Culture for Sustainable and Inclusive Peace (CUSP)

Abstract
The Culture for Sustainable and Inclusive Peace Network Plus (CUSP N+) addresses the call "Preventing Conflict, Building Sustainable and Inclusive Peace". It draws together non-academic partners from Low- and Middle-Income Countries (Ghana, Mexico, Morocco, Palestine and Zimbabwe) who work with young people in different artistic and cultural settings (e.g. dance, theatre, literature, music). CUSP's main aim is to strengthen arts and cultural institutions/organisations in LMIC, so they can become a reference point for the identification and transformation of social conflict. Through original research with core partners (strand 1), the commissioning of research to new partners (strand 2) and the synthesis of insights and knowledge exchange/sharing (strand 3), CUSP will focus on key issues identified as desirable for the N+ research agenda by each partner and context. These are: (a) fragile, and presently resilient cultural work in communities of the Global South; (b) the arts and cultural work in southern contexts as means to explore and share relevant strategies for conflict prevention and conflict transformation; (c) the arts and cultural work for the promotion of individual wellbeing and sustainable employment; and (d) South-South and South-North partnership building and networking towards the sharing of sustainable cultural and governance practices to maximise the reach and usability of digital technologies for artistic sustainability and peaceful cultural change.
During strand 1, CUSP N+ partners will work with artistic and cultural organisations in each location to identify, explore and disseminate culturally- and age-appropriate conflict transformation strategies to achieve positive change in relation to challenges experienced by women and girls. CUSP N+ partners will reflect on and share insights on processes and outcomes. The portfolio of activities thus developed will be expanded and refined through the commissioning of new research to explore further emerging themes, open questions and 'translatability' of practices to different contexts. CUSP will also engage in ongoing critical reflection on the internal dynamics of the network as it employs conflict transformation strategies also to work collaboratively. The synthesis of findings, and divergence of approaches, will offer innovative insights in relation to theoretical, methodological and policy-oriented questions.
Drawing together expertise from a range of disciplines (i.e. theatre studies; arts practice; languages, literature and cultural studies; gender studies; anthropology; sociology; postcolonial studies) CUSP builds on and expands established academic and non-academic collaborations with a range of partners based in fragile contexts and contexts of conflict and protracted crisis. In Ghana we work with young performers to whom dance can offer a way to survive disadvantaged backgrounds, deprivation, marginalisation and, in some cases, domestic violence. In the Gaza Strip, we work with educators and artists who respond creatively to lack of employment prospects in a collapsing economy and under constant threat of military violence; in Zimbabwe, we work with artists and writers who find strength in theatre and literature in what is an extremely fragile and volatile political, economic and material environment; in Mexico we support mediators and other professionals who, through books and the arts, work with children and young people displaced by poverty and violence; in Morocco, we work with cultural actors to revitalise civic values and democratic engagement through the production, dissemination and consumption of arts for all. Young people dealing with challenging situations in the UK with whom we have established partnerships, such as those seeking asylum and refuge, will also be engaged as consultants and in the work of synthesis and dissemination, and to explore potential for learning that flows South-to-South and South-to-North

