GLAM-E Lab: An interdisciplinary digitization clinic for smaller and less well-resourced cultural institutions and community organizations

Abstract
This Project expands thinking and practice on digitization and open access programs and their implementation by smaller and less well-resourced UK and US cultural institutions and community organizations. It does so by establishing an interdisciplinary cross-border clinic (GLAM-E Lab) that provides cultural institutions and community organizations with support on aspects of law and digitization, and it co-produces tested and scalable best practice resources to support digital heritage initiatives beyond the Project.
The heritage sector is increasingly interested in building successful open access programs and exploring the new business models that flow from them. However, participating in open access programs remains too difficult and expensive for smaller and less well-resourced cultural institutions and community organizations. This is because obstacles and risks arise due to legal and cultural challenges, which can revive old disputes around access, restitution, repatriation, sensitivity, and representation.
These challenges pose critical questions like: Should we digitize? Who (if anyone) owns rights to the digital reproduction? Is open access appropriate for these digital materials? Similarly, who is liable if the reproduction is used in a way that violates the law or harms others? Existing guidance on these questions is often static, or shaped by the experience of a single program, leaving significant gaps for smaller and less well-resourced cultural institutions and community organizations. Until addressed, these challenges will continue to hinder digitally-enabled participation and lock-in cultural data.
GLAM-E Lab creates a new resource to bridge this gap using complementary and reflexive approaches. GLAM-E Lab establishes an interdisciplinary cross-border digitization clinic at the University of Exeter Law School and NYU Law School Engelberg Center on Innovation Law & Policy with institutional and community partners. First, GLAM-E Lab provides pro bono legal and digitization support directly to UK and US lab participants working to implement open access programs and release digital collections online. Second, the Lab will use the lessons learned from that clinical support to co-develop a best practice tool-kit for the wider heritage community. Third, in 2023, the Lab publicly opens and invites new participants to test and expand the GLAM-E Lab methods and resources.
GLAM-E Lab brings together UK and US practitioners, academics, and students from Law, Digital Humanities, and Museum Studies to overcome the legal and cultural obstacles to digitization and open access programs. Through this work, the Lab will explore key questions related to the legal status of cultural materials, ethical approaches to digitization, and open access and new business models. GLAM-E Lab will improve global conditions for the sustainability of digitization projects and digitally-enabled participation, leading to the generation of new knowledge in heritage management, humanities, and law. The Project will disseminate the research via GLAM-E's Lab's clinics, website, workshops, and publications.

| Description | Researchers undertook collaborative work with GLAM-E Lab partners to support open GLAM participation and convert findings from the work into resources for the wider heritage community. This enabled researchers, including law students, to identify specific issues or concerns, test various workflows and solutions, and design strategies that both compartmentalise and scaffold the challenges that may arise during the move to open. Such moves are motivated by many goals that range from aligning policies with copyright law and funding obligations, to improving staff efficiency and collections visibility, to exploring the new business models and programming enabled by open licensing, thereby diversifying income streams to be more sustainable and resilient. Overall, findings show that internal staff play a vital role in operationalising the change that leads to the uptake of open access, but most organisations lack the financial support necessary to cover the initial costs of labour and expertise. This becomes prohibitive to open GLAM participation. The research uncovered how thinking and practice needs to be reoriented to see open access as an investment, with multiple staff in the day-to-day operations involved to distribute the work and support more sustainable and transformative change within an organisation. Significant impact can be achieved from even a small set of images. Indeed, publishing a set of pilot images on a single platform can help organisations identify the resources, knowledge and capabilities necessary for open GLAM participation, while collecting data that demonstrates the significant engagement and benefits potential. For example, in just one year, the Royal Albert Memorial Museum & Art Gallery's 63 pilot images on Wikimedia Commons received over 6.16 million views. At least 41 were added to 65 different Wikipedia articles in 7 different languages. The images appeared on history websites for children, study guides, other educational materials and websites for artists. A local business emailed the museum with gratitude for releasing the images they used in Exeter tours. This pilot publication allowed RAMM to collect evidence for senior management and to design and test new workflows and prepare staff for the rollout of the formal open access policy in February 2024. Across GLAM-E Lab partnerships, findings show that open access brings more value to an organisation than copyright licensing. An open access strategy can cost as little or as much as an organisation can afford. It simplifies rights management processes and associated costs in the long run. Redirecting the investment in licensing to open access brings significant gains, including by delivering on an organisation's commitment to equity, diversity and inclusion. Organisations can continue to generate income through images and more diverse revenue sources. The strategies involved in making a business case for open access to support policy change can have transformative effects on open access programming and thinking. The research team explored differentiated approaches to operationalise the policy as locally-focused, which has led to new research questions that relate the work to local economic and cultural opportunities with businesses, the creative industries and public. Lastly, with respect to the methods developed, taking a practice-led, praxis-based approach to supporting change within the cultural sector helps to build capacity and expertise among all participants for more sustainable outcomes. This approach has improved the quality of Lab research, findings and results, with positive impacts and follow-on benefits for the cultural sector, the researchers within it and researchers who rely on having access to the cultural resources stewarded by GLAMs. |
| Exploitation Route | All GLAM-E Lab findings are converted to guides, papers, toolkits, templates, policies and other resources that can be used by the cultural sector to implement open access policies. Our research approach is to design a pathway with the lowest barriers to entry to produce outcomes that are scalable by a larger group of non-academic beneficiaries. This method converts the research into outputs that can be taken forward by other organisations to operationalise open access and enhance the accessibility of open GLAM for smaller organisations. |

