Abstract
The need to optimize agricultural nitrogen (N) use is fast emerging as a key global challenge where international cooperation can play a transformational role. The NEWS India-UK Virtual Joint Centre builds on existing global leadership by UK and Indian N researchers to develop and test innovative approaches to optimize N management that help meeting food security goals while reducing multiple environmental threats. The NEWS India-UK reflects the need to apply the full array of N management opportunities through bi-lateral cooperation between India and UK. This includes improving both crop biological nitrogen use efficiency (NUE), using improved genetic material to help biochemical processes be more efficient and agronomic NUE, which considers the amount of N reaching harvested products compared with N inputs, which can be improved by better field and fertilizer management practices. "NEWS" stands for Nitrogen Efficiency of Whole cropping Systems, reflecting the need for both these strategies if the full benefits are to be achieved. However, NEWS India-UK also takes two important further steps. Firstly, it applies the outcomes of biological and agronomic NUE advances at the farm scale. Critical here is the need to recycle all available N sources (such as manures, crop residues, atmospheric inputs and biological nitrogen fixation) and to examine the barriers that limit adoption of available methods at the farm scale. Secondly, it scales up the outcomes to the national scale. By focusing on establishing a full agricultural nitrogen budget for India, the approach will point to the major opportunities for improvement. This will integrate the plant and agronomic NUE strategies, farm scale options and national strategies (including from N policies, spatial optimization etc) that could be used to improve N management at a national level, giving clear estimates of the overall benefits. This will enable forward looks or 'scenarios' that explore 'what if' situations of how N could be managed better in the future and how it could contribute to food and energy security, improve agricultural resilience to climate change and reduce effects of water, air and soil pollution. Virtual Centre deliberately combines scientific disciplines to cross-fertilize ideas and develop more joined-up solutions. Analysis of natural genetic variation, together with the opportunity that can be provided by Genetic Modification (GM) techniques, will support process studies on improving plant level NUE. At the field scale, the project will quantify full nitrogen budgets, measure all major N emissions to the air and water and demonstrate how NUE improvements translate into reduced N pollution and greenhouse gas emission. The field scale will also bring together the options to see how a combination of genetic and agronomic improvements can maximize net benefits of better nitrogen management for higher productivity and climate resilience. The experimental datasets will then be applied, with support of case studies, to assess the farm scale, with mathematical models used to bring information together and to consider simple tools that can support small-holder farmers for better decision making. Finally, the national-scale work is also addressed by using models, where available statistical information for Indian agriculture is brought together with the expert understanding to develop country-level estimates and the forward look.

Planned Impact
As fertilizer use has grown in India, NUE of rice has decreased from ~22% in the 1960s to only 8% in 20083,17. Higher N inputs have increased the fraction lost as pollution, an effect compounded by N fertilizer subsidies, encouraging imbalanced N fertilizer application compared with other nutrients.
These points are illustrative of the N challenge facing Indian agriculture, which will be addressed by NEWS India-UK. Overall, more than 80% of fertilizer N in India is lost to the environment, with the situation being even worse when it comes to recycling of N from animal manure. This is typically burnt as fuel (dung cakes), rather than being recycled to agricultural soils, where it could provide N, organic matter and other nutrients to improve soil quality and NUE.
NEWS India-UK is expected to have a significant impact on these issues, improving resource use efficiency and thereby contributing to improved food security and poverty alleviation, while at the same time improving quality of life through a cleaner environment. For example improving rice NUE is likely to win significant dividends in terms of increased resilience to climate change.
One of the key strengths of NEWS India-UK is its adoption of a systems approach where NUE is addressed at a range of scales, from the plant, through the field, farm and national scales. This will allow the Centre to show what could be achieved by different NUE improvement strategies.
On the genetic side, both the exploitation of natural variation and GM offer opportunities to improve plant NUE. By including both approaches, the project will contribute evidence on the potential benefits of GM for rice in India. It should be noted that this will be the first time that this GM NUE improved rice has been tested in India (permissions are already in place for laboratory testing, with further permissions for field testing to be processed during the first year of the Centre).
