UK Quantum Technology Hub for Quantum Communications Technologies

Abstract

Quantum technologies are new, disruptive technologies that have the potential to outperform familiar information technologies, for example in the areas of communications, sensing, measurement and computing. We all use all this stuff every day, relying on it increasingly as our lives become more and more "high-tech". Quantum technologies employ the weird and counter-intuitive features of quantum physics, in technologies that can offer greater security for communications and data. Or in technologies that can measure and sense things better. Or in technologies that can open up new and more powerful directions in computing.
The UK has an outstanding track record - recognised worldwide - in quantum technology research. The time is now here for this research to progress to development, demonstration and the commercialisation of new quantum technologies. The UK Government has recognised this fact and has injected £270M into the Science and Technology budget to achieve it. A major part of this £270M is to be spent on a national network of Quantum Technology Hubs, whose job it will be to deliver new quantum technologies for the UK.
Our proposed contribution to this endeavour is a Hub for new Quantum Communications Technologies. Data and communications security are absolutely essential throughout society today - for individuals, institutions, businesses, governments and nations. Current secure communications systems have vulnerabilities, some exposed today and others that may be exposed in the future as computing power and hacking techniques improve. Secure communications based on quantum physics can eliminate some of these vulnerabilities, providing systems whose security is underpinned by the laws of Nature. The basic features of quantum physics that enable secure communications are: (i) information encoded in a quantum system cannot be copied; (ii) information encoded in a quantum system is irreversibly changed when somebody reads it. Intuitively, one can see that these cts will ensure that eavesdroppers on quantum communications always get caught. This can be utilised in quantum communications systems to give a guarantee of security. The "classic" example is that Alice and Bob can share a secure, secret key, with a quantum promise that Eve knows nothing about it. They can then use this key to protect a range of communications and transactions in the future. However, they do have to consume the key to maintain security, so there is a need for topping up of secure key (quantum key distribution, or QKD) on a regular basis through quantum means.
Demonstrations of quantum communications systems have existed for a number of years now, but with limitations on their capabilities that have prevented large scale commercialisation of these technologies. The grand vision of our Hub is to develop new quantum communications technologies that will overcome these limitations, enabling widespread use and adoption - from government and commerce through to consumers and the home. We aim to develop short-range, low cost QKD for mobile devices such as 'phones. We aim to develop chip-scale QKD modules, for ease of manufacture and widespread and versatile deployment. We aim to demonstrate QKD over networks and its integration with conventional communications. We also aim to investigate new directions in quantum communications, going beyond simple QKD, for example to quantum versions of digital signatures for signing electronic messages or documents.
There is great potential for the UK to become a world-leader across a range of new, high-tech, quantum technologies. Furthermore, the quantum communications sector is of particular national importance. As all security and cryptography technologies are sensitive and subject to import/export controls, it is therefore vital for the UK to establish "sovereign capability" in a new quantum communications sector. We have assembled an outstanding team of scientists and engineers in our Hub to pursue this goal.

