Integrated policies to Reduce Poverty in its Many Dimensions

Abstract
This research project addresses the overarching research question: What factors shape pathways into and out of poverty and people's experience of these, and how can policy create sustained routes out of extreme poverty in ways that can be replicated and scaled up?
We use the Alkire-Foster or AF (2011) method, in two very new and policy-relevant ways. The AF method first observes which deprivations each person experiences. It identifies people as multidimensionally poor based on the percentage of deprivations they have, then builds a rigorous but simple measure.
1. Repeated cross-sectional AF measures now exist for a large number of countries to analyse the trends and drivers of extreme multidimensional poverty-at both the individual and group level. Poverty levels and trends will be disaggregated by ethnicity, regions, caste, religion, age group, and the drivers of change will be analysed. At the macro level we will study pathways out of poverty related to public expenditure, growth, inequality, governance, policy integration, and other variables. Because ethnic and religious groups are often among the poorest of the poor, we will look up close at poverty of these different groups, to see if a general reduction in poverty included them--or left them behind. At the micro level we will check whether households without an empowered woman seem to have been left behind more often. We will then be able to analyse whether and in what circumstances settings with 'integrated policies' go along with high rates of poverty reduction, or more equalizing trends across social groups.
Doing this research requires us to construct, first of all, an innovative, high quality, and large set of poverty statistics ('databank). We anticipate that this data bank will include data on sixty countries, including over 30 countries in Sub-Saharan Africa, plus 13 of the 15 poorest countries in South Asia, East Asia and the Pacific, and Latin America. We should have disaggregated data down to the subnational level for about three-quarters of the countries. The final dataset with its associated statistics will be made publically available, and will provide the basis for the proposed micro and macro-econometric analyses to be undertaken in this research.
2. We aim to evaluate what policies have been effective in enabling the poor to escape multiple interconnected dimensions of poverty. We will undertake two country case studies (probably Nepal and Senegal), working closely with government members of the Multidimensional Poverty Peer Network. Through extensive qualitative interviews with policy leaders and analysts, we will undertake a study of integrated policy interventions and their effectiveness in reducing poverty in several dimensions. These studies provide the project with more localized, contextualized insights that impact project outputs and poverty reduction policies. This research will prove invaluable to other countries wishing to design integrated policies to reduce multidimensional poverty.
We will also design and test a new multidimensional methodology for formal impact evaluation. This innovative approach to impact evaluation will enable research users to evaluate programmes and certain policies using a multidimensional lens. This will provide a new tool to pinpoint what kinds of integrated policies better enable the poor to leave and stay out of several dimensions of poverty at the same time. The use of multidimensional outcome measures in RCTs could alter the RCT landscape.
An objective of this research is to focus on the possible policy uptake of lessons learned and research findings. Our experience with the country members of the MPPN, a network of 37 countries for which OPHI acts a Secretariat, shows us that involving these governments as partners from the very beginning is essential to insure research uptake. Also essential are effective and proactive communications strategies to reach strategic audie

Planned Impact
Stream one of the research will produce new econometric analyses of multidimensional poverty that will go beyond description to analyse the determinants of poverty reduction, and do so in over 60 countries. Academics and others working in poverty research and analysis will benefit since this is brand new research in terms of methodology and country coverage. The findings will also impact integrated policy responses-as we uncover what have been the most effective combination of policies to reduce multidimensional poverty. The research outputs will provide insights on how the different aspects of poverty are interrelated-giving governments policy levers for more effective anti poverty policies. Since the work will be planned from the beginning with MPPN country members, it will be through this forum that we expect the immediate uptake of this work.
In Stream 2, the major impact will be on impact evaluation methodologies and their alternatives. The use of multidimensional outcome measures in RCTs could alter the RCT landscape. These multidimensional RCTs will provide better, more integrated analyses of changes in interlocking deprivations to those wishing to evaluate multi-sectoral, multi-objective projects. The qualitative country case studies will complement the quantitative work and methodologies, and will provide the two countries chosen (most likely Nepal and Senegal) with detailed and policy-oriented analysis to inform actions in the short term.
Through uptake of its findings in both research streams by the public sector as well as other agencies (as in the case of the MPI), the expected impact is on the lives of the poor-better data leading to more integrated and effective policies to move the poor out of poverty.
To the greatest extent possible, we involve collaborators from the study contexts and we invest in junior scholars with mentoring and capacity building via email and Skype.
Both streams of research will generate papers to be published first as OPHI working papers and then as peer-reviewed academic papers. The econometric analysis and the RCTs will each yield a set of field-building papers that may form at least one special issue of a journal.
Our harmonized databank on multidimensional poverty will be freely accessible online. The proposed ground-breaking studies on ethnic and religious decompositions of multidimensional poverty will be posted with the same detail as existing subnational tables over time. This will enable other researchers to use the databank for additional research.
With our close working connection with the MPPN countries, we will translate research results into policy briefs, and make presentations at the annual meetings of the MPPN. Based on the results of the research we will make recommendations for improved anti-poverty actions.
We will publish the two case studies and with our local collaborators in those countries make presentations of results to the governments, academia and civil society of those countries.
A new set of empirical studies on multidimensional impacts will be published as working papers as well as in peer-reviewed academic journals, We will develop and publish a modified multidimensional RCT evaluation method.
To make the methodologies and results developed under this project accessible to stakeholders and researcher users, they will verified, then be made available in OPHI's training courses and website. OPHI stresses individual capacity building through intensive, technical training and technical support. OPHI will incorporate this project's research outcomes into its (separately funded) training and technical support programs so that research users have accessible guidelines for implementation based on extensive and detailed academic studies.