On the agronomic side, a major impact of the Centre will be experimental demonstration of the extent to which improving NUE simultaneously decreases different components of N losses. This is important, as different agronomic strategies will not affect all N pollution in the same way. Strategies may be identified, specifically aimed at reducing NH3 emissions (with additional benefits due to decreased particulate matter in the atmosphere and N deposition to nature), at reducing NO3- lost to groundwater (with a focus on better drinking water and less coastal pollution) or at reducing denitrification (reducing impacts on climate from N2O emissions, while saving energy costs associated with N fertilizer manufacture by reducing N2 emissions). By considering all of these sources, the Centre will be able to provide guidance to support stakeholders on optimizing NUE improvement strategies for a 'win-win-win' situation for the environment, food production and energy saving, simultaneously increasing resilience to climate change risks.

Description | While data analysis of the outcomes of the Virtual Joint Centre (VJC) is still ongoing, it has already highlighted the importance of the nitrogen challenge to Indian agriculture, environment and economy. The NEWS India-UK VJC led the opening chapter for the recently published Indian Nitrogen Assessment (see Sutton et al. 2017, Elsevier), where it is estimated that India consumes 17 Mt of N fertilizer annually (14% of the global total), which has increased since 1970 at 6% per year. Emissions of nitrogen oxides (NOx) from combustion sources are also found to be increasing rapidly at 6.5% per year currently. By comparison, population growth rate is lower (2% per year), while ammonia (NH3) emission increase is even less (1%), pertaining to smaller changes in livestock numbers. At the current rate, Indian NOx emissions will exceed NH3 emissions by 2055. NEWS India-UK has estimated that currently loses reactive nitrogen (Nr) worth US$10 billion per year as fertilizer value, while costs of reactive nitrogen to health, ecosystems, and climate are estimated at US$75 (38-151) billion per year. As only a small fraction of the Indian population consumes animal products, per capita Nr use and pollution is much less than in many developed countries. However, rates of meat consumption are increasing. While published projections from the UN Food and Agriculture Organization anticipate a doubling of South Asian fertilizer consumption from 2006 to 2050 (equivalent to 1.9% per year increase), it was found that these projections lack transparency and require re-evaluation. In practice, the future nitrogen cycle for India will depend on scientific advances in agronomy, genetics and environment, and the extent to which government and society grasp the emerging opportunities for optimizing N management. The NEWS VJC is continuing to address these challenges through a combination of a) exploiting genetic variability and strategies for increased plan nitrogen use efficiency, b) agronomic opportunities for better management of fertilizer and biological nitrogen sources, c) village-scale testing of key interventions focused on manure composting and urine recycling, promoting dialogue on methodology acceptability and d) upscaling of the nitrogen flows for Indian agriculture to provide the national picture and inform policy development. The NEWS India-UK VJC has also taken a lead in bringing the different Newton-Bhabha Agricultural Nitrogen Centres together (NEWS India-UK, CINTRIN, INEW and IUNFC) through a dedicated workshop attracting around 100 delegates from UK and India. Key findings of the workshop (Moring et al., 2018) led to the development of the following vision statement: "Soil stewardship is essential and legumes MUST be planted in rotation with cereals. Synthetic symbioses and plastidic nitrogen fixation are possibly disruptive technologies; we must consider their potential and implications. Researchers are cooperating to exploit genetic diversity and new technologies to reduce N use for productive, sustainable agriculture livelihoods. The use of leaf colour sensing shows great potential to reduce N fertilizer use (10 - 15%). Together with neem plus urease inhibitor and better management of manure, urine and crop residues, this could result in a 20 - 25% improvement in NUE of India by 2030." |
