Exit, Voice or Accommodation?: white working-class responses to ethnic change in Britain

Abstract
In the past decade in Britain, the 'white working-class' has been the focus of unprecedented media and policy attention. While class is a longstanding discursive category, the prefix 'white' is an important rider. We live in an era of global migration. Population pressure from the global South, and demand for workers in the developed North, will power what some term a 'third demographic transition' involving significant declines in the white majority populations of the western world (Coleman 2010). In the UK, the upsurge in diversity arguably presents a greater challenge for the working-class part of the white British population than for the middle class. Why? First, because for lower-status members of dominant groups, their ethnic identity tends to be their most prestigious social identity (Yiftachel 1999). Second, minorities tend to be from disadvantaged backgrounds and are therefore more likely to compete for housing and jobs with the white working class. Finally, because the white working-class is less comfortable navigating the contours of the new global knowledge economy than the middle class, it is more attached to existential securities rooted in the local and national context (Skey 2011).
How might the white working class respond to increasing diversity? Drawing upon Albert O. Hirschman's classic book Exit, Voice and Loyalty (1970), we posit three possible responses: 'exit', 'voice' and 'accommodation.' The first possibility is white 'exit': geographic segregation, or, in the extreme, 'white flight'. A second avenue is 'voice': spearheading an identity politics based on opposition to immigration and voting for white nationalist parties. A third possibility is accommodation, in which members of the white working-class become more comfortable with elevated levels of ethnic diversity in their neighbourhood and nation. From exploratory research and existing literature, we suggest that a three-stage pattern of voice, exit and accommodation may be a useful way of thinking about white working-class responses to diversity in the UK. In other words, initial diversity meets strong white working-class resistance, expressed in attitudes and voting. This is followed by a degree of white outmigration, and then by a decline in anti-immigration sentiment and far right voting. Yet these broad patterns require finer-grained analysis that takes both individual characteristics and local context into account.
This project will test these propositions through quantitative and qualitative research. There are three major dimensions of white working class attitudes and behaviour we seek to explain. Namely, whether members of the white working-class: 1) are more likely than other groups to leave or avoid areas with large or growing minority populations; 2) oppose immigration more strongly if they reside in diverse or ethnically changing wards and local authorities; and 3) support far right parties more if they reside in diverse or ethnically changing wards and local authorities.
The quantitative research will be based on ONS longitudinal survey and census data, as well the large-scale Citizenship Surveys and Understanding Society surveys. We will identify individual respondents from the quantitative research and explore their responses through qualitative work, in the form of three focus groups - two in Greater London, one in Birmingham. These will probe connections between respondents' local and national identities, their intentions to move neighbourhood, and their opinions on immigration, interethnic relations, community cohesion and voting behaviour. A central question we seek to answer is whether inter-ethnic contact reduces white working-class antagonism toward minorities (the contact hypothesis), or whether increased diversity leads to white flight, leaving relatively tolerant whites remaining in diverse neighbourhoods. The latter, 'hydraulic' process mimics the contact hypothesis but does not signify increased accommodation.

