Senior Fellowship in the Role of Digital Technology in Understanding, Mitigating and Adapting to Environmental Change
Lead Research Organisation:
Lancaster University
Department Name: Computing & Communications
Abstract
Digital technologies have a crucial role to play in helping scientists and other key stakeholders to more deeply understand the natural environment and its complex web of interconnected ecosystems. This deeper understanding also supports the development of more grounded mitigation and adaptation strategies in response to environmental change. This fellowship will enable myself to establish a rich, cross-disciplinary research programme at Lancaster with the goal of carrying out world leading research in the role of digital technologies in deriving such strategies. The research programme is built on three key pillars:
Digital innovation as an enabler. Technology is having a profound impact on the digital economy and many areas of society, but its role in managing environmental change is significantly under-developed. This programme will focus on three major (and complementary) areas of digital innovation, namely the Internet of Things (IoT), cloud computing and data science: IoT has the potential to provide rich, real-time data about many facets of the natural environment at a scale previously unimaginable; cloud computing offers elastic storage and computational capacity to bring together diverse data-sets from different geographical locations and at different scales and open this up to a range of stakeholders; data science provides an abundance of analysis techniques to then make sense of the data and hence to inform mitigation strategies and associated policies.
Science as a conduit. Science has a crucial role in interpreting big data but, crucially, to achieve this, science must change. The programme will investigate how technology can support a paradigm shift in science towards an approach that: i) is more intrinsically open and collaborative through a philosophy of open data, as enabled by the cloud (e.g. including support for citizen science); ii) represents a more integrative, holistic science whereby different scientific disciplines work together, alongside social, data and computer scientists, to facilitate deeper and more meaningful data-driven understanding of ecosystems and their intrinsic complexities (again supported by cloud computing); iii) embraces complex systems thinking taking input from research on ecosystem services, complexity science and systems of systems approaches; iv) recognises the importance of uncertainty and seek technological solutions that help manage uncertainty in all its dimensions and support decision making in an uncertain and complex world.
Impact as intrinsic. One major success of the Digital Economy programme was to develop a research community and set of approaches that emphasised stakeholder engagement and impact on society. This programme builds on this experience and adopts an experimental, agile and iterative methodology involving a close collaboration with a wide range of partners/stakeholders. This inherently participative approach is carefully designed to enable insights and breakthroughs in mitigation and adaptation strategies related to water/food/energy security, national infrastructure and biodiversity loss.

Planned Impact
This is an ambitious programme both in terms of the targeted scientific and technological discovery and also in terms of its intended impact. The impact strategy involves five strands: i) to influencing future research and funding agendas in digital technology and environmental change; ii) to support a paradigm shift in science towards an approach that more intrinsically open and collaborative, integrative, that is data-driven, and that deals intrinsically with complexity and uncertainty; iii) to support the development of well-informed policy policies and strategies for mitigation and adaptation in the face of environmental change; iv) to seek pathways to innovation based on the research results and insights; v) to use a range of novel means, including digital media, to communicate with the general public.
These all require the deep involvement of a range of stakeholders, and having a vibrant community underpins the whole impact strategy. The programme of work therefore emphasises community building and engagement.
One major success of the Digital Economy programme was to develop a research community and set of approaches that emphasised stakeholder engagement and impact on society. This proposed programme builds on this experience and adopts a methodology, called Speedplay developed in the CaTalyST project. Speedplay combines elements of agile, iterative development with principles drawn from action research and participatory design. The former allow experimental projects to be built rapidly with limited resources; the latter allow for a proper understanding of the societal context and needs of stakeholders. Developing this further, in the approach stakeholders are not simply 'involved' in the software development process but they jointly set the research agenda and pro-actively engage in the design and development process.
A range of other mechanisms are also planned to enhance community building and engagement, and the impact of the work, including: i) the organisation of facilitated community events, for information exchange and sharing but also to explore equipping the community to enhance its impact and influence policy; ii) the organisation of a high profile summit focusing on digital technology and LWEC; iii) the production of a set of policy and production notes for the associated LWEC series; iv) the running of an open competition offering five small grants of £10,000 as seed-corn funding for potentially impactful innovations in this space (hence drawing in other parties); v) the production of a series of short films (available through a youtube channel) to communicate results (mirroring an impact strategy used successfully in CaTalyST); vi) the pro-active offering of seminars nationally/internationally on the topic of the research. The PI will also exploit existing links, particularly with research councils and the Belmont Forum to further disseminate the results.
Research collaborations and partnerships are crucial to our mode of working and to our impact strategy, and organisations involved include the Centre for Ecology and Hydrology (CEH), Small World Consulting, JBA Trust, Microsoft Research, the Alan Turing Institute, the JRC Science Hub, the Environment Agency and the Digital Catapult. The LWEC network is also very important to the project and is strongly encouraged to participate in sprints and events (the PI has links with at least eleven of the members).
The programme of research will be overseen by a Steering Committee and its membership and terms of reference will be established in close cooperation with the LWEC and DE programmes. This steering committee will ensure the relevance of the research to the funding bodies and greater LWEC community.