Planned Impact

As the high level objective and vision of this hub is to generate new quantum communications (QComm) technologies, for commercialisation of this quantum technologies (QT) sector, the main long term impact of our work should be economic, for UK plc. Our new technologies should have widespread applicability - from government, defence and security through commerce to consumers and the home - thus generating widespread economic and societal impact. Our goal is safer and more secure communications and transactions for all, from mobile phones and wireless connectivity through to backbone networks. The QComm technologies developed in our Hub will have major economic and societal impact across this spectrum. We also anticipate spin out economic impact, with the high speed electronics and chip-scale optical devices and switches we develop finding other markets.
To deliver all this big picture impact, the Hub Management Team will follow an impact generation strategy incorporating various mechanisms:
1. Regular consultation with the Hub Advisory Board, the membership of which will be selected to ensure appropriate expertise in relevant impact generation and tech transfer.
2. Active monitoring of IP opportunities and IP protection.
3. Maximise involvement of UK industry in the quantum technologies sector, to create wealth and jobs. At its outset the Hub has strong industrial partnership: NPL and Toshiba as major collaborators in the Hub; ID Quantique, Oclaro, BT, ADVA and Nokia as consultants/suppliers; defence contractors Airbus Defence and Space, and L3 TRL Technology Ltd. as sponsors and end-users; start-ups Cryptographiq Ltd and Qumet Technologies as commercialisation channels.
4. Wider collaboration and consultation with stakeholders, industry, end users and other Hubs to ensure that all technological advances are exploited as widely as possible, providing new products and services. This will be through licencing or tech transfer to existing companies and also by fostering the development of new start-up companies in addition to Qumet and Cryptographiq.
5. Regular knowledge transfer activities, such as conferences, workshops and industry briefings.
6. Active networking and training. All Hub academic partners are providing PhD students as part of their institutional support, some already directly linked to relevant CDTs. Along with the PDRAs, these students will form a network within our Hub, and more widely within the UK Network of Hubs. This will provide highly skilled scientists, with relevant expertise across a range of QT, to ensure the knowledge supply chain is in place to deliver the benefits and impact of the investment.
The Hub member institutions all have mechanisms in place to ensure maximum impact. For example, at the lead institution York the exploitation of emerging technologies will be supported by the Business Development Team with extensive commercialisation experience and a strong track-record of making world class research more accessible to industry. This team will ensure that opportunities for industry partnerships, spinning-out of new companies and licencing are optimised, as will the corresponding teams at the other Hub partners. All Hub partners will continue to seek research funding (EPSRC, EU, etc.) to ensure the sustainability of the Hub and a future "impact stream". We shall also seek further exploitation funding (TSB, etc.) to accelerate the transfer of technologies to industry.
In addition to the longer term economic and societal impact, immediate wider impact of our work will be through active public engagement: web; media, popular talks, etc.. We will also deliver major academic impact, as detailed in the "Academic Beneficiaries" section.

Description KETS Quantum Security Ltd. is a new commercial venture focused on developing the potential of quantum cryptography with integrated quantum photonic platforms. This approach for quantum enhanced cryptography enables the strongest digital communications encryption in a practical and deployable platform. The use of cutting edge integrated quantum photonics crucially delivers on the demanding size, weight, and power constraints common in many industrial applications, while maintaining state-of-the-art performance in a technology fully compatible with classical micro-electronic integration. Born out of the research pioneered by Professors Jeremy O'Brien and Mark Thompson at the Centre for Quantum Photonics (CQP) at the University of Bristol and supported by the Quantum Communications Hub, members of KETS demonstrated in 2015 the world's first chip-to-chip quantum secured communication. Using Quantum Key Distribution, they enabled the ultra-secure transmission of shared secret keys between two monolithic integrated devices. In partnership with the Hub, KETS will continue to advance the technology and are developing robust prototypes aimed at addressing a number of market needs. Through participation in a number of SETSquared (the Global #1 University Business Incubator) programmes, the team has been developing its commercialisation strategy for its integrated QKD technology. Specifically, participation in the ICURe programme facilitated 6 months of extensive market research with over 50+ individuals in 30+ key organisations across a number of market sectors including finance, telecommunications, and defence. This customer engagement has provided key insights for developing a compelling business case and as a result KETS won the 2015 University of Bristol New Enterprise Competition. This included start-up funds, legal services, and space in Bristol's innovative and dynamic high-tech incubator EngineShed.

Impact Members of KETS demonstrated in 2015 the world's first chip-to-chip quantum secured communication. Using Quantum Key Distribution, they enabled the ultra-secure transmission of shared secret keys between two monolithic integrated devices. In partnership with the Hub, KETS will continue to advance the technology and are developing robust prototypes aimed at addressing a number of market needs.During the ICURe programme, a number of companies expressed interest in KETS technology, including SMEs and large corporations. These were from different sectors, but with a common interest in a full QKD prototype, and chip-based quantum random number generators. The team are now working to implement the technology for sector-specific deployment. For example: in telecommunications networks, where new developments such as quantum-secured network function virtualisation (NFV) - recently demonstrated by Bristol's High Performance Networks Group and the CQP, together with BT - offer robust network security; in data centres, attracted by the low power consumption and small footprint of the devices; in finance, where the explosion in new fintech solutions has generated demand for the utmost in security; and in defence, with applications including securing soldier radios, commercial aircraft, satellites, and drones.

Results and Impact Members of the Bristol University Hub team attended the Manchester Science Festival on 26.10.2017. The event is aimed at a schools audience and the team presented a hacking demonstration. The aim was to send messages between two laptops, use a Caesar cipher and act as a hacker to try and guess the encryption key. The goal was to engage with a young audience and enthuse them about quantum physics and the applications of quantum technologies.

