Role of energy storage in enhancing operation and stability performance of sustainable power systems (RESTORES)

Abstract
RESTORES project seeks to bring together a joint UK-China consortium with the skills necessary to assess the potential contribution of different storage technologies to support cost-effective steady state and dynamic operation and frequency and angular stability of storage supported power system with large penetration of renewable intermittent and stochastic generation.
This will involve characterisation and aggregation of steady-state, dynamic and transit responses of multiple types of grid-scale energy storage systems, with a key challenge of dealing with uncertainty and incorporation of inter-temporal dependencies associated with changes in aggregated storage charging / discharging ratings across time.
Furthermore, we will carry out fundamental research to incorporate, for the first time, multi-time scale phenomena in generation scheduling while achieving appropriate robustness of schedules. The focus on the investigation of new multi-layer scheduling and dispatch models and integrate pseudo-dynamic constraints, which has not been attempted before.
We will finally develop novel stability methodologies for ranking generators and storage technologies based on their contribution to system frequency and angular stability, investigate new framework for probabilistic risk based stability assessment, which will characterise, for the first time, dynamic signature of sustainable systems, identify aggregate dynamic contribution of dispersed storage technologies and develop local and WAMS based damping controllers for individual units and clusters of energy storage technologies.
The results of the project will contribute to preventing society from incurring potentially huge costs and discomfort due to uncertainties resulting from spatial and temporal uncertainty associated with the operation of renewable generation and increase confidence in the future power system's ability to satisfy the long term needs of society and industry, as the level of uncertainty and risk in the power system increases.

Planned Impact
This RESTORES project aims to provide a vision and strategic direction for the use of energy storage technologies for enhancement of operation and frequency and angular stability of sustainable power systems.
In order to ensure the impact is realised the project has been developed in close collaboration with stakeholders from industry and academia in both the UK and China. This would spur new developments and transformation across the storage technology-power system interface by bringing together experts in energy storage, control systems, power systems economics and operation and network dynamics specialists.

Title | Advanced stochastic unit commitments with pseudo-dynamic constraints |
Description | Traditionally, unit commitment and multi-period optimal power flow tools model the delivery of frequency regulation services simplistically and our recent analysis clearly demonstrates that in systems with significant penetration of intermittent resources this is likely to be very inadequate. The reason is that changes in system inertia, due to changes in outputs from wind and PV generation at different loading conditions will require that the levels of primary frequency response committed change dynamically. In this context,stochastic unit commitment and multi-period optimal power flow methods are investigated and address frequency regulation while taking into account inertia effect, various reserve services (spinning and standing) and energy provision in an integrated manner including energy storage of different technologies. Rather than relying on crude constraints for frequency response, reserve and inertia requirements, for the first time, alternative approaches and forms of setting fine-grained pseudo-dynamic constraints are incorporated in the stochastic unit commitments or multi-period optimal power flows. |

Title | Assessment of feasibility and contribution to system dynamics of integration of storage with VSC HVDC lines |
Description | At present HVDC links are used mainly for the bulk transfer of electrical power and not called on to offer services through modulation of that energy. That simple approach needs to change when stability is challenged by standing down of conventional plant. Technically, VSC HVDC links have a considerable ability to provide frequency regulation and dynamic support to a.c. power systems but this has only recently begun to be explored in the academic literature. A particular difficulty is achieving a sufficiently rapid deployment of the response service in a low inertia system. There is a very small amount of stored energy in HVDC power converters themselves that can be rapidly deployed but some additional stored energy is required while wind farms at the remote end of the HVDC link are signalled to begin their synthetic inertia response. This task begins by establishing how the energy distributed between the cells of a modular power converter can be extracted to give frequency support in the first fraction of a second. The issue of how additional, and slightly slower, storage might be integrated into the modular structure at the typical values of voltage and current of those modules (circa 2kV and 1kA) so that best use is made of the existing power electronics. With this established, the issue of control actions from the capacitance, the additional storage and the wind turbine inertias is blended to optimise the use of each. |

Description | The present use of WAMS based controllers is focused on conventional generation, FACTS devices and HVDC lines only. Incorporating storage technologies in contributing devices mix is one of the key novelties of this work. Furthermore the control signals from WAMS controllers are typically dispatched to devices based on system controllability indices, i.e., to generators or devices from which the best controllability of observed oscillations could be achieved. The WAMS based controllers designed in this stream are only be robustly designed to incorporate time delays in signal transmission, loss of signals (input and output) and to provide supplementary control signals in addition to existing controllers in the network, as was done in the past, but also consider signal dispatch to key available power sources (generation & storage) at given time, HVDC lines and FACTS devices. The reliance on contribution from key available power sources minimises control effort while inclusion of plethora of devices that will potentially receive supplementary control signals will expand the use of WAMS controllers to all devices and technologies that will be available in future power networks. |

Results and Impact | The National Conference on "Water Energy Nexus" was held by the University of Jordan under the patronage of the Prime Minister of the Hashemite Kingdom of Jordan, H.E. Dr. Omar Al-Razzaz, during November 4-5, 2019 in King Hussein Bin Talal Convention Centre-Hilton, Dead Sea-Jordan. The purpose of the Conference was to strengthen the dialogue between water and energy sectors in Jordan and facilitate the exchange of international and regional knowledge, experiences and best practices in the context of the water-energy nexus, particularly aspects related to renewable energy (RE), energy efficiency (EE) and Climate Change. The conference was attended by high-ranking officials including the Minister of Energy and Mineral Resources, the Minister of Water and Irrigation, President of the university of Jordan, the senator Prof. Rida Khawaldeh, and the Parliament council member; Eng. Jamal Qamoh. General secretaries from the ministries, and deans of different faculties were also present in the conference, In addition to a representative to the German Embassy-Amman. The 129 workshop registered participants represented more than 35 entities, including governments, Parliament council, Senate council, universities, companies, funding agencies, associations, media and non-governmental organisations. Many press releases (news release in UJ website and official media agencies, newspapers, media release in TV and Radio, and a recorded video of the opening ceremony) for the final conference were published, before the conference to attract participants, during the conference, and after the conference to disseminate the information and conclusions. A Keynote speech entitled "Energy Infrastructure and Multi-vector Energy Systems" was given by Prof Jianzhong Wu from Cardiff University. |

The lead investigator explained the role of ESS in future power networks. The discussions focussed on the technical and economic benefits provided by ESS. The audience came from various background. Results and Impact | With an excellent line-up of invited participants from government, industry and academia, this one-day workshop was aimed at sharing current best practices in multi-energy system modelling and discussing how to address the barriers and identifying the innovation gaps. This invitation-only workshop was jointly organised by INCOSE UK Energy Systems Interest Group and the EPSRC Supergen Energy Networks Hub (https://www.ncl.ac.uk/supergenenhub/), with support from Energy Systems Catapult (https://es.catapult.org.uk/) and the UK Energy Research Centre (http://www.ukerc.ac.uk/). Prof Jianzhong Wu from Cardiff University was the Chairman of this workshop. |
