Challenging RISK: Achieving Resilience by Integrating Societal and Technical Knowledge

Abstract
This project is concerned with socially integrated mitigation of multiple structural risks in the urban environment, with a focus on the linked risks of earthquake and fire. Fire is the largest contributor to building damage following earthquakes. To date, this research area has largely been ignored as it crosses the boundaries between the knowledge areas of earthquake and fire safety engineering. The combination of factors adds to the challenges in risk estimation already existing in each distinct area. There is currently no universally accepted method for accounting for the effect of strengthening practices on building vulnerability to earthquakes (let alone earthquakes followed by fire). In the case of fire safety engineering, few credible techniques for damage estimation or risk-based design currently exist due to a lack of requisite input data. This project will develop, through large scale structural testing and computational analysis, new technical engineering solutions to these problems. And, for the first time, these technical engineering solutions will be developed explicitly accounting for the social context within which they are to be enacted.
21st Century engineering must provide effective and practical multi-hazard risk mitigation solutions against a background of growing urbanisation, overstretched services and vulnerable infrastructure. Thus, Challenging RISK will develop and holistically optimise strategies for the mitigation of multi-hazard risks, leading to resilient physical infrastructure within local communities. It proposes fundamental engineering research leading to new understanding of the response of existing concrete structures to earthquake and fire, with a long-term view to extend the lessons learned to other hazards. Simultaneously, it will design and implement effective mitigation promotion campaigns by extending existing research on individual and societal risk perception to community level through adoption of participatory citizen science techniques. The interaction with communities, local authorities and construction industry, will also feed back into the experimental programme, such that only structural strengthening options that meet the requirements of these stakeholders will be investigated. Our ultimate goal is to increase the uptake of structural and non-structural mitigation measures, resulting in reduced life and economic losses.
We will produce new knowledge on the performance of existing reinforced concrete structures subjected to earthquake and fire hazards (individually and in sequence), with the aim of developing an integrated framework for performance-based assessment and structural mitigation. We will engage with communities to define "acceptable" performances, inform the technical programme and the means for effective implementation. Large-scale experimental studies will be carried out on structural elements and sub-assemblages representing non-seismically designed buildings that have been strengthened for improved seismic response using fibre reinforced polymers (FRP). The elements will be subjected to seismic loads and then to fire (and vice-versa). They will provide information for the design of FRP strengthening to achieve multiple performance states under the fire and earthquake loads.
In parallel, action-oriented research, where interventions are carried out at both the technical and social levels, will be used to develop an understanding of risk perception and representation of fire and seismic risk at the individual and community levels, with specific interventions carried out in London, Seattle, and Osaka. This will be done, for example, through seismic monitoring combined with perceptions surveys using smartphones, and recording fire risks and incidents using social media. The results of this part of the study will assist in the development of effective communication to raise awareness, leading to action.

Planned Impact
Our aim is to use the research programme to have commercial, policy and societal impacts. The tools, technical guidance and multi-hazard approach developed will uniquely position UK Civil Engineering industry to deal with global challenges of providing resilient infrastructure (both new and retrofit). Enhancements on multi-hazard risk assessment will also provide a competitive advantage to the UK re-insurance industry. Representatives of both these industries (Head of seismic skills at Arup and the Director of the Willis Research Network) have agreed to be on our Advisory Board, act as a means of dissemination in industry and provide stakeholder input. All groups have significant experience in working with these industries (e.g. consultancies, EngDs, KTS). Furthermore, Bisby has already secured funding from The Lloyds Register Educational Trust (£40K) to run a one week workshop on Risk Perception and Sociology in Fire Engineering in June 2013, which will be integrated in the proposed project if funded. The joint EPICentre-JCDR International symposium series 'Cities at Risk' will provide a means of research dissemination to the international community. Furthermore, Joffe is CoI in a Programme Grant (EP/J017698/1) "Transforming the Engineering of Cities to Deliver Societal and Planetary Wellbeing", through which our work on social, economic and interdependent engineering will be integrated into mainstream approaches for city design and management (which should account for failures and disasters). Prof. N Tyler (PI of the grant) has agreed to join our Advisory Board to facilitate knowledge transfer.
The UK is leading discussions in the field of new seismic codes [5] and Rossetto's presence on SECED and the BSI committee for implementation of the European seismic code will provide a means for future incorporation of the developed performance-based engineering framework and guidance into codes of practice. In terms of policy, Bisby's close work with the London Fire Brigade, Communities and Local Government, and codes development agencies worldwide, will ensure that the outcomes of the programme will be relevant and useful for policy making and also for development of engineering guidance. Challenging RISK will provide outputs on how the public engages with the structural and non-structural mitigation measures they can take to reduce their earthquake and fire risk. The policy impact of these outputs will be facilitated through the work of ExCiteS with communities and local decision-makers, and provision to them of tailored monitoring and data analysis tools. The societal impact is one of the significant outcomes of the programme, especially with the ability to suggest community-centric learning about risk and resilience, and an understanding of how models, outcomes of research, guidelines and regulations fit within the needs and abilities of different communities. The work of ExCiteS in involving community members in shaping research questions and carrying out audits and analysis will be captured in guidelines that can be shared through 'Mapping for Change', a social enterprise owned by UCL. This will allow dissemination through the third sector (charities, voluntary organisations, etc.). Community risk mapping in fire safety engineering has potentially enormous consequences for addressing socio-economic risk inequities in UK society, in engineering design of infrastructure and provision of adequate emergency services.
Finally, we see the proposed programme as an opportunity to emphasise and promote civil engineering research in the UK. Advocacy and promotion of this field has been, and will continue to be, carried out by the three groups through a variety of means, e.g. media, participation in science festivals, learned societies, reports, websites, blogs (e.g. www.eng.ed.ac.uk/fire) and social media platforms.

