Adapting and enhanCing the Community Environmental Sensor-Survey network in the UK: ACCESS-UK

Abstract
Concerns about the environment are more apparent than ever before. Pressures on the land to provide enough food have forced the agricultural sector to maximise their productivity using fertiliser and pesticides. But these measures have an impact on the nation's biodiversity, killing insects and other wildlife. Meanwhile, changes in climate are altering the whole system, with earlier springs, more frequent and severe floods and droughts and the possibility of wildfires. The international agreements to curb climate change mean that more of the land needs to be used for forestry, rewetting peatlands and growing biofuels.
The land, water, air system is linked: a solution designed to resolve one of the issues is likely to impact our ability to resolve another. What is needed is a holistic approach to solving these problems, based on an understanding of how the earth-system responds to change.
A new approach to building environmental policy is needed based on these holistic solutions, which need to be scientifically robust so that the public will trust both the government and the scientists. This can only be achieved in partnership between government, industry and academia.
The ACCESS-UK programme will build the science-policy network to support such a partnership, including not only the underpinning science infrastructures to deliver long-term, large scale data sets of the environment, but also partnerships and training with the academic sector, partnership and data-platforms with the wider environmental community, all brought together with policy user groups to define the outcomes that are needed.
The challenges tackled by ACCESS-UK are:
to create a science-policy network that includes data and analysis for scientists, industry and policy.
to ensure that all players in this larger picture are working together with the best evidence that is available.
to communicate with the public and the government about the new cutting-edge nature-based solutions to the urgent issues, so that positive change can be made to save our environment.
These challenges will be addressed by bringing the many scientists both in academia and in the government agencies together through a collaborative network. The network will have nodes based on the five Themes identified as critical to resolving the environmental crisis (Climate Extremes, Land Use and Net Zero, Pollution, Biodiversity and Integration) and will define how to increase the sharing of data, of monitoring protocols, of analysis and scientific enquiry. By enabling and collaborating with the academic community, the ACCESS-UK programme will increase the insight into the way that the land-system is changing and how it responds to pressures.
To support the academics in their research, both within the programme and externally, ACCESS-UK will invest in new methods to access, analyse and integrate the data. This will include multi-disciplinary science hubs that will bring together new combinations of environmental data.
To increase the societal and environmental impact of the programme, the ACCESS-UK collaborative network will include key stakeholders in government agencies as well as industry who will help to evolve the ACCESS-UK programme, ensuring that the underpinning data and science is relevant to the key policy issues.

An NH3 enhancement experiment was established in an ombrotrophic bog near Edinburgh, UK in 2002. Under suitable wind conditions measured, NH3 is released towards a downwind monitoring transect. Along the monitoring transect, NH3 concentrations in the air are measured using monthly passive samplers. | Title | Daily and sub-daily hydrometeorological and soil data (2013-2023) [COSMOS-UK] |
| Description | This dataset contains daily and sub-daily hydrometeorological and soil moisture observations from COSMOS-UK (cosmic-ray soil moisture) monitoring network from October 2013 to the end of 2023. These data are from 51 sites across the UK recording a range of hydrometeorological and soil variables. Each site in the network records the following hydrometeorological and soil data at 30-minute resolution: Radiation (short wave, long wave, and net), precipitation, atmospheric pressure, air temperature, wind speed and direction, humidity, soil heat flux, and soil temperature and volumetric water content (VWC), measured by point sensors at various depths. Each site hosts a cosmic-ray sensing probe; a novel sensor technology which counts fast neutrons in the surrounding atmosphere. In combination with the recorded hydrometeorological data, neutron counts are used to derive VWC over a field scale (COSMOS VWC), provide at daily resolution. The presence of snow leads to erroneously high measurements of COSMOS VWC due to all the extra water in the surrounding area. Included in the daily data are indications of snow days, on which, the COSMOS VWC are adjusted, and the snow water equivalent (SWE) is given. The potential evapotranspiration (PE), derived from recorded hydrometeorological and soil are also included at daily resolution. Two levels of quality control are carried out, firstly data is run through a series of automated checks, such as range tests and spike tests, and then all data is manually inspected each week where any other faults are picked up, including sensor faults or connection issues. Quality control flags are provided for all recorded (30 minute) data, indicating the reason for any missing data. | Title | Daily automatic weather station (AWS) data from Climoor fieldsite in Clocaenog Forest 2022-2023 |
| Description | This dataset holds daily data from one automated weather station (AWS) located at the Climoor field site in Clocaenog forest, North East Wales. The data are on relative humidity (percent), air temperature (degrees Celsius), rainfall (millimetres), air pressure (millibars), net radiation (millivolts), solar radiation (kilowatts per square metre per second), photosynthetic active radiation (PAR; micromol per square metre per second), wind speed (metres per second) and wind direction (degrees). The data is an extension for the AWS datasets 1999-2015, 2015-2016 and 2016-2021 covering the time period January 2022 to December 2023. Data are logged in minute intervals, averaged to half-hourly. The data are sent from the field site to a UKCEH server. A working copy is created, quality assurance checks carried out and daily averages calculated from half-hourly records. Data which were not recorded are marked with "NA", faulty data were replaced by "-9999". Note, the rainfall sensor was broken during this time period, but the column is kept in the datafile for consistency with previous data records. Data collection, processing and quality checking was carried out by members of UKCEH staff. The Climoor field experiment intends to answer questions regarding the effects of warming and drought on ecosystem processes. The reported data are collected to monitor site specific environmental conditions and their development over time. These data are important to interpret results that are collected from the climate change manipulations imposed in the field. |

