Understanding the long-term evolution of metro impacts on urban development for sustainability, vibrancy, and inclusiveness

Abstract

This collaborative research project will be implemented by Dr. Jen-Jia Lin on the Taiwan side and Dr. Chia-Lin Chen and Dr. Taku Fujiyama on the UK side. The purpose of the project is to develop a partnership between the Taiwan and the UK teams through implementation of collaborative research on the following three topics: i) the evolution of transit-induced gentrification in London, ii) the long-term impact of metro systems on urban development (in size and structure) in Taipei, and iii) recommendations on urban development policies. Each research team will study the city of the counterpart with assistance of the other team in field visits and data collection. Two workshops will be held in Taiwan and the UK respectively to implement interactions of academics and practitioners between the two countries. The expected achievements of the project are as follows: (1) The project will examine the applicability of the Inverted U-curve Theory to the evolution of transit-induced gentrification in London and the impacts of metro systems on the spatial structure and evolution of urban development in the Taipei metropolitan region. This would not only lead to comprehensive and localized academic theories on the impact of metro systems, but also help practitioners improve their understandings of spatiotemporal relationships between metro network expansion and metropolitan development and devise policies accordingly. (2) The project will suggest criteria for evaluation of the long-term metro impact and provide policy principles for urban development. These would allow new emerging cities to have long-term and comprehensive development plans, and allow existing historical cities to create innovative angles in their redevelopment plans. (3) We will establish collaborative relationships between the Taiwan and the UK team members and agree on the topics and contents of future collaboration research.

Results and Impact A talk on transit-oriented development and practice on a global scale was Invited by Dr Junghwa Kim whose "human-centre mobility" research lab in Department of urban and transportation engineering, KYONGGI university in Suwon, South Korea. This is a diverse lab with young PG and UG students.

Results and Impact A public talk on "Sustainable Transit-Oriented Development: current practice and future prospects" at Department of Urban Planning and Design at XJTLU Suzhou China, Regardless of global attention in policy transfer of TOD, this talk examines 6 myths and 3 issues in TOD practice as many practices claim and associate themselves with TOD as a slogan yet the essence of TOD is not grasped. I argue that, making it happen is not enough, making it right is critical to aim for a more sustainable future.

Results and Impact A guest lecture invite from Dr Chunghan Yang at Department of Environment and cultural resources, National Tsinghua University (NTHU) Taiwan to deliver a talk to a module named "Global Environmental Governance". I approached this from sustainable transit-oriented development which is a focus of this ESRC project. Great questions and exchanges with the students! Meanwhile, NTHU is developing a new faculty dedicated to sustainability where could be more topics for future research and supervision collaboration for the well established UoL-NTHU dual PhD studentships.

Results and Impact 22 participants including researchers, academics, practitioners and decision makers in the UK from Transport for the North, TfL etc. This is an engaging and focused workshop on rail-induced urban development where diverse but inter-related issues/aspects were discussed, including measurements of gentrification, data of community dynamism, business/financing models, appraisal approaches, land policy, joining up system thinking and implications for public policy. All speakers and attendees share keen interests and contribute very well to the subject. The attendees expressed strongly how the workshop was relevant to their work.
