyond energy generation, system change in various sectors, such as agriculture and transport, is vital. These efforts also interact closely with a top policy priority of the Chinese government to upgrade innovation capacities and economic competitiveness while keeping state control. A century ago, the innovation and related socio-political change occurring in the rising US superpower came to shape societies across the world. Today, whether or not China's low-carbon transition succeeds, and the qualitative nature of the resulting society, will profoundly affect the rest of the world, including the UK.

There is a growing literature on low-carbon innovation in China, especially from thinktanks, global institutions and INGOs, but a lack of in-depth academic research. Most of these reports focus on technology development. They also overlook the significant differences in socio-political contexts between China and rich Western countries. They thus tend to restate conventional policy recommendations that remain ignored or are proving impossible to implement. Low carbon transition fails to emerge even as socioeconomic change continues at spectacular pace. Such obstacles are to be expected, however, when understanding transitions from a broader systems perspective that acknowledges their 'socio-technical' nature. Social, institutional, cultural and political factors linked to changing technologies and practices are crucial in both explaining and eliciting low-carbon transition. Examining the actual practices of users who are expected by policy or corporate strategy to shift to low-carbon technologies can provide a different, more informative picture about what, how and why particular low-carbon innovations are succeeding or failing.

This project aims to fill these gaps and insert a social science, rather than economic, paradigm into conceiving what a low-carbon future could be like. It will explore the prospects, politics and practice of low-carbon innovation in China in three overlapping, but importantly different, domains: solar energy, urban mobility and agri-food. To make research practicable, we focus on specific case studies, chosen to provide comparative insights regarding differing models of innovation in each domain: solar energy (PV vs. thermal), urban mobility (electric vehicles vs. e-bikes) and agriculture (GM vs. agro-ecological cultivation of maize). In each case we thus compare the globally dominant model of high-technology, IP-intensive innovation favoured by current Chinese 'indigenous innovation' policy and an alternative model that is successfully mobilizing other indigenous innovation resources and capabilities, but without such government support.

The project will examine 4 research questions:
1. Are low-carbon transitions emerging in the case study areas and why?
2. With what effects regarding broader systemic decarbonisation?
3. What qualitative socio-political changes are emerging in China with implications for these socio-technical systems and social practices?
4. What lessons does China's state capitalist approach to low-carbon innovation offer UK industrial policy for a) low-carbon transition & b) globally competitive low-carbon industries?

The expected outcomes are a better understanding of: the strengths/weaknesses of different low-carbon policies and strategies; the qualitative nature of socio-political change related to current Chinese low-carbon innovation; and the possible effects of the emergence of the Chinese low-carbon innovation on UK society.

Planned Impact

We envisage the following direct beneficiaries (beyond academia) in the UK:

Relevant policymakers in the UK government, including at BIS (responsible for industrial/innovation policy), DECC (responsible for green economy and renewable energy), DfT (responsible for urban transport), DEFRA (responsible for low-carbon agriculture). Impact will also build on relationships developed by the team over the past years with UK government at the Beijing Embassy (FCO/ BIS/ DfID), including the Science & Innovation Network (see letter of support), with whom spin-off events will be explored to optimize impact and the use of public funds. Strong contacts via the Work Foundation will also maximize impact in UK government (e.g. with BIS Minister Vince Cable).

Key UK stakeholders, including: public sector (inter-governmental, national and regional); think-tanks (including the Work Foundation, Chatham House, E3G, NESTA); third sector/NGOs (especially on environmental issues and with a Chinese presence, e.g. Greenpeace); and consumer groups (especially regarding transport and food).

Business organisations and firms in the relevant sectors, including financial institutions and investors (e.g. China-Britain Business Council, CBI, Renesola, SolarCentury, Smith Electric, Arup, Syngenta, Climate Change Capital).

Within China, similarly, central (e.g. MOST, MOA, NDRC) and provincial ministries, major firms (e.g. BYD, Suntech, Shenzhen Bioenergy), national and international NGOs (e.g. Greenpeace, WRI, WWF) and other stakeholder organisations with whom the research team (UK and Chinese) have an established history of collaboration will also be direct beneficiaries.