Title | Entangled Festival: a week long festival of |
Description | From 18th to 26th September 2021, the Ensemble team ran a festival of arts, science, technology and nature (the Entangled Festival). This was very much a culmination of the senior fellowship, looking at the role of digital technology in understanding and managing the natural environment, and drawing on the large body of research we have worked on collectively over the past five years. The festival also built on the insights we have gained around the role of arts and creativity in not just conveying often complex scientific concepts and messages, but also enabling deeper engagement with a range of audiences including the general public, children and those responsible for decision-making in the crucial area of environmental change. The festival was particularly inspired by the final year of the project when we have been focussing on the complexity of ecosystems and the need for more systems thinking in tackling such complexities - hence the name 'Entangled'. The festival featured a range of offerings drawing from the wide range of themes we have worked on during the five years of the senior fellowship. Our research experience was captured in our: 'conversations' (featuring some of the great people we have met and worked with over the project, in the format of chat shows); 'inspirations' (our 'thoughts for the day' by inspirational people that again we have worked with, intended to stimulate debate throughout the week); and 'threads' (capturing the entangled journeys and golden threads from the perspectives of different team members). We had a wide range of educational activities targeting members of the public and seeking to promote a message of transdisciplinarity and the excitement of science within our schools, e.g. see our Biodiversity Logbooks activities. The festival also featured a range of artistic events, including 5 commissioned works of art drawing on core themes that we had extracted from our work. |
Type Of Art | Artistic/Creative Exhibition |

Impact | This was a major event and it reached an audience way beyond the traditional academic audience. For example, we issues 67 tweets reaching an audience of over 14,000 people. During the week, we have over 7,000 visits to our website. We interacted with 577 members of the public at our festival hub located on Morecambe prom, and so on. As events were either held online or captured in digital form, all content is available on our website representing a significant legacy from the research produced as part of the senior fellowship. |

Title | The River Library (Claire Dean) |
Description | The River Library is a set of three books to inspire storymaking that contain miniature models of rivers. People are invited to throw story dice into the books and to use these as prompts to help them tell their own stories of rivers and flooding. The symbols on the story dice include people and animals, landscapes, characters from folklore, and objects that might help in a flood. The more dice someone throws the more chance there is of a significant flood, but they could also get more elements to use in their story |

Title | We Are Riverish (Claire Dean) |
Description | We are Riverish is a story that won't last. Printed on water-soluble paper the story is made to dissolve in water and is inspired by the fact that over time many libraries and people's book collections have been lost to flooding (including, very nearly, the researcher's own). The story's narrator tells us about their childhood in a house beside an urban river. Unexpected things happen when the river decides it wants to see more of the city and takes on human-like forms, so it can leave its banks to explore. |

