The vision for NEODAAS is to provide NERC and UKRI academic communities with flexible, responsive and innovative national capability in Earth Observation data, services and advice, which addresses key strategic research and innovation priorities and contributes to understanding of important environmental issues affecting the UK.

Earth Observation (EO) is crucial for observing Earth system processes in near-real time (NRT) at synoptic scales and over long periods as the data records extend in time. The European Copernicus programme, in particular, is enabling significant advances in the field through construction of an operational system of satellite-based sensors, with new and improved capabilities. Copernicus benefits the science of the expert EO community, and has even greater potential for non EO experts who can use EO derived data and information for the first time.

There is, thus, increasing demand for EO data and services, but clearly it is inefficient for all grant-holders to be generating their own EO data, while many non-EO experts do not have the skill base to do their own processing. Hence, the need for NEODAAS at Plymouth was confirmed by the NERC Facilities Evaluation Panel. Surveys by NERC Head Office and NCEO show strong demand for a value for money EO service which has demonstrably resulted in high quality science: between 2013/14 and 2017/18, NEODAAS supported 321 ISI-refereed publications (with >10k citations to all NEODAAS papers).

NEODAAS services include: EO products and information including production of analysis-ready data products to meet particular UK needs (such as UK projections or bespoke algorithms); rapid-response with very fast delivery times; provision of data in formats that can be easily used by non-experts; operationalisation of algorithms produced by NERC-funded research, for wider impact in the community; and provision of advice and training in the sources and best practice in EO. NEODAAS offers a centralised service from one location, thus avoiding duplication, and providing critical mass.

NEODAAS is currently a dual node facility based at Plymouth Marine Laboratory (PML) and the University of Dundee. The recommissioned service will continue work performed at PML, and will expand this by taking on certain of the work undertaken by Dundee - namely the collection of level 1 data for NRT data processing. This will be done via web/ftp downloads and PML-based EUMETCast data reception.

NEODAAS will provide flexibility to meet the wide range of UK community needs, and considerable leverage in terms of exploiting PML R&D outcomes, local expertise and existing computing and processing systems. NEODAAS will support Excellent Science funded through NERC grants, NERC Centre/Survey NC, Fellowships, Doctoral Training Partnerships or Centres for Doctoral Training, direct-access proposals as well as UKRI funding opportunities, such as the GCRF and Industrial Strategy Challenge Fund (ISCF).

The end-user community and the corresponding services may be split into two groups or strands:

Strand 1) Services to non-EO experts who wish to make use of EO datasets and information but do not wish, or are not able to spend extensive time learning how to do data processing. These services support the wider user community, numbering potentially many 1000's, many of whom may not even be aware of it (e.g. non-EO scientists on research cruises guided by NEODAAS).

Strand 2) Services to the EO Community who have EO expertise, but want specialist aid such as algorithm implementation, e.g. arising from NCEO research, in a NRT framework or would like to include their algorithms in the NEODAAS processing chain. The potential number of users is smaller, typically 100's, but the services may be more complex and bespoke in nature than those in Strand 1.

Description The key finding from the activities of NEODAAS are the publications deriving from NEODAAS support.

MARINE & TERRESTRIAL FRESHWATER
The examples below are for the marine and terrestrial freshwater science sectors and EXCLUDE any NEODAAS work in support of NERC grants, since we believe this would be reported by the grant-holder. Hence, the key findings below represent work done through "direct access" to the facility.

NEODAAS data were used in a preliminary attempt to find a water quality algorithms that can be applied to NASA MODIS data in a variety of lakes in Europe.

NEODAAS sea-surface temperature (SST) and net primary production data were used as environmental data to investigate sexual segregation in gannets. It was found that sexual segregation is driven largely by habitat segregation between mixed and stratified waters, which in turn results in sex-specific foraging behaviour and dive depths.

NEODAAS SST data were used for the Irish Sea as a factor impacting the temporal and spatial variation in size at maturity of the common whelk, one of the most important shellfish fisheries for the United Kingdom. Likewise, NEODAAS provided modelled sea-bed temperature data and surface chl-a data as environmental parameters used in a study to investigate the relative impact of scallop dredging on habitats at the scale of the king scallop fishery in the English Channel, by comparing epifaunal species diversity, composition, and biomass at sites subjected to varying levels of dredge fishing, while accounting for variation in environmental parameters between sites.

In situ data on partial pressure of CO2 (pCO2) were used to construct multiple linear regressions between pCO2 and air-se CO2 fluxes and environmental variables (including NEODAAS data). These were then applied to long time series of NEODAAS SST and chl-a data to investigate inter-annual variability resulting in significant differences in the intensity and/or direction of annual fluxes.

ATMOSPHERIC SCIENCE
The examples below are for the atmospheric science sector and EXCLUDE any NEODAAS work in support of NERC grants, since we are told that this should be reported by the grant-holder. Hence, the key findings below represent work done through "direct access" to the facility only.