Planned Impact
The question of how the white working-class responds to growing diversity is of interest to think tanks, public servants and political parties. This is also the case in much of the rest of the western world. As the high-profile debate over whether Britain is 'too diverse' to build solidarity (Goodhart 2004) or, in Trevor Phillips' words, is 'sleepwalking into segregation', the media, politicians and policymakers evince a strong appetite for this topic. This is especially the case in view of the Big Society and 'broken Britain' narratives: local communities can only deliver on wider policy aims if such communities possess adequate community cohesion.
Too often, opinions go uninformed by social research. This project directly addresses this weak link by establishing a working partnership between investigators at Birkbeck College, and a nonpartisan think tank, Demos. Academia specialises in rigorous data analysis and a grounding in the conceptual literature. Think tanks like Demos have extensive links with politicians, the media and government departments and a track record of preparing reports and policy briefs. They regularly conduct focus group research. This project allows for a synergy between these two institutions: academic findings can be conveyed along Demos' policy network while Demos' qualitative expertise can be cross-fertilised with Eric Kaufmann and Gareth Harris' analytical skills and familiarity with the academic literature on national identity, the British National Party, immigration and ethnic conflict.
Demos will provide the primary gateway to policy impact for this project. We identify three distinct levels of impact: political, media and policy. Numerous politicians have written for Demos or attended Demos events. Indeed, most politicians with an interest in the response of the white working-class to diversity are known to us. In terms of political impact, this will be generated through Demos project events, notably the launch event for the report. We will be inviting those we know to be interested in this subject to a series of Demos events presenting project findings. Invited politicians will include, among others, David Willetts (Higher Education Minister), who regularly attends our events, David Lammy (Shadow Higher Education Minister), Gavin Barwell (Tory MP for Croydon Central), Andrew Stunnell (Lib Dem MP for Hazel Grove), Hazel Blears (Labour MP for Salford), Robert Halfon (Tory MP for Harlow) and Maurice Glasman (Labour peer). Demos events of this kind involve a roundtable format in which discussion is led by a minister or politician.
The second impact strand revolves around media. Our Demos report and other project findings will be publicised through a press release, on the Demos policy blog and via the Demos twitter feed. Demos reports are routinely covered in the mainstream national media in publications such as the Guardian, Economist, Spectator and New Statesman. The PI, who has published and interviewed widely in the media, will write at least one article for Prospect or a major broadsheet. Second, the PI and Gareth Harris aim to publicise important findings through a submission to ESRC Society Now and an ESRC evidence briefing to reach policymakers similar to those written for his previous ESRC awards. The third major strand of impact concerns policy. Demos regularly briefs government departments and ministers, including at the Department for Communities and Local Government (DCLG), Home Office and Department for Education. Policymakers from these departments, as well as the Equality and Human Rights Commission, will be invited to the launch event and subsequent project events. Findings will also be disseminated on the Demos policy blog and twitter feeds which are followed by numerous civil servants.

Trends in Ethnic Residential Segregation
Description | I have built on previous work from this grant. That is, previous work found that White British people were moving towards areas of White British concentration. It noted how minority levels locally result in lower White British opposition to immigration while minority changes produce the opposite effect. This observation formed the basis for my article in Electoral Studies (2017) and for a meta-analysis of the literature on diversity and white threat (under review). This has subsequently fed into a book which has recently been submitted for publication (Penguin, October 2018). In addition, I have presented to the APPG on Social Integration and spoken with officials in no 10 Downing St policy unit and at DCLG about an impending integration project. |
Exploitation Route | Further work is needed on understanding the drivers of white preference for neighbourhoods that are over 85% white. Is this to do with reputation, ethnic stability or family/friendship ties? On the immigration attitudes side, more work is needed to understand whether minority integration makes any difference to white attitudes at any scale. |

