Centre for Energy Systems Integration

Lead Research Organisation: Newcastle University
Department Name: Sch of Engineering

Abstract

Energy systems are vitally important to the future of UK industry and society. However, the energy trilemma presents many complex interconnected challenges. Current integrated energy systems modelling and simulation techniques suffer from a series of shortcomings that undermine their ability to develop and inform improved policy and planning decisions, therefore preventing the UK realising huge potential benefits. The current approach is characterised by high level static models which produce answers or predictions that are highly subject to a set of critical simplifying assumptions and therefore cannot be relied upon with a high degree of confidence. They are unable to provide sufficiently accurate or detailed, integrated representations of the physics, engineering, social, spatial temporal or stochastic aspects of real energy systems. They also struggle to generate robust long term plans in the face of uncertainties in commercial and technological developments and the effects of climate change, behavioural dynamics and technological interdependencies.

The aim of the Centre for Energy Systems Integration (CESI) is to address this weakness and reduce the risks associated with securing and delivering a fully integrated future energy system for the UK. This will be achieved through the development of a radically different, holistic modelling, simulation and optimisation methodology which makes use of existing high level tools from academic, industry and government networks and couples them with detailed models validated using full scale multi vector demonstration systems. CESI will carry out uncertainty quantification to identify the robust messages which the models are providing about the real world, and to identify where effort on improving models should be focused in order to maximise learning about the real world. This approach, and the associated models and data, will be made available to the energy community and will provide a rigorous underpinning for current integrated energy systems research, so that future energy system planning and policy formulation can be carried out with a greater degree of confidence than is currently possible.

CESI is a unique partnership of five research intensive universities and underpinning strategic partner Siemens (contribution value of £7.1m to the centre) The Universities of Newcastle, Durham, Edinburgh, Heriot-Watt and Sussex have a combined RCUK energy portfolio worth over £100m. The centre will have a physical base as Newcastle University which will release space for the centre in the new £60m Urban Sciences Building. This building will contain world-class facilities from which to lead international research into digitally enabled urban sustainability and will also be physically connected to a full scale instrumented multi vector energy system. The building will feature an Urban Observatory, which will collect a diverse set of data from across the city, and a 3D Decision Theatre which will enable real-time data to be analysed, explored and the enable the testing of hypotheses.

The main aim of CESI's work is to develop a modular 'plug-n-play' environment in which components of the energy system can be co-simulated and optimised in detail. With no technology considered in isolation, considering sectors as an interlinked whole, the interactions and rebound effects across technologies and users can be examined.

The methodology proposed is a system architect concept underpinned by a twin track approach of detailed multi-vector, integrated simulation and optimisation at various scales incorporating uncertainty, coupled with large scale demonstration and experimental facilities in order to test, validate and evaluate solutions and scenarios. A System Architect takes a fully integrated, balanced, long term, transparent approach to energy system planning unfettered by silos and short term thinking.

Planned Impact

CESI has been designed to maximise the impact of the proposed research on the economy and society. We propose an Impact and Engagement Officer, seconding researchers into external organisations and creating a unique full-scale demonstration facility. The Centre Director time is 40%FTE, around 5% is estimated for impact and engagement networking and the awards from the £1m of "flexible funding" will be based on potential impact. Most of the demonstration facilities will be at Newcastle University's £60m Urban Sciences Building, which includes working space for CESI and its visiting academic, public and private collaborators.

CESI will address the gap between research and large scale deployments with unique full-scale demonstrator facilities. The most comprehensive demonstrator is Science Central which includes integrated smart energy networks and a £60m smart building. The importance that CESI non-academic partners attach to this project is shown by their significant financial support (cash and in-kind) as seen in the attached letters of support, including £7.1m contribution from Siemens. Senior figures from key partners have agreed to serve on our Industrial Innovation Board and our International Scientific Advisory Board. In order to encourage industry and the public sector to benefit from this research, CESI will endeavour to release all tools, models, scenarios and data.

The consortium has put in place routes for CESI to play an important role in influencing energy policy and many of the CESI academics work closely with DECC. For example, Professor Taylor sits on the DECC energy storage steering group. Due to its importance, DECC and the Scottish Government have stated that they wish to collaborate closely with CESI.

A specific route to policy impact is created by CESI's novel co-evolution cycle approach, combined with an energy trilemma evaluation. This will develop future scenarios showing how integrated energy systems can provide solutions for the UK. These findings will be disseminated through five annual policy briefings, covering energy systems integration issues for decision makers and they shall be invited to workshops and demonstrator open days. Academics will be supported in applying to the Royal Society Westminster and MEP-Scientist Pairing Schemes. CESI will embed researchers in Government Departments. Policy impact will also be enabled by CESI's collaboration with the Energy Systems Catapult. CESI will participate in the European Energy Research Alliance Joint Programme in Energy Systems Integration (EERA JP ESI) at a number of levels.