Description | New approaches have been developed for the realistic seismic strengthening of reinforced concrete beam-column connections with fibre-reinforced polymers. Alternative designs using steel components have been developed and testing of these has just ended. Exploratory tests have been carried out that look at smart memoryalloys as a future strengthening approach for columns under cyclic loading. The results are being currently published. An intervention for improving lay people's preparedness for fire and earthquakes has been designed and implemented in Seattle, USA and in Izmir, Turkey. In each case 100 people attended the designed workshops and their level of preparedness was compared with that of a matched sample constituting the control (on which the intervention was not carried out). The results of surveys of preparedness in the intervention groups and control groups at 3 months and 1 year after the intervention show a statistically significant increase in preparedness actions taken by the intervention groups in both countries. This study is significant and we are working to disseminate the methodology, such that it can inform future disaster preparedness. Long term participatory methods for community preparedness were evaluated in Seattle, across different areas, socio-economic grouping, and various interests. The work so far is showing a promising potential for community led data collection and management to organise and prepare for multi-hazard situations. |

Description | We have carried out an intervention in Seattle, USA, and Izmir, Turkey where 100 participants in each country attended 2 workshops and conducted activities to see whether we could influence their preparedness behaviours in the case of earthquakes and fire. Comparison of preparedness levels with matched samples used as controls show that we have had an influence on levels of preparedness 3 months post-workshop and significantly 1 year -post workshop. The preparedness levels of these people have changed. The main results of this study have been published in Nature Human Behaviour Journal and we aim to disseminate the methods and design approaches used in order to influence future hazard preparedness campaigns. Work on reinforced concrete beam-column connection strengthening with FRP has been successful in developing a new approach that allows the joint to gain strength and ductility at a local level, and globally changes the damage mechanism achieved in the structure to one that promotes life-safety. To achieve the latter the FRP strengthening adopted needs to be accompanied by a weakening of the slab, which though counter-intuitive is extremely effective for the control of damage occurrence in the structure. We have conducted tests that look at the residual capacity of fire-damaged reinforced concrete columns when subjected to subsequent cyclic loading (like earthquake). These tests have been extended to look at the effectiveness of special paint-coating for fire protection and structural strengthening of reinforced concrete elements. Several journal papers have been produced from the experimental campaign conducted. The results show very important issues with current guidance and provide potential solutions. There is strong potential impact of this work, though too early for this to be yet realised. A leading vendor of GIS (Esri) has used the learning from the project to structure an introduction to one of their novel data collection tools which we have tested in the project. The online teaching module was released to a world wide audience in January 2017. |

Impact | The article with the apporach is being published right now in Nature Human Behaviour journal. We have proven that we have changed long-term preparedness behaviour (for earthquakes and fire) of individuals in Izmir (Turkey) and Seattle (USA). The intervention was delivered to a sample of 100 people, with a matched sample of 100 people used as a control. The intervention is a series of 2 workshops with various activities. People's home preparedness was measured through house visits before the intervention, 3 months and 1 year after the intervention. We proved statistically that there was an improvement in uptake of preparedness measures in the 100 people we had intervened on in both countries. |

Drawing on research by the University of Edinburgh into why and how the World Trade Centre towers fell on 9/11 this play asks why the significant gaps in our understanding of fire exposed by this terrible event are not being acted upon. Using this specific engineering failure as its focus the play engages with wider questions about the blame culture in our society, the choices made between financial cost and human cost, and how engineers manage and articulate risk to the wider public.
