Socially Just and Politically Robust Decarbonisation: A Knowledge Base and Toolkit for Policymakers (JUSTDECARB)

Abstract
Climate change mitigation needs urgently to be scaled up. Yet attempts to introduce even modest climate policies in many European countries are accused of having unjust distributional effects, prompting aggrieved groups to mobilise politically to block or weaken those policies. Greater knowledge is needed about how low-carbon transitions can be structured so that they are not only socially just but are also perceived to be so by key stakeholders, thus enhancing the transition's political robustness. Two aspects of transition governance, both relatively neglected in the decades of research into climate policy instruments, seem promising: inclusive processes, by which affected groups have a genuine stake in the design and implementation of decarbonisation policies; and redistributive measures, by which governments couple decarbonisation policies with offsetting benefits - including benefits related to the socio-economic opportunities created by decarbonisation - for groups who would otherwise be vulnerable to its adverse effects.
JUSTDECARB will bring together leading social science and humanities researchers from four disciplines (philosophy, political science, economics, and law) across four countries (Austria, Czech Republic, Norway, and UK) in pursuit of two overarching project objectives:
1) To fill critical gaps in the knowledge base relating to socially just and politically robust decarbonisation, with a particular focus on inclusive processes and redistributive measures (the scientific objective);
2) To develop a 'toolkit' to help European policymakers steer transition processes in a socially just and politically robust direction (the policy objective).
The scientific objective will be pursued via two research themes. The first research theme aims to fill critical knowledge gaps concerning the philosophy, politics and economics of transitional "winners" and "losers", as they pertain to processes of decarbonisation, via novel, single disciplinary research projects. One such project will use philosophical methods to clarify the conceptual and normative issues at the heart of the "social justice" dimension of decarbonisation. The second project will use methods from micro-econometrics and labour economics to better understand the difference in skill requirements between high-carbon and zero-carbon jobs, and the implications of these skill differences for the design of climate policies and complementary labour market measures. The third project will focus on political polarisation and the political behaviour of winners and losers from decarbonisation. Using both large-n survey and small-n comparative case-study methods, this third project will study how and why opposition to climate policy develops, with a view to improving the political robustness of climate policies. The focus of the case studies will be on the phase-out of oil and gas (Norway and UK) and the phase-out of coalmining and/or coal-fired power generation (Czech Republic and Austria).
Building on this work, and adding wider insights from philosophy, political science, and law, our second research theme aims to develop frameworks for evaluating the justice and robustness of, respectively: processes of public engagement applicable to the design and implementation of climate policy; and substantive climate policies, including redistributive measures. These aims will be pursued through two interdisciplinary, applied research projects.
Finally, to fulfil JUSTDECARB's policy objective, the project team, in consultation with policymakers and civil society stakeholders, will develop a "toolkit for policymakers". Produced with a view to policy impact, the toolkit will take the form of a report that describes the recommended steps for policymakers to take, and methods to use, as they seek to steer transition processes in a socially just and politically robust direction across the key phases of the policy cycle.

| Description | Overall, by providing a more precise measure of low-carbon jobs, this study offers valuable insights for policymakers, educators, and workforce planners seeking to design effective labor market policies for the green transition. Key Findings 1. The share of low-carbon jobs is lower than previously estimated. Previous estimates suggested that 2-20% of jobs are green, but our refined methodology finds a low-carbon job share closer to 1%. This suggests that the job creation effect of the green transition has been overstated in prior research. 2. Low-carbon job creation is concentrated in lower-skilled occupations. Unlike the digital transition, which favors high-skilled workers, the green transition appears to create more low-skilled jobs. However, these jobs still require higher and more complex skill sets than their high-carbon counterparts. This challenges the assumption that the low-carbon transition is entirely skill-biased against manual workers. 3. Skill gaps within occupations are larger than previously thought. The largest skill mismatches exist within occupations rather than between them. Low-carbon jobs often require additional technical, IT, managerial, and social skills, making reskilling strategies highly occupation-specific rather than one-size-fits-all. This highlights the need for targeted, rather than generalized, retraining programs. 4. Low-carbon wage premiums are modest and declining over time. While previous studies found wage premiums of 4-19%, our findings suggest that low-carbon jobs command only modest premiums, which shrink over time when accounting for occupation and firm effects. This suggests that low-carbon jobs are more likely to be found in higher-paying firms rather than offering inherently higher wages. 5. Low-carbon jobs are more spatially dispersed, creating regional challenges. Unlike fossil fuel jobs, which tend to cluster in specific regions, low-carbon jobs are more widely spread, making it harder for displaced workers to find local alternatives. Moreover, low-carbon job creation is concentrated in wealthier areas, raising concerns that the transition could exacerbate regional inequalities. Policy Implications: This research provides new evidence on the real labor market impacts of the low-carbon transition, challenging some widely held assumptions. The findings suggest: 1. Revised workforce planning is needed, as the job creation effect may be smaller than expected. 2. Reskilling policies must be highly tailored to specific occupations rather than generic retraining. 3. Regional employment policies are critical, as low-carbon job opportunities are unevenly distributed. |