CESI will maximise the potential societal impact by building on our existing, long-term relationships with third sector partners such as National Energy Action and Thames Valley Vision. We will undertake public engagement by opening at least 2 of the 9 demonstrator open days to the public. CESI's work touches on societal challenges, as a result, we expect the research to be of interest to local media and we will publicise the outputs of the research to the local communities. These activities will exploit the Decision Theatre at Science Central to explain complex multi-dimensional decision-making to the public through 3D visualisation.

The CESI consortium will publish and disseminate research in leading journals and through high-profile conferences, including keynote and plenary lectures. To cement the necessary cross-disciplinary methods of working, some consortium researchers and PhD students will spend time at other academic institutions and/or with our industrial and government partners, and we have retained some flexible funding to meet the costs of these activities.

CESI is leveraging international collaboration to ensure that UKRC funding delivers significant international impact. Our international collaboration includes for example, Skoltech (Russia)and NREL (USA).

Description The research in CESI is beginning to have an impact in Industry and Government in the UK and internationally and future energy research funding. Through the work of CESI, the UK is moving away from segregated energy vectors that operate in isolation, and towards a more 'whole systems' approach to energy management. Our research has fed into business plans from Northern Gas Networks, has influenced decision-making within BEIS and Ofgem and is changing how the UK Distribution Network Operators view and manage their networks. Ofgem now require whole systems planning from network operators and require considerations for investments in electricity, heat, gas and transport vectors (see Ofgem RIIO-S Business Plan guidance - https://www.ofgem.gov.uk/publications-and-updates/riio-2-business-plans-guidance-document). Northern Gas Network's whole systems strategy for Ofgem identifies how the transmission operator will enable whole systems solutions in its business (see https://www.northerngasnetworks.co.uk/wp-content/uploads/2019/12/A14-NGN-RIIO-2-Our-Whole-Systems-Strategy.pdf). CESI is helping shape the future of energy research in the UK. UK Research & Innovation (UKRI) has recently published two reports giving an analysis of the UK's existing research landscape (https://www.ukri.org/files/infrastructure/landscape-analysis-final-web-version/) and identifying opportunities to grow the UK's research and innovation infrastructure capacity (https://www.ukri.org/files/infrastructure/the-uks-research-and-innovation-infrastructure-opportunities-to-grow-our-capacity-final-low-res/) in the period to 2030. These reports make recommendations across six broad research sectors (including energy) identified as key to ensuring the UK remains a global leader. A multi-disciplinary CESI team of researchers from Newcastle University led by Prof Phil Taylor were commissioned by UKRI to consult with the energy community in industry and academia. An important finding from initial consultations was that opportunities to grow future energy research and innovation infrastructure could be classified in seven key themes: Whole energy systems; fuel cells and hydrogen; energy storage; renewable energy sources; alternative fuels; nuclear energy and carbon capture and storage. Our findings and recommendations across these themes are included in the published reports. Of particular relevance to CESI are the recommendations for the whole energy systems theme. These include a new interdisciplinary centre for excellence in energy analysis integration and a decarbonisation of heat demonstrator. CESI research on blockchain has been widely cited nationally and internationally, including by the US Congressional Research Office for a strategic policy briefing to US Congress. The August 2019 US Congress strategic report "Bitcoin, Blockchain and the Energy Sector"( https://crsreports.congress.gov/product/pdf/R/R45863 ), cited the CESI journal paper "Blockchain Technology in the Energy Sector: A systematic review of challenges and opportunities", published in Renewable and Sustainable Energy Reviews (https://doi.org/10.1016/j.rser.2018.10.014). This paper is the most downloaded article in this top-ranked energy journal (IF 10.5). This paper has already received over 160 citations since its publication in February 2019. Professor Karen Turner, Director of University of Strathclyde's Centre for Energy Policy, is PI of a project funded in our first flexible funding call: Modelling the distribution of costs from network upgrades for electric vehicles (EVs) (https://www.ncl.ac.uk/cesi/cesiflexfund/firstcesiflexfundprojects/turn/). Working with Scottish Power Energy Network (SPEN), the project team investigated who would ultimately pay for the cost of upgrading the power network to facilitate the intended rollout of EVs. The project team found that EV uptake has positive impacts for all household incomes and results in increases in GDP and employment. One key finding from the research was that the investment in the electricity network needed to support a 20% uptake in electric vehicles would create 3,000 new jobs. This contributed to a £7.5 million project commissioned by the Scottish Government, following its announcement for accelerated targets to remove the need for carbon emitting cars by 2030 (https://www.gov.scot/news/more-electric-vehicle-charging-points/). The findings of the CESI-funded research are published in Energy Policy (https://doi.org/10.1016/j.enpol.2019.111117). The Communities Secretary, Rt Hon Robert Jenrick MP, rejected permission for an open cast mine near Druridge Bay in 2020, stating that the proposal "is still not environmentally acceptable". This announcement follows a lengthy decision process and extensive media coverage, including a Public Inquiry and an appeal to the High Court. In his expert witness testimony to the Public Inquiry, CESI's former Director and current Associate Director, Professor Phil Taylor, emphasised the need to take a whole systems view, highlighting CESI's research into an integrated energy system. CESI evidence showed that, by balancing supply and demand on the electricity grid, we can phase out coal and reduce the need to build new power stations. An additional benefit of decarbonising our energy system more rapidly is that this offers the opportunity to also decarbonise our transport and heat sectors. We have helped Siemens win a large Whole Systems project at Keele University. Co-Investigator Phil Blythe was awarded the honour of the Order of Commander of the British Empire in the 2022 New Years Honours for services to Science and Engineering in Transport and Government. Phil Blythe is Professor of Intelligent Transport Systems and has made significant contributions throughout the transport sector, including applying information, communications, and computing technology to this industry. Phil also is Vice President IET and former Chief Scientific Adviser, Department for Transport (2015-2021). He is involved in the CESI work package on demand. As of 2021, the Institution of Engineering and Technology (IET) highlight a 'featured article' in their bi-monthly issue. The chosen article is selected by the journal editorial team of IET, specifically selected by the Co-Editors-in-Chief (HongJian SUN and Ram Rajagopal), as noteworthy based on the quality and impact of the research presented. The October 2021 edition of the issue (Volume 4, Issue 5), features a paper researched and written by Dr Zoya Pourmirza, Professor Sara Walker and John Brooke titled 'Data reduction algorithm for correlated data in the smart grid'. The paper, originally published in February 2021, discusses the information and communication technology (ICT) in the smart grid. In September 2021, CESI and partners namely Port of Tyne, Siemens, Connected Places Catapult and North-East LEP, were successful in the Department for Transport's Clean Maritime Demonstration call for ""Clean Tyne, UK Roadmap to Decarbonisation". The Clean Tyne project is part of the Clean Maritime Demonstration Competition, funded by the Department for Transport and is delivered in partnership with Innovate UK. The above stakeholders will work together to create a real-time digital platform which will facilitate planning and feasibility studies and help to gain a better understanding on future power needs of Port of Tyne. Outcomes of the project will be used as a data-driven evidence base to establish how a multi-vector renewables port can drive operational transition and wider compliance to deliver on the Governments Clean Air Strategy (2019), Clean Maritime Plan (2020), Maritime 2050 Strategy and Net-Zero (2050). The project uses tools developed by CESI researchers.