Government, business and other stakeholders will all benefit by gaining a better understanding of the dynamics of low-carbon innovation and transition in arguably the most important country regarding these issues - whether as emitter, market for trade and investment, competitor and/or partner in innovation and maker of international policies. By investigating socio-technical transitions in-the-making across a number of key sectors in China, the project is tackling a key theoretical puzzle and methodological challenge associated with contemporary transitions theory - itself key to practical understanding of long-term improvements in quality of life in the UK and internationally. The project will provide insights and resources necessary to inform and improve policy-making and business strategy in the UK and China.

Many of these non-academic beneficiaries are involved in the research through interviews and workshops (as specified in the Prospective Interviewees Table [see Appendix]). These users of the research outputs will be engaged at the outset of the project (around the first project meeting), periodically through its course (through research and engagement activities) and at its conclusion (final workshops). The project's design enables impact pathways to be further developed, monitored and periodically adjusted through the PIPA process (see 'Pathways to Impact' document).

The Advisory Panel and key conference events will bring together policy-makers and experts from China and the UK to enable knowledge sharing and dialogue around the project outputs. Policy briefs (published also in Chinese) and the report developed with the Work Foundation, along with a dedicated media strategy, will tailor project outputs to maximise impact by raising awareness, generating evidence for policy-makers and providing key insights for business. A series of articles on chinadialogue.net (the only dual language platform on environmental issues in China, for which Geall is Deputy Editor) will also be published.

Indirect benefits will also accrue to UK citizens to the extent that policy recommendations expedite low-carbon transition and benefit British society, reflecting the ultimate aim of the project.
 
Description This research has generated significant advances across several crucial issues.

1) Substantively, the project identified significant emerging phenomena previously unrecognised (or at least neglected) in the key but poorly understood case of China: the importance of grassroots/ bottom-up innovation (e.g. alternative food networks); the central importance of practices (e.g. vehicle use and recharging) in shaping demand (itself an often-neglected concern); and the increasing agency of civil society in influencing directions of innovation, including controversial technologies (e.g. GM food).
a. Regarding solar power
- barriers to rollout of solar PV at distributed scale, from unresolved disputes around user access rights for urban renters; local grid recalcitrance to install monitoring equipment; uncertainty around policy effectiveness, e.g. Feed-in-Tariff.
- demand-led successes around solar water heaters in rural areas, where user access rights to rooftops are rarely an issue and grid integration is not needed.
b. Regarding urban e-mobility
- overlooked barriers to EV adoption from strong socio-cultural associations of high personal quality with large, foreign ICE cars and, conversely, to E-bike mass adoption from associations with low personal quality and security risks.
- significant, if overlooked, dynamism across a broader definition of mobility system innovation, including in digitized mobility innovations, sharing and small 'low-speed' EVs.
c. Regarding sustainability-oriented innovation in maize agriculture
-overlooked barriers to commercialisation of biotechnology innovation, regarding socio-political concerns around environment and health, possible rebound effects and questions around technology effectiveness.
-demand-led successes in digitally-enabled networks for the supply of safer and more ecologically grown food; NGO-farmer-academic exchange networks promoting participatory approaches to plant breeding; restaurants linking agro-ecological small-holder farmers with urban consumers.

In short, answering our first two research questions:
- Momentum for low-carbon transitions is building in China, but still with as-yet-uncertain trajectories and not yet coalescing into dominant models that will effect major GHG mitigation.
- A paradoxical yet productive interplay between dominant hi-tech innovation models and resilient but neglected disruptive innovation models continues to unfold, confounding straightforward assessment of China's innovation capacity.

2) Theoretically, the project also developed power-attentive 'phronesis' approaches to studying low-carbon transition in ways that are attentive to the qualitative novelty and normative aspects of socio-technical change, can work within diverse (i.e. not just Euro-American) political contexts and in ways capable of illuminating this process in real-time.