Finally, the open-source low-carbon skills dataset (if applicable) serves as a valuable resource for future studies, enabling broader adoption and refinement of job classification methods in the green economy. |

| Description | The main expected path to impact is the National Policy Options Framework (Toolkit). The final product is a 72-page report titled Just and robust transitions to net zero - A framework to guide national policy published both in print and for download. It was launched at a breakfast seminar in Oslo on 27th October, in conjunction with the Final Conference. The seminar included presentations of selected research results (Bang, Sato, Green), presentation of the report (Macquarie), and a panel discussion with stakeholders representing the Norwegian Labour Party, the Norwegian Confederation of Enterprise, the peak labour organization (LO), and the 2050 Climate Commission. After the seminar, the Labour Party requested a follow-up meeting, held on 30th October. The report collects resources on national policy and law applicable to specific sectors and to the whole economy, synthesising examples of best practice highlighted by leading research. Its guidance is aimed at governments but also non-governmental organisations, labour unions, firms, international organisations and financial institutions. While the report's focus is on Europe, the tools and guidance are generally applicable and should be of wider interest. The framework can be applied to multiple sectors and reflects the wide variety of roles for people and groups in the transition. However, it also and covers many aspects of a just transition that do not fit neatly into sectoral or spatial frames, such as fiscal policy, citizens' participation in policy processes, and national climate laws and institutions. The report is designed to be a modular reference resource, with advice grouped into chapters reflecting five phases of the policy cycle. Each chapter provides concepts and definitions of essential terms used to guide thinking about activities in each phase; guidance for policymakers to consider when applying these concepts; approaches they can take, with a comparison of features, strengths and weaknesses and signposting to further resources; and case studies demonstrating the use of these approaches in various countries and contexts across Europe, with suggested lessons for others to follow. All of the chapters contain actions that should be undertaken by multiple government ministries, emphasising that a whole-of-government approach is needed for a just transition, with each ministry taking responsibility for aspects linked to its remit. We hope it will help policymakers across government departments to become more effective at promoting a just transition. Dissemination of the report continues and will benefit from a surge in interest in just decarbonisation after the COP28. Authors have already been invited to present to more stakeholder forums, including a Working Group on Repurposing Public Support to Food and Agriculture. The report will be embedded as a key reference by LSE GRI within other just transition activities focused on sustainable finance. Furthermore, the consultation and research process itself has also been a channel for impact: the team have been able to connect policymakers and stakeholders working on similar problem areas to exchange knowledge and experiences, including the climate and just transition teams in Scotland and New Zealand. |

| Results and Impact | Misato Sato (GRI) was invited to be member of ESRC's Environmental Social Science Advisory Group (March 2021-2022). The ESRC Environment team is creating a strategic advisory group to provide social science expertise across the environmental remit, to inform high-level scoping and prioritisation of opportunities following the 2020 Spending Review. The intention is to establish a small network of approximately 6 members, of leading specialists with expertise across the remit of the ESRC's Environment portfolio. Membership is expected to be for one year, from March 2021 to March 2022. The overarching objectives of the group are as follows: • to inform the high-level strategic scope of social science research within the ESRC-led environment priority; • to inform the high-level prioritisation of social science opportunities and ideas across the UKRI landscape; and • to advise the ESRC on high-level emerging and established research themes. The intended outcome of the group will primarily be an increased breadth and depth of social science considered and embedded into UKRI future investments, to build upon existing research within this area. The group will primarily focus on scoping of ESRC investments, with some engagement regarding cross-UKRI ideas. |
