Distributional Effects of Dynamic Pricing for Responsive Electricity Demand (DEePRED)

Abstract

Peak electricity demand is becoming an increasingly significant problem for UK electricity networks as it causes imbalances between demand and supply with negative impacts on system costs and the environment. The residential sector is responsible for about one third of overall electricity demand and up to 40% of peak demand. During peak demand, electricity prices in wholesale markets could fluctuate from less than £0.03/kWh to as much as £0.29/kWh.

Time of Use tariffs offer significant potential benefits to the system by enabling responsive electricity demand and reducing peaks. For example, this could reduce the need for new generation and network capacity. However, the impact of more cost-reflective pricing will vary between consumers. In particular, those who consume electricity at more expensive peak periods, and who are unable to change their consumption patterns, could end up paying significantly more.

Understanding the distributional effects of Time of Use tariffs becomes vital to ensuring affordability of energy bills, whilst making demand more flexible. Whilst there is research on fuel poverty in relation to aggregate level of consumption of electricity, little is known about the effects of dynamic tariffs on different socio-demographic groups. DEePRED will fill this gap.

The overall aim of DEePRED is to analyse the distributional effects of Time of Use tariffs with a view to identify clusters of users which might significantly benefit or be disadvantaged through the provision of demand flexibility.

The project will analyse 10-minute resolution time use activity data from the UK Office for National Statistics Time Use Survey with a view to derive information about times of the day in which different groups of people occupy households and carry out energy-related activities. The time use data will be combined with parameter data on temperatures, sunlight, number and typical consumption of household appliances and dwelling types to derive load profiles. This will take place thanks to the implementation of activity schemes. Load profiles data will then be used to calculate how consumer bills may change for different groups of consumers on stylised Time of Use tariffs.

Planned Impact

This Impact Summary describes who potential beneficiaries might be, and how DEePRED might impact them.

-Residential electricity consumers (beneficiaries, direct impact) will be able to choose from lower tariffs thanks to a whole range of Time of Use tariffs. The results of the study will indicate which Time of Use tariffs suit different clusters of households based on their time-use flexibility. This will be informed by an innovative form of segmentation of end-users.

-Energy suppliers (beneficiaries, indirect impact) will benefit from increased knowledge around novel techniques of clustering users. This may facilitate customers' segmentation, which is critical for the success of Time of Use pricing.

-Policy-makers (users, indirect impact) may find the findings on distributional effects of Time of Use tariffs useful as part of any evidence-based approach to regulating dynamic tariffs. For instance, policies on new Time of Use tariffs will avoid penalising vulnerable consumers who suffer from lower income and shortage of time to take part in flexible demand programmes.

-Energy aggregators (beneficiaries, indirect impact) will be provided with an empirical framework which informs about Demand Side Response (DSR) investment options in the residential electricity market. From the findings of the proposed project they will be able to make informed decisions about levels of investment for different segments of demand (based on activity-based clusters). An expansion of the DSR market for residential customers will open competition to leading aggregators companies from the U.S. and elsewhere in Europe.
 
Description Analysing the UK Time Use survey, the project has found that household from different socio-demographic groups exhibit similar patterns in activities linked to energy consumption. This finding indicates that despite the difference in socio-demographic parameters, there exists a synchronisation of activities, which can be a driving force behind the evening peak demand.

Specifically, the analysis provided estimates about the effects of Time of Use tariffs for different socio-demographic groups. For instance, in relative terms, low income single parents are among the groups who would benefit most (or lose least).
Exploitation Route -Professor Torriti and his collaborators have produced two papers (Torriti, J and Yunusov, T. (2020). It's only a matter of time: Flexibility, activities and Time of Use tariffs. Energy Research & Social Science (submitted). Yunusov, T. and Torriti J. (2020). Distributional effects of Time of Use tariffs based on smart meter electricity demand and time use activities. Energy Policy (submitted)) which were of immediate relevance to Ofgem's work on distributional effects associated with the Market-wide half-hourly Settlement Reform.
-Findings were presented at Ofem lunchtime seminar series in July 2019. This was followed by collaboration with Ofgem as part of their Impact Assessment on the
Market-wide half-hourly Settlement Reform.