Description | The research from this award has investigated the pathways into and out of poverty and the role of policy in creating and sustaining effective and efficient routes out of poverty. With this overall objective in mind, the research has so far had four major lines of inquiry. The first line of inquiry was an understanding of the trends of poverty over time. Through the development and publication of a database harmonizing data on multidimensional poverty over time, OPHI was able to analyse these trends and enable analysis by other non-affiliated researchers. These analyses revealed that most countries of those for which data was available saw statistically significant reduction in poverty, but with large variations in the pace of progress and in the existing poverty levels of the sub-national regions with the most improvement (Alkire Jindra Vaz and Robles 2017). As OPHI, with UNDP, launched a revised version of the Global MPI in September 2018, work has now begun to update this database with figures from the revised measure. In 2020, a projection research suggested the evolution of poverty by 2030 and later evaluated the impact of the COVID-19 pandemic on multidimensional poverty reduction. The second line of inquiry analysed how the levels of poverty differ for different population sub-groups, such as different age groups or ethnicities. These disaggregations, publicly published in online databases, allow a better understanding of where pockets of poverty exist and can help inform policies that "leave no one behind". The third line of inquiry was understanding the determinants of poverty. Following a research workshop held in December 2016, papers using econometric analyses to understand determinants of poverty found evidence that economic growth reduced income poverty more than multidimensional poverty, that foreign aid reduced multidimensional poverty more than income poverty, and that good governance was correlated with larger reductions in multidimensional poverty, among other topics (Jindra and Vaz 2018). The fourth and final line of inquiry sought to explore the use of a multidimensional framework for impact evaluation of poverty reduction programmes with multiple outcomes. A research workshop was held in March 2018 in which 14 papers on different case studies were presented. These showed that a multidimensional framework for impact evaluation is possible and can have added value for programmes that hope to reduce deprivations in multiple dimensions, particularly cash transfer programmes. These papers have been published as Working Papers and submitted to top academic journal. In place of the country case studies, we collaborated with UNDP to write a Handbook for countries developing National MPIs. Another unplanned but significant outcome was the revision of the global MPI to better reflect the Sustainable Development Goals by OPHI with UNDP, for which OPHI also completely revised and harmonised the system of computational programmes used to standardize indicator definitions, estimate the MPI and its associated sub- and partial indices, disaggregation by population subgroups, and assess robustness to alternative plausible parameters (indicators, cutoffs, weights) and re-calculated trends over time for India. |
Exploitation Route | The findings are expected to be taken forward by both researchers and practitioners at the national level. Researchers can make use of the research outputs and further explore the findings, particularly by using the database of changes in harmonized poverty levels over time and the database of subgroup disaggregations. This presents a new avenue for poverty research, which is likely to be fruitful in furthering our shared understanding of the condition of poverty and the ways in which it can be reduced. Practitioners can make use of the multidimensional framework for impact evaluation to better understand which policies are effective and efficient at reducing multidimensional poverty and deprivations in multiple dimensions. To facilitate this use by others, OPHI takes an active role in disseminating its research findings to both academic and policy audiences and engaging them in further work to build on the initial results. As detailed elsewhere in this report, this is done through academic publications, presentations at conferences, high-level meetings with policymakers, publication of policy briefings and working papers and our new magazine Dimensions, participation in the Multidimensional Poverty Peer Network, and training of academics and practitioners interested in using these methods for their own work. |