Description Ofgem and Northern Gas Networks - Whole systems approach
Geographic Reach National
Policy Influence Type Implementation circular/rapid advice/letter to e.g. Ministry of Health
Impact Through the work of CESI, the UK is moving from away from segregated energy vectors that operate in isolation, and towards a more 'whole systems' approach to energy management. Our research has fed into business plans from Northern Gas Networks, has influenced decision-making within BEIS and Ofgem, and is changing how the UK Distribution Network Operators view and manage their networks. For the UK to move towards a secure, reliable, and renewable-friendly energy system, it is vital that we move beyond electricity and consider the integration and interdependencies of heat, gas and transport systems. This is the underlying rationale for CESI, and we have been pushing forward this view with BEIS and Ofgem over three years during industrial advisory board meetings, through consultation responses and in private meetings with Ofgem. To make the case for taking a whole systems approach to Ofgem, we used results from the modelling and simulation of coupled gas and electricity networks and used the research carried out on the full-scale gas and electricity demonstrator, InTEGReL. CESI developed the simulation tools over a period of two years, with models populated with data from industry and real-world cases. Recently Ofgem responded to this by explicitly insisting that the gas and electricity distribution operators make it clear in their GD2 and ED2 plans under the RIIO framework how they are plan to take a whole systems approach in order to deliver value for customers and assist the low carbon transition (see Ofgem RIIO-S Business Plan Guidance - https://www.ofgem.gov.uk/publications-and-updates/riio-2-business-plans-guidance-document). This has changed the approach of Ofgem and the network operators: Ofgem now ask for whole systems planning from network operators and require considerations for investments in electricity, heat, gas and transport vectors. Prior to this they only considered one vector in isolation. These investments are estimated to be in the billions of pounds in the next decade. This is evidenced in Northern Gas Network's (NGN) whole systems strategy for Ofgem (https://www.northerngasnetworks.co.uk/wp-content/uploads/2019/12/A14-NGN-RIIO-2-Our-Whole-Systems-Strategy.pdf) , which forms a section of its business plan for the next price control, Revenue=Incentives+Innovation+Outputs 2 (RIIO-2). In line with Ofgem guidance, this business plan includes information on NGN's whole systems strategy (https://www.northerngasnetworks.co.uk/wp-content/uploads/2019/12/A14-NGN-RIIO-2-Our-Whole-Systems-Strategy.pdf, identifying how the transmission system operator (TSO) will enable whole systems solutions in its business. CESI helped NGN to write this strategy, which is heavily influenced by the Centre's research into whole energy systems. CESI Director, Prof Phil Taylor, provided a letter for support for NGN's whole systems approach. In this, he cited the importance of CESI collaborative research projects undertaken with NGN. Of particular relevance here are those undertaken at the CESI demonstrator, InTEGReL, for example exploring multi-vector control rooms of the future and the use of hydrogen and coupled electrical and gas distribution networks. Through these projects it has been possible to demonstrate the value of taking a whole systems approach and the resulting long-term customer benefits.