Planned Impact
We have identified a range of beneficiary groups which will be impacted positively by the work of the CUSP Network Plus. Below is a list of beneficiaries and of the ways in which they will benefit from the research:
A. LMIC countries involved (as core team and at commissioning strand). These will benefit from strengthening their cultural and artistic institutions/organisation in line with SDG 16. Stronger cultural and artistic organisations engaged in conflict transformation through culturally appropriate strategies will promote enhanced communication and security.
B. The individuals and arts/cultural institutions/organisations involved in CUSP N+. These will benefit from developing and sharing (North-to-South, South-to-South, South-to-North) the knowledge and expertise to become experienced, trusted and knowledgeable points of reference for their communities when social conflict and tensions arise.
C. Communities in partner locations experiencing social conflict and tension in relation to gender violence and coercion. These will benefit from developing culturally-grounded strategies for conflict resolution through arts and cultural work that will aid the long-term resolution of challenges, avoiding escalation and violence and working towards lasting peacebuilding.
D. Communities in partner locations (devolved projects) in relation to proof of concept enterprises using arts and culture that may develop as a result of funded projects. These will benefit from insights into ways in which artistic and cultural enterprises can also become a source of sustainable employment for local young people.
E. Women and girls involved in the CUSP project. These will benefit from the co-creation and leading (SGD 5) of safe spaces in which to discuss experiences of violence and coercion (physical, mental, social) and to identify gender / culturally-appropriate strategies to conflict transformation and long-term solutions.
F. Indigenous peoples in partner LMIC countries. These will benefit from having their knowledge, practices and protocols become an integral part of arts-based conflict transformation strategies, thus ensuring they maintain (or take back) relevance and value for their communities.
G. NGOs and civil society organisations working in situations of conflict and crisis in CUSP N+ partner countries (e.g. IRADA - IUG; UN Women Maghreb/Morocco; women's and girls' rights CSOs in Morocco; Zimbabwe Human Rights Organisation; policy briefs for Zimbabwe Human Rights Commission; Comisión Mexicana de Derechos Humanos; Red Mujeres, Desarrollo, Justicia y Paz; Fundación SM México) and more widely (Peace Commission; Truth and Reconciliation Commission; Global Partnership for the Prevention of Armed Conflict; European Peacebuilding Liaison Office). These will benefit from having access to research-led strategies for conflict transformation and sustainable peacebuilding that are grounded in local knowledges and practices; that are gender-sensitive; and that facilitate the inclusion of women and girls also in leadership roles.
H. LMIC academic and non-academic partners in CUSP N+. These will benefit from capacity building in relation to requirements and processes of UK funding, which will allow them to be active in seeking, putting forward and shaping funding proposals that address their needs and interests, that are aligned with local knowledges and practices and grounded on cultural contexts.
I. NGOs, civil society organisations and academic institutions working with partners in LMIC countries. These will benefit from the insights into the ways in which Conflict Transformation strategies can also be adopted as culturally-sensitive ways of collaborating and redressing power imbalances and conflicts that may arise in the course of collaborations.

Description | Through the initial literature review and workshops and organisations the following key findings have been identified: 1) That the rates of impregnation of girls in Zimbabwe are a significant issue due to COVID 19 lockdown 2) That literature reviewed shows a greater efficacy for impacts of medium to large funding packages for hte arts and women's peace building in the Moroccan context. 3) That objects which are part of intimate cultural heritage enable groups of women engaged in peach building to effectively build trust and sustainability. 4) That transgender issues and questions of dress are of concern to young artists and performers working in Scotland, and these also relate to safeguarding for young people in Scotland. 5) That dance can be used effectively in tense communities where political conflict is present to diffuse the pressure and tensions. 6) That there is a significant appetite for learning the arts of children's story writing in the Gaza strip based on submissions 7) With 70% funder budget cuts, it has a massive impact on partners in the global south being able to deliver the predetermined outcomes and a deleterious impact of safeguarding protocols. 8) The funder cuts (of 70%) had a very detrimental impact on long-standing international partnerships and trust from global south partners in the funder for which the PI is proxy. 9) That Israel's destruction of the Gaza Strip, including our partners' universities and the Nawa Cultural Centre, and the assassination of our Co-I have meant that the long term outcomes of this project, the network and the benefits from the research are now radically uncertain. 10) That as our network processes the impact of the war, the arts offer a place for reflection and advocacy. |
Exploitation Route | There is significant educational scope for the early findings both in terms of using the arts to enable learning and embody practice and in terms of scaling up educational resources, for online learning around the use of the arts in peace building with women and in safeguarding. The UNESCO reports relating to the work are important venues for developing the work It is likely the greatest impacts will be as we begin to engage with the post-conflict context in Gaza should there be a prevention of what the ICJ determines to be a plausible risk of genocide. |

Results and Impact | Ran by our partner, the Islamic University of Gaza, this 7 day theatre and arts festival was aimed at female students and allowed them to express the sturggles that they face as a result of their gender i.e. additional unpaid care work and those which affect a wider demographic within the Gazan context e.g. power issues all of which are highlighted in CUSP's research. The festival was attedended by over 500 people and the hashtag CUSPTheatre Festival trended on Twitter in Palestine. Results and Impact | On 10 December 2020, Human Rights Day UNESCO Art-Lab hosted a special event "The imperative of cultural justice: arts for inclusion, equity and human rights." The Art-Lab Platform was initiated during a Design Thinking workshop co-organized by UNESCO and OHCHR in Geneva, in February 2020, bringing together practitioners, cultural operators, artists, experts in human rights, cultural rights and intercultural dialogue, and humanitarian workers. The workshop resulted in a workplan to mainstream the arts in humanitarian and development programmes, based on three major pillars: Raising awareness within UN agencies and other stakeholders on the transformative power of art and culture in humanitarian work; Consolidating the Art-Lab Platform in facilitating exchanges between cultural and humanitarian workers, artists and researchers; Strengthening research and capacity-building, and pilot-testing tools in the field. At the event on 10 December, members of the Art-Lab platform presented findings and recommendations of the four working groups. A key issue running through the entire programme is the exploration of the idea that cultural rights might be brought to embrace cultural justice. What new spaces can be accessed through such a move and with what gains for human rights and dignity? This event featured RILA Artists in Residence Dr Gameli Tordzro and Tawona Sitholé, and UNESCO Chair Prof Alison Phipps. |