Results and Impact Professor Spiller was invited to give a specialist talk on Quantum Communications Technologies and the work of the Quantum Communications Hub to a specialist audience of scientists and engineers at the Dstl (Defence Science and Technology Laboratory) site of Portsdown West. A particular focus of the talk was the defence and security implications of QKD technology. The talk was attended by more than 30 Dstl employees and was recorded for further dissemination within the organisation. The talk was followed by a Q&A session and a lively discussion on the advantages of quantum communications for national security.

Results and Impact Andrew Lord represented the Quantum Communications Hub and gave a presentation on the applications of quantum technologies in the cyber security sector, at a "market focussed" innovation workshop organised by Innovate UK in London on 25 February 2016. The purpose of the workshop was to determine the most promising business uses for QT within cyber security, report on key market-focused aspects (e.g. potential market size, timelines, enablers and barriers) and determine the level of interest in them from key stakeholders. The workshop involved not only QT developers (academia and industry), but also potential end-users from these markets, who will help to validate the best business cases for each sector. The workshop provided an opportunity to stimulate and influence the development of emerging business and market applications of QT within the UK.

Results and Impact University of Bristol (led by Nejabati R), ETSI and UK Quantum Communication Hub organised a workshop on 'NFV and QKD: A Necessary Convergence' hosted at the University of Bristol. The aim of the workshop was to discuss security requirements of Network Function Virtualisation (NFV) that can be satisfied by QKD, technological barriers for their implementation and a strategy for coordinated standardisation. The outcome of this workshop was announced publicly in the ETSI event in South Korea i.e. 3rd ETSI/IQC Workshop on Quantum-Safe Cryptography.

Results and Impact Partner Bristol were approached in 2014 to display an object to demonstrate quantum technology in the new Mathematics Gallery at the Science Museum in London. The object is the world's first reconfigurable two-photon integrated optical chip, capable of performing a diverse range of quantum-enhanced tasks, including computation, quantum simulation and preparation of photons to be used in quantum key distribution. It is now part of the Cryptography section in the permanent exhibition, which opened in Dec 2016.

Results and Impact Paterson K, Degabriele JP and Shepherd D organised and delivered a one-day introductory course on cryptography for Hub members at RHUL. The focus on the event was on introducing basic cryptographic primitives and the provable security approach by which they are analysed in modern cryptography. Roughly 35 people attended; the lectures were delivered by Degabriele, Paterson, and two staff members from GCHQ. The event was well-received by attendees. A follow-up training day will take place on 13 December 2016 and will focus on more applied aspects, including the use of cryptography to build secure communications channels. Results and Impact The Quantum Communications Hub organised the 2nd National Quantum Technologies Showcase event following the success of the inaugural event at the Royal Society, London on 11/11/15. The 2016 event also took place in London, at the QEII Conference Centre on 3 November 2016. The Hub oversaw every aspect of the organisation of the event, with input from a working group consisting of representatives from UKNQT programme partners (the other three Hubs, NPL, EPSRC, BEIS, KTN, Innovate UK, Dstl). More than 40 technical demonstrators were exhibited and more than 600 delegates (incl. exhibitors) registered for the event. The Hub participated with the following three exhibits: low-cost, short-range quantum key distribution; integrated quantum key distribution; and quantum encryption. The event was a huge success and was used as the platform for both the launch (publication) of the Blackett Review into Quantum Technologies by the Government's Chief Scientific Adviser, Sir Mark Walport, and his team at GOS, and the announcement of the Innovation Fund £19m competition winners for projects aimed at the commercialisation of quantum technologies. The event was preceded by an international VIP reception the evening before coordinated by the Foreign Commonwealth Office at Lancaster House, which was attended by some 100+ high profile, senior industrialists from international companies.

Results and Impact John Rariy represented the Quantum Communications Hub and gave a presentation on the applications of quantum technologies in the finance sector, at a "market focussed" innovation workshop organised by Innovate UK in London on 23 February 2016. The purpose of the workshop was to determine the most promising business uses for QT within finance, report on key market-focussed aspects (e.g. potential market size, timelines, enablers and barriers) and determine the level of interest in them from key stakeholders. The workshop involved not only QT developers (academia and industry), but also potential end-users from these markets, who will help to validate the best business cases for each sector. The workshop provided an opportunity to stimulate and influence the development of emerging business and market applications of QT within the UK.