NEODAAS data supported a project that demonstrated the use of cluster analysis for airstream classification. The particular case used was an extratropical cyclone (Friedhelm, 2011), but the method can also be applied to other situations. NEODAAS imagery was used to identify the development of airstreams and front locations in the system. Also linked to extratropical cyclones was a study of the 'St Jude's Day' windstorm (2013) as it travelled across southern England. This showed how evaporating showers played a role in transferring sting-jet wind momentum to the surface. It was also noted that infrared satellite imagery can indicate where these processes may occur as illustrated by NEODAAS imagery of the event.
Our data supported a study of subtropical cyclones (STCs) in the NE Atlantic that aimed to identify common features and assist forecasting. These were found to be a special case of N Atlantic STC with similarities to extratropical cyclones and tending to resemble those in the S Atlantic, whereas NW Atlantic STCs are more similar to tropical cyclones. NEODAAS image sequences were used in a detailed analysis of a particular STC case to better interpret the general results.
NEODAAS data were again used in studies of high-latitude severe weather, such as polar lows. One of these looked at the Barents Sea during winter. The results suggested that marine cold air outbreaks are the most important factor in the region for extreme winds on a small spatial scale, and this information may be used to supplement model data and improve forecasts. Another supported paper presented a 14-winter climatology (1995-2009) of Nordic and Barents seas polar lows, based for the first time on passive microwave satellite data. Among the findings, the 637 events identified was greater than for earlier studies using infrared imagery, showing that microwave data provide an opportunity to detect these systems when they are masked by higher level clouds. NEODAAS AVHRR imagery was used to check for cloud signatures for each detected polar low. In a separate study, another 14-winter (1999-2013) climatic analysis of polar lows was carried out for the Nordic Seas to determine their tracks and attributes, such as duration and lifespan. This was based on NEODAAS AVHRR imagery which was used to track all of the systems. The results confirmed those of previous short-duration/smaller-region studies and also increased knowledge of polar lows in the region.

Description NEODAAS creates impact through the activities of its users both academic and through the Pathways to Impact plans for NERC-grant supported work. Academic impact is demonstrated by the ~370 peer-reviewed papers supported since 2010 including support for a cruise used in a Nature paper and a series of cruises used in a Nature Communications paper, both published in 2015. Cumulative impact factors from NEODAAS-supported papers have grown significantly over the review period, for example ~230 in 2015. Economic and societal benefits: NEODAAS data have been used in the proposition and selection of marine protected areas (MPAs), also on the observation and understanding of harmful algal blooms of threat to the aquaculture industry and under investigation in a joint NERC/BBSRC programme. Data are used in support of research into hazardous weather, such as severe dust storms that resulted in respiratory difficulties and transport disruption and in NERC's Storm Risk Mitigation/DIAMET project; into flooding in Europeand into other natural hazards e.g. "Quantifying the uncertainty in natural hazard forecasts", 2012-2016, funded through NERC PURE (Probability, Uncertainty and Risk in the Environment) research programme, grant NE/J017221/1. NEODAAS provides data (via online access and commercial data sales) to overseas institutes, companies (with >180 active commercial users in 14/15) and others that support operational activities. Examples include NRT imagery for charting sea ice around Greenland / Iceland and monitoring volcanic activity (Danish Met. Inst. and U. Iceland), wildfire alerts covering Europe (by CSIR, South Africa), weather and forecast information produced by operations support staff (e.g. for UK MoD, UKMO, Brazilian Air Force and Airbus Flight Test) and free on-line weather services (e.g. Weather Underground, USA). NEODAAS data impact examples are given in the annual reports and on the web site.

Title IMEC Sentinel Project Code released 
Description This project was completed in 2020, as the final project for MSc International Marine Environmental Consultancy at Newcastle University. The purpose of the project was to identify whether satellite derived bathymetry would be able to support the UK legal requirements to monitor habitat H1110 - Sandbanks which are slightly covered by sea water all the time. It was focused on a specific area of the North Sea. The project was completed with the support of JNCC, who provided access to the ARCSI satellite data. NEODAAS provided the ACOLITE satellite data. The satellite data used is from ESA Sentinel-2 mission, satellite tiles 31UCU, 31UCV, 31UDU, 31UDV, which have been pre-processed using the ACOLITE and ARCSI methods. In-situ data was kindly provided by Cefas from acoustic bathymetric surveys.

Results and Impact Aser Mata and Silvia Pardo took part in the Lab Programme representing NEODAAS. Their team gave a quiz around Earth Observation data and its use for environmental topics. These ideas were linked to the use of drones and aircraft for high resolution data, with a drone displayed alongside visualisations such as the tallest tree in the tropics. Silvia introduced the topic of water quality with a practical sessions using a Secchi-Disk, to give an idea of the uses of in-situ vs satellite data, with ancient techniques, and how these are combined today on research cruises. The Eden Project estimated ~5000 visitors passed through The Lab each day, with at least 8000 people attending during the event dates.
The Eden Project has shown interest in future collaborations with PML and NCEO.
As an additional impact, a visitor named Kate Crawfurd and her daughter liked the exhibition so much that brought some of the material provided back to their local school in Plymouth. Kate is a painter who used to work at PML as a marine biologist and has been commissioned to paint a mural at the school school. She aims to take this opportunity to mix "Arts and Ocean Colour" - she is planing to paint a sea mural with the children and give an talk about ocean monitoring using Ocean Colour with the help of a Secchi Disk that PML have lend to her school.

Results and Impact The Living Wales project is a collaboration between research and goverment in Wales led by Aberystwyh University aiming to captures the dynamics of the Welsh landscape through Earth observations.

The two events introduced the concepts behind Living Wales and showcased current capability and application in areas ranging from biodiversity and climate resilience to agricultural productivity and health. In total over 50 people attended each event. At both events Dan Clewley from NEODAAS had a large display were people were able to see some of the layers produced by the Living Wales project alongside marine layers (e.g., chlorophyll concentration) produced by NEODAAS. Feedback was very possitive with a number of participants planning to explore the data in their own time. Further plans are being discussed to incorperate the GIS portal and NEODAAS data being produced in near real time within the Living Wales project so they can be made available to government in Wales through this.

Online Training: Satellite-based tools for investigating aquatic ecosystems
The Trevor Platt Science Foundation Symposium was preceded by a training course on 'Satellite-based tools for investigating aquatic ecosystems'. The training course centred on a subset of the themes of the Symposium, such as remote sensing of ocean colour, water quality and human health, primary production, physiology and ecology of marine phytoplankton and practical aspects of working with satellite data.