Description The Market-wide half-hourly Settlement Reform is a key change in the way electricity pricing works. Currently, most customers are settled on a 'non half-hourly' basis using estimates of when they use electricity, based on a profile of the average consumer usage and their own meter reads (taken over weeks and months). Market-wide settlement reform is a key enabler of the move to a smarter, more flexible energy system and has a fundamental role in delivering the smart systems and flexibility plan. A smart, flexible energy system could bring £17-40 billion worth of benefits by 2050. Ofgem expects Market-wide Half-hourly Settlement to incentivise suppliers to develop and offer innovative products such as Time-of-Use (ToU) tariffs. The ToU tariffs are estimated to save UK residential customers between £1.6 billion and £4.6 billion from 2021 to 2045. The analysis carried out by Professor Torriti and his colleagues was used as part of the Impact Assessment for Market-wide half-hourly Settlement Reform published in March 2020. This is the main evidence used as part of the Market-wide half-hourly Settlement Reform which took place in 2020. Ofgem has made direct references to this work in the draft Impact Assessment that supports the Market-wide Half-hourly Settlement policy reform.

Impact The consultation was asking the participants to comment on the methodology and considerations in modelling demand growth in the SSEN's Southern licence area. The demand growth included forecasting of new demand technologies (electric vehicles and heat pumps), uptake of small scale generation and storage, and strategic growth in strategic new residential and non-residential developments. Demand growth modelling outputs and contributions from the stakeholders were presented in a webinar and will published as a report. The report will be used by SSEN and other DNOs to plan network development considering the magnitude and diversity of demand as well as potential for demand flexibility in the license area.

Results and Impact During our meeting with Paul Keenlyside we discussed the importance of the time-of-use tariffs in transition toward a green economy as well the social implication that time-of-use tariffs has on different group of peoples. Paul presented the labour party ambitions plan to reduce net carbon emissions by 60 per cent by 2030. Therefore, the is an increased interest in evidenced-based measures to control energy consumption behaviour or in the installation of batteries to store and to balance fluctuating renewable energy. We also discussed about the opportunities for non-pricing measures (such as work schedules ) to engage consumers to reduce their energy consumption.

Results and Impact We hosted Yohei Yamaguchi from University of Osaka who presented his work on residential energy modelling. Yohei presented us the way he is combining the Japanese time use survey with electricity data in order to model domestic residential energy consumption. We've discussed the way different archetypes were created and following our common interest in activities and energy demand, we are planning a cross-country comparison.

Results and Impact Discussions around the current government approaches to publish data and statistics for energy consumption. The audience are policy makers as well researcher and academics. The aim of the workshop was to build-up a better evidence-base on how increased access to granular smart-meter data might support improved analysis and insight in service of the public interest. In particular, we are focused on the additionally which smart-meter data could bring in terms of public benefit - for different public-interest players and different public-interest uses.

Results and Impact The workshop aimed to discuss with experts in the smart energy field the possible ways to engage consumer experience with smart meter data. The outcome of this workshop was a draft paper aiming to help policy makers to understand how to use smart meter data to define policies. Our contribution was to present the strengths and the limitations of using time-use-surveys with smart metering data in understanding everyday residential demand.

Results and Impact At the event UK Power Networks presented the Flexibility Roadmap and outlines the series of steps towards the transition to Distribution System Operator, placing the flexibility at the forefront of the focus.

I have engaged with event participants to raise the awareness of the DEePRED project and identify potential stakeholders. The outcome from the engagement has lead to conversations with the FlexLondon project partners and their attendance at the Flexibility Workshop.

The website went live in October 2018, since then there were unique 252 users, 446 sessions, and 659 Unique page views. Geographically, 70% of users are from the UK, 10% from US, around 2% from India and Spain and around 1% from Belgium, Netherlands,Germany, Italy, Norway and Denmark.