Description | A growing number of countries are using the Alkire Foster (AF) method to design their own national multidimensional poverty measures to shape social policies or inform the targeting of anti-poverty programmes. In 2009, Mexico became the first country to launch an official national multidimensional poverty measure. Since then, many other countries have followed suit -- including Bhutan, Colombia and Chile. Since 2015, Costa Rica, Mozambique, Honduras, Dominican Republic, El Salvador, Armenia, Panama, Pakistan, Philippines, Ecuador, Nepal, Nigeria, Rwanda, Sierra Leone, Afghanistan, Malaysia, and Vietnam have launched official national MPIs among others -- with many others in the process of developing their own measures. OPHI provides extensive technical assistance to government technical staff, ministers and policymakers to support them in the development of their measures, and of the implementation of evidence-based and coordinated policies. OPHI's outreach work has included many seminars and hands-on training sessions, enabling them to build rigorous multidimensional poverty measures and use them for policy action. Countries use these measure to monitor poverty over time, evaluate the effectiveness of poverty reduction programmes, coordinate anti-poverty strategies across sectors, and target poverty interventions for the poorest of the poor. Nepal used the global MPI as its national MPI and Nigeria used a slight adaptation of the global MPI as its national MPI, demonstrating the relevance of this measure, particularly for least developed and low income countries. OPHI acts as Secretariat for the Multidimensional Poverty Peer Network (MPPN), a group of 59 governments and 19 international institutions that promotes the use of national multidimensional poverty measures. This Network provides a forum for knowledge sharing of experiences, as well as a means of coordinating advocacy at the international level on issues related to multidimensional poverty. The Network coordinates special side events at the UN General Assembly and the UN Statistics Commission, plus annual meetings. In 2016, the MPPN launched its own magazine Dimensions, which has interviews with leading policy actors, as well as case studies; it also launched a new Policy Briefing series that shows how countries are using the MPI with participatory methods, for policy coordination, and how they are institutionalizing the process from data to measurement to policy. The MPPN has rapidly expanded due to this grant, with more than 20 new countries, mostly from Africa and Asia, joining since the grant began. The impact of the AF method extends well beyond national multidimensional poverty measures. In 2009-2010, OPHI worked with the Human Development Report Office at the UN Development Programme (UNDP) to construct a Global Multidimensional Poverty Index (MPI), a measure of acute poverty covering more than 100 developing countries, for UNDP's flagship Human Development Reports. OPHI has updated the Global MPI annually since 2010, and from Winter 2014/2015 has made updates twice a year. OPHI produces a wide range of policy briefings and web resources on the Global MPI, including a publicly accessible interactive databank. In September 2018, OPHI, jointly with UNDP's Human Development Report Office, collaborated again on a revised Global MPI that better incorporates new data and the principles of the Sustainable Development Goals and the 2030 Agenda. OPHI also is on the Inter-Agency Expert Working Group on SDG indicators, and contributions to that group draw on research funded through this proposal. UN-DESA is also publishing findings on ethnicity disaggregation of the Global MPI in their 2019 World Social Situation Report. We have started to see more interest from development practitioners, including the UK Department of International Development, on understanding multidimensional impact evaluation and using it to improve their programmes. In 2020, the launch of the Global MPI 2020 included the first comprehensive study of harmonised trends in MPI and related statistics for 80 countries for which data is available. In September 2020, OPHI and the MPPN held an online Side Event at the 75th UN General Assembly for 21 world leaders and policymakers to discuss how to reduce poverty in the context of the COVID-19 crisis. The discussion entitled 'Poverty at a Crossroad: Using Leadership and the Multidimensional Poverty Index to Build Back Better' created a space to discuss the impact of COVID-19 on poverty around the world, and to share experiences of using multidimensional poverty indices (MPIs) to illuminate the way through the current crisis. In 2021, OPHI and the MPPN held two side events, at the UN Statistical Commission and the UN General Assembly, focusing on how countries use MPI for policymaking and Covid-19 response. In February 2022, OPHI and the MPPN held a virtual high-level side event at the 53rd UN Statistical Commission on 'Using Multidimensional Poverty Data to Leave No One Behind'. The event convened lead statisticians from more than ten countries to discuss and share experiences on how they are updating and communicating national MPIs in order to inform high-impact policies that end poverty and how they use the MPI and disaggregated data to track progress on pro-poor poverty reduction and the Leave No One Behind pledge. The initial project has continued to generate impact across multiple areas during 2022 and early 2023. Findings informed new academic research on interlinked deprivations, simulations, and projections of poverty trends that were presented in the 2021 and 2022 global MPI reports by UNDP's Human Development Report Office and OPHI. The International Development Committee, appointed by the House of Commons, featured MPIs in its report on 'Extreme Poverty and the Sustainable Development Goals', released in December 2022. The UN World Food Program (WFP) and OPHI used an MPI to evaluate the effectiveness of the Emergency Social Safety Net cash transfer program for vulnerable refugees in Turkey, and released its two-part report in 2022. In the same year, the Multidimensional Poverty Peer Network hosted a side event at the UN General Assembly on 'Driving multidimensional poverty reduction to secure well-being for all', with interventions from high-level representatives of 11 national governments, 5 international agencies, and organisations in the private and non-profit sectors. Impact from the initial award has also reached the private sector: in February 2022, Citi GPS and SOPHIA Oxford released a flagship report outlining a new framework for environmental, social, corporate governance using a multidimensional poverty approach. Wise Responder, a spin out from SOPHIA Oxford, has built its Poverty Zero Index and Wise Responder Action Kits based on the MPI methodology developed by OPHI. In February 2023, a new statistical package (mpitb) was made available on the Statistical Software Components (SSC) archive, enabling any user to estimate and analyse multidimensional poverty indices in Stata. |

