Description Workshop in Nepal revealed that evidence of JEV moving to higher elevation in the Himalaya was possibly caused by bias - less disease in lowlands (though vaccination) increasing apparent magnitude of outbreaks in highlands where vaccination is not available. This concept is written up in the cited paper.
Exploitation Route Recommend that improved surveillance is used in Nepal to assess whether JE is moving