3) Regarding its third research question, on the parallel socio-political changes emerging in China (and thence possibly globally) with and through its low-carbon innovation efforts, the project identified the role of the everyday politics and specifically "civilizational" practices of governance - a key issue for future research. A major monograph draws out the global political economic implications, tracing an embryonic transformation to a new, post-neoliberal and complexity-attentive global regime of capitalism.

4) The project has developed new ways of engaging stakeholders in China with social scientific research, particularly regarding future trajectories of innovation. Workshops held with key partners (academic, private sector, civil society) in each research package enabled the sharing and discussion of findings, and built up experience and connections for future research and engagement.
Exploitation Route The findings may, and already have been, taken forward in diverse ways by multiple parties. This includes through new follow-on collaborations amongst the project team and other partners. We do not repeat here the Impact Report (to be submitted 12-months after the end of the project) nor reproduce the list of impacts so far. Suffice here, then, to note that our work has been cited in important policy reports and has generated considerable media reports, interviews and articles, which in turn have been widely circulated; while project outputs have led to personal invitations and interviews with diverse private sector and government institutions. In terms of use of the findings, the project work has also led to several follow-on and adjacent collaborations (e.g. an analysis paper for the Lowy Institute about China's green leadership; a joint proposal between chinadialogue and the Woodrow Wilson Centre to the Smith Richardson Foundation about bottom-up innovation and citizen science approaches in China, and their political ramifications; a STEPS centre working paper on the parallel issue of renewable energy and poverty alleviation in China) and is leading to further discussions about new projects on, e.g., futures of urban agriculture in China and smart, sharing mobility.

Results and Impact A closing project workshop on urban mobility futures in China was held at Tsinghua University, Graduate School in Shenzhen. Over 50 participants, including the former Vice Mayor of Shenzhen and delegates from Chinese and international mobility companies (both large/multinational and start-up, and across a range of industries (including automotive, car-sharing etc...)), national and international NGOs and thinktanks, an international museum (V&A), as well as postgraduates and academics discussed a set of 4 future scenarios for urban mobility in China in depth and in panel/plenary sessions, in order to have direct input into a subsequent report summarizing these scenarios for broader public consumption. The opening talk (by the PI) and subsequent event led to an email direct from the former Vice Mayor saying "wonderful presentation (thumbs up). Wish to keep in touch", and the subsequent invitation to present at the 4th annual Shenzhen Low Carbon City Forum (see separate entry).

Results and Impact I was invited to take part in a live Chinese-language (translated) discussion online, organised by the Munk School of Global Affairs at University of Toronto, focused on food safety in China. The participants were all ordinary Chinese citizens interested in the topic who had participated in an online "game" about food safety, and were invited to take part in the dialogue. Over the course of an hour I answered many questions posed by around 700 online participants about topics around GMO foods, pesticide use, regulation and more.

Results and Impact Appearing on August 31, 2015, Sam Geall was interviewed by Christina Larson of the New Yorker magazine, for an article about China's development of GMO technologies. He referred he to the ongoing research. "If the government says that G.M.O. food is safe, Chinese people won't readily believe it," Sam Geall, an anthropologist at the University of Sussex who has been conducting field research recently in Beijing, told me. For the past eighteen months, Geall has been studying public opinion regarding G.M.O.s in China. The chasm of credibility and the lack of a trusted referee make it hard for the public to sift rumor from fact, he said: "This may be the clearest example where public opinion in China has likely played a role in stalling or stopping an innovation pathway that the government backs, for better or worse."

Discussion led to interesting comparisons regarding contemporary mobility politics in Brazil, and requests for further information and collaboration. Results and Impact I was invited to attend and speak on a panel about China's clean energy with Al Gore at the Climate Reality Project conference in Shenzhen, China. Local government and business leaders from around the region were invited to attend as part of a training event to increase awareness and communication skills about climate change among stakeholders. I had many subsequent conversations with participants from the conference, which resulted in invitations to attend further conferences and write publications.