Results and Impact | As proposed we have organised a two-day research workshop on Econometric analyses of MPI, with a combination of junior and senior researchers presenting and discussing 12 papers including macro and micro as well as multi-level analyses. The workshop was held on 6-7 December 2016. A paper was presented by Christoph Jindra and Ana Vaz on Quality of governance and multidimensional poverty: A comparative analysis of 71 countries. This paper contributing to the debate about possible beneficial effects of good governance by looking into its relationship with one specific development indicator, multidimensional poverty as measured by the global multidimensional poverty index (Alkire and Santos, 2014). Using hierarchical models and survey data for 71 countries, the paper explored the direct effect of governance on individual likelihoods of being poor. Nicolai Suppa presented a paper on Econometric Analyses of Multidimensional Poverty. Christian Oldiges and Bilal Malaeb presented a paper on Ethnic Diversity and Multidimensional Poverty. Bouba Housseini and Sabina Alkire presented a paper on Economic Growth, Inequality and Multidimensional Poverty: Evidence from a Panel of countries. |

In a Distinguished Public Lecture Professor Sen addressed the need for quality public discussion of issues including welfare economics. Results and Impact | Twice a year, OPHI launches its updated figures of acute multidimensional poverty, the Global MPI. These launches usually get attention from the media and from academic and NGO audiences. These launches also feature analysis of the updated data, including trends in poverty levels over time and disaggregations by age or other population sub-groups. In 2018, we launched a revised version of the Global MPI, in partnership with UNDP. This launch was held in the sidelines of the UN General Assembly and generated over 350 media mentions for an estimated audience of 740 million people (according to UNDP's communications team). |

Results and Impact | 14 papers on using a multidimensional framework for impact evaluation of poverty reduction programmes with multidimensional outcomes were presented to an audience of 30 researchers, postgraduate students, and practitioners at a 2.5 day research workshop. Leading academics provided feedback to presenters. The workshop concluded with a panel on policy implications of the research findings. The papers will be published as OPHI Working Papers and submitted to highly ranked academic journals. |

Results and Impact | The Multidimensional Poverty Peer Network has over 50 participating countries, with OPHI as its Secretariat. The Network holds a high-level annual meeting, with representatives including Heads of State and Ministers. This provides a forum for discussion of policy-relevant research findings with an engaged audience of policymakers and practitioners. These meetings have been held in: Oxford (2013), Berlin (2014), Cartagena (2015), Acapulco (2016), Beijing (2017), Johannesburg (2018), and Seychelles (2019). |

Results and Impact | We hold an annual special High-Level Side Event at the UN Statistical Commission in New York. The event highlights the Multidimensional Poverty Index (MPI) as a tool that can measure poverty in its many dimensions, track progress in the SDGs according to national definitions, and focus on inter-linkages across SDGs and integrated policies. Heads of National Statistical Offices and UN agencies speak about their experiences. |

Results and Impact | With support from the Government of Mexico, OPHI hosted a side event at the General Assembly of the Organization of American States (OAS) entitled "Multidimensional Poverty Measurement as a Tool for Leaving No One Behind". Speakers included Ministers from Mexico, Costa Rica, and Guatemala. In part as a result of this engagement, the OAS member states endorsed the MPI as a tool to measure poverty in the Americas. |

They show the importance of embedding a multidimensional measure of poverty within the SDG framework to energise a coordinated, effective and multi-sectoral attack on poverty in all its dimensions. |