The Opportunities to Grow our Capacity report makes recommendations for progressing the energy themes and highlighted case studies for each. The CESI Demonstrator, InTEGReL (https://www.ncl.ac.uk/cesi/research/demo/integrel/), is referenced on several occasions in this report as an example of the type of facility needed in future and in the case study for demonstrating a whole-systems approach to UK energy use. Of particular relevance to CESI are the recommendations for the whole energy systems theme. These include a new interdisciplinary centre for excellence in energy analysis integration and a decarbonisation of heat demonstrator.

Title Integration of economy-wide and whole system methods
Description Over the last couple of years the CEP team has been developing expertise and capacity in applying dynamic economic systems modelling approaches to complement and add value to energy systems analyses in considering energy challenges in both a public policy and 'whole systems' context. Since our 2015 launch, this has involved developing the type of multi-sector economy-wide computable general equilibrium (CGE) models (used for policy evaluation by national policy actors such as HM Treasury, Scottish Government and international ones such as the World Bank and OECD) for economic system analyses of energy policy actions. This has primarily been via an EPSRC 'Working with the [EUED] Centres (grant ref: EP/M00760X/1 - working with CIED, University of Sussex), where the modelling focus is on the economic system side via CGE model development. We have begun the process of considering how our Scottish and UK CGE models may interact with TIMES energy system models via two Scottish Government ClimateXChange (CXC) fellowships held by the CIs Figus and Calvillo. To date, this has been in the context of energy efficiency. Through this flexible funded project we have made novel developments in interacting CGE and TIMES models - largely limited in the existing literature to higher level macroeconomic impacts (e.g. GDP) triggered by and/or driving energy system changes - at a sectoral and market level.

PI Contribution Throughout the project on Modelling the distribution of cost from networks upgrades for electric vehicles (SPEN) we have collaborated with SP Energy Network (SPEN) Strategic Stakeholder Group. This collaboration has developed through our shared aim to develop on respective previous works by SPEN (on estimating likely impacts of infrastructure development on consumer bills) and our Strathclyde Centre for Energy Policy (CEP) work (funded through the EPSRC H2FC Hub, Grant Ref: EP/J016454/1) on potential wider supply chain impacts of hydrogen and other EV solutions. Our contribution to the collaboration involved investigating and providing key insights on who would ultimately pay for the cost of upgrading the power network to facilitate the intended rollout of EVs. We investigate the nature, extent and distribution of a range of potential wider economy returns (including key political economy indicators such as jobs and GDP) resulting from different levels of investment to support the projected EV roll-out (given varying extents of smart centralised charging systems). This is set in the context of energy indsutries aiming to deliver required infrastucture to enable the EV roll out and the transition of the UK's transport system.
Collaborator Contribution SPEN are keen to see their work challenged and extended in an independent academic research context, and to learn how they can realise internal value through engaging with public policy research. SPEN's contribution have included discussing and challenging the modelling assumptions to ensure that our analysis is robust

Title Stand_and_Adapt_Bend Julia code
Description This code solves a power system investment planning problem with a time horizon of 15 years. The deterministic version of the problem has 3 decision nodes: one refers to decisions to be taken at present time, one to decisions in 5 years time, and one to the decision in 10 years time. The stochastic version is obtained by modelling different possible scenarios for the future of the system in 5 and 10 years. At each node, we also compute the cost of operating the system for the following 5 years for given installed capacity. We consider a construction time of 5 years, so new assets installed at present time will only be available in 5 and 10 years, and new capacity installed in 5 years will only be available in 10 years. We model a set twelve of technologies: six thermal units, three storage units, and three renewable generation units. The investment problem can be solved with two algorithms: Algorithm 1 ( Stand_Bend) and Algorithm 2 ( Adapt_Bend). Both Algorithm Stand_Bend and Adapt_Bend are presented in ''Benders Decomposition with Adaptive Oracles for Large Scale Optimization''.