| Description | This dataset presents daily data from temperature and soil moisture sensors in each experimental plot (n=9 plots) at the Climoor field site. Soil temperature is measured at 5 cm and 20 cm soil depth (degrees Celsius), and soil moisture is measured as soil volumetric water content (m3 per m3). Data were collected from the climate change field site Climoor that is located in Clocaenog forest, NE Wales. The experimental field site consists of three untreated control plots (Plots 3, 6 and 9), three plots where the plant canopy air is artificially warmed during night time hours (Plots 1, 2 and 7) and three plots where rainfall is excluded from the plots at least during the plants' growing season (Plots 4, 5 and 8). Data is an extension for the micromet datasets 1998-2015, 2015-2016 and 2016-2021, covering the time period January 2022 to December 2023. Temperature and moisture data are logged in minute intervals and are averaged as half-hourly. Data were sent from the field site to a UKCEH server. A working copy was created, quality assurance checks carried out and daily averages calculated from half-hourly records. Data which were not recorded are marked as "NA", faulty data were replaced by "-9999". Data collection, processing and quality check was carried out by UKCEH staff. The Climoor field experiment intends to answer questions regarding the effects of warming and drought on ecosystem processes. The reported plot level temperature and soil moisture data are important to evaluate the effect of the imposed climatic treatments on ecosystem processes and functioning. More detailed information about the field site, measurements and related datasets can be found in the supporting documentation. |

The properties included are: pH, soil organic matter (loss on ignition, LOI), derived carbon concentration and carbon stock (soil organic carbon, SOC), soil group, soil bulk density of fine earth, soil moisture of wet soil, fine earth volumetric water content (dry), nitrogen concentration and stock, and Olsen-phosphorus concentration. The UKCEH Countryside Survey is a unique study or 'audit' of the natural resources of the UK's countryside. The sample sites are chosen from a stratified random sample, based on a 15 by 15 km grid of GB. Surveys have been carried out in 1978, 1984, 1990, 1998 and 2007 by the UK Centre for Ecology & Hydrology (UKCEH) and predecessors, with repeated visits to most of the squares. The countryside is sampled and surveyed using rigorous scientific methods, allowing us to compare new results with those from previous surveys. In this way, we can detect the gradual and subtle changes that occur in the UK's countryside over time. In addition to soil data, vegetation species data are also gathered by the current phase of the UKCEH Countryside Survey. The disciplines of the monitoring project combine meteorology, hydrology, soil science, datalogging and sensor technology and including the field of data science. | Results and Impact | Members of the Predatory Bird Monitoring Scheme (PBMS) and UKCEH colleagues welcomed a delegation from Malaysia to UKCEH Lancaster on the 9th and 10th of October to discuss a recent increase in elephant mortalities in Bornean Malaysia. Concerns have been raised about whether chemical exposure resulting from oil palm production may be contributing to these elephant deaths. To start to address these concerns, the workshop brought together experts from UKCEH (ecotoxicology and wildlife monitoring), Sabah Wildlife Department, conservation organisation Seratu Aatai, University of Malaysia, Malaysian Palm Oil Green Conservation Foundation (MPOGCF), Malaysian Palm Oil Board (MPOB) and oil palm producers Ikhasas Group of Companies. The workshop discussed the currently available information and data to assess the chemical risk to Elephants but most importantly identified where data gaps are and how they might be addressed. |

| Results and Impact | Representatives of the PBMS team recently attended the Government Oversight Group (GOG) annual meeting for the Rodenticide Stewardship Scheme (RSS) hosted by the Health and Safety Executive (HSE) at Redgrave Court, Liverpool on the 5th December. The PBMS provides residue monitoring data, and advice on the interpretation of such data, for second generation anticoagulant rodenticides (SGARs) in barn owls, the principal measure of the RSS of whether it's aim to reduce SGAR exposure in wildlife is being met. The GOG brings together the Campaign for Responsible Rodenticide Use and the HSE who operate and oversee the RSS, respectively. In addition, the GOG also includes representatives of governmental conservation bodies and scientific experts such as UKCEH. |

| Results and Impact | Lee Walker, principal investigator, and Elaine Potter, project co-ordinator, were invited to speak to the Wildlife Expert Group giving an overview of the Predatory Bird Monitoring Scheme. Elaine described how the scheme runs, communicating with collaborators and citizen scientists to collect the dead birds, the processes involved for gathering the information and tissues during necropsies and how these vital samples are then used to measure contaminants such as second-generation anticoagulant rodenticides, metals, and per- and polyfluoroalkyl substances, also known as forever chemicals. The Wildlife Expert Group is a network of veterinary experts that includes Veterinary Investigation Officers (VIOs) from the Animal and Plant Health Agency and partner organisations delivering disease surveillance in UK wildlife. |

We set out a series of challenges related to environmental monitoring and introduced the PhD students to the integrated environmental monitoring network.