Description | Our findings have been heavily used by think tanks and the print and electronic media in 2013-14 around two major themes. First, white flight from London and questions of integration and housing; second, the role of immigration and ethnic change in the rise of UKIP. We have also briefed politicians and policymakers and communicated to them through live events, publications and the media. We worked through our partner, the nonpartisan think tank Demos, to communicate to policymakers and the media. We published a Demos report which was widely circulated and sent to over 100 key policymakers, politicians and opinion formers, with thousands of others notified of the free e-link via Demos' 25,000-strong twitter feed and its website. The report was launched at Conservative Party conference at a fringe event. We engaged extensively with media and think tanks. Our report made policy recommendations in housing, refugee dispersion and with regards to narratives of integration, cohesion and Britishness. We held two events which each featured politicians as discussants or speakers (Gavin Barwell, Conservative MP; Frank Field, Labour MP; and Conservative immigration minister James Brokenshire, MP ). I have spoken at, among others: Conservative Party conference (discussants at two events included James Brokenshire and also Dominic Grieve, Tory MP for Beaconsfield ); CityForum College of Policing roundtable; 47/49 Tanner Street art installation. I have advised, among others, FilmClub - a charity seeking to bring people of different ethnic backgrounds together through film; the Home Office - Office for Security and Counter-Terrorism; Ipsos-Mori polling firm; and Legal & General asset management. We also held a roundtable in collaboration with Chatham House, chaired by the BBC's Ritula Shah, and a joint event with Political Quarterly which led to a special issue of this journal which is widely read by policymakers. Description | Four focus groups of 15 individuals each were conducted in greater London and Birmingham in adjacent locales, one diverse, one more homogeneous. Locations were Croydon and Bromley in Greater London, and Lozells and Sutton Coldfield in Greater Birmingham. Participants were paid £75 for their time. Respondents were asked about perceptions of immigration and residential choice. We explored the 'halo' effect among those in whiter areas living in proximity to diversity, and the 'contact' effect of whites living next to minorities in diverse areas. The former is theorised to increase threat perceptions of diversity, the latter to mitigate them. Questions also explored ethnically motivated 'white flight' or whether social ties and amenities account for ethnic sorting. The link between immigration and issues of fairness, housing, services and employment was also broached. Results and Impact | In the 2015 General Election 'English issues' took a much more prominent part in the campaign and its coverage than in any election for many years. Would a Labour minority government seek the support of, or be dependent on, the SNP? Should voting procedures within the House of Commons give English Votes on English Laws? How far should English devolution go? Did UKIP have an appeal to a particular section of English voters? These issues influenced the election media coverage and the campaign strategies of the parties. They may have influenced voters and may have shaped the political terrain for future years. This seminar will try to understand the influence and importance of 'the English question' in 2015 from different perspectives: election analysts, pollsters, political commentators and candidates in the frontline. By doing so, we hope to gain a better understanding of whether and how similar issues will play out in the future. Results and Impact | The theme for the annual seminar series in 2013 is 'The search for Contentment: Shifting Values in the UK and Japan." In economics, there is rising interest in how to maximise happiness rather than just GDP. Religion and philosophy have always had plenty to say on this topic, and it raises questions across a broad range of areas. The second seminar in our series touches on religion. The third seminar will invite two speakers from the social sciences to talk about identity and nationalism in the UK and Japan. Post-industrial societies seem to have reached a new phase in which they are focussing on issues such as community coherence and cosmopolitanism. Japan, especially after two big disasters in the last two decades, appreciates its sense of national solidarity and the support it has received from the international community. But nationalism is also on the rise in both Japan and the UK. Against the backdrop of difficult issues with neighbouring countries, the Abe government is talking of amending Japan's long-valued "Peace Constitution", while Japanese netizens exchange vitriol with their neighbours on the blogosphere. In the UK, UKIP's tough anti-immigration stance is bringing it electoral success, partly reflecting concerns that immigrants are undermining traditional British values. Is the rise in nationalism just a result of the tough economic situation? Or are people trying to cling to their ethnic origins and associated values because they feel they are losing their identity? Results and Impact | This Round Table has been convened by Cityforum at a significant point in the evolution of the College of Policing as it defines and develops its role as catalyst, enabler and 'deliverer' to a future police service which must adopt ever higher standards of leadership and professionalism in order to meet its responsibilities to the public. The Government is laying ever greater stress on the leadership requirement and the matter is a particular priority of the Home Secretary. Defining what leadership means and interpreting the implications for future policing of the nation is difficult, especially in a period when responsibility and accountability have become much more diffuse and financial pressures have intensified. The experience and knowledge of academics, business organisations, the third sector and other professions all have a valuable contribution to make if we are to achieve this objective. This Round Table has four aims: 1. To produce an accurate analysis of the society that will require policing 2. To relate the societal challenges and demands on the police to the requirements of years when stringent economies will be required, after the 'low hanging fruit' has all been consumed 3. To clarify the qualities required of those leading the whole service and not just the parts with uniformed responsibilities 4. To work out how to deliver changes at speed and use the capabilities and experience of industry, the professions and community bodies The Round Table will culminate in a Brains Trust session that focusses on identifying the actions required, both to deliver the quality of leadership necessary at all levels to produce the standard of service expected, and to establish a convincing narrative that gains public trust and support. |

Since then, Europe's migrant crisis has further raised the significance of the immigration issue among western European publics. Populist Right parties such as the Sweden Democrats, Austrian Freedom Party and True Finns have surged in the polls. The Freedom Party has doubled its vote share in Austrian local elections. In Germany and Sweden, opposition to immigration has risen dramatically. At the same time, many voters support the plight of the refugees which some observers hope will damage the populist right. This event brings together leading commentators and scholars to discuss British and European asylum and immigration policy and what current research tells us about the implications of the migrant crisis for the rise of the populist right. |

Results and Impact | Throughout the West, demographic changes are leading to a decline in the ethnic majority share of national populations. At the national level, large sections of the white majority are averse to immigration, attitudes that have helped power the ascent of far right parties and steered the political mainstream toward tighter border controls. At the local level, white withdrawal from diverse neighbourhoods, sometimes dubbed 'white flight', appears to characterize urban areas in Europe as well as America. The speakers will address these two responses in tandem, offering perspectives from America, Britain and Europe. The event will be followed by a wine reception.