Results and Impact This bootcamp workshop was a multi-disciplinary review of the whole energy systems research challenge. The full day event included all the CESI co-investigators, RAs and PhD's involved with the Centre as well as some specially invited contributors. A series of presentations were given by experts with the discipline to provide detail. The group then discussed and brainstormed the elements of their work that could be evolved/improved to include these elements.

Introduction to the highRES model - a temporally and spatially detailed energy model (Dr James Price, UCL Energy Institute)
Modelling gas networks (Keith Owen, Head of Systems Development and Energy strategy, Northern Gas Networks)
Statistics and uncertainty (Professor Michael Goldstein, Professor of Statistics in the Department of Mathematical Sciences, Durham University)
Policy landscape (Professor Gordon MacKerron, Professor of Science and Technology Policy, University of Sussex)
Generalised Test Environment (Professor Phil Taylor, Siemens Professor of Energy Systems, Newcastle University)
Big Data (Professor Paul Watson, Professor of Computing Science, Newcastle University)
Multi-agent modelling (Dr Valentin Robu, Heriot Watt University)
Sociology of Energy Science (Dr Simone Abram, Co-Director in the Durham Energy Institute, Durham University)

The main outcome from this event was for the researchers to learn from other disciplines about what the challenges of the CESI research will be. Also they learned techniques in how to embed this multi-disciplinarity whole systems approach into their research.

Results and Impact At this launch event, we held a very constructive workshop consulting our Industrial Partners (47 representatives from these organisations) on what they see as the key challenges of energy systems integration. We collated the findings and grouped these under the broad headings of Affordability, Security, Sustainability, Societal, Operational and Policy.

One strong outcome from the feedback is the need for a literature review to provide a 'state of the art' understanding to use as a starting point for our project. This is already a key early deliverable of the Centre and each work package will deliver a specific review. Horizon scanning exercises will also be carried out as preparation for the first co-evolution cycle.
From the outputs of this and our ISAB meeting, we will introduce multi-vector, multi-disciplinary working at the very outset of the Centre's research by kick-starting our collaboration with a defined programme of seven Task and Finish groups. These are based on the academic and industrial partner suggestions, and with consultation with our ISAB. These short term projects will bring together different academic and industrial partners to address critical challenges/opportunities within the energy system with delivery over the next 3 to 6 months.

Results and Impact Regional specifics of household and building characteristics, and geography-related challenges and opportunities to low-carbon retrofit at scale, can be difficult to characterise within modelling studies. The work of this CESI Flex Fund aimed to address this through a period of engagement and elicitation with a range of stakeholders with detailed understanding of how future scenarios may be implemented at community scale, and how this may vary with different communities. The first part of this project involved a series of semi-structured interviews identifying key themes to structure a workshop exercise around: i) Occupants and inequality, ii) Buildings, iii) Energy System, iv) Governance, and v) Practical obstacles. The workshop then brought focus group-style sessions together to discuss how these five themes need to evolve to meet the challenge of creating low (and zero) carbon communities.

Results and Impact This event brought together the Centre's directorate with the members of our International Scientific Advisory Board (ISAB) to establish the scientific and technical gaps in our collective knowledge, to set the initial focus of the project and to ensure that our activities are both relevant and timely.

The ISAB members contributed by providing the Board with their thoughts on what they felt to be the 'state of the art' whole system analysis and where they believe the gaps currently were in this field. While the majority of ISAB travelled to Newcastle (from the EU) for the event, our members from the USA and Singapore, teleconferenced in. This meant all our industrial scientific advisors contributed to the discussions. The Centre's research strategy was discussed in detail and suggestions for improvement and evolution proposed.

challenge ahead for low-carbon communities, the barriers to low-carbon retrofit, and the complex interaction that householders have with new technologies. The results of these interviews are characterised by key themes that emanated from the conversations, and were designed to help understand the value and purpose of community energy modelling to different end-users and/or recipients of such modelling work. The work also fed into a second-stage workshop exercise.