Description | From this research, we have a deep understanding of how digital technologies incl. new ways of capturing data (such as IoT), new ways of storing and processing data (incl. cloud computing) and new ways of making sense of this data (through data science) can strongly influence the nature of environmental science and direct it towards a more open, collaborative and integrative discipline. Our work on virtual labs is also supporting this. We have investigated these potential transformative impacts in different sectors: flooding, biodiversity, soils and ecosystem services. |
Exploitation Route | Virtual labs are being rolled out via our partner UK CEH through their Data Labs project, influencing future generations of JASMIN (the infrastructure for data analytics run on behalf of NERC and others). The research is directly feeding into the UKRI programme on Constructing a Digital Environment. The PI (and senior fellow), Prof. Blair, joined UKCEH in January 2022 as Head of Environmental Strategy and experience from this grant will directly influence this strategic work with beneficiaries being UKCEH and the broader NERC community in the UK. |

Results and Impact | CEEDS Workshop on Model Coupling CEEDS is organising an online workshop on Friday 18th September, 1100-1300 on the important topic of model coupling. This is in follow up to the successful seminar held in June and is a pilot for a series of such workshops intended to maintain the narrative initially developed at seminars. The goal is for this process to lead to concrete outputs such as research bids and joint papers. The workshop will consider key questions raised at the seminar around the role of model coupling in integrated environmental modelling, including questions around how we deal with issues around uncertainty, scaling and complex feedbacks, and how to provide a modular toolkit to ease the development of coupled models. The workshop will be facilitated by Countryscape. The workshop will be held online on zoom, and a link will be sent to participants in advance of the workshop. It is necessary to register in advance for this workshop at the following link: https://www.eventbrite.co.uk/e/ceeds-online-workshop-on-model-coupling-tickets-119956590391 |

Results and Impact | The timescapes project worked with 14-18 year olds at Carnforth High School, Morecambe Bay Academy, Our Lady's Catholic College, Bay Leadership Academy, and Lancaster and Morecambe College to create images of coastal futures in Morecambe Bay. The project was supported by Lancashire Archive, Lancaster City Museum, Lancaster Maritime Museum, and Heysham Heritage association, who provided archival materials documenting historical changes around the bay, and also by artist Karen Lester, who ran a session on documenting saltmarshes. Approx 100 young people involved. Sessions focused on the past, present and future (predictions) for the coast. The young people produced images to be turned into steroscopic images of imagined futures. |

Results and Impact | Louise Mullagh & Justin Larner organised a walk along the way of the Mill Race in Lancaster to explore how communities and businesses who experience flooding can contribute their knowledge, experiences and memories about these events in the city and to the data collected by environmental and data scientists. The Mill Race is a stream that lies underneath the city and once fed the mill near Dye House Lane in the city centre. It started close to what is now Ladies Walk and can still be seen where it empties into the Lune, underneath Millenium Bridge. It sparked local interest in a hidden feature of the city and how it may have influenced recent major flooding events as a peculiarity of the place. |

Results and Impact | Webinar presented to the CSDMS community (Community Surface Dynamics Modeling System) Abstract below: Digital twins are increasingly important in many domains, including for understanding and managing the natural environment. Digital twins of the natural environment are fueled by the unprecedented amounts of environmental data now available from a variety of sources from remote sensing to potentially dense deployment of earth-based sensors. Because of this, data science techniques inevitably have a crucial role to play in making sense of this complex, highly heterogeneous data. This webinar will reflect on the role of data science in digital twins of the natural environment, with particular attention on how resultant data models can work alongside the rich legacy of process models that exist in this domain. We will seek to unpick the complex two-way relationship between data and process understanding. By focusing on the interactions, we will end up with a template for digital twins that incorporates a rich, highly dynamic learning process with the potential to handle the complexities and emergent behaviors of this important area. |