Results and Impact Dr Mohsen Razavi represented the Hub at an invitation-only Workshop on Quantum Cryptography and Communication Networks and Applications organised by the European Commission (DG CNECT) on 20 April 2017 (European Commission, Avenue de Beaulieu, Brussels, Belgium). The objective was to engage stakeholders from industry, users and academia to help the Commission in defining a possible initiative in this area to be launched after 2020. This initiative would run in parallel to the intended Quantum Technologies Flagship Initiative and would aim at developing and deploying a quantum-based secure key distribution network across Europe offering a range of services for both public and private actors.

Results and Impact Professor Tim Spiller traveled to Canada for a week as part of an Innovate UK (IUK) Global Expert Mission into Quantum Technologies. Delivered by the Knowledge Transfer Network (KTN) with support from the Catapult Centres, the Expert Missions is helping to further IUK's global strategy by providing the evidence base for where it should invest and by providing the opportunities for UK businesses to build partnerships and collaborations with key economies. Canada has invested over $1B in quantum-related R&D over the past decade and is currently a global leader in this emerging field. In 2017, the UK and Canadian governments signed a Memorandum of Understanding (MOU) related to science, technology and innovation. The MOU represents a commitment to enhance bilateral co-operation on complementary areas of research, technology, entrepreneurship and innovation, with the aim of accelerating the commercialisation of emerging technologies, and thus promoting the growth of jobs and businesses. Quantum technologies is stated as being one of four initial priority areas on which to focus. The Canada Quantum Technologies Expert Mission visited Ottawa, Waterloo and Vancouver during the week of 19-23 March 2018. The UK and Canada have a history of world-class research and substantial investment in quantum science and quantum technology. There are two distinct industrial markets: specialist technology to support the ~1,500 laboratories world-wide engaged in quantum research, and end-user products incorporating quantum technology. This Mission is particularly interested in Canadian work on QKD in space (a key Quantum Communications Hub priority for a potential phase 2 Hub as part of the national programme), and future mission and exploitation plans, and Canadian work on quantum computers. The Mission was led by Sir Peter Knight and included senior programme stakeholders from all four UK Quantum Technology Hubs, the National Physical Laboratory as well as leading industry representatives. It sought to: develop a deeper understanding of the quantum technologies landscape in Canada; explore prospective areas for future collaboration on quantum technologies between the UK and Canada; identify synergies between the activities of the two countries; and gain a greater understanding of Canadian priorities in R&D and industrial, supply-chain, end-user and technology exploitation.

Results and Impact Tim Spiller was invited to give a talk on quantum communications technologies and the Quantum Communications Hub as part of a meeting organised by NPL (EMTECH Quantum Technologies Briefing Seminar) on 24 February 2016. The aim of the meeting was to brief Government departments on the impact quantum technologies could have on government policy and procurement, and to help them consider how government can accelerate the UK quantum industry. The talks were accompanied by a poster exhibition further discussing the research undertaken as part of this project, amongst others.

Results and Impact The director of the Quantum Communications Hub, Tim Spiller was invited by BT and Innovation Martlesham, the ICT technology cluster of companies based at Adastral Park, near Ipswich, to present information on the scope, aims and vision of the UK Quantum Technologies Programme in general and the Quantum Communications Hub in particular. Results and Impact Spiller took part in a public debate about the future of cyber security. Part of the York Festival of Ideas, the event (20/06/15) was organised by the University of York in partnership with the Institution of Engineering and Technology. The debate aimed to highlight the increased need for more sophisticated methods of online security, and to explore the potential that new applications such as quantum encryption can offer. In the context of a discussion which drew lots of questions from the audience and ranged from the increasing extent and sophistication of cyber criminality to the degree of personal responsibility associated with sharing personal data on social media, Spiller summarised recent developments in the field of quantum encryption and the commercialisation potential of QKD, the most mature of the technologies currently in existence. Results and Impact Professor Spiller took part in a public engagement exercise commissioned by the EPSRC and delivered by Kantar Public. The aim of the exercise was to collect evidence on views held by a random sample of the public (around 20-25 people) on the emerging quantum technologies, and record their concerns, hopes, and dilemmas, while also engaging them in a dialogue with experts and researchers to try and inform them of the potential of the new technologies and alleviate some of their fears. The dialogue took place over 2 weekend workshops at the University in York and also incorporated an interim activity (a talk by an industrial partner, Professor Andrew Lord from BT, and a technical demonstration of Quantum Key Distribution). The dialogue was hugely successful and attracted very good feedback from the participating members of the public who enjoyed the experience, interacting with Professor Spiller and other members of the Hub, and witnessing the technology demonstration.