Results and Impact | CHIPAWO held over 25 training sessions with children and young people underits Arts Education for development Training Programme. The trainings were largely held for children and young people based in Harare. The training sessions where created for children who were engaged in traditional dance, music, theatre training programme as they were directed by arts educators to works towards themed performances on children's rights, social cog]hesion and peace, brutality and educational empowerment. The children where tasked to search for stories from families and other different media such as newspaper, television or spocial media platforms before sharing them during the performances. This process has assisted to develop children and young people's skills in music, dance, theatre while appreciating the functions of storytelling. |

Results and Impact | This workshop run by the Scottish Centre for Conflict Resolution and inlcuded Alison Phipps (CUSP PI), Prof. Nazmi Al Mansri (CUSP Co-I, at Islamic University of Gaza), Mr Chirikure Chirikure (CUSP Co-I, at Litfest Harare) and Ms Chipo Basopo (CUSP non-academic lead, CHIPAWO) discussed their lived experience, so we can better learn from those with long experience of living with conflict, not least from the Gaza strip and Zimbabwe. In particular the role of the arts and the role of languages in breaking the strangle holds of conflict, as well as re-casting difficult subjects which colonise mainstream understandings in particularly unhelpful ways will be a theme in the conversation. Panelists will use story telling to unpack complexity and focus on human dignity, showing how a story is both an anecdote and an antidote. The vaccination potential of the arts and well chosen words against viral fears will be a central themes of the conversation. The issues of conflict and poverty and oppression which lead people to seek asylum will them allow us to weave together stories in specific conflicts with the epic stories of exile, it's experience and it's transformation and it's potency in human history. Cyrenians are keen to work together with CUSP on similar events. |

Results and Impact | The UNESCO RILA team marked UNESCO's 75th with our event "Spotlight Eritrea". Eritreans make up a significant worldwide diaspora of people who have sought sanctuary and the tangible and intangible cultural heritage of this small country in the Horn of Africa is immense. We celebrated the culture of our friends and colleagues in Eritrean communities worldwide with a cultural and critical presentation which recognised Asmara World Heritage Site, which received designation in 2017, and other ancient sites in Eritrea. Research shows UNESCO World Heritage Sites contribute many of the Sustainable Development Goals, including SDG3 Good Health and Wellbeing student SDG11 Sustainable Cities and Communities SDG17 Partnerships for the Goals The event combined conversation with a traditional Eritrean coffee ceremony performed by Prof Alison Phipps, the ceremony by which peace is made or restored to families, communities and ethnic groups. Participants experienced the sounds and sights, but sadly not the smells(!) of this important cultural practice. After the event registered participants received a care package from the team so they could conduct their own coffee ceremony! |

Results and Impact | - As part of the CUSP project, Racines aisbl organized in 2021 three forum theater workshops in three different regions in Morocco (Tanger-Tétouan-Al Hoceïma, Souss-Massa and Casablanca-Settat), in partnership with local NGOs. - Each workshop brought together around twenty women, artists and artisans. The workshops were an opportunity to identify the difficulties that women artists / artisans face on a daily basis; promote expression and questioning of the issues of gender equality, access to professions, the visibility of women artists / artisans and their works, copyright, gender stereotypes; create a space for debate and exchange of views on the issues addressed; coordinate the discussions and ideas proposed by the women participating in the workshops. - Two researchers attended and observed the workshops from the beginning until the end. Individual interviews were conducted with participating women. Two film directors documented the workshops and followed the women in their workplace, according to a previously written script. |

Results and Impact | Online meeting was held between CHIPAWO and UNICEF - Zimbabwe, led by the UN Angency to drive enhencement of CHIPAWO's policy on the safeguarding of children rights. The process led to the putting in place the Presevention of Sexual Exploitation and Abuse (PSEA) for the organisation and was ratified by the CHIPAWO Board of Trustees and is now functional. The process further lead to the Agora certification of all CHIPAWO arts educators who then were able to participating in the online course. Clear channels of reporting and handling children's rights abuse were clearly mapped out and value added to the promotion and protection of the children's rights without leaving out children living with disabilities. |
