Abstract
This proposal sets out a five-year programme of activities for phase 3 of the UK Energy Research Centre (UKERC). UKERC's main objective will be to conduct and synthesise independent research on energy systems that is academically excellent and relevant to policy, business and other stakeholders. UKERC's research programme will be complemented by engagement and knowledge exchange activities, some of which will be performed on behalf of (or in conjunction with) the wider UK energy research community. Phase 3 will build on UKERC's strong track record of research and engagement.
UKERC's research and other activities will be substantially re-oriented in phase 3. The first two phases of UKERC focused on understanding what a decarbonised UK energy system will look like in 2050 and how the transition towards this system could be achieved. The third phase will recognise the increasingly contested and uncertain nature of energy system change. It will explore the UK energy transition in an uncertain world, and the synergies and trade-offs between the key drivers for this transition. Whilst the need to achieve deep emissions reductions will remain a driver for UKERC's research, phase 3 will analyse a wider range of potential energy system transitions in the UK. These include future energy pathways that do not achieve such deep reductions in emissions.
The phase 3 research programme will comprise six interdisciplinary themes, each of which is guided by a problem-focused research question. These themes will focus on the development and analysis of future pathways for the UK energy system; the implications of these pathways for resources and vectors; the implications for energy systems at local, national and international scales; the interactions between the energy system and the wider economy; the implications for decision making by individuals and organisations; and the review and synthesis of evidence on contentious energy topics.
UKERC phase 3 will include a core research programme and a flexible Research Fund. The fund will increase the breadth and depth of UKERC's research programme, provide resources to strengthen UKERC's links with other important research centres, and will ensure that UKERC is more inclusive. The UKERC research programme will be expanded by a number of separately commissioned Research Challenges, the first of which will focus on valuing natural capital in low carbon pathways.
The research programme will continue to be complemented by the Research Atlas (including the research register and energy data centre), and core non-research functions. These include three knowledge exchange networks for policy, business and academic communities, a substantial communications function, international engagement activities including EERA, continuation of the UKERC summer school on a trial fee-paying basis, and a network for early career researchers.

Planned Impact
UKERC phase 3 will build on a strong track record of impacts on academic, policy, business and other communities during phases 1 and 2. Many of these impacts will continue to be achieved on the basis of an internationally leading interdisciplinary research programme that is both independent and relevant to stakeholder communities. Most of UKERC's core functions will be explicitly focused on facilitating and delivering these impacts. Impact | The National Infrastructure Commission is a new body, based within HM Treasury and chaired by Lord Adonis, that has been set up to advise government on the future development of national infrastructure. One of the Commission's first tasks has been to produce a report on 'Improving how electricity supply and demand are balanced', which is due in time for Budget 2016. UKERC were approached to provide a half day seminar for Commission members on challenges for current and future electricity systems, focusing on interconnections, demand side response, flexible generation and storage. The seminar took place at HM Treasury in December 2015, and involved UKERC Director Jim Watson, Co-Directors Nick Eyre and Keith Bell, and Jonathan Radcliffe from Birmingham University. |

Impact | GATE is contributing to deliver analysis of the sustainability of agricultural system and energy system projections produced by UCL-TIAM. Output from GATE will underpin work by Carole Dalin - NERC Independent Research Fellowship (2016-2021) - focused on the concept of virtual water, i.e. the water used to create goods and services. Title | Transport Energy and Air pollution Model (TEAM) UK - new scenario policy modelling tool - Brand C. |
Description | TEAM is a highly disaggregated, bottom-up modelling framework of the transport-energy-environment system. Built around a flexible and modular database structure, it models annual projections of transport supply and demand, for all passenger and freight modes of transport, and calculates the corresponding energy use, life cycle emissions, environmental impacts and external costs year-by-year up to 2100. It takes a holistic view of the transport system, built around a set of exogenous scenarios of socio-economic, socio-technical and political developments. The model is technology rich and, in its current version, provides projections of how different vehicle technologies evolve over time for 770 vehicle technology categories such as efficient gasoline internal combustion engine (ICE) vehicles, hybrid electric vehicles (HEV), battery electric vehicles (BEV), plug-in hybrid electric vehicles (PHEV) and hydrogen fuel cell vehicles (HFCV). TEAM has evolved from the UK Transport Carbon Model (UKTCM) that played a key role in developing the UKERC Energy2050 'lifestyle' scenarios (Anable et al., 2012a; Anable et al., 2012b) and in exploring the effectiveness of low carbon car purchasing incentives in the UK (Brand et al., 2013). Description | Originally known as the UKERC Research Atlas, the system was originally set up in 2005 as part of the UK Energy Research Centre (or UKERC) to create a hub for information on all publically funded energy research happening in the UK. The system consists of five components, all originally distinct but now being brought together: 1) Data Catalogue - a collection of energy-related datasets; some are curated here at the Energy Data Centre, but there are links to others held elsewhere; 2) Project Catalogue - this contains information about publically funded research in energy derived from a range of funding bodies. This can be searched, and once searched, filters can be applied to narrow down your search for more targeted results. It was formerly known as the Research Register; 3) Landscape Documents ("Where we are today") - these provide a comprehensive account of competencies and publicly funded activities in energy research, and development and demonstration in the UK; 4) •Roadmap Summaries ("Where we should be going") - a collection of national and international documents summarizing the problems to be overcome before new technologies can be commercially viable; 5) UKERC Publications - publications published by UKERC, or produced as a result of UKERC's activities. all the above components can be searched for specific titles, or a category/research theme can be chosen to search through; 6) Visualisation functions eg GIS maps . |

National Grid usually rely on a standard, inhouse and commertial, set of simulation models to design and run the analysis for their annual Future Energy Scenarios publication. Last year, 2018, was the first time that NG relied on UKTM to provide information on the cost and corresponding emission profiles of the FES18. Our role was one of scenario development and modelling good practice advice for the replication of the FES18 scenarios into the UKTM framework. This role extended - in part - to training one of their analysts in the use of UKTM. |

A top 5 most downloaded paper in Transportation Research Part A - Policy and Practice - was widely disseminated in an ESRC evidence brief on "Supporting large-scale transition to electric cars". In collaboration with the Scottish ClimateXChange project we are also developing a Scottish version of TEAM - STEAM. We are working with ClimateXChange and the Scottish government on developing policy scenarios to inform future policy making in the transport and energy sectors. Similar activities are emerging in support of analysis for the Road to Zero strategy to be announced by the DfT in spring 2018. The tool has attracted interest by a number of research institutions (UCL, Imperial, Leeds, Aberdeen, Simon Fraser Uni in Vancouver) and research scholars. The documentation (user and reference guide) has been downloaded more than 6,000 times since release. |