Results and Impact YorkTalks was launched in 2014 as the final event in the University's 50th anniversary year long programme of reputation building events. For the third YorkTalks, the aim was to showcase the very best of the University's research across the seven research themes in order to exemplify commitment to research excellence which forms a key component of the new University Strategy and the new Research Strategy. The YorkTalks audience is drawn from across the academic and non-academic disciplines in the University community as well as external stakeholders such as current and prospective donors, alumni, business and industrial contacts and partners, research partners, and the general public. The format of the event is very much styled to mimic Ted talks. Each session will last 90 minutes. Each speaker had just 15 mins to explain their research. This was followed by a chaired discussion including a Q&A with the audience. More than 100 people attended Tim Spiller's presentation on quantum communications and the work of the EPSRC QComm Hub and a number of questions were answered in the end. The Centre for Science and Policy at the University of Cambridge worked with the Defence Science and Technology Laboratory (Dstl) to organise a workshop on the threats and challenges of quantum technologies. The workshop began with a chaired roundtable discussion in the Pitt Building. Main focus of the workshop: Discussions focused on the future threats and challenges posed to UK defence and security by quantum technologies. In particular, the workshop considered:
How, and in what ways, could quantum technologies (particularly in the areas of computing and communications), be utilised to pose a threat to the UK?
In which domains, or against what targets, are these threats likely to manifest themselves?
What type of adversaries (e.g. states, non-state actors, and individuals), might seek to use these technologies against the UK, and in what ways? How might use vary?
Are there ethical, normative or legal constraints that might impact on an adversary's willingness to utilise such technologies?
What are the frictions or barriers, to exploiting quantum technologies?
How would, or could, quantum technologies impact on Critical National Infrastructure (CNI)?

Results and Impact The Hub presented a number of technical demonstrations to an audience representing government, industry and other members of the research community at the 2017 Showcase event.The technology demonstrators were led by experimental colleagues at the Universities of Bristol, Cambridge and York, as well as industrial partners Toshiba Research Europe Ltd, BT and ADVA. Our exhibits ranged across the sectors: (i) integrated photonics in the form of chip-based quantum key distribution (QKD), offering distinct commercial advantages in terms of enhanced functionality and cost-effective manufacturing; (ii) quantum keys used as a network resource, demonstrating the adaptive functionalities and agile network capabilities resulting from combining QKD security with existing software defined networks (SDN) and network function virtualisation (NFV) principles; (iii) low-cost, short-range QKD for use on handheld devices, enabling cryptographic interaction with ATM-like terminals; (iv) an optical fibre-based transmitter and receiver system for exchanging classical and quantum signals using single laser pulse, for monitoring eavesdropping and generating secure keys for cryptographic purposes; (v) a demonstration of securing data centre links with quantum cryptography over optical fibre networks; (vi) an exhibit highlighting work on the UKQNTel project, the extension arm of the UK's Quantum Network linking major R&D and business clusters in Cambridge with and Adastral Park via optical fibre.

Results and Impact The Quantum Communications Hub Director, Professor Tim Spiller, gave a public talk titled "National Network of Quantum Technologies Hubs: Quantum Communications Hub" at the "Meet the Hubs - Introduction to the Quantum Technologies Programme" event organised by Innovate UK at the Ambassadors Bloomsbury Hotel, in London on 19 January 2015. The event was targeted at representatives from Industry and Bussiness and its aim was to raise the profile of the National Quantum Technologies Programme and highlight businness opportunities for further involvement. The event was a success with Spiller answering a number of questions about the scope and vision of the Hub, and it generated many requests for similar type events in the future.

Results and Impact This was a follow-up industrial engagement of the one organised by BT and Innovation Martlesham in June 2015. This particular event titled "Business Opportunities in Quantum Technologies", jointly organised by BT, Innovate Martlesham, the KTN and the Quantum Communications Hub, invited presentations by all four Quantum Technologies Hubs Directors (incl. Tim Spiller) and all presentations were accompanied by a networking session where representatives from industry, start-ups and SMEs were invited to browse exhibition stands, and talk to the Hub directors and their business development managers about potential involvement in the national QT programme and routes to commercialisation.