Exploitation Route | The results are now being used by the GEF/UNEP INNS process to develop a global science support system for international nitrogen policy. This is being conducted in partnership with regional intergovernmental bodies, especially the South Asia Cooperative Environment Programme (SACEP). The results will also be shared through INMS with other regional bodies in other parts of the world including the Lake Victoria Basin Commission, the Black Sea Commission, the La Plata River Basin Commission, the Partnership for Environmental Management in the Seas of East Asia (PEMSEA) and others, together contributing to key conventions across the nitrogen policy arena. These include the Global Programme of Action for the Protection of the Marine Environment from Land-based Activities (GPA), the UNECE Convention on Long-range transboundary air pollution (LRTAP), the UN Framework Convention on Climate Change, the UN Convention on Biological Diversity, and the UN Vienna Convention on protection of the ozone layer. Coordinating action is being developed in partnership with UNEP including through the United Nations Environment Assembly. We have been successful in securing funding for the GCRF South Asia Nitrogen Hub which builds on the work and results achieved in this project and will expand this to other South Asian Countries. |

Description | These outcomes are central to an ODA perspective for India, and will provide the basis for better livelihoods given the potential to reduce fertilizer costs for farmers, as well as the subsidy requirement for the Indian government for fertilizers. For example, current nitrogen fertilizer use in India costs Indian farmers around $US 3 billion per year and the Indian government around $US 7 billion per year, both of which can be reduced by better nitrogen management. The NEWS India-UK VJC has engaged strongly in testing the impact of the Indian government to require use of neem oil coating on all fertilizers since the start of 2016. Preliminary results from NEWS India-UK show that this will have increased nitrogen use efficiency and reduced nitrate leaching and nitrous oxide emissions. However, there is evidence of other trade-offs which are being further examined. It is on this basis that the findings of NEWS India-UK are pointing to the future adoption of Neem Plus Urease inhibitors (Neem Plus), which would are anticipated to provide a further increase in system performance while avoiding the environment trade-offs. The emerging findings of NEWS India-UK have been reported to the press, including an extensive report in the magazine "Down to Earth" promoting popular awareness of the nitrogen challenge. The results have also fed in to the process for mobilizing government engagement in the nitrogen challenge, by organising a joint workshop between the International Nitrogen Management System (INMS) (to which NEWS India-UK contributes) and the South Asia Cooperative Environment Program (SACEP), which took place in Malé in September 2017. The key outcome of this workshop was a draft declaration for presentation to the United Nations Environment Assembly (UNEA). This lead to a side event at UNEA-3 (December 2017) and is now tabled for adoption by the SACEP Governing Council in March 2018, in preparation for further mobilization towards UNEA-4. This provides a clear pathway to exploit findings of the NEWS India-UK VJC enabling them to feed into international policy across South Asia. As a second impact of the Malé workship, the basis was established for the co-design of a Global Challenges Research Fund (GCRF) South Asia Nitrogen Hub, which takes NEWS India-UK as the heart of a multi-disciplinary approach to address nitrogen under the 'intractable challenges' call. This proposal was prepared with SACEP for the second stage submission, where the SACEP Governing Council meeting will provide the opportunity for further tuning according to the country needs, thereby ensuring a clear focus on meeting key ODA objectives. We have been successful with this proposal and the findings from the NEWS project are an important base to build on for the hub. |

Results and Impact | NEWS India-UK had a leading role in organising a conference and workshop for the 4 virtual joint centres co-funded by BBSRC and DBT: INEW (Indo-UK Centre for The Improvement of Nitrogen Use Efficiency in Wheat), IUNFC (India-UK Nitrogen Fixation Centre), CINTRIN (Cambridge India Network in Translational Nitrogen) and NEWS. The event, entitled "Challenges and Opportunities for Agricultural Nitrogen Science in India", took place in New-Delhi, on 3-5 October, 2017. At the event, about 100 experts came together from the 4 centres to share initial findings in order to stimulate cooperation and to develop a long-term vision for nitrogen research and its policy applications in India. To increase engagement, a Twitter handle (@NitrogenVJC) and a hashtag (#NitrogenVJC2017) were created, as well as on the Centre's website a special page was created dedicated especially for the event (http://news-india-uk.international/vjcmeeting#top). On this page, as part of the documentation of the event, a photo gallery and a video gallery were created, as well as an official report of the meeting was published (available only for the participants of the conference and workshop). A paper to summarise the conference is also in progress, currently, it is in the final stage before submission. |
