Using secondary data to examine whether a programme of physical and social interventions in urban forests enhances community health and wellbeing

Abstract
This research addresses urgent questions faced by Scottish Forestry, alongside forestry agencies across the rest of the UK, Europe and internationally, who want to know how they can respond positively to global challenges for sustainability and human health while satisfying demands for more tree cover. In addition, public health policy-makers and planners, land managers, spatial planners and land development agencies and third sector organisations want to know how to invest scarce resources in ways that maximise benefits for people as well as planet.
So our focus is on urban forestry and how to provide better evidence of the contributions it can make to human wellbeing, child development and health equity. Our increasingly urban population is experiencing rising levels of mental illness and non-communicable disease; in addition, there is concern about the long-term effects of urban living on the kinds of environments children experience. There is evidence that access to natural environments such as woodlands can offer health benefits, especially in relation to mental wellbeing, and support healthy child development. In addition, it appears that more socially disadvantaged people may gain most from improved opportunities to visit and enjoy urban forests and other natural environments. We plan to provide evidence on the effectiveness of practical ways in which forestry can be used to benefit such populations. Our study examines whether existing programmes for urban forestry, such as Scottish Forestry's (formerly known as Forestry Commission Scotland) Woods In and Around Towns (WIAT) programme, are effective in their aims of improving community wellbeing and quality of life by bringing neglected urban woodland near deprived urban communities into active management and working with local people to help them use their local woodland.
We are taking advantage of new opportunities to link existing population, health and child development data for a large number of people, together with data on WIAT projects that have been undertaken near where these people live at any point in a ten year period (2005-2015). This will be done in a secure and ethically approved manner so that there is no risk of individuals or their personal data being identifiable. It is an exciting opportunity because of the high quality data available across a representative sample of Scotland's population; for the first time we can link information such as prescriptions data for anti-depressants, or child gross and fine motor skills development, with data on the location, cost, timing and extent of a national urban forestry programme. The results will indicate whether, for example, the extent of new footpaths and improved forest entrances, alongside activities to bring children and adults into the forest, makes a difference to health and child development outcomes for people living near the urban forest. We'll look at whether benefits from WIAT are experienced only by those living very close to the forest, how long it takes for any benefits to appear after a WIAT project is completed, whether benefits are sustained and whether there are differences in benefit according to people's age, gender, or socio-economic status.
Our findings will be published not only in academic journals but also in ways that are most helpful for different stakeholders, from forest and land managers and environmental agencies to health and child development policymakers. We will be working closely with Scottish Forestry and other public agencies across the UK and Europe to find the best ways of doing this. We'll also make our findings accessible to local communities and the wider public. Ultimately, we hope that urban communities will benefit from better evidence as to how government departments and public and private agencies can support people's access to urban forests to support their, and their children's, wellbeing and quality of life.

| Description | Comprehensive Woodland Intervention Dataset Created Our team successfully compiled a comprehensive longitudinal dataset documenting the Scottish Forestry "Woods In and Around Towns" (WIAT) programme from 2005 to 2018. This programme enabled local authorities and community groups to enhance urban woodlands through physical improvements (paths, signage, picnic facilities) and social engagement activities (family events, workshops, health walks), with priority given to disadvantaged communities. Despite the challenge of integrating data from multiple sources and formats, we have created a complete, accessible resource now available for wider research use. Pioneering Data Linkage Methodology We established innovative data linkages to conduct a large-scale natural experiment examining the effects of woodland interventions on adult mental health and child development. Our approach leveraged Scotland's world-class linked census and health service datasets to create a robust research design. Completed to date are: • Integration of the Scottish Longitudinal Study (SLS) sample (5.3% of Scotland's population) with NHS prescription data; • Development of a sophisticated residential history tracking system that enabled us to correlate changes in WIAT proximity with changes in individuals' mental health prescriptions over time; • Creation of a secure, anonymised working sample of approximately 150,000 individuals across Scotland. The resulting integrated dataset tracked approximately 140,000 individuals meeting inclusion criteria, recording monthly measurements of the distance between their homes and the nearest WIAT woodland over a 13-year period. This methodology represents a significant advance over previous study designs in this field. Significant Health Impact Findings Using our linked dataset, we conducted rigorous comparative analyses of individuals living near WIAT intervention woodlands versus those living further away. Our analytical approach employed both: • Within-subjects comparisons: Tracking changes in health metrics before and after woodland interventions for the same individuals • Between-subjects comparisons: Analysing health trajectories of groups exposed versus not exposed to woodland interventions Our analysis of adult mental health has yielded significant findings that are currently under embargo pending publication in a high-impact academic journal. The child development study continues, having only recently gained full access to the necessary data in 2025. Technical Infrastructure and Researcher Development Achievements The technical accomplishments of this project extend beyond the research findings themselves. We successfully: • Developed protocols for secure handling of sensitive health and residential data • Created systems for geographical data integration with health records at a monthly resolution • Established methodologies for tracking intervention exposure through residential histories • Built analytical frameworks that can be adapted for future environmental health studies These achievements have not only supported our immediate research goals but have established a foundation for future studies examining the relationship between environmental interventions and public health outcomes. |
| Exploitation Route | Public and private forestry agencies, land managers, environmental agencies, third sector organisations Our primary partner in engaging with land owners/agencies is Scottish Forestry. Early draft findings have been shared with senior policy-makers in SF and. once published, will inform policy briefs for government. These will provide new, practical knowledge on planning/designing environmental interventions, aimed at improving long-term public health. A key, international forum is the Forest Europe Ministerial Conference. Policymakers in public health, child development and reducing health inequalities We have ongoing membership of the Environment and Spaces for Public Health Partnership, convened by Public Health Scotland, whose Data and Evidence group are keen to make use of exactly the kind of findings our study is producing. We will also engage with the Office for Health Improvement and Disparities, the UK government and WHO European region, aiming to produce briefs specifically targeted at policy makers. Local communities and the wider public Online plain language research summaries and infographics for non-specialist audiences will engage with a broad public audience. | Description | Our research on woodland interventions and health benefits stands ready to influence policy and practice once our findings are published. Despite the data access delays we've experienced, we've maintained close relationships with key stakeholders who are eager to apply our evidence to their work. Scottish Forestry, our primary partner, has expressed keen interest in using our findings to inform policy development with government and the public sector immediately following peer-reviewed publication. Similarly, Public Health Scotland's Environment and Spaces for Public Health Partnership-specifically their Data and Evidence group-is positioned to incorporate precisely the kind of evidence our study provides. These established relationships will create direct pathways from our research to implementation. To maximise impact, particularly for urban communities experiencing health inequalities, we will seek an ESRC Impact Acceleration Award through the University of Edinburgh. This funding will support targeted engagement with policymakers and communities, allowing us to translate complex findings into accessible formats through professionally designed infographics and animations-an approach our team has successfully employed in previous work. Our investigators maintain active engagement with environmental and health Cross-party Groups, public committees, and relevant consultations, ensuring our findings reach decision-makers across sectors. We've already demonstrated our commitment to public engagement through a successful mid-project event in collaboration with the Scottish Longitudinal Study, where we organised woodland activities outside Glasgow to showcase how census data can reveal woodland health benefits. The dedicated knowledge exchange teams at the Universities of Edinburgh and Glasgow will provide crucial support for our impact activities, helping us develop tailored approaches for different audiences. Through these combined efforts-established partnerships, supplementary funding, and institutional support-we will ensure our research delivers meaningful benefits, particularly to disadvantaged communities where environmental interventions may have the greatest impact. |