| Description | GLAM-E Lab research has produced evidence to inform new pathways to open access implementation and programming among project partners, leading to new open access collections for the public-at-large and new research publications. As examples: (a) our collaboration with the Royal Albert Memorial Museum & Art Gallery (RAMM) produced the Open Access Strategy approved by Exeter City Council in December 2023, which adopts CC0 1.0 Public Domain Dedication for all digitised public domain artworks and metadata. RAMM has since uploaded more than 1,000 CC0 images to Wikimedia Commons of landscapes, portraits, botanical illustrations, fashion and other collections items. These images are used on more than 200 Wikipedia articles in 26 languages. As of February 2025, the images have received over 11 million views. The 3D items digitised by the University of Exeter's Digital Humanities Labs and published as CC0 on Sketchfab count more than 350 downloads; (b) our collaboration with Black South West Network led to new IP and data ownership approaches for the UnMuseum project to centre community-owned, -led and -benefits in the management of materials submitted to the platform. The research has shaped the development of professional practice and institutional policies to improve understanding of the benefits of open access and encourage uptake of open access strategies among the cultural sector, including future practitioners. Pro-bono legal consultancy and Lab collaborations have directly benefited our partners through new policies and capacity building, as well as the next generation of legal and heritage practitioners in the cultural sector via legal clinics and internships with students from Exeter Law School, NYU Law School, University of Seattle Law School, Gonzaga School of Law. RAMM's Open Access Strategy has been used for teaching in history (University of Exeter) and digital humanities (University College Cork). The 2024 White Paper, 'Making the Business Case for Open Access: How the Royal Albert Memorial Museum & Art Gallery adopted an Open Access Strategy for digital collections and new business models,' and its strategies have been used by 10 institutions so far to secure approval to release their own collections as open access. This work has been recognised by the cultural sector. GLAM-E Lab and RAMM staff have been interviewed in the media (BBC Devon, Museums Association Journal, The Art Newspaper), invited to present to professionals, practitioners and policymakers (CHOSN, OCEAN, Europeana) and featured by sector leaders (National Museums Directors Council, American Alliance of Museums, Creative Commons). The research has changed open access practice and implementation beyond the UK through public engagement, tools and guidance, particularly through the Open GLAM Toolkit. Given the 2023 UK Court of Appeal decision which clarified the UK's originality threshold aligns with EU copyright law, we were able to adapt our Open GLAM Toolkit to also consider EU-based GLAMs. More recently, the Lab consulted the Rijksmuseum on the new Open Research Data Policy, and was commissioned by Europeana to undertake a study on 3D Models and Rights Management practices within the EU-based platform. Finally, the research has improved public information and provided resources and tools for cultural institutions and organisations through the GLAM-E Lab website and activities, as well as external organisations through collaborations and consultancy with direct impact, such as Wikimedia UK, NLHF and the Flickr Foundation. With Wikimedia UK, We installed a Wikipedian-in-Residence with RAMM, which led to a successful follow-on application to expand the work. The National Lottery Heritage Fund has commissioned various outputs, including guidance on low-cost digitisation projects and how to design digitisation projects, as well as a Digital Heritage Leadership Briefing on Open Licensing. Lab work with Flickr Foundation includes the development of the Flickypedia Licensing Framework and consultancy on the Data Lifeboat Programme. Since its launch, the GLAM-E Lab website has received over 5,200 unique visitors from over 100 countries, with the Tools section being the most popular for hosting the Open GLAM Toolkit. | Results and Impact | Dr Andrea Wallace was a convenor and contributor to the Sunoikisis Digital Classics (https://sunoikisisdc.github.io/) programme alongside Gabriel Bodard (ICS London), Valeria Vitale (Aland Turing Institute) and Alicia Walsh (Recollection Heritage). Wallace organised three sessions. The first, "Wikipedia and cultural knowledge production" brought together Effie Kapsalis (Smithsonian Institution) and Evelin Heidel (Wikimedia Foundation); the second, "Intangible Cultural Heritage and Indigenous heritage" brought together Majd Al-Shihabi (Open Palestine Maps) and Brigitte Vézina (Creative Commons). Dr Mathilde Pavis contributed to a third session on "Intellectual property and heritage restitution" on behalf of the GLAM-E Lab with Douglas McCarthy (Europeana). In total, between 51 and 100 participants attended the live sessions. All sessions resulted in an archive of resources, recorded lectures, exercises, and other outputs that are published as open access to GitHub. These materials can be accessed and used by the general public to follow the course asynchronously. They also can be integrated into teaching materials by others due to being published as an Open Educational Resource. The total reach of this engagement will far exceed 100 participants over time. |

| Results and Impact | This roundtable discussion was held as part of Provisional Semantics: Addressing the challenges of representing multiple perspectives with an evolving digitised national collection, a project funded by UKRI's Arts and Humanities Research Council, Towards a National Collection (TaNC) and led by Ananda Rutherford (Tate) with JC Niala (Horniman Museum). Drs Mathilde Pavis and Andrea Wallace presented ongoing research with the GLAM-E Lab around ownership, rights and power in the proliferation of digital cultural heritage. GLAM-E Lab Collaborator Abira Hussein (Nomad) and Advisory Board Member Kelly Foster (Creative Commons UK) also contributed as invited respondents. More than 100 participants attended this event, which brought together important research across other AHRC funded projects and initiatives for wider dissemination to international audiences. |
